Military spokesman Brigadier Udaya Nanayakkara told The Island that there was no truth in reports that Sri Lanka had acquired 22 Al Khalid main battle tanks built in Pakistan. He said the army had acquired only Czechoslovakian built T-55 main battle tanks apart from Chinese and Russian armoured fighting vehicles and armoured personnel carriers. A spokesman for the Armoured Corps told The Island that all they had acquired to fight the LTTE would be displayed on June 3 at a joint armed forces parade at Galle Face to mark the end of the 30-year war. "I can assure you that there will be no Al Khalids," he said. According to Pakistani media reports, Al Khalid had played a critical role in the war against the LTTE.

The People's Liberation Organisation of Tamil Eelam (PLOTE), a minority Tamil party engaged in political activities in Northern Province, on June 1 urged the Government to unarm all the parties except Security Forces before the upcoming elections in the North, according to Colombo Page. The PLOTE pointed out that there are still several armed groups in Northern Province who disturb the normal lives of the people. According to PLOTE, these armed groups are also a huge threat for them as well as for the other minority Tamil political parties when they are engaged in political activities. They pointed out that it is very difficult to hold an election in a democratic stream in the North unless such armed groups are unarmed first. The party is also ready to hand over their weapons to the Government if the Government can strengthen the security of its offices and members, it stated. The Tamil National Alliance (TNA), the pro-Liberation Tigers of Tamil Eelam (LTTE) party, said the surrendered LTTE militants should be granted amnesty. TNA leader R. Sampanthan said during a visit to India that the militants should be provided with opportunities "so that they can lead normal life in the mainstream of society." The Sri Lanka military has said that over 9,100 militants have surrendered to them and over 7,237 of them, including 1601 women, are now being rehabilitated at various centres.

The United Nations (UN) Secretary-General Ban Ki-moon on June 1 reiterated his concern over the “unacceptably high” civilian casualties in the conflict between the Sri Lankan Government and the Liberation Tigers of Tamil Eelam (LTTE), while rejecting in the strongest terms any figure attributed to the UN, according to the UN Website. Briefing the General Assembly on his recent visit to Sri Lanka and other travels, Ban Ki-moon said media reports alleging that some 20,000 civilians may have been killed during the last phase of the conflict “do not emanate from the UN and most are not consistent with the information at our disposal.” “I categorically reject – repeat, categorically – any suggestion that the United Nations has deliberately under-estimated any figures,” the Secretary-General underscored. “Let me also say, whatever the total, the casualties in the conflict were unacceptably high – as I have also said repeatedly,” he added. He told the Assembly that during his 22nd-23rd May visit to Sri Lanka, he pressed the Government to heed international calls for an inquiry into alleged abuses and underscored the need for full accountability and transparency. “Any inquiry conducted by the international community would require, first, the full cooperation of the host government, or, second, the support of the UN Member States, expressed through the Human Rights Council, the General Assembly or the Security Council,” he noted. “I stand ready to do whatever we can in the interests of justice, human rights and Sri Lanka’s political future,” the Secretary-General said in his address to the Assembly.

A top United Nations (UN) official said he had negotiated the surrender of a specific group of Liberation Tigers of Tamil Eelam (LTTE) militants with the Sri Lankan Government while he was in Sri Lanka, according to Colombo Page. The UN Secretary-General's Chef de Cabinet, Vijay Nambiar, disclosed this in response to questions received on June 3. Michele Montas, the UN spokesperson for Secretary-General, said on June 3 that Nambiar was first approached by a western journalist Marie Colvin with a surrender request and subsequently by a LTTE interlocutor, before he arrived in Sri Lanka. He in turn relayed the insistence of the Sri Lankan Government that any surrender would have to be to the Sri Lankan armed forces and not through or to a third party, Montas said. According to the spokeswoman, Nambiar informed the two senior LTTE leaders, political wing leader B. Nadesan and chief of the outfit’s peace secretariat S. Puleedeevan, who wanted to surrender that they need only display a white flag to the armed forces to safely effect their surrender. The last request by Nadesan and Puleedeevan was conveyed to Nambiar through Colvin. It was also apparently transmitted directly to several other persons, including Colombo-based diplomats and politicians. "These were in turn, we understand, communicated to high Governmental levels and were responded to with similar assurances,” added Montas. Palitha Kohona, Sri Lanka's Foreign Secretary, however, has denied that Nambiar contacted him either about Nadesan or Puleedeevan. Sri Lankan Special Forces soldiers found the bodies of Nadesan and Puleedeevan along with that of several other senior LTTE cadres on May 18.

