Chief Minister Mukul Sangma on January 1 announced that a “historic settlement” is on the anvil for resolving the issues raised by the A’chik National Volunteers Council (ANVC), reports The Telegraph. “The negotiations with ANVC for arriving at a permanent settlement have reached the final stage. I have been informed by the Union Ministry of Home Affairs that a tripartite meeting is being convened on January 5 in Shillong,” Mukul Sangma said. CM Sangma appealed the breakaway faction of the ANVC (ANVC-B) to join in the meeting. The ANVC has been demanding the creation of the Garo Hills Autonomous Territorial Council (GATC) on the lines of the Bodoland Territorial Council (BTC).

PJACB is demanding the creation of “Bodoland” State and expedition of political dialogue with the Pro-Talks faction of National Democratic Front of Boroland (NDFB-PTF). The Chief Convener of the PJACB, Jebra Ram Muchahary, said they would block NH-31, 37 and 52 to press for “Bodoland”. The NDFB-PTF has extended its full support to the blockade.

The arrested duo was identified as Songlinmang Kamei (56) and Soihiamlung Kamei (44). SFs recovered INR 2.2 million along with 28 rounds of 7.62 mm ammunition, 50 rounds of 9 mm, 4622 rounds of 5.56 mm, 6 rounds of 12 -Bore ammunition.

Zeliangrong Students' Union Manipur (ZSUM) called an indefinite blockade along National Highway (NH)-37, from January 1 midnight, reports Times of India. ZSUM called the blockade in protest against the alleged ‘fake encounter’ of a Zeliangrong United Front (ZUF) militant by Assam rifles (AR) troppers.ZSUM demanded that the government punish the guilty personnel under the Zeliangrong customary laws and removal of AR from the Noney area. AR in a statement said that on January 1 morning, around four ZUF militants opened fire at the forces and an encounter ensued, killing one cadre. The troops seized a .22 pistol with four bullets and 14 fired cases of AK-47 from the site. The slain cadre joined Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) in 2006 and obtained training at Buning Camp, it said, adding that he deserted the outfit in 2011 and joined the ZUF and was operating under ‘captain’ Abung of ZUF.

Myanmar Government is closely monitoring the retractable “regional cease-fire” signed with Khaplang faction of Nationalist Socialist Council of Nagaland (NSCN-K), which was just its most basic “first step” cease-fire. For any cease-fire to be complete, the agreement needs to pass through two more steps: the “union cease-fire” and the “parliament cease-fire”. This was revealed in an interview to Vision Communications by Brigadier General, Kyaw Zan Mynt, deputy minister of Myanmar’s Home Ministry. Mynt assured that “Myanmar will do everything possible to stop, catch and hand over any insurgent found carrying out hostile activities against India.”

R Lalzirliana said, "It is true that the HPC -D is not to be approached by the Mizoram government. However, since they use the very fact that we (the Mizoram Government) do not initiate talks with them, as an excuse, therefore, we shall hold talks with them, if necessary. HPC-D are our brothers, and the government, their father, and we are not enemies". Home minister further said that negotiation between the State Government and the HPC-D shall be held on certain conditions. Police intelligence officials in Agartala (Tripura) on January 4 said Ranjit was arrested from a posh location in Dhaka on December 30 and Biswamohan on December 23 last from nearby areas. Both the militant leaders were arrested by Rapid Action Battalion (RAB). The RAB members, after receiving specific information, surrounded the flats in Dhaka and arrested the militant leaders, a source said. According to reports, they have been living in Dhaka for the past two decades. Their arrest comes mere months after Indian Border Security Force (BSF) submitted a list of militant hideouts to Border Guards Bangladesh (BGB).

Two of his associates, identified as Jahanuddin Sheik and Jakhir Ali, were also arrested. Altogether 22 people have been arrested by the CBI in connection with the case. The CBI has earlier arrested five people in September 2012, six in December 2012 and eight persons on January 5, 2013. The killing triggered the violence in the district which later spread to the Districts of Chirang and Dhubri killing over 100 people and leaving over 450,000 people homeless.

Official sources said that the BSF arrested two cadres of GNLA, identified as Nowel Momin and Arbin Marak, from the Borsora area in West Khasi Hills Districts after receiving reports of GNLA activities in the area. Both originally hail from Mawsynram in East Khasi Hills District. Through information provided by the two cadres, the BSF along with Meghalaya Police carried out a joint operation in Horupukni village in Mawsynram to arrest the third militant, Sukumar R Sangma. Besides the revolvers and demand notes, 19 rounds of ammunition, a mobile phone and Rs 2,050 were recovered from the three militants.

