Anti-Talks Faction of United Liberation front of Asom (ULFA-ATF) also known as (ULFA-Independent) on May 1 blamed State Chief Minister Tarun Gogoi for inviting dubious chit fund companies who duped investors and demanded that he ensures that they are paid back their dues, reports Times of India. "The chief minister himself has claimed that a chit fund company had donated Rs 20 lakh to his relief fund," ULFA-I's ‘assistant information and publicity secretary’ Arunodoy Asom said in a statement e-mailed to PTI.

Nagaland Post reports that in a joint search operation, Security Forces (SFs) recovered a cache of illegal arms and ammunition from the house of National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) deputy kilonser (minister), ‘’ministry of trade and transport, Kahoi Swu located in Nuton Basti in Dimapur. According to a press release by Assam Rifles, the arms and ammunition recovered include one .22mm GSG-5P Semi Auto Rifle (Made in Germany); one 7.62 mm AK-47 Rifle; one .22mm Beretta Pistol (Made in Italy); one 9mm Pistol Norinco (Made in China); five magazines and 141 rounds of assorted ammunition. After the operation, Kahoi Swu along with three others identified as Sanjay Sharma, Sujit Kar and Sanjay Kumar Gupta were arrested. On questioning, the arrested revealed that they were hired to repair arms which were kept in the house of Kahoi Swu.

The Assam Tribune reports on May 1 that the Communist Party of India-Maoist (CPI-Maoist) in Assam received training in handling of weapons in Jharkhand and jungles of Arunachal Pradesh and efforts are on by the rebels to spread their bases to other parts of the North East region. Highly placed sources in the Ministry of Home Affairs (MHA) told The Assam Tribune that though the threat to the security of the North East region by the Maoist rebels cannot be considered very serious, the threat should not be overlooked as setting up of armed wing proved that the Maoists have reasonably strong bases in the State. Sources revealed that according to information available with the security agencies, the total number of armed cadres of the Maoists in Assam should be around 40. Sources said that the total number of overground activists of the Maoists in Assam is estimated to be around 150 and they work in different capacities to earn their livelihood and work for the Maoists. They have been given the responsibility of working among the people to address issues like anti mega dam movement, problems of the ethnic groups and tea tribes, problems of the people displaced by floods and erosion etc, to strengthen their base among the people. The efforts of the Maoists to increase bases in the North East region is now looked after by Prashant Bose, who is the second in command of the Maoist rebels and in charge of the Eastern region. Sources further said that there is every possibility of declaration of two Districts of Assam as Left Wing Extremism (LWE) Affected Districts so that the Districts are eligible to receive special development funds from the Government of India.

The Shillong Times reports on May 2 that in a first of its kind, the Garo national Liberation Army (GNLA) came upfront and issued notifications in some part of Shallang in West Khasi Hills as well as a tollgate at Songsak in East Garo Hills District, calling a bandh (shut down strike) of 15 days at Shallang from May 1 to 15. The notification ordered all shops to remain closed and all trucks to stay off the road at Shallang. A reliable source informed that earlier the GNLA had issued demand notes to shopkeepers, tollgates and coal traders. However no payment was made which irked the outfit. Coal traders and shopkeepers complained that the huge ransom of INR 1.5 to 2 million was beyond their capacity and hence they refused to pay. In one of the notification, it was boldly declared that if any one opposed the bandh they would be shot dead.

In the meeting, rebel leaders had expressed serious concern over the severe financial crunch over the past one year with plans to resort kidnapping in remote areas to receive huge ransom. Further, NLFT-BM would also engage in drug smuggling and arms business to earn money in order to revive the outlawed organization. Sources said, the NLFT-BM, which has around 150 cadres has been failing to pay salary to its cadres for the past one year leading to unrest among lower cadres. In spite of adverse situation, the outlawed group has been able to recruit 15-20 cadres and they are getting arms training. NLFT ‘chairman’ Biswamohan Debbarma has left Bangladesh following the arrest of All Tripura Tiger Force (ATTF) ‘president’ Ranjit Debbarma by Bangladeshi agencies. A State Home department official said that after the clearance from the Political Affairs Committee, the matter will be brought to the Union Cabinet for consideration. “We hope to get a favorable outcome from the Centre within a month,” the official added. The draft documents related to the peace pact were earlier circulated to relevant Central ministries including the Home Affairs to get their comments. However, there was undue delay in reaching a final settlement coupled with a faction of ANVC-B led by Singbirth Marak alias Norrok X Momin forming the United A’chik Liberation Army (UALA). Asked about any hurdle due to the presence of various factions of the ANVC, the official said that the final peace settlement will be with all the factions of the ANVC and added that the Government hopes that all the groups under ANVC will come under the settlement. It was in January in Shillong, ahead of the Assembly elections in the State, that the Government had signed a draft peace pact with both the ANVC and the ANVC-B. The outcome of the meet was that the Government and the ANVC mutually agreed to strengthen and expand the Garo Hills Autonomous District Council (GHADC) after the militant outfit had scaled down from their earlier demands of formation of a separate Garo state and also constitution of Garoland Autonomous Council (GAC) in line with Bodoland Territorial Council (BTC).

