Police arrested a female Liberation Tigers of Tamil Eelam (LTTE) militant in the Wellawatte area of capital Colombo, Colombo Page reported on September 1. According to the Wellawatte Police, the suspected female LTTE cadre, who had worked with the former LTTE political wing head S.P. Thamilchelvan, was arrested while she was temporarily lodging in the area waiting to leave the country. She has disclosed to the Police that her husband has been killed while fighting for the LTTE.

President Mahinda Rajapakse said he wants to achieve reconciliation with Tamil communities in the north and east since the civil war is over and the Liberation Tigers of Tamil Eelam (LTTE) was defeated, Daily News reported on September 2. “I don’t want to just be the liberator, I want to be the leader who brings permanent peace and development to this country and reconciliation with Tamil communities in the North and the East,” Rajapakse said in an interview with Forbes Magazine. “The war is over. Now we have no excuses. We have to start working and develop this country,” he added.

Daily Mirror reports that a racket carried out in the Internally Displaced Persons (IDPs) camps in Vavuniya to help the LTTE militants still hiding there to escape using false National Identity Cards (NICs) had come to light recently, Police sources said. These false NICs had been produced by some persons within the IDP camps with the help of several outsiders as well and had been sold at very high prices to yet to be detected LTTE militants in the IDPs camps. The Police source said that the racket came to light after the arrest of a suspect, identified as 46-year-old Subramanium Rachchandran, who had tried to escape following treatment at the Vavuniya hospital. Police said the false identity card was discovered when the suspect had shown it while on his way out of the hospital posing as a person who had come in to see a patient. Although he was a resident of Jaffna, the identity card had been prepared stating that he was a resident of Vavuniya. When patients among the IDPs are admitted to hospital their NICs have to be surrendered to the relevant Grama Niladhari (village official) and the NICs are returned once they are discharged from hospital. Police suspect that some persons smuggle the false identity cards to hospital and help the LTTE militants escape from there.

According to Sri Lanka Army (SLA) reports, troops engaged in search and clear operations in the Chundikulam, Puthukkudiyiruppu, Thakkulam and Thandikulam areas of Wanni found four claymore mines, 15 electric detonators, seven Rocket Propelled Grenades, thirteen 60-mm mortar bombs, seven hand grenades, four Multi Purpose Machine Gun (MPMG) links, 18 rounds of 12.7-mm ammunition, one night vision, three Our Board Motors, 72 Liberation Tigers of Tamil Eelam (LTTE) pots, 300 rounds of MPMG ammunition, one empty MPMG ammunition box, 1035 rounds of T-56 ammunition, nineteen 81-mm mortar bombs on September 4.

On September 4, Police arrested a Liberation Tigers of Tamil Eelam (LTTE) militant, who has given armed training to LTTE cadres earlier, from the Katunayake airport in capital Colombo while he was attempting to leave the country, reported Daily Mirror. Intelligence sources said Sundaralingam Jesudasan was apprehended when he tried to escape through illegal means. He is a resident of Batticaloa and had been attached to an LTTE camp in Vakarai and later he had gone abroad. He had returned to the country recently according to initial inquiries.

The SLA said that the news report published by The Island on September 4 has no whatever proof or any other evidence to affirm any involvement of Japanese experts for clandestine LTTE operations, said to have occurred during and after the Tsunami disaster in 2004. The Army categorically denied having any knowledge on such Japanese involvement in the said report titled “Japanese experts helped LTTE launch submersibles”. Neither the 58 Division has had found any evidence to ascertain launch of such submersibles with Japanese help, the SLA said.