The Shillong Times reports on January 20 that the State’s Chief Secretary, WMS Pariat, on January 19, asserted that law and order situation in the trouble-torn Garo Hills has improved in recent times. “There is a perceptible improvement in the law and order situation in Garo Hills in recent times,” Pariat told reporters, adding that peace seems to be prevailing in the region with no major incident being reported in the last few months. It is noteworthy that the State Government and the Central Government had recently signed the draft peace agreement with the militant group Achik National Volunteer Council (ANVC), which was later approved by the State Cabinet. On the issue of signing the final agreement with the ANVC, the Chief Secretary said that the Central Government would come out with the final agreement. The Chief Secretary stated that the agreement is applicable to the breakaway faction of ANVC (ANVC-B) and they need to surrender their arms and weapons since the draft agreement has already been signed. Asked about the Government’s stand on Garo National Liberation Army (GNLA), the Chief Secretary indicated that the Government would welcome any outfit which wants to come forward for discussion. On the reports that the Hynniewtrep National Liberation Council (HNLC) is trying to regroup in Khasi and Jaintia Hills, Pariat said, “We will ensure that no re-grouping takes place.”

Sangma has decided to contest the February 23 assembly elections in Meghalaya, a legal official said on January 20, reports The Shillong Times. “He (Sangma) has already made up his mind to contest the upcoming Meghalaya assembly elections either from inside or outside the jail,” Sangma’s legal Counsel Sujit Dey said. “Sangma will contest as an independent candidate, but he is yet to choose the assembly constituency from which he would contest,” Dey said. On January 11, the Shillong Bench of the Gauhati High Court granted bail to Sangma after it found that no charge sheet was filed against him. Sangma was arrested July 30, 2012 near the India-Bangladesh border in Meghalaya. Press Information Bureau (PIB-Defence Wing), in a statement said that the four killed belonged to the United National Liberation Front (UNLF) and Peoples Liberation Army (PLA). At about 3 am, the troops intercepted the armed men trying to infiltrate from across the border and a fierce gun fight ensued in which four militants were killed, said PIB. Based on reliable inputs about militants trying to infiltrate into India and carry out Improvised Explosive Device (IED) attacks on the Security Forces, troops of Red Shield Division launched an operation to in the border area of Churachandpur, said PIB. However, analytical intelligence studies carried out by security agencies have revealed that the terrorist group has not extended support to any particular political party. "There are indications that it will try to exert its influence in some constituencies by supporting a particular candidate and go against his or her contender," said a source involved in analyzing the intelligence inputs. While refusing to divulge details of the analysis made by security agencies, a top Police official, however, said, "We are monitoring the situation and the security apparatus will be put in place to deter the GNLA from interfering in the electoral process." Intelligence inputs about GNLA's activities came 20 days after the militant group attacked supporters of Saleng Sangma, a minister and sitting Member of Legislative Assembly (MLA) who intends to contest the coming elections. The cadres, at the direction of their ‘area commander’ Hadeo, fired at them at Alangre village in West Garo Hills, killing one of his three supporters.

Moreover, the number of civilians killed in extremist violence stood at 33 while four security personnel also lost their lives. Besides, 1174 insurgents were also captured. Further, 443 arms, 9320 rounds of ammunition, 110 improvised explosive devices and 163 grenades were recovered by the Security Forces. This was informed by Additional Director General of Police (ADGP-Law and Order) AP Rawat while talking to the media persons at Assam Police headquarters on January 24. He also informed that over INR 110 million cash was recovered from across the State. The senior Assam Police official also put the total number of extremist-related incidents violence in the last three years at 790. Moreover, in the last three years, the tally of arms and ammunition recovery stood at 1247 and 18764 rounds respectively. Asked about the rising number of arms and explosive recovery, Director General of Assam Police JN Choudhury said that the procurement of explosives has never been a problem. Dimapur and China has been the major sources of arms smuggling in the State, the DGP added.

According to Choudhury, the seizure of a large number of Chinese grenades and Improvised Explosive Devices (IED) in Assam in 2012 is an indicator that the group still has access to sophisticated arms and ammunition. According to Police records, a total of 163 grenades and 110 IEDs were seized in 2012 compared to 110 grenades and 89 IEDs seized in 2011. Similarly, the number of rounds of ammunition seized went up to 9,320 in 2012 from 5,544 rounds in 2011. On the Maoist threat, he said there are 114 Maoists at present, who are mostly active in Upper Assam districts of Tinsukia, Dibrugarh and Dhemaji and are concentrating on mass mobilisation and creation of a support base. The Assam Tribune also reports that though the overall level of violence in Assam has come down, extortion by the militant groups remains a major cause of concern and according to a “very conservative estimate”, the militants managed to collect at least INR 270 million from the State in 2012.