At a ceremony at Galle Face Green to mark the end of Eelam War IV, Rajapakse said, “The Tamil speaking people should be protected. They should be able to live without fear and mistrust. That is today the responsibility of us all.” He added, “This is the motherland of us all… There can be no differences here. A senior Sri Lankan official on June 4 estimated the civilian death toll in the last stages of the war with the Liberation Tigers of Tamil Eelam (LTTE) as 3,000 to 5,000 and defended the use of mortars in a Government-designated ¬No Fire Zone. Rajiva Wijesinha, permanent secretary in the ministry of disaster management and human rights, rejected reports that 20,000 civilians were killed in the final phase. He also rejected an unpublished UN report that 7,000 people had been killed by the end of April 2009. "I would estimate it altogether at 3,000 to 5,000," Wijesinha said in an interview with The Guardian, attributing the deaths to the LTTE’s use of refugees as human shields. "The Tigers had prepared this hostage situation and the figures went up very badly," he said, adding that the UN figures had not officially been made public because they had not been verified. "These UN figures I'm afraid are not worth the emphasis that is placed on them," he noted. Wijesinha said mortars were being used against the LTTE heavy weapons, including tanks, which he said were firing on refugees attempting to flee.

The Sri Lanka Navy (SLN) on June 4 seized a Liberation Tigers of Tamil Eelam (LTTE) cargo vessel, “Captain Ali”, 160 nautical miles off the Colombo seas, reports The Hindu. According to the SLN, the Syrian vessel had set sail from the United Kingdom on April 20 as a “mercy mission” towards Puttumatalan to provide logistic supplies. The Navy said the crew of “Captain Ali” had not obtained permission to enter Sri Lankan territorial waters. The vessel is now being towed to Colombo harbour with a crew of 15 — including its captain Christia Goomesta, an Icelander and a former Sri Lanka Monitoring Mission member. The vessel is carrying 884 tonnes of cargo which is yet to be cleared. The SLN said on June 4 it had intercepted a freighter funded by the LTTE sympathisers bound for the formerly outfit-held areas, adds Reuters. "We rounded up the ship and it's being brought closer to shore for checking. We know that it was coming with no local agent, no details of the cargo and the cargo was loaded by pro-LTTE (people) in the U.K. and France," the SLN spokesman Captain Mahesh Karunaratne said. None of the crew of 15, including a former member of the Sri Lanka Monitoring Mission, were arrested, but were being questioned, he added. The group had said the ship would be carrying relief supplies directly to civilians in the war zone.

"We found the body of LTTE sea tiger chief Soosai. We have identified the bodies of all the leaders except Pottu Amman. Our soldiers were on a search and destroy operation and in these circumstances, Pottu Amman's body could not be identified," Defence Secretary Gotabhaya Rajapakse told Sunday Times. "There were so many bodies we could not identify. All the people who were there were killed and I am 100 per cent sure that Pottu Amman was also killed in the confrontation with Army," he added. He also said that top LTTE leaders tried to flee through land or sea, but failed as military cornered them with their fool-proof plans and killed them. "There is no big story behind it. The chairman of the National Child Protection Authority (NCPA), Jagath Wellawaththa said on June 6 that they have found nearly 400 child soldiers from those welfare centres in Vavuniya. According to the chairman of NCPA there are several female child soldiers in the batch. In the Eastern Province about 98 per cent of mines have been removed and de-mining groups are now concentrating on the Thoppigala area. The United States Attorney in Brooklyn, Benton J. Campbell, said the four defendants had raised millions of dollars and obtained weapons and technology for the LTTE. Prosecutors said one of the four defendants, identified as Karunakaran Kandasamy (51), was the director of the outfit’s American branch. Prosecutors also said that two others, Pratheepan Thavaraja and Murugesu Vinayagamoorthy, had been involved in an attempt to bribe an agent posing as a State Department official to remove the LTTE from the Government’s list of foreign terrorist organizations. The Government said that the LTTE, which dated to the 1970s, had relied on “sympathetic Tamil expatriates” to raise and launder money for the group. The matter was discussed at a meeting chaired by the Union Home Secretary Madhukar Gupta on June 10 when coastal security was reviewed. The meeting also reviewed steps taken for better coordination among different organisations — Navy, Coast Guard, Marine Police of States — besides the intelligence agencies to increase security vigil. Sources in the Union Ministry of Home Affairs (MHA) said that Navy and Coast Guard were asked to provide assistance to States in recruiting and training executive and technical staff for coastal Police stations. Besides, the States and Union Territories (UTs) were asked to ensure availability of the required infrastructure and trained manpower for handling and upkeep of interceptor boats. The meeting focused on firming up additional requirements of coastal States and UTs based on vulnerability or gap analysis in consultation with the Coast Guard, for the purpose of formulating the proposed Phase II of the Coastal Security Scheme. In addition, officers also reviewed the status of implementation of other linked initiatives such as registration for fishing and other vessels, installation of communication equipment on these boats and uniform system of issuance of identity cards to fishermen. Sources said that the Gujarat Government has been asked to notify two of the dams located in the State as important installations as soon as possible. The issue of possible attempts by the Liberation Tigers of Tamil Eelam (LTTE) cadres to enter southern States also figured in the meeting, they added.