CPI-Maoist ‘central committee member’, Maheshji, along with a central training instructor in Jharkhand, Siraj Rabha, was arrested by Police recently in Kamrup District. Barak Valley, comprising the three districts of Cachar, Karimganj and Hailakandi, shares inter-state borders with Manipur, Tripura, Meghalaya and Mizoram and an international border with Bangladesh. “Maheshji has revealed the names of at least five persons who joined the group four to five years ago and are currently working at the village level in Barak Valley to strengthen their base. For the first time, we have got information about how Maoists are making inroads in the region,” an official told the newspaper on May 6. The strategic location of the Districts, according to the officer, has come as an advantage for the Maoists. One of the five names Maheshji revealed is that of Shalik Singkhai alias Romeo, a youth of the Khamti community from Lohit District of Arunachal Pradesh, who was working to strengthen the Maoist base in Cachar District before his arrest recently. “Romeo was among the first to have started working at the grassroots among the tea community in Barak Valley but he could not continue because of language problems. “We cannot disclose the other four names in the interest of the investigation. The four were working under Maheshji and also visited West Bengal and lower Assam districts,” the officer said. The revelation assumes significance after the task force constituted by the State government in 2012 could not find “significant evidence” of Maoist presence in the area. “The task force report only talked about possible Maoists activities in Barak Valley but Maheshji’s interrogation revealed they had made inroads about five years ago and are working systematically to spread their network,” the officer said.

The Hoho has accused some State politicians of a nexus with some people to create a divide in Naga society. A source in the Naga Hoho alleged that former finance minister and veteran Naga politician K. Therie and former Nagaland Assembly Speaker Z. Lohe were trying to create a division by trying to form a new organisation — Nagaland Tribal Council. However, K. Therie said the Nagas of the State had been suppressed by Nagas from outside the state and flayed chief minister Neiphiu Rio for working against the wishes of the people of the state. “We should have our own organisation. Why should we be prevented from forming a separate organisation?” the Congress leader said. He said he could not see any valid reason why the Naga Hoho should go against people who are trying to form an organisation exclusively for the Nagas of Nagaland. “We are virtually suppressed people now,” he said, adding that the Nagas of Manipur were pursuing their own goals. A meeting of District level core committee on Bru repatriation and settlement at Mamit on May 7 chaired by Deputy Commissioner, V Lalremthanga discussed the ‘self-repatriation’ exercise scheduled to begin from the last week of May. The first phase of the “self-repatriation” is meant for genuine Mizoram citizens in Asapara and Naisingpara who are “willing” to return. Official sources said the Union Ministry of Home Affairs (MHA) has asked the Mizoram to re-start the stalled rehabilitation of refugees, in coordination with Tripura. According to an official report of the MHA, the Central Government had sanctioned INR 178.6 million to the Mizoram Government during the past two years for the rehabilitation of refugees in their original areas in Mamit District. He further said that with the implementation of the Look East policy of the Government of India, the importance of Assam would increase further. Centre should provide help to the Government of Assam to increase the number of police stations, Choudhury added. The DGP revealed that at present, the strength of the Police in Assam is much less than what is required and the State has 330 police stations to cover 80,000 square kilometre area, while, ideally there should be one police station to cover an area of 150 to 200 square kilometre and one in 100 square kilometre in the sixth schedule areas. This will increase the presence of civil police on the ground and it will be of great help in dealing with problems like ethnic tensions, he said.

