The Liberation Tigers of Tamil Eelam (LTTE) is said to be extorting huge sums of money from civilians in the government controlled Jaffna peninsula, according to Daily Mirror. Despite the heavy military presence in the peninsula, LTTE agents were believed to be carrying out the extortion from shop owners and civilians with family members residing overseas, warning at times of dire consequences if the demands for money were not met. The Sri Lanka Monitoring Mission (SLMM) said it had also received information of continued trends of extortion in Jaffna over the past few weeks, adding that the amount demanded was reportedly increasing frequently. In July 2007, the SLMM said it had received complaints of extortion with extortionists demanding up to Rupees 500,000 from shop owners and people with relatives abroad. Apart from threats posed by LTTE extortionists, civilians in Jaffna also continue to face fears of abductions and killings by the LTTE and other groups. The weekly SLMM security assessment report noted that it had enquired into the situation of civilians seeking protection in Jaffna this week and found that there were currently 193 surrendees in the Jaffna region, of which 174 males and two females were at the Jaffna prison while the remaining 17, consisting of four families have been accommodated at a children’s home in Vaddukoddai.

Meanwhile, the chief government whip Minister Jeyaraj Fernandopulle told Parliament that of the 2,184 persons arrested by the security forces over the weekend, over 1,800 persons have already been released after questioning. The Minister said only 360 persons are now in the custody. They will also be released when the investigations are completed. He added, "But investigations should be carried out on these arrested people. As I mentioned earlier, the LTTE is very capable of issuing forged identity cards and police reports." "They [bombers] did not have any labels on them as LTTE or terrorists. Therefore, the Government was compelled to search people and places in the interest of public security, since that was the responsibility of the Government," Daily News quoted him as saying. The Minister was responding to a question raised by the UNP Member of Parliament T. Maheshwaran regarding the Tamil people detained during a special search operation conducted over the weekend after the November 28 bomb blasts in Colombo.

Sri Lanka Democracy Forum (SLDF) has accused the LTTE of heaping misery on the island's Tamil community and urged the outfit’s chief Velupillai Prabhakaran to renounce the 'politics of suicide and political killings' to get on to the path of a negotiated end to the ethnic conflict, reports IANS. "The LTTE leader has to publicly renounce the movement's politics of suicide and political killings as a first and important step in establishing its serious intent towards a negotiated political solution," said SLDF, which groups Tamil activists who seek a peaceful and negotiated end to the ethnic conflict. "The choice for the LTTE is clear: it either transforms itself by abandoning the secessionist cry and its cult of suicide and works towards a negotiated settlement by joining the democratic process; or faces eventual rejection by the Tamil community, and isolation by the international community," the statement added.

The government on December 6 vowed to destroy the Liberation Tigers of Tamil Eelam (LTTE) strongholds and also warned of more LTTE attacks on civilians, reports Reuters. Cabinet spokesperson Anura Priyadarshana Yapa said the LTTE attack in the Anuradhapura district on December 4-night showed the desperation of the group. "Why are they aiming at civilians? What are they gaining by that? That means they are weak and desperate. We are trying our level best to destroy these terrorists in their own places," Yapa said, adding, "We took back full control of the east, and we are now engaging (them) on various other fronts, so we are trying to weaken them further, and we want to make sure that terrorism is wiped out from this country."

One Sea-Tiger [cadre of the sea wing of the Liberation Tigers of Tamil Eelam (LTTE)] was among the three persons arrested by the ‘Q’ branch of the Tamil Nadu Police in the car parking area of the international airport terminal in the capital Chennai on December 8, reports The Hindu. The three were allegedly involved in the purchase of a boat for the LTTE. Police detained three persons, two Sri Lankans identified as James alias Raja (45) of Mannar and Jayakumar alias Gaurishankar (34) of Jaffna, and an Indian national identified as Ravikumar (42) of Choolaimedu, on suspicion. During questioning it was found that Jayakumar was a Sea-Tiger and had illegally come to India in February 2007. He had allegedly smuggled out of the country computer spare parts, swimming pads and Global Positioning System (GPS) equipment for the LTTE by concealing them in beedi bundles. Police seized INR 4.78 lakh and 4,140 Sri Lankan rupees along with four mobile phones from the arrested persons. It is alleged that Ravikumar helped James in the purchase of essential items for the LTTE.