Daily News reports quoted Senior Deputy Inspector General (DIG) and Police Media Spokesperson Nimal Mediweka as saying that It is only if the Police Department is strengthened that the security of the country can be guaranteed and the underworld eradicated from this soil. The DIG squid on September 5 that though the war has ended and the LTTE leadership crushed, terrorism is not yet over. It may crop up again at any time anywhere in the country or outside the country. Hence it is essential for the public to be very vigilant and inform the Police as soon as possible if they witness any such moves, he said. In the past we have recovered 4,000 kilograms of C-4 bomb materials in Colombo and 48 LTTE group leaders have been arrested from Wellawatte, Kotahena and Modera masquerading as businessmen. This was possible because of Civil Defence Committees' help. There are 15 Civil Defence Committees in the city of Colombo. Civil Defence Committees have played a vital role and should continue this task for the benefit of all in the country, he further added.

A former employee of a Sri Lankan NGO has brought to the notice of the Defence Secretary Gotabhaya Rajapakse the alleged involvement of the group in smuggling Liberation Tigers of Tamil Eelam (LTTE) operatives to Colombo over a period of time, The Island reports. According to him, the LTTE suspects held at welfare centres in the Vavuniya District, too, have reached Colombo with the help of the NGO. He said that a key LTTE operative had functioned as their Anuradhapura-based chief representative in charge of the North Central Province. Speaking at the emergency debate in the Parliament, leader of the House, Minister Nimal Siripala de Silva, said as a result of those attempts the Government needs to extend the emergency further. He pointed out that the recovery of several claymore mines near the place where the President's helicopter was kept grounded recently in Badulla as the closest attempt to kill the President. Colombo Court on September 11 released two Liberation tigers of Tamil Eelam (LTTE) leaders, former media spokesman Velayudan Dayanidhi alias Daya Master and interpreter Velayudan Kumaru Pancharatnam alias George Master, following several months of remand custody, according to Colombo Page. Releasing them on SLR 2.5 million bail each, the Colombo Chief magistrate Nishantha Hapuarachchi ordered the two former LTTE leaders not to leave the country. They were ordered to report to the Police every month and their passports were also impounded. Police did not object to the two men being released on bail. The former LTTE leaders had surrendered to Sri Lanka Army on of April 22 during the final stages of the war between Government forces and the LTTE. Among them, nearly 7000, including 74 Jaffna University students are returning to Jaffna. These people, displaced by the war, have been living in welfare camps in Vavuniya for the last few months. They returned to their hometowns, which have now been cleared of mines. According to current statistics, the Sri Lankan Government has already resettled nearly 29,280 IDPs after the conclusion of war between Government forces and the LTTE.