Later, one of the labourers, Monowar Hussain (22), succumbed to his injuries on May 10 the other one identified as Dadhimohan Roy is undergoing treatment in Dhubri. Police sources and eyewitnesses said four militants, armed with sophisticated weapons, came on two motorbikes without number plates around 8.30pm and opened fire on a labour camp at Bouserkuti under Golokganj police station in Dhubri District of Assam and then on a camp at Mansai in Cooch Behar District of West Bengal. The labourers were hired by Guwahati-based construction, Hi-Tech Company, to construct a bridge over the Raidak River, which flows along the inter-state border. An intelligence source said the KLO had demanded a huge amount of money from Hi-Tech but the company reportedly did not cough it up, leading to the attack.

A couple who was bringing in the weapons has also been arrested. The breakthrough came after North Garo Hills Police stopped a car with an Assam registration number at Damas village, on the border with Goalpara District (Assam), at around 6 pm. Packages inside rubber tubes were found concealed above the mudguards of the vehicle, Police said. When both package was opened up they found an AK 81 and an AK 56 rifle with 25 rounds of ammunition that had been sealed water tight. The couple, Joy Sonowal (50) and Barachi Mach (45) reportedly confessed to bringing in the weapons from an arms dealer based in Dimapur town of Nagaland. The weapons are believed to be for the Garo National Liberation Front (GNLA) outfit which operates in the Garo Hills region.

This would be the first phase of the agitation and in the second phase, no non-Manipuri would be allowed even in localities from June 6 to June 10. Announcing this, the spokesman of Joint Committee on Inner Line Permit (JCILP), Sapamacha Jadumani said, “We are not against non-Manipuris but we urge the Centre and state government to implement the ILP system in Manipur to protect the separate identities of the indigenous people in the region.” The State assembly had already passed a resolution some months ago asking the Centre to implement ILP in the state, official and JCILP sources said. While official sources said the Centre has been asked to take further action, JCILP sources said the matter has not been clearly placed before the union home ministry and as a result the ministry has failed to take any concrete steps.

Director General of Police (DGP) of Assam, JN Choudhury stated that though the level of violence involving the militant groups has come down, growing ethnic tension in different parts of Assam has become a matter of serious concern, reports The Assam Tribune. Meanwhile, over 60,000 cases are pending in different Police Stations of the State, which is another major area of concern for the Assam Police. DGP Choudhary said that with majority of the militant groups having come forward for talks with the Government, the level of violence has come down and only the anti-talk faction of the United Liberation Front of Asom (ULFA-ATF), Songbijit faction of the National Democratic Front of Boroland (NDFB-IKS), Karbi People’s Liberation Tigers (KPLT) etc are active in the State now. However, these groups do not have all Assam footprints. But extortions by the Songbijit and Ranjan Daimary factions of the NDFB (NDFB-RD)/ NDFB-IKS remain an area of concern, the DGP said. Choudhury admitted that the growing ethnic tensions are a matter of concern as in recent times, the Kokrajhar and Goalpara areas of the State witnessed serious ethnic disturbances and long-term strategies would have to be taken to deal with the problem. He said that efforts are on to increase the number of Police Stations to improve civil policing and the State Government has already sought financial assistance from the Centre for setting up of new police stations. The DGP pointed out that of late, the mobs have become more and more aggressive and dealing with such mobs is a major problem as the Supreme Court also gave clear-cut guidelines on the use of force.

Mooshahary has admitted that Maoists are trying to establish themselves in India’s northeastern States, even as he said situation in the Northeast has largely improved. “The Assam government had received few indications that Maoists are trying to establish a foothold. The plain areas along the Meghalaya-Assam border could be vulnerable to Maoists,” Mooshahary said. The Assam government, which had also formed a Task Force to combat the Maoists, had found that there are 181 Maoist cadres in the state. It includes women cadres. Stating that the situation in the Northeast has largely improved, Mooshahary, who was also the former chief of the Border Security Force, said, “The region, barring Manipur have improved a lot in the law and order front, and the current trend in the region is towards peace.” Mooshahary, however, urged the State government in the region to improve governance and fight against corruption, eradicate poverty and provide employment avenues.

