Defence Secretary Gotabhaya Rajapaksa delivering the Keynote Address as Guest of Honour at the third annual Defence Seminar 2013 in Colombo on September 3 said "Despite the success of the Welfare camps, despite the speed of resettlement, and despite the far-reaching nature of the rehabilitation and reintegration programme, it is not easy to ensure speedy reconciliation," reports Colombo Page. He further said that speedy national reconciliation is not easy since for a very long period of time, most of the people in the North and parts of the East of the country lived under the total dominance of the Liberation Tigers of Tamil Eelam (LTTE). Over 300 participants, comprising 66 foreign delegates, ambassadors and defense attachés participated in the Defence Seminar - 2013 themed 'Post Conflict Sri Lanka; Challenges and Regional Stability'.

A Tamil refugee in Australia, Ranjini, on September 4 admitted to having trained child soldiers of LTTE during Sri Lanka's civil war to justify her indefinite detention in Australia, reports Daily Mirror. She also told Australian immigration officials she rose to the rank of ‘Lieutenant Colonel’ in the LTTE and fought two battles in the late 1990s against Sri Lankan forces. Ranjini is the most well-known of a group of 47 refugees held in immigration detention but not permitted a visa to live in Australia.

The Commissioner General of Rehabilitation, Major General Jagath Wijethilake in Colombo on September 8 said that 107 former Liberation Tigers of Tamil Eelam (LTTE) cadres who have successfully completed the rehabilitation program at the Maradamadu and Poonthottam rehabilitation centers in Vavuniya District will be released September 9 (today), reports Colombo Page. When the three-decade long war with the Tamil Tiger terrorists ended in May 2009, around 11,800 ex-LTTE cadres surrendered to the Security Forces (SFs). The former LTTE cadres undergoing rehabilitation receive vocational training during their rehabilitation program to learn skills that could find them employment once they are reintegrated into the society. The Government has introduced a scheme through a State Bank to provide loans up to a maximum of Rs.250, 000 to the 10,375 rehabilitated cadres for self-employment purposes.

110 rehabilitated former Liberation Tigers of Tamil Eelam (LTTE) cadres were released on September 9 from their respective rehabilitation centres at a ceremony in Colombo, reports Daily Mirror. 75 former carders who were rehabilitated at the Welikanda rehabilitation camp and 35 former carders rehabilitated at the Puththotam camp in Vavuniya District were among those who were released after completion of their programmes. Secretary to the Ministry of Prison and rehabilitation G.S. Vithanage said, “11, 651 former carders have been released thus far with only 339 former carders currently still under rehabilitation.”

Youth Affairs and Skills Development Minister Dullas Alahapperuma on September 10 said that the manifesto of the Tamil National Alliance (TNA) is a ‘cyanide capsule’ to innocent Tamil youth freed by the present leadership of the country, reports Daily News. “The manifesto of the Tamil National Alliance (TNA) is a cyanide capsule that is given once more to the innocent Tamil youth who were freed by the present leadership of the country,” he stated. He claimed that it is a strategic document that is designed to prevent Tamil and Sinhalese communities forging cordial relations in the aftermath of the defeat of terrorism that kept the two communities away from each other for three decades. The minister also said one should not forget that though the Liberation Tigers of Tamil Eelam (LTTE) is eliminated from Sri Lankan soil, the separatist ideology still lurks outside the country.

Eight persons were arrested on September 13 at Kodikarmam area in Jaffna District on charges of having in their possession posters containing the picture of former Liberation Tigers of Tamil Eelam (LTTE) leader Vellupillai Parabhakaran, reports Daily Mirror. Security Forces (SFs) Commander Major General Mahinda Hathurusinghe said that they were campaigning for the Tamil National Alliance (TNA) at the elections to the Northern Provincial Council. Hathurusinghe said at the time of the arrest they had some 300 such posters and that several others too were known to be having these posters in their possession. Police said this was the first time such posters have been found in the Northern Province since the war ended in 2009.

President Mahinda Rajapaksa inaugurated the train service at Omanthai town in Vavuniya District travelling as the first passenger to Kilinochchi aboard the historic "Yal Devi" train. President Rajapaksa also declared open the newly built Kilinochchi Railway Station. Kilinochchi was the capital of the de facto state run by the LTTE. The Sri Lankan Army captured Kilinochchi in 2009.