The Nation on December 16 reported that LTTE chief Velupillai Prabhakaran received minor injuries in an aerial attack carried out by the Sri Lanka Air Force. “He had been treated in an underground facility in a secret location in the Wanni by the LTTE’s Thileepan Medical Unit, the official emergency care unit of the LTTE. The November 28 attack by the Air Force near Jeyanthy Nagar in Kilinochchi hit the underground bunker in which Prabhakaran was staying and a section of the bunker had crumbled and some falling debris had struck the LTTE Leader by accident and he received minor injuries,” it stated. The report further said that the LTTE leader has fully recovered from the incident and is now moving about without any problem.

President Mahinda Rajapakse said on December 17 that his government could ban the Liberation Tigers of Tamil Eelam (LTTE) if the organisation were to repeat incidents like the parcel bomb blast on the outskirts of Colombo on November 28, reports The Hindu. He said there "were limits to the tolerance of his government vis-à-vis the dastardly activities" of the LTTE. Commenting on a report in The Nation about the LTTE chief Velupillai Prabhakaran being injured in an aerial attack on November 28, Rajapakse said though the government was not in a position to confirm the veracity of the report, it was sure that on that particular day the Sri Lanka Air Force had definitely hit two "important targets" of the LTTE in Kilinochchi.

The Union Government is careful about the movements of the Liberation Tigers of Tamil Eelam (LTTE) not only in Tamil Nadu but also elsewhere in the country, said National Security Advisor M.K. Narayanan in Chennai on December 17, The Hindu reported. Ruling out joint patrolling with the Sri Lankan Navy in the Indian Ocean, he said that there was only coordinated patrolling, with India and Sri Lanka doing patrolling in their respective areas. "This is for the first time that the country's military planners are focusing on threats to the country from the southern peninsula," Times of India quoted defence sources as saying.

Meanwhile, the government on December 19-evening confirmed that the LTTE chief Velupillai Prabhakaran was injured in an aerial strike by the Sri Lanka Air Force (SLAF) on a hideout in Kilinochchi on November 26, reports Colombo Page. Issuing a press statement, the Media Centre for National Security (MCNS) said: "Acting on reliable intelligence, the Air Force carried out a successful air strike targeting the leader of the LTTE, Velupillai Prabhakaran on 26th November 2007. Intelligence sources confirmed that Velupillai Prabhakaran had sustained injuries in the air strikes carried out by four attack aircraft of the Sri Lanka Air Force on a bunker complex in Jayanthinagar, Kilinochchi around 5.25 p.m. on 26th November 2007." However, the MCNS said, "Though the Air Force believed that Velupillai Prabhakaran had been hit in this attack, non availability of ground information to confirm such at that time prevented the Government from releasing this information to the media." The SLAF Commander Air Vice Marshal Roshan Gunathilake said that the SLAF strongly feels that the target was accurately taken by the fighter jets wounding Prabhakaran. "There was no room for anybody to escape unhurt due to the extent of damage caused to the location by the air raid", the Commander added.

Colonel’ Karuna, leader of the Liberation Tigers of Tamil Eelam (LTTE) breakaway faction Tamil Makkal Viduthalai Pulikal (TMVP), who is living in the United Kingdom (UK) now is to be investigated for possible war crimes, a British daily The Times said in a report on December 21, according to Colombo Page. Human rights groups have accused Karuna and his armed group of atrocities, including extrajudicial killings, torture and abductions of civilians and recruiting child soldiers. The Crown Prosecution Service is looking into whether there is sufficient evidence to bring him to trial under international laws on war crimes, torture and hostage-taking. Karuna, who was arrested in London on November 2 for travelling on a forged passport, has requested for political asylum in Britain.