In a memorandum submitted to Singh on May 13, the NPMHR said the 'Indo-Naga' ceasefire and peace talks have been in process since 1997. The Naga people have been waiting patiently for a solution that will end the cycle of violence and bloodshed that took place before the start of the peace talks, the memo said. "However, almost 16 years since the ceasefire, no end or honorable solution is in sight," the memo added. The memo said the "Indian state forces" and their various agencies were functioning with total impunity, which is against the spirit of the ceasefire in which Indian representatives and Naga leaders are collectively working towards an honorable solution for all concerned. The NPMHR added that the National Investigation Agency (NIA) had on September 27, 2010, "illegally" arrested Ningkhan Anthony Shimray, head of "foreign affairs" of the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) from the Kathmandu international airport on the allegation that he was to procure arms to wage war against India. The Government of Manipur had reportedly submitted a list of development projects being supposedly implemented in the hill districts in the 5th `tripartite talk` held on February 12, 2013 to establish that it (Manipur government) has been doing enough in the hill districts or `tribal areas` with regard to the development projects. The representatives of the Manipur government had also reportedly stated that the demand for the `Alternative Arrangement` for the Nagas in Manipur was beyond the brief and mandate of the team and that could be taken up only at the political level and that they would like the `tripartite talk` to examine how equal development could be brought to the hills. The UNC is said to be taking up intensive verification on the listed projects and documenting what was the development of the hills that the Manipur government was talking about.

Chief Minister (CM) Manik Sarkar said that altogether 8,831 militants and their collaborators laid down arms before Security Forces during the period of last one decade, reports Tripurainfo. CM, Sarkar said among the surrendered militants, three persons rejoined their respective militant outfits. He also said that during the period of last three years, Police have achieved massive success in recovering and seizing arms and ammunitions of militants. Altogether, 61 country made guns, one AK-47 rifle, four grenades, three pistols, two revolvers, large number of bullets, empty shells and ammunitions were recovered during the same period. In the year 2011, a total of 25 persons were abducted by the militants and in the year 2012, 10 more civilians were also abducted, said Sarkar adding that among the abducted persons 33 had returned safely. Since, January 2013 to April 15, five more persons were abducted by ultras and one person still remains in their captivity, said Sarkar. Replying to another question CM Manik Sarkar said that altogether 37,526 security force personnel including State Police, Tripura State Rifles (TSR), Central Reserve Police Force (CRPF), Border Security Force (BSF), Central Industrial Security Force (CISF) and Assam Rifles (AR) are working in the State, which is in the ratio of one security person per 98 people of the State.

On May 15, a Police patrol party arrested a group of five local men who were crossing into Mukdangra village of Garobadha shortly after 9 pm. Two shot guns, a single and double barrel rifle, along with five live cartridges, as well as INR 20000, which is suspected to have been extorted from villagers, was recovered from them. Following interrogation of the five men, a Police team returned to the site on May 17 where the group had been arrested and retrieved a bag containing two pistols with ten live rounds and a Chinese hand grenade. The pistols, despite being country made were well finished products and even had a ‘Made in USA’ tag on them. The arrested men were identified as Willipson Ch Marak (25), Silsang B Sangma (23), Bicky Ch Marak (32), Rangsil A Sangma (27) and Jubil N Marak (32).

Elaborating on the course of action, spokesperson S Angamba said that as announced earlier, the bodies have set a May 31 deadline for the Government to extend the ILP in Manipur regarding which an ultimatum was dispatch earlier to the Union Home Minister. Phizo, who returned to Nagaland after living more than 30 years in the United Kingdom, spoke to the people who had gathered at Kohima village panchayat hall on the occasion. The event is held to observe the day in 1951 when the NNC ‘conducted a plebiscite’ where 99.9 per cent of people ‘opted’ for ‘sovereignty’ of Nagaland but the Centre rejected the proposal. The NNC president said the council was not just a political party but the foundation of the “Naga nation”. “The celebration of the plebiscite day here and elsewhere is a representation of the continual commitment of our resolve made on this day in 1951,” she said. She urged the NNC members to see that the council always worked for peace and harmony within Nagaland and with ‘neighbours’.

Assam Chief Minister (CM), Tarun Gogoi on May 18 claimed to have neutralized 75 per cent of militants in the State besides preventing Communist Party of India-Maoist (CPI-Maoist) from setting up firm base in the State because strict vigil and development initiatives undertaken during his tenure, reports Shillong Times. CM,Gogoi claimed that recent arrests of several senior Maoists functionaries in Assam including central committee leader served blow to Maoists’ plan to gain foothold and expand base in the State. He also said that the developmental works undertaken by the Congress government led by him as well as maintenance of close vigil has prevented Maoists from striking deep roots among the masses in Assam as quickly as they wanted to do so. “The Maoists have been trying to set base in the state. We had alerted the Centre about their design even before the latter could gather much information about it. We have been keeping a close watch on their activities and this strict vigil has served as an impediment for the Maoists, who have been trying hard to set strong base here,” Gogoi said.

