A media report on June 11 indicated that the National Democratic Front of Bodoland (NDFB) has issued threats to the Bodo leaders in Assam alleging that they have been "carrying about their selfish political game-plan through the use of their muscle power called the BTC (Bodoland Territorial Council)." The outfit has warned, among others, leaders of the All Bodo Students’ Union (ABSU) and the Bodo representatives in the State Legislative Assembly and in the Lok Sabha (Lower House of Indian Parliament). The NDFB ‘information and publicity secretary’ B Erakdao reportedly in a message through an email also accused the Bodo Liberation Tigers (BLT), another outfit of the Bodo tribes that signed an agreement in February 2003 for the formation of the Council of committing atrocities on the "innocent Bodo people."

According to a media report of June 19, three terrorist outfits, including the United Liberation Front of Asom (ULFA), National Democratic Front of Bodoland (NDFB) and Muslim United Liberation Tigers of Assam (MULTA), among others, are currently active in Assam’s Dhubri district. The number of ULFA terrorists present in the district is approximately 25 and that of the NDFB 30. While ULFA is primarily active in the Golakganj area on the Assam-Meghalaya border under Mankachar sub-division, the NDFB is active in the northern part of the district, primarily in the Bogribari, Golakganj and Gauripur areas, including a few places of Bilashipara and Chapor. The NDFB also has a hideout in the forest villages under the Mahamaya Reserve Forest area. Besides ULFA, the Meghalaya-based Achik National Volunteer Council (ANVC) is also allegedly active in the Mankachar area. ANVC‘s activities have also been noticed in the Boldongiri area. Moreover, Hajong United Liberation Army (HULA), reportedly formed by Gopesh Hajong, a ULFA cadre, too is trying to spread its activities in some parts of the district. These outfits are allegedly involved in arms smuggling using the Mahendraganj (in Meghalaya)-Halsati (in Bangladesh) route.

Arunachal Pradesh Chief Minister Mukut Mithi on June 22 asked the public, particularly of the terrorism-affected Tirap and Changlang districts, to maintain a tight vigil and fight the terrorist outfits active in the area. While addressing a public meeting at Khonsa, the headquarters of Tirap district, he said, "If we submit to them meekly today, they will rule the State tomorrow. The prevailing fear among all sections of the people, including chieftains, gaon burahs (village elders) and government officials, created by the insurgents in the two districts has been the greatest hindrance towards development." He further said that funds allocated to Tirap could not be properly utilized due to interference by the terrorist outfits, including factions of the Nagaland-based National Socialist Council of Nagalnd (NSCN)–Isak Muivah (NSCN-IM) and Khaplang (NSCN-K), and Assam based United Liberation Front of Asom (ULFA) and the National Democratic Front of Bodoland (NDFB). A delayed report said that two National Democratic Front of Bodoland (NDFB) terrorists were killed by their colleagues in Assam’s Darrang district on June 24. According to police sources, the slain terrorists had come from their Bhutan camp reportedly with an intention to surrender. However, another group of four NDFB terrorists clashed with them at Nonaikhas area, under Paneri police station limits. Two NDFB terrorists were killed in the ensuing gunfight. It was not immediately clear if both the slain terrorists were those who wanted to surrender. An 11-year-old boy also sustained injuries during the crossfire. The police later recovered an AK-47 and a Self-Loading Rifle (SLR) from the incident site.

At its meeting on June 24 at Narengi in Guwahati, the Unified Command of security forces (SFs) discussed ways to curb the activities of the United Liberation Front of Asom (ULFA) and the National Democratic Front of Bodoland (NDFB), especially in the areas of Assam where they have been more active. The State’s Chief Secretary P K Dutta, Home Commissioner and Secretary B K Gohain, General Officer Commanding (GOC) IV corps Lt Gen Mohinder Singh, Assam police chief H K Deka and Inspector General (IG) of the Central Reserve Police Force (CRPF) R D Singh were among those present at the meeting. The meeting decided, inter alia, to intensify counter-operations against the outfits, particularly in the border areas of Bhutan, Meghalaya and Arunachal Pradesh. Further, the meeting deliberated that since ULFA is facing a resource crunch and food shortage at its camps in Bhutan and Meghalaya, the outfit has started attacking ‘soft targets’, including oil storage and refinery facilities to just prove that it exists and also to instill fear psychosis among the common people. The Unified Command has also decided to deploy more CRPF personnel in the district of North Cachar Hills that has been witnessing inter-tribal feud between the tribals of Dimsas and the Hmars, reportedly with the active involvement of the Dima Halim Daogah (DHD) and Hmar People’s Convention-Democracy (HPC-D) terrorists. Besides, the meeting also decided to recommend the upgradation of the Central Industrial Security Force (CISF) for the safety of vital Oil India Limited installations in Assam. The Unified Command was established in 1997 to bring the Army, State police and paramilitary forces under a single chain of command of the GOC of the Tezpur-based IV corps.

