A fresh video of Naveed Jutt, a top Pakistani Lashkar-e-Toiba (LeT) militant who escaped from a hospital in Srinagar in February 6, has surfaced in social media, reports The Asian Age on March 2. In the latest video, Naveed Jutt is seen in fatigues, an automatic rifle in his hand, walking up to a group of armed militants of the Hizb-ul-Mujahideen (HM) in a forest area of the Valley. However, Police officials have refused to comment on the video saying they were verifying its veracity. The video is believed to have been filmed somewhere in a forest area of south Kashmir, as Jutt had joined Saddam Padder in Pulwama after his escape from custody from the SMHS hospital on February 6. The incident also confirms police suspicions that the lines between some of the terror groups were thinning.Two Policemen, on escort duty with Jutt, were shot dead by the militant and his accomplices before he made his escape. Four people were arrested by Police for facilitating Jutt's escape. Naveed's escape was seen as an indictment of the security protocol at the Srinagar central jail. A probe into Naveed Jutt's escape had revealed that the plan to get the Lashkar terrorist released had been in the works for four months. Police believe that the urgency to get the Lashkar ‘commander’ out could have something to do with the success of Security Forces (SFs) in eliminating the LeT's commanders Abu Qasim, Abu Dujana and Abu Ismail.

One suspected Lashkar-e-Toiba (LeT) militant was killed in an encounter with Security Forces (SFs) at Hajin in Bandipora District in the wee hours of March 1, reports Hindustan Times. “One terrorist of LeT [Lashkar-e-Toiba] apparently FT [foreign terrorist] killed in an encounter in Hajin Bandipore today morning [March 1] in a joint operation of J&K Police/Army/ CRPF,” Director General of State Police SP Vaid tweeted. The encounter ensued when SFs launched a cordon and search operation at Hajin’s Shakoor Din Mohalla in the morning after receiving information about presence of militants there, Jammu and Kashmir Police said in a statement. Arms and ammunition, including AK 47 rifles, and other incriminating materials were also recovered from the encounter site. Prima facie it appeared that the dead militant belonged to outlawed LeT and was a Pakistani national, the statement said.

The United States (US) Counterterrorism Coordinator, Nathan Sales, on March 1, stated that India is an incredible and ‘close’ counterterrorism partner of the US and the future of bilateral cooperation in combating the terrorism is bright for both countries, reports The Tribune. The meetings between the US President Trump and Indian Prime Minister (PM) Modi held crucial and very productive meetings earlier in their administration, and as a result of those meetings, the US Government and the Indian Government are committed to initiate a powerful partnership in the counterterrorism, said Nathan Sales. During Indian PM Modi’s visit to the US in June 2017, both, India and the US had vowed to strengthen cooperation against terror outfits like Jaish-e-Mohammad (JeM), Lashkar-e-Taiba (LeT) and D-Company (Dawood Ibrahim’s organisation), also urged Pakistan to ensure that its soil is not used for terror strikes against other nations.

The death toll in the militant attack on Army in Pahoo village of Shopian District and Army retaliation (March 4) has gone up to six as two bodies were recovered from the area on March 5 morning, reports Daily Excelsior. Police recovered body of a Lashkar-e-Toiba (LeT) militant, identified as Ashiq Hussain Bhat son of Mohammad Ishaq Bhat of Rakhpora Shopian from apple orchard at Saidipora village in Shopian District in the morning. Police also recovered body of another person, identified as owhar Ahmad Lone (24), of Moolu, Trenz some 250 meters at Pahnoo Shopian. He was found dead in his car (Wagon-R) bearing registration number JK01Q- 1723. Earlier SATP reported that three Over Ground Workers (OGWs) and a militant were killed in a brief gun battle in Shopian District of South Kashmir on March 4 evening.The Times of Indiaadds that all those killed in the shootout in Shopian District were linked to militancy and the soldiers acted in self-defence, the Army said on March 5. Recounting the events of the shootout, in which six people, including two terrorists, were killed on March 4 night, a defence spokesperson said soldiers deployed at the mobile vehicle check post (MVCP) in Trenz-Pinjoora road near Pahnoo village were fired upon by occupants in two speeding vehicles. At around 8pm, two speeding vehicles were seen approaching the checkpoint from the direction of Trenz village, he said. The vehicles continued to move despite being signalled to stop by the troops. The soldiers flashed search lights towards the approaching vehicles, but the occupants opened heavy firing from both the vehicles, the spokesperson added. "Our troops, in self defence, responded to the same with fire. In the ensuing gun fight, one terrorist firing from one of the vehicles was hit and he fell off the vehicle. The vehicle veered off the road towards the nala (stream) and the second vehicle sped off," he said.“The body of one terrorist — Amir Ahmad Malik — was recovered. A category C terrorist, Malik was part of the Lashkar-e-Taiba (LeT) since July last year [2017]. War-like stores, including one AK-74, three magazines and 88 rounds were recovered from the dead terrorist”, the spokesperson added. "Three more bodies were found in the vehicle during the search. These individuals were accompanying the terrorist," he said. At around 9am today [March 5], the body of another terrorist, identified as Ashiq Hussain Bhat of LeT, was found in the apple orchards of Saidapora village. Bhat is also "linked" with the same chain of events at Pahnoo village, the spokesperson said. He said the second vehicle, from which the Army personnel were fired upon, was found this morning near Pinjoora, about 200 metres away from the shootout scene. "One more individual was found dead (in the car). He has been identified as Gowhar Ahmad Lone," he added.However, local residents and family of the deceased youths have refuted the Army version of the incident, alleging that they do not have links with militancy and were killed in an indiscriminate firing by the soldiers.