The Police also recovered two empty cases of a 9mm pistol. From the identity card found from the youth, the deceased was identified as one Paosingdai Gonmei (29). Additionally, a press communiqué issued by information Secretary of the ZUF, A Dangmei said that Pousingdai Gonmei, Kapur (area administrator) of Zeilad Region of Duithanjang Khoupum in Tameglong District was ‘awarded capital punishment’ at Ngariyan village, Churachanpur District. It said that the deceased was arrested in 2011 for leading the NSCN-IM cadres in the first gun battle at Khoupum in 2010. After stern warning, he was released as he was a Zeliangrong. The ZUF went on to say that he was also among the cadres involved in the ambush at Soubunglong (Leishok) village in 2011. The Assam Tribune reports on May 19 that the possibility of the Communist Party of India-Maoist (CPI-Maoist) rebels coming into a tactical understanding with other militant groups active in Assam including the Independent faction of United Liberation Front of Asom (ULFA-Independent) cannot be ruled out, admitted the Assam Director General of Police (DGP), JN Choudhury. DGP, Choudhury, said that though the CPI-Maoist rebels are yet to indulge in any major act of violence in Assam, the threat in the days to come cannot be ruled out. He also said that so far there has been no information of the Maoists forging any alliance with any other militant group of Assam, but some kind of tactical alliance for their own survival is very much possible. He revealed that according to information available, some persons, who used to work as overground workers of the ULFA, are now working for the Maoists. Choudhury revealed that the possible areas where the Maoists can infiltrate have been identified and efforts are on to prevent the rebels from establishing strong roots in the state. The DGP pointed out that the Barak Valley Districts have a number of sick tea gardens and the Maoists can try to infiltrate among the labourers of those gardens. He said that the Maoists can also try to motivate the unemployed youths, the tribal groups facing political and other problems etc.

The Sangai Express reports on May 19 that Security Forces (SFs) recovered a huge cache of arms and ammunition buried under ground in 2007 by a cadre of United People's Party of Kangleipak (UPPK) at the foothills of Thangjing ridge, said a Press Information Bureau-Defence Wing (PIB-DW) release that identified the cadre as ‘Captain’ Moirangthem Raja alias Chingkheinganba alias Meiba. Raja reportedly surrendered to SFs of the Division and helped in locating the cache which he buried in 2007 when the camps were shifted to Myanmar. The cache included four carbine machine guns, four magazines, two .22 mm revolvers, 42 rounds of 5.56 mm ammunition and two rounds of .22 mm ammunition. Raja is said to have joined UPPK in 2001 and was actively involved in various anti-social activities in Manipur, Nagaland and Myanmar. Subsequently, he fled to Kathmandu (Nepal) in the year 2011 and was operating from there, maintained the DW release adding that the individual came to Manipur on May 17, 2013.

The armed group is said to have served demand notes on coal mine owners throughout Nangalbibra region in the month of April and amounts ranging from INR 500000 to INR 10 million has been demanded by the outfit. The militants came to the quarry campus and pushed the labourers to one corner before opening fire on them from their automatic rifles resulting in the death of five workers and injury to many more. The full report on the attack and the number of casualties is expected only by May 21 (today) morning due to the remoteness of the region which has no proper vehicular road and mobile telecommunication network. Meanwhile, primary suspect remains the newly formed United Achik Liberation Army (UALA) headed by one Norrok X Momin. The political secretary of GNLA, Bikdot Nikjang, on May 21, said that with the UALA ‘commander-in-chief’ Singbirth Marak alias Norrok X Momin revealing that the Police and the Meghalaya Government provided arms to ANVC-B to take on the GNLA, the Government should order a high level probe into the incident. “It has now come to the fore that the ANVC (B) was the creation of some politicians from Garo Hills, who are at the helm of affairs, and the Police to eliminate GNLA,” the political secretary of GNLA claimed. Kanglaonline reports that Security Forces (SFs) conducted a search operation at Inganglok Tera Makhong area of Heirok Part III in Thoubal District and arrested two bomb experts of the Revolutionary Peoples Front/Peoples Liberation Army (RPF/PLA) on May 22. It identified the two as Nongmaithem Naocha Singh (27) and Laishram Kiran Meitei (22). Items recovered during the operation include one 9mm pistol with three live rounds loaded in the magazine, four cakes of explosive materials, one Remote Control Device, two module booster concealed with Red & black tape, four electronic detonator and a motorcycle bike. On questioning, Nongmaithem Naocha disclosed that the Improvised Explosive Device (lED) attack which took place on May 15, 2013, at Wangjing Purana Heitupokpi against the regular foot patrol party of Border Security Force’s (BSF) 116th Battalion was carried out by him in association with Laishram Kiran Meitei and one Laishram Amuchou Singh. Nongmaithem further disclosed that one lED weighing about seven kilograms fitted with one RPG mortar shell was also planted by him and his associates at Wangjing Purana Heitupokpi area near the site of blast. Following this disclosure, one lED which was more than one square feet in dimension and one RPG Shell fitted together were recovered by the SFs. Nongmeithem also revealed that he joined the outfit in last part of April 2013 along with his associate Laishram Kiran Meitei, through one Sangcha alias Oja of PLA. After joining the PLA, he along with his associate went to Tamu in Myanmar and received training in lED and explosives in the early part of May 2013, he revealed.

