A report on May 2 has indicated that differences have cropped up amongst the top leadership of the National Democratic Front of Bodoland (NDFB), a terrorist outfit operating in parts of Assam. Police in Kolkata, West Bengal, are attributing the arrest of two top NDFB leaders from a city hotel on April 30 to the information provided by the NDFB chairman Ranjan Daimary himself. Police arrested Sunil Brahma alias B Simang, NDFB ‘spokesperson’ and another top ranking leader Indra Mohan Basumatary alias B Buthang. The report also said that the NDFB ‘publicity secretary’ B Erakdao was also present in the city at the time of their arrest, but he escaped after being warned of police action reportedly by Ranjan Daimary.

The police in Kolkata, West Bengal’s capital, said four unnamed tea companies headquartered there and operating in Assam might be charged with indulging in "anti-national activities" as police suspect them of having funded the National Democratic Front of Bodoland (NDFB) terrorists for the last seven to eight years. Soumen Mitra, a senior police official said in Kolkata on May 5, "We are collecting evidence against these tea firms and we shall take penal and legal action against them very soon." He further said, "In fact, we are not even inclined to believe that this is a case of extortion. We believe that this is a case of funding the Bodo militants since none of the four tea companies has come forward to lodge a complaint saying that they are victims of an extortion racket. We shall deal with these companies accordingly and let me also add, very sternly."

Army chief General N C Vij left on a five-day visit to Bhutan on May 6 in the backdrop of Indian concerns about the existence of camps of terrorist groups operating in India’s Northeast. According to media reports, General Vij, during his visit, is likely to hold consultations with the top brass of the Bhutanese Army on the measures to close down training camps of the United Liberation Front of Asom (ULFA), the National Democratic Front of Bodoland (NDFB) and the Kamtapur Liberation Organisation (KLO). Gen Vij will also visit Army formations in West Bengal and Sikkim to take stock of the continuing operations against terrorist hideouts on the Indian side of the border.

Media reports have indicated that Assam Government is planning action against the alleged activities of the National Socialist Council of Nagaland-Isak Muivah (NSCN-IM) that have increasingly been noticed in the Karbi Anglong, North Cachar Hills, Dibrugarh, Sivasagar and Tinsukia districts. The issue was discussed at a meeting of the State Deputy Commissioners with the State-Additional Chief Secretary (Home) J P Rajkhowa, on May 8 in Guwahati. Companies managing tea gardens in the Barak Valley area, among others, have allegedly been served ‘demand’ notes by the NSCN-IM. Besides activities of the NSCN-IM, the general law and order situation, including activities of other terrorist outfits like National Democratic Front of Bodoland (NDFB) and United Liberation Front of Asom (ULFA) were also discussed at the meeting.

A report on May 11 has indicated that a proscribed terrorist outfit operating in Assam, the National Democratic Front of Bodoland (NDFB) has shifted a base-camp, earlier located in the unidentified areas of Meghalaya-Assam border to a yet unknown location along the State’s border with Nagaland. The arrested NDFB leaders, Sunil Brahma and Indramohan Basumatary, reportedly disclosed during their confession before the police that the move was prompted following joint action of Meghalaya-Assam police against the outfit. Police in Kolkata, West Bengal, arrested them on April 30, and the Assam police later brought them to Guwahati for further interrogation and trial.

The outfits who are said to have camps there include, among others, unnamed faction(s) of the National Socialist Council of Nagaland (NSCN), primarily operating in Nagaland, United Liberation Front of Asom (ULFA), Muslim United Liberation Tiger of Assam (MULTA), Dima Halim Daogah (DHD) and National Democratic Front of Bodoland (NDFB), operating in Assam, People’s Liberation Army (PLA) operating in Manipur, Achik National Volunteer Council (ANVC) in Meghalaya, and National Liberation Front of Tripura and All Tripura Tiger Force (ATTF) operating in Tripura. Pakistan’s external intelligence agency, the Inter Services Intelligence (ISI), and Al Qaeda are allegedly assisting an unspecified number of these outfits in training. Besides, the Government has also asked Bangladesh to hand over 85 terrorists, including ULFA leaders Anup Chetia and Babul Sarma, who were arrested in Bangladesh over a period of time from various places. Even terrorists from various outfits operating in Jammu and Kashmir (J&K) are also being infiltrated via Bangladesh border, the reports added.

The King Jigme Singhye Wangchuk reportedly said, "When the security and sovereignty of our country is under threat, the true sons of the soil must step forward and not wait to be called upon to serve their country." According to Dozin Batoo Tshering, a spokesperson of the Royal Bhutan Army, approximately 800 men, aged between 18 and 45 years, were ready to join the ‘militia force’ from Paro district of Bhutan. Assam–based United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB), and an outfit active in West Bengal, the Kamatapur Liberation Organization (KLO) maintain their base camps in Bhutan. Media reports said that the terrorists lobbed grenades and opened fire on a security force patrol party who retaliated by firing back. The terrorists were killed in the ensuing encounter.