Hearing a petition filed by Jamaat-ud-Dawa (JuD) chief Hafiz Mohammad Saeed challenging the presidential ordinance under which his group has been banned for being on the watchlist of the United Nations, Justice Aamer Farooq of the Islamabad High Court (IHC) on March 9 issued notices to the principal secretary to the president and the secretaries of law, Cabinet Division and Establishment Division, reports Dawn. President Mamnoon Hussain last month promulgated an ordinance amending the Anti-Terrorism Act, 1997 with regards to proscription of terrorist individuals and organisations to include entities listed by the United Nations Security Council (UNSC) — in a move to declare Hafiz Saeed-linked JuD and Falah-i-Insaniyat Foundation (FIF) as proscribed groups. The ordinance amends Sections 11-B and 11-EE of the Anti-Terrorism Act, 1997 (XXVII of 1997). Section 11-B sets parameters for proscription of groups, whereas 11-EE describes the grounds for listing of individuals. Both sections would now include Sub-Section ‘AA’, according to which organisations and individuals “listed under the United Nations (Security Council) Act, 1948 (XIV of 1948), or” will be included in the First Schedule (for organisations) and Fourth Schedule (for individuals), respectively, on an ex-parte basis.

The Pakistan Government's ban on funding to Saeed's group has resulted in a huge financial crunch for its affiliated outfits and possibly led to a split in the LeT. As per reports, the LeT has now split into two groups. If reports are to be believed, LeT co-founder Maulana Amir Hamza has now parted ways and formed a new terror outfit named ‘Jaish-e-Manqafa’. Maulana Amir Hamza is known to be a close aide of 26/11 Mumbai terror attack mastermind Hafiz Saeed. Hamza had been receiving funds from Saeed who runs JuD and Falah-e-Insaniat (FIF) in Pakistan. However, after Pakistan’s recent ban on individuals and companies from funding Hafiz Saeed’s outfits, the cash crunch reportedly resulted in bickering over finances in the organisation and its affiliates. It is believed that the Pakistan Government's ban has forced Maulana Amir Hamza to part ways and explores other avenues for generating funds for his newly-formed terror organisation. He is also reportedly planning to execute terror attacks in Jammu and Kashmir so as to gain the confidence of Pakistan's Inter Services Intelligence (ISI). The Pakistan Government recently seized control of the charities run by terrorist Hafiz Saeed’s banned outfits - JuD and FIF. The Government banned JuD and FIF across Pakistan, freezing their movable and immovable assets under the amended Anti-Terrorism Act, 1997, Pakistani media reported. The Ministry of Law and Justice in Pakistan announced on February 9 that Pakistan President Mamnoon Hussain amended the Act via ordinance; thus, taking action against entities banned by the United Nations (UN). In a petition filed through senior lawyer AK Dogar, Saeed states the Ministry Of Interior on February 10 issued a notification to freeze bank accounts and take over assets associated with both organisations - the JuD and the FIF - under the Anti-Terrorism (amendment) Ordinance of 2018. The petitioner pleads that the government of Pakistan acted under the pressure of foreign powers, including the United Nations and India. He contends that Pakistan is a sovereign independent state and makes its own laws to govern its citizens. If there is a conflict between the laws of the land and any provision of United Nations Security Council Act, 1948, the law of the land shall prevail, he adds. The latest intelligence report said terrorists carried out reconnaissance operations in the Nagrota cantonment area (Jammu District) where the Army's 16 Corps headquarters is located. This was done by a mixed group of Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM) terrorists on the February 17 and 18, 2018. There has already been a terror attack on the 16 Corps headquarters. That was in late November 2016.A similar effort is likely in the Banihal area. On February 15, local leaders of the Hizb-ul-Mujahideen (HM), the LeT and the JeM met in Shopian and decided to target security forces' convoys passing through the Banihal Pass. Intelligence reports said that terrorists have also taken stock of Sopore and Handwara areas. This happened on February 18, 2018. There are also reports of terrorists' plans to strike softer targets, particularly in civilian areas. Earlier SATP had reported that the Army recovered bodies of three militants after the fierce encounter at Check Fatehkhan in Halmatpora area of Kupwara District on March 20. Three soldiers of the Army and two Special Operation Group (SOG) personnel were killed in the encounter with militants while two more militants were shot down on March 21 taking the toll to 10. Senior Superintendent of Police (SSP) Kupwara, Shamsher Hussain said that five militants and five SFs personnel were killed in