The Shillong Times reports Tura Police successfully intercepted a group of arms suppliers for militant groups, suspected to be Garo National Liberation Army (GNLA) and the Breakaway faction of Achik National Volunteer Council (ANVC-B), and arrested eight persons besides seizing pistols and ammunition from Chibragre picnic spot of Rongram near Tura in West Garo Hills District in the morning of May 22. Two 7.62 mm pistols along with seven rounds of ammunition and five magazine holders along with eight mobile phones and INR 5000 were seized from the possession of the arrested persons. The arrestees were identified as arms dealers Samundar Daimary (26) and Bharat Basumatary (24) of Chirang District and Misambath D Sangma (28) of Goalpara District (all in assam). The four locals who were arrested and acting as conduits to sell the arms to militant groups, were identified as Henus G Momin (25) and Costing A Marak (32) of Ampati, Tinchu Ch Momin (19) of Babadam and Panseng A Sangma (35) of Dobasipara, Tura. The breakthrough came following intelligence inputs about a possible meeting between Assam-based arms suppliers and their middlemen near Tura. The Police revealed that the gang had brought the weapons allegedly to sell to ANVC-B militants who had put up an order to buy them but had also previously sold a similar consignment to the GNLA. The weapons were brought to Garo Hills from Bongaigaon region after it was delivered to the Assam trio by the main supplier. The Assam arms dealers were then to sell the weapons for INR 70,000 each to the local dealers who in turn were to resell it to the Garo militant groups for a price of INR 100000-150000 each.

Though no casualty or injury was reported on either side, search at the site led to the recovery of a live grenade, one SLR magazine and one AK magazine. He said the State Government had already done everything to build confidence among the people and make them aware that crackdown on insurgents could be possible only with their support. "The problem of Arunachal is directly linked with that of Nagaland. The Centre should immediately resolve the Naga issue to bring peace and normalcy to these districts," he said. He said the problem could be resolved if the Centre and the respective state governments implement the surrender policy in the right perspective."We have not implemented the surrender policy in the right manner so as to attract the cadres to shun violence and join the mainstream. The surrender policy should be viable incorporating a suitable package like training, necessary grants and skill development for the surrendered cadres to start new self-employment ventures," he added.