Mohinder Singh at the headquarters of the Red Horns Division of the Army at Tamulpur in Nalbari, on June 27. The surrendered ULFA terrorists included ‘lance corporal’ Madhab Choudhury alias MC, ‘officer-in-charge’ of Enigma camp Arun Talukdar alias Tango and in-charge of the outfit’s Deothang camp ‘Sgt. Major’ Tapan Tamuli alias Anup Bharali, and also three women cadres— Rina Das, Renu Medhi and Sabita Choudhury, wife of Madhab Choudhury. The women cadres reportedly said that they wanted to lead a family life. Among the NDFB terrorists who surrendered included, ‘Corporal’ Banduram Boro said to be trained at Naglang camp and ‘lance corporals’ Purnak Narzary and Paresh Basumatary. Speaking on the occasion Lt Gen Mohinder Singh said that the terrorists were procuring arms, including those made in China and ammunition from the international open markets in the border areas of Myanmar, Thailand, Bangladesh, Pakistan and Afghanistan. He also said that during the past one year the security forces have achieved considerable success in curbing terrorist activities in Assam applying a three-point strategy–counter-terrorism operations, choking supply routes of the terrorists and pursuing the terrorists to surrender. He further informed that during the said period while unspecified number of terrorists were arrested, approximately 230 were killed in various encounters and some 200 more also surrendered. He also confirmed that the security forces were conducting a search operation in Lakhipathar, Tinsukia district where approximately 30 ULFA terrorists are suspected to be hiding. However, whether the terrorists were forced to descend from the Bhutan camps due to heavy rains or pressure from the Bhutan Government that had set a deadline of June 30 for vacating its territory cannot be confirmed, he added.

On June 29, United Liberation Front of Asom (ULFA) ‘assistant finance secretary’ Rustom Choudhury alias Harimohan Roy was killed in an encounter with the police at Kumargram, Jalpaiguri district of West Bengal. According to media reports, a National Democratic Front of Bodoland (NDFB) terrorist Rajesh Champamari arrested by the Jalpaiguri police near the India-Bhutan border on June 28 revealed that the ULFA leader was hiding in the Sankosh Reserve Forest area. Subsequently, a police team spotted three terrorists while searching the area. On seeing the police party the terrorists opened fire and in the ensuing encounter the ULFA ‘assistant finance secretary’ was killed on the spot. The two associates of the slain terrorist escaped from the encounter-site. A pistol was also recovered later from the incident site. According to the police, Rustom Choudhury was allegedly involved in extorting millions of rupees every year from various sources. ULFA and NDFB both are active in Assam.

While speaking at a public rally at Judges’ Field in Guwahati on June 30, ‘chairman’ of the Bodo Liberation Tigers (BLT), Hagrama Basumatary, urged the Government for a speedy implementation of the Accord signed on February 10, 2003. The Accord envisages inter alia cration of an autonomous Bodoland Territorial Council (BTC). He also criticised the Sanmilita Janagosthiya Sangram Samiti (SJSS) for opposing the formation of the Council and the Karbi groups opposing the inclusion of Bodos in the Scheduled Tribe (ST) list. Further, he also appealed to the rival outfit, the National Democratic Front of Bodoland (NDFB) to join the peace process. He reportedly said, "It is time for the NDFB to give up its aimless struggle and come out of hiding in foreign lands and initiate talks with the government. If the NDFB leaders do not have any sense of timing and fail to work out a plan for initiating dialogue with the government, our people will have to bear tremendous loss in the name of struggle."
