Police seized 940-kg of C-4 explosives from a lorry at the Palugas junction road block at Kotawehera in the Nikaweratiya area of Kurunegala district on June 1. The explosives had been stocked in 47 boxes each carrying 20-kg. Police believe that the massive stock of C-4 explosives would have been transported to Colombo by the LTTE for a major attack. The Police also arrested the driver and his assistant believed to be from the Chavakachcheri area in the North. This is reportedly the biggest seizure of explosives in Sri Lanka. C-4 or Composition C -4 is a common type of plastic explosive used by the LTTE in bomb attacks in Sri Lanka. It can be easily molded into any shape or stuffed into gaps in buildings, equipment or machinery. The LTTE had used 50-kg of C-4 explosives in the Central Bank attack in Colombo on October 15, 1997 which killed 55 people and injured over 1000, sources added.

I am a total democrat and I believe in a peaceful negotiated settlement," he quoted the President as saying. The President noted that he had not ordered troops to enter the LTTE-held Kilinochchi and Mullaittivu regions despite stepped up fighting and said he was still abiding by the Oslo-arranged truce, adding, "The ceasefire agreement has been violated 8,000 to 9,000 times, but we have still not given up the ceasefire."

The Karuna group is reported be left with nearly 300 cadres, including 180 child soldiers, and are under the command of Jeeventiran and Thileepan. ‘Colonel’ Thambirajah Ramesh of the LTTE has managed to sneak into the Vakarai - Kathiraveli sea coast with nearly 100 LTTE cadres with the main objective of disrupting the orderly resettlement of the thousands internally displaced persons (IDPs), the reported added, saying, that the cadres are engaged in planting claymore mines to disrupt settlement of IDPs and shell indiscriminately army camps in the hope of driving the IDPs back to refugee camps. The move followed an announcement by the Inspector General of Police Victor Perera last week that Tamils "loitering" in Colombo were a threat to national security and that they will be given transport to return to their villages. The Defence Ministry confirmed the eviction, but said it was done to LTTE using the cover of lodges to hatch bomb plots against the capital. "Investigations have also confirmed that those responsible for these brutal killings have hatched their brutal plans and executed them from these lodgings," the Ministry said, adding, 376 people were evicted in seven buses and would be taken to Jaffna, Vavuniya, Trincomalee and Batticaloa. Since there is no land access to Jaffna, it is certain that the people from Jaffna will have to be held in a detention centre somewhere in the north of the island, officials said.

The Chairman of the CBE (Pvt) Ltd., Tiran Alles, was arrested by the Central Investigation Division (CID) to question him on the transfer of a vast amount of funds to the Liberation Tigers of Tamil Eelam (LTTE) through the TNJ Company registered under the name of leading LTTE activist Emil Kanthan, who was arrested on several occasions on terrorism charges and who led the gang which assaulted Minister Douglas Devananda at the Kalutara prison in 2002, for the past several years, Information and Media Minister Anura Priyadarshana Yapa told Parliament on June 6, according to Daily News. Alles had set up the TNJ Company in Kanthan’s name utilising his own funds and 33 Volvo and Benz vehicles and various other equipment had been transferred through it to the LTTE ostensibly for building houses. With the use of mobile phones in the North and East, Alles’s Company had obtained the Agency to market Dialog mobile connections in the North and East. The commission agreed was 50 per cent of the monthly bill paid to Dialog from each connection. Accordingly, billions of rupees had been paid to Alles’s CBE Company in respect of mobile phone connections given to the North and East and this money had been procured for LTTE needs locally and internationally. According to statements made and information received by the CID, the TNJ Company had obtained leasing facilities from the Hatton National Bank to provide the Volvos and Benzes to the LTTE. The CID is now probing the Bank accounts of TNJ and CBE and collecting information about the above mentioned persons.