A source associated with the compilation of the document said that Baruah, a Hindu by birth, after converting to Islam, changed his name to Kamruj Zaman Khan, while his wife Bobby Dutta is now known as Sofian Zaman. The Baruahs converted to Islam when they took refuge in Bangladesh in 2000. "His family still lives in Bangladesh under the patronage of the influential radicals and this is one reason why Baruah cannot afford to question Bangladeshi migrants back in Assam. No new recruitment is going on in the ANVC-B camp. We have been waiting for the official procedure for the final peace settlement, but nothing seems to be taking place,” Marak said in a statement. Earlier, there were reports that after former ANVC-B leader Singbirth N Marak alias Norrok X Momin, who formed the United Achik Liberation Army (UALA) after taking away many of the ANVC-B cadres, Rimpu Marak began recruiting cadres to add strength to the militant outfit. Kanglaonline reports that United People’s Party of Kangleipak (UPPK), on May 24, signed a tripartite Memorandum of Understanding (MoU) with the Central and Manipur Governments joining the peace process during a home coming ceremony in Imphal. The tripartite MoU was signed by Shambhu Singh, Joint Secretary (northeast) on behalf of the Union Ministry of Home Affairs (MHA) and J Suresh Babu, Principal Secretary (Home) on behalf of the State Government. On behalf of the UPPK, the MoU was signed by the outfit`s ‘president’, Achoibam Bonbihari, its ‘home secretary’ H. Ahoi alias Lemba and ‘Chief of army’ Mayengbam Maichon. The arms laid down by the UPPK were a total of 37 weapons including one SLR, 21 HK-33 Rifles, 4 Pistols, 2 lathod guns, one each of M-22 Rifle, AK-56 Rifle, Type 81 Rifle, A-4 Rifle, A-1 Rifle, MG A-2, MG M-23, MG MK-3 and RPG. In addition to many hand grenades, the UPPK has also brought 5742 rounds of 5.56mm ammunition and 507 rounds of 7.762mm ammunition. Bonbihari, ‘president’ of UPPK said that UPPK group had decided on the path of peace as the general public does not like bloodshed. The outfit’s ‘general secretary’ Konthoujam Shanti (who was lodged at the central jail of Gauhati in connection with a case registered by the National Investigation Agency against him) arrived at Tulihal Airport in Imphal in a helicopter at about 3.30pm. and signed the MoU, adds Kanglaonline. He was flown back to Gauhati central jail in a helicopter after he attended the ceremony. Speaking at the function, Chief Minister (CM), Okram Ibobi Singh expressed his happiness that UPPK cadres had come out to join the national mainstream by laying down arms and signing the MoU following an understanding with the Government. The Government will seriously take up the actions to rehabilitate those persons who have taken the path of peace, he said. The CM further said that the door is wide open for underground organizations of all communities in the hills and the valley to return to a normal peaceful life. He appealed to other remaining rebel groups, including the United National Liberation Front (UNLF), Peoples Liberation Army (PLA), People's Revolutionary Party of Kangleipak (PREPAK) and Kanglei Yawol Kanna Lup (KYKL), to come to the path of peace like the UPPK. He went on to say that steps will be taken up in consultation with the Indian Government to provide equal facilities to those who have taken the path of peace including health, education sectors etc.

Nagaland Post reports that the Breakaway faction of the A’chik National Volunteers Council (ANVC-B) has raised a women’s militant wing to ‘fight’ crime against women. “We are Garo women joining the ANVC (B) to be safe. Many women are raped outside, but the ANVC (B) is safe for women and we are trained to defend ourselves from men,” said Silan Ginchi Marak, the women’s ‘military wing chief’ of ANVC-B on May 25. The women rebels, numbering around 300, are located in two undisclosed camps at Garo Hills in western Meghalaya. Meghalaya Government statistics reveal that in 2012, 236 crimes were reported against women, of which 158 were rapes. Ginchi Marak also revealed that the United Achik Liberation Army (UALA) leader, Norrok alias Singbirth Marak is determined to kill them but she asserted that the cadres are ready to fight Norrok’s men, ‘though neither the police nor the Government is helping them’, adds The Shillong Times. The militancy scenario in Meghalaya reveals that the members of existing three militant groups in Garo Hills, Garo national Liberation Army (GNLA), Breakaway faction of the A’chik National Volunteers Council (ANVC-B) and United Achik Liberation Army (UALA) were once part and parcel of the mother organization ANVC which is currently under ceasefire. The Sangai Express reports that the Kuki National Front (KNF), a party to tripartite Suspension of Operation (SoO) agreement from the United Peoples Front (UPF) camp, has denied any involvement in the shootout that took place at Bongbal in Senapati District in the night of May 27. A statement issued by the Information and Publicity secretary of the KNF, Lh Stephen clarified that all the weapons and cadres of the outfit were kept intact at the designated camp. He said the name of KNF was dragged in the incident with an attempt to malign the outfit's good name and dignity. Asserting that the KNF would not accept the formation of any new underground outfit when the peace process and political dialogue is on with the Government of India, the statement appealed all Kuki militant, civil organisations, political leaders and the public not to extend any moral or financial support to the KNF-Nehlun (KNF-N) led by one Henkholen alias James in the interest of peace.

