According to the source, there is acknowledgement that the killing of the Iranian elite force commander General Qassem Soleimani will certainly have an impact on the peace talks between the US and the Taliban, but the group does not want to be hated by the people of Afghanistan for fighting on someone else’s behalf. Sources close to the Taliban said that Iran has an influence on the Taliban faction of Mullah Akhtar Mansour, which is mostly stationed in the western and southern parts of Afghanistan.

Taliban’s spokesman Suhain Shaheen told Arab News in a phone conversation on January 21 that Taliban representatives are holding talks with United States (US) negotiators in Qatar to create a “safe atmosphere” for the signing of a peace agreement, reports Tolo News. “There had been no discussion on cease-fire since the beginning, but the US proposed reduction in violence and our stance is to provide a safe atmosphere during the days of the agreement,” Shaheed said as quoted by Arab News. Shaheed, according to Arab News, said that a comprehensive and complete cease-fire would be declared after the peace agreement is signed with the US. We will also provide a safe passage to the US and other foreign forces following the deal,” he said.

On February 29, the United States (US) and the Taliban signed “Agreement for Bringing Peace to Afghanistan,” that will pave the way for the withdrawal of US forces from Afghanistan in exchange for a number of solid assurances by the Taliban to the US and its allies, reports Tolo News. The agreement states that the US will fully withdraw its forces over the next 14 months, and that the current force of about 13,000 troops will be reduced to 8,600 within 135 days. Non-US NATO and other coalition forces will also be reduced proportionally over that time. The agreement has four key parts- a) Guarantees and enforcement mechanisms that will prevent the use of the soil of Afghanistan by any group or individual against the security of the United States and its allies, b) Guarantees, enforcement mechanisms, and announcement of a timeline for the withdrawal of all foreign forces from Afghanistan, c) After the announcement of guarantees for a complete withdrawal of foreign forces and timeline in the presence of international witnesses, and guarantees and the announcement in the presence of international witnesses that Afghan soil will not be used against the security of the United States and its allies, the Taliban will start intra-Afghan negotiations with Afghan sides on March 10, 2020 and d) A permanent and comprehensive ceasefire will be an item on the agenda of the intra-Afghan dialogue and negotiations.

The US Special Representative for Afghanistan Reconciliation Zalmay Khalilzad on October 28, met with senior Taliban members in Doha (Qatar) including the group’s ‘deputy leader’ Abdul Ghani Baradar and the two sides discussed issues around the implementation of US-Taliban peace agreement and the release of remaining prisoners, said Taliban ‘spokesman’ Mohammad Naeem, reports Tolo News. He said they also discussed the termination of the blacklist, the causes of the increase in the level of violence. But, an Afghan government spokesman said that the Taliban’s demand for release of more prisoners has no importance for it. “What the Taliban has said and showed in action have weakened the peace process," Presidential Spokesman Sediq Sediqqi said. "The continuation of violence and expressing strange statements and even raising the issue of prisoners itself creates barriers for peace." The Afghan Government has released 5,600 Taliban prisoners as part of conditions ahead of the peace negotiations.

Taliban spokesman Mohammad Naeem said, “Many areas in the country are in our control and any decision that we get belongs to us. These locations are those that were suggested to them by the United Nations a while ago in which they mentioned that the members of (the Taliban) remain on a blacklist and pressure is brought on (the Taliban). All these statements are in contradiction”. Naeem termed those making such demands as "spoilers of the peace process."
