Former Prime Minister of Pakistan Benazir Bhutto said in an interview to the BBC that Pakistan should seek support from Organization of Islamic Conference (OIC) in order to make efforts for politically resolving the current crisis. She also added that Pakistan should review its foreign policy and maintain distance from the Taliban regime if they do not respect international law. Replying to a question she said that she appreciated the decision taken by President Pervez Musharraf and added that it was a right decision to the extent that he is opposed to terrorism.

Lashkar-e-Toiba (LeT) Chief Hafiz Mohammed Saeed said, in Abbottabad, on October 1, that Pakistan was passing through a critical stage and the ‘need of the hour’ was to chalk out a consensual, joint strategy to meet the current crisis. Speaking at a press conference, he said the nation must be taken into confidence while taking any decision on Afghanistan. He also opposed taking any decision against the Taliban regime or any individual. Hafiz Saeed also indicated that any effort to stop Jehad would not only damage terrorist operations in Jammu and Kashmir but also cause "irreparable loss to the entire Muslim Ummah." Commenting on the September 11-terrorist attacks on USA, he claimed it was a conspiracy by the Jews to create differences among the two main religions of the world. The chief of his own faction of Jamaat-e-Ulema-e-Islam, Maulana Fazlur Rehman said in Khairpur that Taliban supporters are ready to take possession of the country's airports. According to him, "If the government offers Pakistan soil for attacks on Afghanistan, they will capture them." He also opined that the Taliban regime was spreading the ‘message of love and peace’, and not terrorism. While claiming that Osama bin Laden was not involved in the September 11-terrorist attacks in the USA, he also alleged that the Israeli intelligence agency Mossad was responsible for the same.

Maulana Fazlur Rahman, chief of his own faction of the Jamaat-e-Ulema-e-Islam (JuI-F), said in Quetta, on October 4, that he had rejected the offer of the military regime to hold a dialogue on the current situation. He said the government had extended him an invitation for dialogue over the current situation and added that he had consulted his party leaders, who rejected any dialogue with the military regime on the present situation. He said that the JuI-F would utilise all its available resources against the US and its allied forces in case of any attack on the Taliban regime in Afghanistan.

According to Pakistani news reports, various religious groups have commenced enlisting Jehadis to fight alongside Taliban troops in case of a US attack on Afghanistan. Chief of his own faction of Jamaat-e-Ulema-e-Islam (JuI) Maulana Fazlur Rehman, while speaking at a rally in Rawalpindi, on October 5, ordered his party to start recruiting terrorist cadres. He said, "All JUI chapters should start enlisting trained people to fight with the Taliban on Afghan soil, if they are attacked." While rejecting US claims that they had proof against Osama bin Laden, he added, "A few documents cannot be considered as proof. They should produce evidence before a court, if they had any." The government has, however, banned recruitment of people for jihad in Afghanistan. News reports also indicated that the government had already informed the Taliban admsinistration that nobody from Pakistan would fight against the Northern Alliance, as it was their internal battle and not Jehad. Besides, no Pakistani would be allowed to get any sort of training in Afghanistan.

Jamaat-e-Islami (JeI) Chief Qazi Hussain Ahmed said the government has no legal or moral right to declare Osama bin Laden as a terrorist on the basis of evidence provided by the United States because he was not being tried in a court of law. Stating this at the Multan airport on October 5, Qazi Ahmed indicated that the United Nations (UN) General Assembly should take appropriate steps to protect the sovereignty and independence of its member-states. He added that the UN should grant membership to the Taliban-regime so that it could present its viewpoint on the ‘allegations’ levelled against it. Commenting on the US response, Qazi said, "The US was terrorising the whole world, which is the worst form of terrorism. Osama was declared a great freedom fighter by the United States during the Afghan war, but now he was being branded as a terrorist, which is great injustice."

He added that only those responsible for terrorism should be targeted and care should be exercised to ensure that innocent people did not suffer. He also said that Indian External Affairs Minister Jaswant Singh's remark that Pakistan was part of the problem of terrorism and not part of a solution came as ‘no surprise’. The spokesperson also opined that "the struggle in held Kashmir" was not terrorism but a "fight for the right of self-determination which had been going on for 54 years."