The outfit has also decided to organize cleaning drives and plant trees at various places and has even announced that it wants to volunteer for free tuitions to the underprivileged children from the surrounding villages and also impart training in other disciplines like sports, music and various competitive games. President of the Youth-BPF, Mono Kumar Brahma, speaking to the reporters said the rally was brought out in Kokrajhar against the extortion drive carried out by the militant organizations, particularly the I K Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS) in Northern Part of the region. Member of Legislative Assembly (MLA) Pramila Rani Brahma while talking to reporters said the extortionists have been serving notice for paying huge amount of money ranging from INR 1 million to INR 2 million in Ultapani and Saralpara area in the District and created a reign of terror in the region. She said the militant organizations, particularly the NDFB-IKS’ ongoing extortion drive in the Northern part of the region and should be stopped by any means and the Government should act accordingly against them. In addition, replying to a question on the prevailing law and order situation in BTC and rampant extortions in the BTC, Union Home Secretary (UHS), Anil Goswami said the District administration and the police forces in support with the para military forces will tackle the situation. According to Nagaland Post on May 30 Shambhu Singh, Joint Secretary (northeast) in the Union Ministry of Home Affairs, said “The link between Maoists and Manipur’s [People’s Liberation Army] PLA has been broken long time ago due to logistical problem in Myanmar and strong presence of security forces along the India-Myanmar border”. He added that the relationship between these two rebel outfits was broken over the past one year now after the PLA shifted their training camps to Taga in Northern part of Myanmar. Earlier on October 22, 2008 PLA and Maoists signed their Memorandum of Understanding (MoU). Stating that the Maoist has not been able to establish itself in the others states of the region, Singh said, “They (Maoists leaders) have visited Manipur and Nagaland, but they have not been able to establish themselves. In the Northeast, only Assam has few remnants of Maoist activities. In the case of Meghalaya, there is no Maoist presence.” Singh also informed that Indian rebels groups -- PLA, Sumarjit faction National Democratic Front of Bodoland (NDFB) and the anti-talk faction of the United Liberation Front of Asom (ULFA-ATF)– operating from Myanmar has been facing a difficult time to infiltrate into India since most of the routes have been blocked by Security Forces. Even the Khaplang faction of the National Socialist Council of Nagaland (NSCN-K) had even cautioned the ULFA and NDFB not to move out of Myanmar in view of the strong security presence,” Singh added. However, Singh, admitted that there are certain areas along the international border that need improvement in guarding. “But the overall troop deployment has improved,” he said.

CM commented, “We are concerned over Maoists [CPI-Maoist] activities in the state and have been keeping a close tab on them since 2006. Our sustained vigil has failed the Maoists elements to set up a statewide base so far though they have become active in certain pockets in nine of the districts of the State”. He informed that Assam Police had so far arrested 58 Maoists leaders/activists in the State including a few central committee leaders while four Maoists leaders had been killed in encounter with Police in the State. The Shillong Times reports on May 31 that the magisterial probe into the killing of three breakaway factions of Achik National Volunteer Council (ANVC-B) militants at Dobu, Chittingbing village in East Garo Hills District of Meghalaya on March 9, 2013 revealed that no sufficient time was given by the Security Forces to the cadres to surrender. Three ANVC-B militants were killed in an encounter with Special Weapons and Tactics Team (SWAT).. The First Class Magistrate, Williamnagar, WCR Marak, who conducted the magisterial probe, said in his report, “The question on whether sufficient opportunities were given to the suspected militants to surrender cannot be answered in the affirmative”. It was at the thatched house premises of Garo couple Sengkut Sangma and Sunilla N Marak that the three ANVC-B cadres were killed. Stating that the call of the security forces to the militants to surrender may not have been so audible, the probe report said, “The house (of the couple) is situated on the edge of the village and surrounded by thick jungle. There were only one or two houses nearby and the nearest being the house of Bialson Sangma, who is also the father-in-law of Sengkut Sangma”.

The Times of India reports that two cadres of the Songbijit faction of National Democratic Front of Boroland (NDFB-Songbijit) were arrested by the army's Red Horn Division in the Kahibari Chowk area of the Udalguri District bordering Bhutan on May 30. The army said the duo, identified as B Hadwad alias Hakim Basumatry and B Birgrang alias Binju Lis were involved in large-scale extortion in the District. Two pistols and ammunition were found on the duo. Army officials said that there has been a spurt in the activities of the Songbijit faction in the District after it broke away recently from the faction headed by Ranjan Daimary, who is currently in jail and evinced interest for talks. Another faction, NDFP-Progressive (NDFB-P), is holding dialogue with the Centre. Earlier this month, about 15 cadres of the Songbijit faction of NDFB were arrested by Police in Sivasagar while they were on their way to Myanmar for training. I K Songbijit is believed to be based in Myanmar.