Although reports indicated the incident had taken place in the Indian territorial waters, the possibility of the ill-fated vessel being in Sri Lankan waters could not be ruled out." The report also said that the sources expressed serious concern that the "Sea Tigers and their collaborators based in Tamil Nadu were continuing clandestine operations" despite the stepped-up presence of the Indian Navy and Coast Guard. According to earlier reports, a group of suspected Sri Lankan fishermen on June 17-morning hurled five country-made bombs at their Indian counterparts at sea between Dhanushkodi and Katchatheevu and sank a mechanised boat, before hijacking three boats along with 12 fishermen, Tamil Nadu fisheries department officials said. Three fishermen, identified as Father Raju, Susai and Premkumar, who were injured in the incident, later managed to reach Ramanathapuram coast, officials added. The LTTE, classified as one of the worst offenders in the world for the recruitment of children to fight, made the same promise in 1998 but have since been accused by the United Nations of recruiting more than they actually freed. The LTTE in a statement issued on June 18 said that its "Child Protection Agency (CPA)" had freed 135 males and females below the age of 17 who were found within their guerrilla army in the past six months. "The CPA hopes that the work that has been done and the work that is ongoing will ... (bring the) recruitment for the LTTE to international standards by the end of 2007," the statement said. It also asked the United Nations Children's Fund (UNICEF) to adjust its child recruitment database to take into account the latest batch of child soldiers to be released. Although, there was no immediate reaction from UNICEF to the LTTE statement, but the agency says on its Website that there were 1,591 outstanding cases of underage recruitment by the LTTE as of the end of May 2007. "Of these, 506 are under the age of 18, and 1,085 were recruited while under 18 but have now passed that age," UNICEF said, adding, there were another 198 outstanding cases of child soldier recruitment by the LTTE's breakaway faction led by ‘Colonel’ Karuna. The UNICEF also said it believed its database accounted for just "a third of the actual number of children recruited" to fight in the island's long-running ethnic war.

An unnamed central intelligence officer in Mumbai said that Charles may have been trained by Mossad, the Israeli intelligence agency. Reports indicate that the LTTE air wing is a complement of nine pilots and seven light single-engine aircrafts. They also have strength of about 60 airmen to maintain and service the planes mostly operating from secret airfields around Jaffna in northern Sri Lanka. The air wing is useful for carrying out suicide strikes on Sri Lanka security forces and for reconnaissance missions before an attack. Investigations by agencies indicate that apart from Mossad, senior LTTE cadre is also trained by Pakistan’s Inter Services Intelligence operatives. The LTTE owns a fleet of sea-going ships to transport their supplies and arms since 1986.

General Officer Commanding the 23rd Division of the Sri Lanka Army, Major General Daya Ratnayaka, said that troops are now engaged in a mission to liberate thousands of paddy acres which were forcibly taken by the LTTE after chasing the farmers away from their lands, adding, "In addition to cultivating paddy lands forcibly taken from innocent civilians, the Security Forces have observed that the LTTE was engaged in many other illegal activities within the Thoppigala jungles like cannabis cultivation and illicit timber felling." Sri Lanka government intends to hold elections to the local bodies in the Eastern Province, said an unnamed official of the Presidential Secretariat in Colombo on June 27. The official told The Hindu that with the virtual ouster of the Liberation Tigers of Tamil Ealam (LTTE) from its remaining pockets in the east, the government would like to empower the people at the grassroots level to elect their own representatives and have a say on issues of development. "The time-frame is not worked out yet. The intention of the Government is to involve people in decision-making process. The idea is to follow up the local bodies polls with an election to the eastern provincial council with a Chief Minister in place," he said. It would be for the first time since 1989 that the province would witness the democratic exercise. Elections to the temporarily merged north and eastern provinces were held as a follow up to the 1987 Indo-Sri Lanka Accord. Meanwhile, the military claimed that it has gained control of 99 per cent of the territory in the Thoppigala jungles, the last remaining pocket of the LTTE, and an estimated 100 odd cadres of the outfit were trapped in the bushy jungles.

Shanthan of Norbury town in South London faced five charges under the Act - which includes assisting in the arrangement of the Hyde Park meeting on July 25, 2006 and speaking at the event for the purposes of encouraging support for the outfit, receiving Euro 1500 in January 2005, intending that it be used, or having reasonable cause to suspect that it may be used, for the purposes of terrorism, receiving manuals entitled Underwater Warfare Systems, Explosive Ordnance Disposal and Naval Weapons Systems, as well as possessing six trenching spades, 39 compasses and a piece of ballistic body armour. It is alleged that these materials may all have been received for the purposes of terrorism, and between January 2005 and June 2007.