According to Shanaka Jayasekara, a terrorism researcher based in Macquarie University, Australia, the LTTE’s arms procurer, Kumaran Pathmanathan alias KP, had traveled from Bangkok (Thailand) to Kabul (Afghanistan) through Karachi, on May 19, 2001. He had meetings with the Taliban ‘officials’ on matters relating to the notorious “Sharjah Network”. The “Sharjah Network” is an arms supply line run by the infamous Russian arms dealer, Victor Bout, who had operated three to four flights daily to Kabul to transport arms. Lakbimanews quoted Jayasekara as saying that the LTTE operated a cargo company Otharad Cargo in Dubai, 17 kilometers from the offices of the “Sharjah Network”. Otharad Cargo is believed to have acquired several consignments of military hardware as part of consolidated purchase arrangements with the Taliban’s “Sharjah Network”. Jayasekara claims that information recovered from a laptop computer of a LTTE procurement agent, now in the custody of a Western country, has provided detailed information on LTTE’s activities in Pakistan. According to Rohan Gunaratna, a Sri Lankan expert on terrorism with the International Centre for Political Violence and Terrorism, in Malaysia, the LTTE had links with Jehadis in the Pakistani frontier and it had a safe house in Peshawar. Vishuanadan Rudrakumaran has made this announcement in www.puthinam.com. The PTGTE will continue to lobby with Governments for the establishment of separate State in the North and East, the Website said. In the United States, United Kingdom and Canada where there are large communities of Sri Lankan Tamils and where the LTTE as well as some of its front organizations is banned as a terrorist organization, the PTGTE will function as a front of the old LTTE carrying on activities aimed at separatism in Sri Lanka. The PTGTE is a new front introduced after the killing of Velupillai Prabhakaran, by Kumaran Pathmanathan alias KP, before he was arrested on August 6. There was no unanimity regarding the acceptance of the leadership of KP and another leader called Nadevan in Norway was challenging him. But the vast amount of LTTE wealth was in the KP’s hands. At the time the PTGTE was proposed there was no assurance that the LTTE remnant would give up violence completely and accept 'democracy. Though democracy was claimed, there had never been a framework or a constitution for any LTTE democracy to function. The engineer identified as Ratnasekaram, a resident of Point Pedro, had been a close associate of KP and had served as the engineer of one of the private ships belonging to a fleet of ships owned by the militant leader, who is currently in military custody. The SIS on information arrested the engineer who had reportedly come from Singapore and had been handed over to the Terrorist Investigation Division for further questioning. According to Hindustan Times, the aircraft had been dismantled and were to be shipped to the north-eastern coast of Sri Lanka when the war reached a decisive stage. "The LTTE calculated that the war would stretch but it didn’t happen; the aircraft could not be delivered," the daily quoted an unnamed senior Sri Lankan military officer as saying. According to the army officer, the LTTE while waiting for the aircraft to arrive got the pilots trained from training schools in Malaysia and Indonesia. Trained instructors were also present in Sri Lanka. The Army has recovered pilot training simulator from the jungles of Mullaitivu. "At least a dozen pilots had been trained. Two among them have been arrested. The rest could be hiding among the internally displaced persons (in refugee camps)," the officer told the daily. A United States Senate Foreign Relations Committee investigation in 2006 revealed that the Government of Eritrea was providing direct military assistance to the LTTE. A Colombo based magazine in August said in a report that the Sri Lankan army found 12 fighter planes belonging to the LTTE at an airport in Eritrea from the information given by the LTTE's arms dealer Kumaran Pathmanathan alias KP who is now in Sri Lankan custody. Sri Lanka is seeking to establish diplomatic relations with Eritrea in an effort to counter the LTTE international network which is said to be still active despite the arrest of their self-appointed leader KP.

The Multi-disciplinary Monitoring Agency (MDMA), constituted in 1998 to probe the conspiracy angle in the former Prime Minister Rajiv Gandhi’s assassination case, is to despatch a team to Colombo (Sri Lanka) to interrogate the arrested Liberation Tigers of Tamil Eelam (LTTE) chief Kumaran Pathmanathan alias KP, reports Times of India. "A team will go to Colombo to question KP once we get the political clearance from Sri Lanka," said B. N. Misra, chief investigating officer of the MDMA based in Delhi. "KP is a prime accused in the Tongnova case in which 14 have been accused. While 13 were tried and acquitted by courts in Chennai, KP remains an absconding accused," said Misra. In the November 1991 case, an LTTE-owned freighter, Tongnova, was intercepted in high seas and caught by the Indian Navy off the Karaikal coast. The team, besides interrogating KP on his role in Rajiv assassination and his possible involvement in the conspiracy, will also probe his links with foreign arms dealers.

Vavuniya Police arrested a youth suspected to be the leader of the Liberation Tigers of Tamil Eelam’s (LTTE) sniper unit in the afternoon of September 24, The Island reported. Police said that after interrogating the suspect they were able to recover a sniper gun hidden in a forest in the Asikulam area of Vavuniya District. Identified as Radha, the suspect had arrived in Vavuniya from Kilinochchi in April this year, just prior to the last battle against the LTTE in Mullaitivu. He had brought an expensive technologically advanced sniper gun with him when he arrived in Vavuniya, Police investigations had revealed. Police arrested the suspect on information while the latter had been working in Vavuniya town, posing as a labourer.