the encounter since last evening (March 20). The deceased have been identified as Havaldar Zorawar, Mohammad Ashraf Rather, Naik Ranjeet Khalho, SPO Mohammad Yousuf Cheche and Deepak Thusoo. Four SFs personnel including Sub Inspector (SI) Harvinder Singh, Javaid Ahmad of SOG, an Army soldier and a Central Reserve Police Force (CRPF) personnel were also injured in the gun battle. Sources said that the five killed militants were Pakistanis and belonged to Lashkar-e-Toiba (LeT) and had infiltrated into the area last week. The Army pressed drones to track the militant movement after the killing of the five SFs personnel. Earlier army also rushed reinforcement of 5 Bihar and 4 Para (Special Forces) Commandos. Sources said that after the killing of three militants last evening (March 20) there was lull in the firing and it was raining in the forest area and this afternoon, the troops thought that there is no militant hiding in the area and they made movement for which the militants were waiting and they fired at them indiscriminately in which nine security men were injured out of whom five later died. A Police spokesman said that in the forest of Halmatpora Kupwara on receiving specific inputs, Kupwara Police along with 41 Rashtriya Rifles (RR), 160 Territorial Army (TA), 98 and 162 battalions of CRPF launched a search operation in the area. “While the search was going on the hiding terrorists fired upon the search party. The fire was retaliated by the security forces ensuing an encounter. In the ongoing encounter, so far 5 terrorists have been neutralised; all of whom are understood to be foreign terrorists and part of a freshly infiltrated group”, he said. “In the process huge cache of arms and ammunition and other incriminating materials which include AK 47 rifles, grenades, etc were recovered from the encounter site.

However, Army has intensified its vigil along the LoC and strengthened anti-infiltration grid.Despite tight vigil along LoC, 120 militants infiltrated into Kashmir in 2017. However, SFs last year achieved major successes and killed 208 militants including top commanders of Jaish-e-Mohammed (JeM), LeT and Hizb-ul-Mujahideen (HM). The 2017 saw worst militant violence in the last five years in which 327 people including 75 security personnel and 40 civilians were killed in 338 violent incidents.

Six Police personnel including a SHS of Achabal Police Station Feroz Ahmad Dar were killed when a group of LeT militants led by slain commander Bashir Lashkari ambushed their vehicle near Tajwara in Anantnag District on June 16, 2017.The Special Investigation Team (SIT) of the J&K Police had filed a detailed chargesheet on February 5, 2018 against the accused in the case. The investigation had “established that LeT terrorists headed by Bashir Lashkari – the main accused --were involved” in the attack. Police said based on the disclosures of Uttar Pradesh resident Sandeep Kumaralias Adil, who was arrested from an encounter site on July 1, 2017, in which Bashir Lashkari along with Pakistani militant Abu Maz was killed, the investigators were able to crack the SHO’s murder case. Sandeep and another accused Mohammad Ashraf Wani alias Molvi are currently in judicial custody. SFs recovered five AK-45, 25 AK magazines, 800 AK rounds, 3 Icom sets, 2 VSM (Variance Shadow Maps) receiver, five pouches, Pakistan make medicines, two pistols, three Global Positioning System (GPS) devices, six matrix sheets, hand grenades and food and clothing during searches from the forests of Cheke Fatehkhan, Halmatpora in Kupwara District. Sources said that these five militants of Lashkar-e-Toiba (LeT) had infiltrated into Lashdath forests on March 15 and were about to be received by two militants of LeT who are also foreigners. As soon as the reception party reached them, the area was cordoned off by troops after specific information and the two members of the reception party managed to flee away. Sources said the four militants were killed on the first day and the lone surviving militant ambushed the Army and police party in the cordoned area, killing three Army personnel and two cops while injuring four security men. The Central probe agency said that it attached the cash, in Indian currency, after it was found that the money was the ‘proceeds of crime’ of terrorism and that it was to be delivered to hardcore militant Mohd Hussain Dar alias Raju by his associate Abdul Hamid Lone. “The attached amount was meant for militant activities,” the ED said in a statement. The agency had registered a criminal case under the Prevention of Money Laundering Act (PMLA) based on a December 2009 FIR registered by the Sopore Police in Jammu and Kashmir. The ED said that the Police had recovered and seized the INR 3 lakh from Manzoor Ahmed Shaikh’s Sopore-based bakery during a search operation. The operation was launched on specific information that certain militants were assembling there, the agency said.