The security forces continued to advance in the Vavuniya-Mannar sector on December 24, taking full control of Thampanai town on the Madhu road as the Liberation Tigers of Tamil Eelam (LTTE) cadres in the area withdrew amid heavy fire, according to defence sources. The fall of Thampanai town is considered a major breakthrough in the efforts to flush out the LTTE from these areas and clear the path to Wanni, senior military officers said. Thampanai is three to four kilometres on the Madhu road from the Mannar-Vavuniya main supply route and stretches to nearly four kilometres. Troops earlier captured the Uyilankulam LTTE entry/exit point and a major LTTE base south of Periyathampane on December 22.

Naval troops supported by the Air Force on December 26 foiled a Liberation Tigers of Tamil Eelam (LTTE) boat movement comprising 16 Sea-Tiger (sea wing of the LTTE) boats from Vedithalthivu in the north of Mannar to Delft Islands destroying six of the outfit’s boats, including two suicide boats, and killed at least 40 militants on board, the Navy said, according to Daily News. One of the 12 Fast Attack Craft (FAC) of the Navy that were engaged in the operation too sustained heavy damage during the sea battle. At least 12 sailors on board the FAC were reported missing after the incident. "The Navy believes it was a logistics movement of the LTTE from Vedithalthivu to Delft Island and we are in the process of evaluating the exact damages to the LTTE during this confrontation," a senior Navy official told Daily News.

The President Mahinda Rajapakse on December 26 reiterated that there is no point of discussing a political solution to the North East problem unilaterally without pushing the Liberation Tigers of Tamil Eelam (LTTE) too to seek a political solution, reported Daily News. "Some believe that military victories are not useful and that what is needed is a political solution. We must realise that military victories will surely pave the way to push the LTTE to seek a political solution to the problem," the President said, adding, "The LTTE should realise that they cannot solve problems by means of war and by pointing guns at us. We have recorded unprecedented military victories during the past two years. But even today we are inviting the LTTE to the negotiations table after abandoning arms," the President emphasised. "Our aim is an honourable peace. We will not bow down before terrorism in that effort. It will be a difficult path, but with the blessings of the international community, we are moving towards that goal," the President observed.

Defence Secretary Gotabhaya Rajapaksa hinted that Prabhakaran might have been killed in the air raid on his bunker in Kilinochchi on November 26. "Our intelligence sources believe that he (Prabhakaran) was seriously injured or killed. It is obvious that the LTTE will not divulge this for a long period," Rajapaksa told Sunday Observer on December 28. He discounted the validity of the pictures put out by the LTTE of Prabhakaran delivering his annual Heroes' Day address over TV and radio on November 27, a day after he was supposedly injured or killed in an air raid. "The LTTE can also publish pictures but (the pictures do) not give any indication that he is alive, until he comes for a public meeting," Rajapaksa said.

Defence Secretary Gotabhaya Rajapaksa stated that the Government can make a fresh start to address Tamil grievances once it officially bans the Liberation Tigers of Tamil Eelam (LTTE) and abolishes the Cease-fire Agreement (CFA) signed with the LTTE. "The Ceasefire Agreement exists only on paper. Obviously we can see that there is no Ceasefire. It has become a joke," the Defence Secretary said. He suggested that the LTTE should be banned since it is terrorist organisation and said that the President can come out with new proposals for resolving the grievances of the Tamil people after the CFA is abrogated and the LTTE is banned. "We should not give solutions to the LTTE which is a terrorist organisation. The LTTE is just a part of the Tamil people and solutions should be given to the Tamil people," he stressed. He said that the military victories will definitely pave the way for a peaceful solution to the North East problem as successive Governments had failed to combat terrorism though they had genuine political solutions.