The Sri Lanka Government has completed the profiles of over 10,000 former LTTE combatants who are now under Government custody in the welfare camps waiting to be either tried or rehabilitated. The authorities have prepared profiles for each suspected LTTE cadre with details including, personal information, nature of the involvement with the LTTE, education standard and the skills they would like to pursue. The former militants will face charges in a court if they had been involved in grave crimes such as murders and abductions. However, the Government is yet to finalize the legal procedures to process the arrested and surrendered militants. The militants who were either involved in minor crimes or forcibly recruited by the LTTE leadership in the later stage of the war and the militants who surrendered to the Security Forces will be rehabilitated to integrate them back in to the society, the authorities said. According to the Commissioner General of Rehabilitation Major General Daya Ratnayake the former militants would be categorized for rehabilitation according to the information in their profiles and given educational and vocational training facilities. Media reports said the Government is seeking help from the United States to learn how to handle the vast number of cadres and to learn from the US experience in handling al-Qaeda terror suspects. Sri Lanka Attorney General Mohan Peiris is to arrive in Washington (US) on September 28 (today) for talks in this regard with officials in the US Attorney General's Department, a Sunday Times report said.

At least 20,000 of the nearly 300,000 Internally Displaced Persons (IDPs) in the Vavuniya camps had escaped, said Senior Superintendent of Police (SSP), Kandy, Ranjith Kasturiratna, at the Kandy District coordinating committee meeting, chaired by Central Province Chief Minister Sarath Ekanayake, on September 28, The Island reports. The SSP Kasturiratna said special Police teams from Kandy had been dispatched to the IDP camps in the North to conduct investigations. Police investigations had revealed that about 20,000 had escaped from the camps. They were believed to be LTTE cadres. The SSP said that followers of the terrorist organisation were still moving around though the leadership of the movement had been destroyed. He said explosives and arms had been recovered from Pudikudiiruppu and other locations in the North and East on information provided by the LTTE suspects in custody.

Authorities have sent a special prison representative to Anuradhapura prison to discuss with the Liberation Tigers of Tamil Eelam (LTTE) detainees the issue of their hunger strike which is continuing for several days, Colombo Page reports. Prison Commissioner General Major General V. R. Silva confirmed that 40 LTTE suspects, being held in Anuradhapura prison, are continuing with their hunger strike further. A commissioner of prisons, Lakshman De Silva, has been appointed as the special representative to this case and he has already reached the Anuradhapura prison. Demanding immediate legal actions against them, the former LTTE cadres, detained at the Anuradhapura prison, had commenced this hunger strike several days ago. The detainees were being held under the Prevention of Terrorism Act (PTA), Prison department confirmed.

Balraj Naidu, who was a powerful committee member of the Singapore Reform Party, has been arrested and produced in court for an extradition hearing over an alleged arms deal with the Liberation Tigers of Tamil Eelam (LTTE), Daily News reported on October 1. Naidu was arrested on a warrant and produced in courts, said the Singapore Strait Times. The man was arrested at his home last week and brought to court on September 29 for a brief court appearance. The businessman is wanted by the United States (US) Government on two terrorism related charges. He is also wanted by the US for allegedly brokering arms deals with the LTTE. No formal charges have been laid against him so far. The Extradition hearing was adjourned until October 5. The Strait Times said the US Government made the request for the extradition during the middle of the year. According to the Sri Lankan intelligence sources, the LTTE made many of their purchases from arms dealers in Singapore.

The Pathmanabha group of the Eelam People's Revolutionary Liberation Front (EPRLF-Pathmanabha group), an anti Liberation Tigers of Tamil Eelam (LTTE) Tamil political party, said on September 29 that Tamil political parties should arrive at some consensus when it came to issues such as power devolution and the resettlement of displaced civilians, according to Daily Mirror. The EPRLF leader R. Sritharan said it was time for the Tamil political parties, including the Tamil National Alliance (TNA) and the Eelam People's Democratic Party (EPDP) to come under one umbrella while maintaining their individual identities. “There can be differences of opinions. But, it is advisable for us to act and work in unison when dealing with important issues such as power devolution and the resettlement of IDPs,” he said. He was responding to a request by the TNA which stressed the need for a common front of Tamil parties to resolve the national question. “I do not know what exactly the TNA meant.