Debbarma was facing Interpol’s red corner notice for a number of massacres and other crimes. The Police presented him at the West Tripura’s District and sessions court, which sent him to 14–days of judicial custody. The two sides are scheduled to meet on January 31 to discuss the modalities of peace, an official source said on January 24. The first round was held in Silchar, Assam, on December 13, 2012. Observers reckon that the ruling Congress has calculated the risks of not pampering the HPC-D ahead of the upcoming by election to the Chalfilh Assembly constituency, which has a large Hmar population. While four explosions were reported Porabhata, Medattari, Airkata and Chirakuti in Dhubri District, another four were reported from Simlakandi, Jaleswar, Gornagar and Merakuchi in Goalpara District. One of the blast occurred near the house of Mainuddin Ahmed, All India United Democratic Front (AIUDF) legislator, from Jaleswar. The Hindustan Times adds that immediately after the explosions at Jaleswar, the villagers caught a motorcycle-borne man. Suspecting he was the one carrying bombs, the villagers lynched him. The man was later identified as Nazrul Islam Khan, a known criminal, from the neighbouring Dhubri District. Superintendent of Police (SP), Goalpara, Shyamal Saikia said, “It seems the blasts were triggered by a gang of criminals. We found a letter on a fake ULFA [United Liberation Front of Asom] letterhead from the spot where he was killed. The letter carried a demand for Rs. 1 crore [INR 10 million]". Mooshahary said that the law and order situation in the State has been stable and the internal security scenario is by and large satisfactory. Governor also appealed the ‘disgruntled elements’ to seek peaceful resolution of their demands through established democratic processes. The Governor observed that activities of the Hynniewtrep National Liberation Council (HNLC) have seen a decline in the past few years due to constant pressure mounted by the State Police. The three youths, sped away on their motorcycles, when signalled to stop during a routine check near the Panbari border outpost under Gerukamukh Police Station. They were caught and arrested following a chase. Three packets of plastic explosives, five packets of fuse wire, six fuses and daggers were found in their possession. The youths identified as Pranendra Wari, Nakesh Narzari and Hemkanta Narzari were targeting the National Hydroelectric Power Corporation (NHPC) at the Gerukamukh Dam Site. It may be mentioned that four bombs had gone off on the eve of the Republic day (January 26) function: one at the 1st Battalion Manipur Rifles (MR) Campus; another at a garbage dump near Keishamthong bridge; a third one near the gate of the RDS school, Palace Compound and another at the Guwahati High Court complex in Chingmeirong. It has also claimed responsibility for another bomb which went off near the gate of the 3rd IRB at Wangbal in Thoubal District on January 26 at around 9am. The KSDC has started its ‘public blockade’ since January 24-evening in Kuki areas. At least 21 vehicles including 11 four wheelers have been damaged during the public curfew imposed in Kuki inhabited areas of Manipur by KSDC registering a boycott of the Republic Day celebration in Manipur, adds Nagaland Post. Police sources, on January 27, alleged that the vehicles were damaged by public curfew supporters at various parts of Churachandpur District where the stir affected mostly. The Times of India reports that the agitating Autonomous District Council (ADC) has urged Governor Gurbachan Jagat to direct the State Government to give autonomy and devolve powers to the council. About 156 irate members belonging to six District councils - Ukhrul, Tamenglong, Churachandpur, Chandel, and two in Senapati District including Sadar Hills - threatened to resign en-masse if their demands are not met. A 15-member delegation of the ADC Coordinating Committee Manipur (ADCCCM), led by its convener, Ngalangzar Malue, submitted a memorandum to the Governor on January 24 lamenting that no real powers have been devolved to the six councils so far. According to United Naga Council (UNC) president L Adani, the ‘Naga Concordant’ formed by NSCN-IM, NSCN-KK and FGN have decided to stay away from the Nagaland polls. The collective decision of the three armed groups has been already conveyed to the people of Nagaland. Even though Naga People’s Front (NPF) is an ardent supporter of the Indo-Naga peace process, there is no necessity to support NPF in the Nagaland State Assembly election, Adani said. NPF Manipur unit was set up to fight for the Indo-Naga peace process in the context of Manipur. For UNC too, there is no question of involving itself in the Nagaland Legislative Assembly election either directly or indirectly, Adani added.

The Sangai Express reports on January 30 that former Intelligence Bureau (IB) director PC Haldar will lead the Central team in the upcoming political dialogues between the Centre and Kuki militant groups under Suspension of Operation (SoO). According to an informed source, consensus has been arrived at between the Central Government and the two umbrella organisations of Kuki militant groups namely United People's Front (UPF) and Kuki National Organisation (KNO) on the appointment of PC Haldar as the interlocutor for the upcoming political dialogue. Public blockades were enforced in recent times by the Kuki State Demand Committee in pursuit of its demand for a political dialogue with Kuki SoO groups. Following assurance by the State authorities that the issue would be placed before the Centre, the Committee consequently decided to suspend its agitation. Also, sources revealed that Government of Manipur is clearing the decks to facilitate talks between the State and Central Government representatives with United Naga Council (UNC) leaders with regard to the latter's demand for an Alternative Arrangement, pending a settlement to the Naga issue, for Nagas outside the State Government's ambit. In all probability the fifth round of talk with the UNC delegates will begin next month (February), said the source. Pointing out that the UNC in a recent memorandum submitted to the Prime Minister had urged for necessary arrangement to initiate political dialogue within February 17, the source explained that the forthcoming talks would be of official nature and not political. So far four rounds of tripartite talks have been held on the said demand.