General Officer Commanding (GoC) Chinar Corps, Lieutenant General AK Bhatt chaired a security review meeting of various agencies including Police at Pohrupet in Baramulla District. The meeting was attended by top Army and Police officers including Inspector General of Police (IGP) Kashmir S P Pani, apart from the field commanders from both the forces.A Defence spokesman said here that the aim of this review of security situation was to strengthen the synergy among all agencies engaged in counter-militancy operations, which has resulted in the elimination of a large number of militants with minimum collateral damage in recent times. He said that North Kashmir, once the hub of foreign militants, has been turned around with a relatively stable security environment due to the joint efforts of the security forces and seamless cooperation and coordination among them. “The Chinar Corps Commander along with IGP Kashmir undertook an aerial survey of the area prior to the meeting,” the spokesman said. The senior officers asked the officers on the ground to continue to harmonise their endeavours to make North Kashmir militant-free. They also emphasised on continued efforts to minimize collateral damage during operations and positive engagement with the youth to ensure peace and tranquility in the region,” the spokesman said.The review meeting was held at a time when there are reports of increased militant activity in North Kashmir where, as per sources, over 200 militants mostly belonging to Lashkar-e-Toiba (LeT), Jaish-e-Mohammed (JeM) and Hizb-ul-Mujahideen (HM) are operating. Besides this, there was less snowfall in Kashmir this year and it may lead to early infiltration and pose more challenges to SFs. Sources said that there are around 250 militants waiting on the Line of Control (LoC) in launch pads for infiltration. Following the preliminary investigation, the Police has arrested 10 people for their involvement in terror-funding activities and recovered INR 52 lakhs from their various bank accounts. Money flowed in from Nepal, Pakistan and Qatar and that flow was controlled by persons in Pakistan, said an unnamed Police official. The arrested persons were involved in the task of supplying money to the sleeper modules and operatives of terror outfits across the country, said Inspector-General (IG) Anti-Terrorism Squad (ATS) Asim Arun. Two of the arrested persons are identified as Sanjay Saroj arrested from Pratapgarh District in Uttar Pradesh and Uma Shankar Singh—arrested from Rewa District in Madhya Pradesh, were in direct-connection with a Pakistan-based handler who reportedly had links with Lashkar-e-Taiba (LeT). Both—Uma Shankar and Sanjay used to earn 10 percent of the amount transferred as their commission, said IG Arun.

Militants hiding inside tried to flee from the cordon leading to a gun battle in which one militant was killed while another managed to escape. Hardline separatist leader Syed Ali Shah Geelani’s son as well as the son of noted businessman Zahoor Ahmed Watali have been listed among the ‘prosecution witnesses’ by the National Investigation Agency (NIA) in a case related to terror funding in the Kashmir Valley, reports Daily Excelsior on March 28. The NIA, which filed a charge sheet in the case in January 2018, have named Watali’s son Yasir Gaffar at serial number 30 and Geelani’s son Naim-ul-Zaffar at serial number 37 in the list of prosecution witnesses submitted to a special court. The NIA has also submitted eight-page and four-page statements given by Ghaffar and Zaffar respectively to an NIA official during the course of investigation. A statement given before a Police official is not admissible as a primary evidence in the court. The charge sheet has been filed by the NIA against 12 people, including Lashkar-e-Toiba (LeT) chief Hafiz Saeed and Hizb-ul-Mujahideen (HM)’s head Syed Salahuddin. Both of them are in Pakistan. Ten people arrested by the NIA in connection with the case inlcude son-in-law of Geelani, Altaf Ahmed Shah, besides Watali.