Claiming that the election manifesto of the Tamil National Alliance (TNA) had stronger demands than the Wadukkodai Resolution and was harmful for the country, former Liberation Tigers of Tamil Eelam (LTTE) arms procurer Kumaran Pathmanathan alias KP on September 18 accused the TNA of obstructing the immediate release of most of the LTTE suspects in custody, reports Daily Mirror. Pathmanathan told a packed media conference held at the Sencholai Children’s Home in Kilinochchi District “They (TNA) demand of the authorities not to release those senior ex-LTTE members in government custody fearing they would not be able to engage in politics openly.” Pathmanthan also accused the TNA Chief Ministerial candidate for the Northern Provincial Council elections C.V. Wigneswaran of giving maximum punishment to LTTE suspects who were found guilty, while he was the presiding judge.

Trincomalee High Court Judge Amal Ranarajah ordered to release the former Eastern area LTTE leader Sivasubramaniam Varadanathan alias Paduman due to poor evidence. The suspect, a resident of Trincomalee was accused of carrying out attacks on army camps in the East and killing soldiers between July and December, 2001.

She is also the wife of an LTTE militant - one of those officially "missing" after the end of the conflict in 2009. A mother of three, Ananthi has been fielded by the TNA, widely tipped to win the first provincial elections in 25 years in the war-torn region. Among those contesting the polls are former LTTE members who have laid down arms and relatives of tigers killed in the ethnic war. Election for the administration in the Northern Province, which was under the control of Liberation Tigers of Tamil Eelam (LTTE) until their defeat in May 2009, is being held for the first time since the establishment of the provincial council system in 1987. Voting began at 7:00 a.m. local time at 832 polling stations in the five Districts - Jaffna, Vavuniya, Mullaitivu, Kilinochchi and Mannar - of the Province for 719,477 registered voters. Over 900 candidates from 57 political parties and 28 independent groups are contesting for the 38 slots in the Council. The main contest is between the ruling United People's Freedom Alliance (UPFA) and the Tamil National Alliance (TNA).

Tamil National Alliance (TNA) has secured a landslide victory in the first ever provincial council elections held on September 21 since the establishment of the provincial council system in 1987 in the Tamil dominated Northern Province, reports Colombo Page. The party fielding former Supreme Court judge C.V. Wigneswaran as the Chief Minister candidate for the Northern Provincial Council won all five Districts in the Province with a clear majority and secured 30 of the 38 seats (28 direct and 2 bonus seats) while ruling United People's Freedom Front (UPFA) got seven seats and the Sri Lanka Muslim Congress (SLMC) won one seat. In the Jaffna District, the Ilankai Tamil Arasu Kadchi (ITAK) the party representing the TNA won 84.37 percent of the votes while the UPFA came in second with 14.20 percent of the votes. Voter turnaround in Jaffna was 64 percent. In the former Liberation Tigers of Tamil Eelam (LTTE) stronghold of Kilinochchi District ITAK won 81.57 percent of the total votes while the UPFA received 17.37 percent of the votes. In Mannar District ITAK won 62.22 percent, UPFA received 28.38 percent and SLMC 8.59 percent of the votes. ITAK received 66.10 percent of votes in Vavuniya District and 78.56 percent of the votes in Mullaitivu District while the ruling party got 26.67 percent in Vavuniya and 20.04 percent in Mullaitivu.

Prosecutors in the United States (U.S.) asked a Canadian man to serve the maximum sentence of 15 years after he admitted to helping Liberation Tigers of Tamil Eelam (LTTE) in Sri Lanka, reports Daily Mirror on September 27. Suresh Sriskandarajah, who earned university degrees in Waterloo, Canada, pleaded guilty in July in New York, U.S., to conspiring to provide material support to the LTTE. He was arrested in 2006 and freed on bail three years later before his extradition to the U.S. in 2012. While in Canada, Sriskandarajah helped research and acquire aviation equipment, submarine and warship design software, night vision equipment and communications technology for the LTTE.