In a statement, he said Pakistan did whatever it could to convince the Taliban leadership of the gravity of the situation and to take the right decision in the interest of the Afghans. Restrictions on his movement were later withdrawn. Commenting on his arrest, Fazlur Rehman said, "This reflects the government's nervousness. Our public meetings upset General Musharraf as these are spreading to the biggest province Punjab." The house arrest sparked unrest among his followers resulting in protest demonstrations in Peshawar. According to him, "I am reasonably sure that military action is carefully targeted which is expected to be short and will lead to a political dispensation in Afghanistan." Musharraf, while supporting the air strikes against the Taliban, said the strikes were inevitable and were a consequence of the "unwise policies of the Kabul regime". He also indicated that no airbases of Pakistan were used by the US-led coalition to launch strikes. The President said, "We did provide them airspace, logistics and shared information with them as was earlier promised by Pakistan." Jamaat-e-Islam (JeI) Chief Qazi Hussain Ahmed opined in Lahore, on October 15, that the current crisis facing the country could be resolved only with the stepping down of the Musharraf government and the establishment of a civilian setup, which could hold elections. While criticising the pro-US policy of the Pakistani government, he alleged that it was alienating the country. By allowing the US to use military facilities in Pakistan for strikes against the Taliban regime, Pakistan was ‘annoying’ both its ‘friends’ - China and Iran, the JeI chief indicated. While opposing what he perceived were attempts to overthrow the Taliban regime and induct a broad-based government in Afghanistan, he added that if such efforts succeeded, an anti-Pakistan regime would be installed in Kabul, which would try to have the ‘freedom movement in ‘occupied Kashmir’ tagged as terrorism. He said that the Musharraf regime could not survive the policies it was following and was consequently bound to collapse. The JeI, he indicated, would not ‘relax’ unless it ‘pulled down’ a government which, according to him, had placed the Army and the country at the disposal of the United States.

A two-day meeting of the JuI-F Central Executive Committee, provincial presidents and secretaries and central leadership instructed the Baluchistan unit of the outfit to prepare a ‘plan’ for the siege of Pasni airport and other airports where US forces have been given facilities. The report said, of a total of 65 declared Proclaimed Offenders (POs) of the proscribed Lashkar-e-Jhangvi (LeJ) terrorist outfit approximately 29 were reportedly based at a training camp near Sarobi Dam, Kabul. The government reportedly set aside PNR 2.03 million as head money for the arrest of these 29 proclaimed offenders operating from the Afghan border. While the Taliban regime has consistently denied the existence of these sectarian terrorists in Kabul despite repeated appeals and visits of Pakistani officials to Kabul, law-enforcing agencies have registered 248 cases against the killings of 479 persons in Punjab. News sources also indicated that, Qari Asadullah, leader of the breakaway faction of the LeJ, is reportedly supervising and ensuring training facilities of Pakistan-origin terrorists in Kabul, allegedly in collaboration with and support from the Taliban regime. These terrorists along with many others had escaped to Afghanistan after committing several terrorist crimes within Pakistan. Several such terrorists are reported to be based in terrorist training camps in Jalalabad and Kabul in Afghanistan. Pakistani law enforcement authorities have on several occasions demanded the Taliban authorities to hand over these terrorists to Pakistan. However, the Taliban authorities have refused to hand over them to Pakistan indicating that they were out of the reach of the Afghan agencies. The news report quoting Interior Ministry sources has indicated that Riaz Basra and Akram Lahori were seen in Karachi while other terrorists are reportedly hiding in the tribal areas and in the North West Frontier Province.

Jamaat-Ulema-e-Islam (Fazlur Rahman faction) Central Executive Council member Mufti Nizamuddin Shamzai said on October 28 that President Pervez Musharraf has no right to remain in power after supporting the US against Afghanistan. According to him, "Musharraf openly supports the US and its allies against the Taliban. And under the Islamic laws if any Muslim cooperates with infidels against Muslims, he must be excommunicated from the religion." Mufti Shamzai said Pakistan had adopted a policy of double standards. On the one hand the government had given bases and provided information to the USA and on the other, President Musharraf had reportedly advised it to end its military operation in Afghanistan as early as possible. He called upon the government to openly support the Taliban in the ongoing war. While opposing the idea of a broad-based national government for Afghanistan, he added Pakistan needed a broad-based government and asked President Musharraf to hand over power to people's representatives.