An official source said that the GNLA chief was booked under MPDA as per various provisions of law which include waging war against the country and also for heading a banned organization. The source added that the detention under MPDA was also due to the various criminal offences pending in the East Garo Hills District against the GNLA leader. The MPDA detention came at a time when the court of the chief judicial magistrate is set to hear on January 30 (today) a bail application of the GNLA leader in connection with his arrest in Pynursla in East Khasi Hills. On January 30, Champion received a copy of the order from West Garo Hills District magistrate Pravin Bakshi in relation to his detention under the act. He had received a similar order on January 29 from East Garo Hills District magistrate Vijay Kumar Mantri. The contention of both Bakshi and Mantri was that if Champion is allowed to remain at large, he will “act in a manner prejudicial to the security of the state and maintenance of public order in the district”.

He comes to Congress-ruled states of Assam and Manipur every alternate month but misses Nagaland,” Rio said. The Times of India reports that the election manifesto of the ruling Naga People's Front (NPF) was released by the party president, Shurhozelie Liezietsu, at its central office here on January 31. In a statement, NSCN-IM, ‘Ministry of Information and Publicity’ (MIP) said that the organization was “shocked” to receive a letter signed by one “Major, Adjutant for Commandant, 29 Assam Rifles (AR) and attested by one Captain Adjutant 29 Assam Rifles that stated that one AR unit has been entrusted with the task of collecting the “land details of Hebron designated camp during the initial settlement of the 1999.” MIP said the letter further authorized one Shankar Singh of 29 AR to collect the data/sketches of the camp. MIP also said that it has received a letter from the National Investigation Agency (NIA) from its Guwahati office and stated that NIA does not come under the purview of the Ceasefire Monitoring Cell and therefore it could not entertain such directive. NSCN-IM further alleged that 31 AR under Colonel Vikram Singh had ordered destruction/dismantling of the Hevito Battalion, Naga Army, New Chungtia on the pretext that the camp was totally illegal as it was against the CFGR and it poses threat to the local population, Mariani-Mokokchung highway and conduct of the assembly election. MIP asserted that this battalion has been in existent for more than 15 years and asked how it has become a threat after all these years.

A police official said the 10 companies of Central paramilitary personnel arrived in the State on January 30. Due to a spurt in militant activities unleashed by the GNLA in Garo Hills, the region has become more vulnerable as compared to other districts of the State. An official source informed, "The government of Mizoram and Hmar People’s Convention-Democratic (HPC-D) held talk today at 10 am under a peaceful atmosphere at State Guest House, Aizawl". Mizoram Government team was led by Lalbiakzama, Joint Secretary, Home department, while the HPC-D delegation was led by Lalbeisei, the outfit's vice chairman. The two teams in their talk prepared 'ground rules and then signed an agreement for SoO for 6 months duration. The two teams also agreed to hold another talk at the earliest possible. For the first time on November 2010 the SoO was signed betwen the two parties for six months. However, after signing the earlier SoO, the relation between the HPC-D and the Mizoram government experienced a rough weather. In view of that, the SoO was never extended again even after the lapse of the six month period.

The Shillong Times reports that suspected militants belonging to the Garo National Liberation Army (GNLA) targeted a Government revenue collection point belonging to the Taxation-Directorate of Mineral Resources (DMR) lobbing a hand grenade that failed to explode during the late evening hours of January 31 in North Garo Hills District. Preliminary reports indicate that the militants lobbed a hand grenade outside the premises of the DMR office in Dainadubi in North Garo Hills shortly after 6:30 pm but the bomb failed to explode. It is strongly suspected that the GNLA may have lobbed the grenade following non-compliance to their extortion demands by the department staff posted in the area. In 2012, suspected Liberation of Achik Elite Force (LAEF) militants had also attacked the same office compound by lobbing a grenade which failed to explode. The LAEF had demanded a large sum of money from the staff manning the check point.

Unidentified persons lobbed a hand grenade near a Public Health Engineering Department (PHED) Water Treatment Plant (reservoir) located inside the newly constructed Sericulture Department compound, Bidyanagar, Jiripam Sub Division in Imphal East District at around 9:30 pm on January 31. The assailants fled from the scene after lobbing the grenade near the workshed where workers of the water Treatment Plant were staying. The grenade was safely exploded by bomb experts.