The first ever fully-geared Liberation Tigers of Tamil Eelam (LTTE) submarine that had been submerged in the sea water a few metres off the coast of Vellamullivaikkal in Mullaitivu District was found by the Task Forces 8 on June 14 following information given by a terrorist in custody. The submarine with one seat is about 24 feet in length and 4 feet in height. It had reportedly been used by the LTTE, most probably by their senior cadres, for clandestine sea movement. It is further believed that the submarine found closer to the former location of the FARAH-3 ship had been made ready for LTTE leadership to escape via sea however speedy advance of the troops did not permit the terrorists to put the plan into action.

On June 15, the Terrorist Investigation Division (TID) arrested a director of a leading pharmaceutical company at Wellawatte near capital Colombo for having links with the Liberation Tigers of Tamil Eelam (LTTE), and recovered a stock of medical items valued at around SNR 2.5 million which were prepared to be sent to the LTTE, according to Daily News. Police spokesman Ranjith Gunasekera said the stock of medical items meant for the LTTE were recovered by the TID hidden inside a house in Perera Avenue in Wellawatte. He noted that the suspect had maintained close links with the LTTE including the outfit’s medical wing chief Selvanayagam Kugarajan alias Manoj. “It was revealed that the suspect kept a close relationship with the chief of the LTTE medical wing and had provided millions of rupees worth medical supplies to LTTE cadres on many occasions,” the SSP said. It is believed that the suspect was preparing to send the medical items to the Vanni during the last phase of battle. He failed to do so due to intensified security in the area. The LTTE reportedly ran short of medicine to treat their wounded cadres in the Vanni forest before they were defeated by the Security Forces. Therefore, the LTTE cadres were grabbing the medical items dispatched by the Government and international organizations to the trapped civilians.

Arivazhakan had in May 2009 dismissed the report of Prabakaran's death as "engineered rumours spread by the Government of Sri Lanka and its military establishment" and had asked the global Tamil community not to trust the report. His e-mail, however, does not provide any details on the date and time of Prabhakaran’s death, The Hindu reported. It said the “leader’s martyrdom” had been confirmed through sources including intelligence cadres in the know on the final incidents “concerning attempts to move the National Leader to a safer location who have now reached safety, fighters of other departments and our informants with links to the High Command of the Sri Lankan armed forces”. “We confirm emphatically that the National Leader did not surrender and was not arrested but fought attaining Martyrdom. Indian Navy rescued four Sri Lankan Tamil refugees, including a former Liberation Tigers of Tamil Eelam (LTTE) cadre and an Indian national, who spent 24 hours on an unmanned islet near Dhanushkodi before reaching Rameswaram on June 17, reports The Hindu. They were rescued by an Indian naval boat from 3rd islet, where a Sri Lankan boat crew had dropped them after ferrying them from Talaimannar. The refugees were identified as Mohanram (40) and his wife Dhushyanthi (35) of Batticoloa District of the Eastern Province and Perinbanathan and Thresa Rose of Vavuniya District of Northern Province. The Indian national was identified as Kamaldasan of Vennathur in Ramanathapuram District. The investigation revealed that Mohanram was reportedly an active cadre of the LTTE from 1996 to 2004. Later, he joined the Karuna faction.

In addition, 10 more Lorries acquired under the Government’s ongoing “Uthuru Wasanthaya” project by the Army also joined the convoy at omanthai on the same morning to proceed towards the same destinatination. After re-opening of the Highway, about 300 private Lorries have got their registration with Government authorities for transport of essential items to the North. Soon after this facilitation, the Government expects to allow public transport along the road during day time once complete safety from LTTE landmines and other security concerns are ensured by the Army and Security Forces.

The 52-year-old from Norbury was found guilty of charges relating to conspiracy to receive and receiving property that could be used for terrorism at Kingston Crown Court on April 17. A judge at the Old Bailey jailed him for two years for the conspiracy count and one year for receiving property; the sentences will run concurrently. Deputy Assistant Commissioner John McDowall, head of the Metropolitan Police’s counter terrorism command and senior national co-ordinator counter terrorism, said: “Shanthan bought component parts which have been used in the past by the LTTE to make improvised explosive devices. He purchased electrical equipment including circuit boards, GPS and antenna equipment and sent it to Sri Lanka for terrorists to use. The completion of the de-mining process and the strengthening of the Army to hold the entire North and East to avoid any type of terror raising its head are pre-requisites for the resettlement of displaced civilians in Kilinochchi and Mullaitivu Districts, said Army Commander General Sarath Fonseka on June 19, reports Daily News. The Commander said the strength of the Army has to be increased to hold the entire area captured by the Army during the past three years. “The number required is very much higher than that at the time of offensive operations against the LTTE,” the Commander said. The Commander said the Army had a strength of 116,000 at the time they started offensive operations against the Liberation Tigers of Tamil Eelam (LTTE) and it has been increased up to 200,000 with 84,000 youth being recruited to the Army during the past two and half years. The Army Commander said that according to his assessment the strength of the Army has to be increased to at least to 300,000 to cater to all requirements in the post conflict scenario to hold the entire areas liberated from the LTTE, and for the Army to have a proper deployment plan with a decent leave period for soldiers.
