In a statement released on September 10 from Muzaffarabad, HuM Chief Maulana Farooq Kashmiri said such acts were un-Islamic and there was no such outfit in J&K as the Lashkar-e-Jabbar.

Various Pakistan-based terrorist outfits and religious parties took out a procession on September 18 in Karachi against possible military action by the United States against the Taliban regime. According to news reports, protestors who gathered in front of the Binnori Town mosque on Jamshed Road carried placards and raised slogans against the US and its allies for planning military strikes at the Taliban. Among the terrorist outfits and religious parties that participated in the protest were the Jamaat-ul-Ulema-e-Islam, Sipah-i-Sahaba Pakistan (SSP), Harkat-ul-Mujahideen (HuM), Jaish-e-Mohammed (JeM) and the Harkat-ul-Jehad Al-Islami. They criticized the Pakistan government for extending support to the US to launch military strikes at Taliban and termed it an ‘anti-Islamic’ approach. They also warned that if the government allowed the US to use Pakistan's territory or air space, religious parties and terrorist outfits would resist the move.

Mughal further stated that his outfit was involved in "our legal struggle, which is strictly in accordance with the United Nations Charter. It is not correct to order the freezing of our assets or to link us with terrorism… There is no terrorism in Kashmir except the state terrorism by the Indian government."

Pakistani news reports indicated, on September 25, that the Federal government would freeze the financial assets of two terrorist organisations identified by the US Administration for their linkages with the global terrorist network. These are the Karachi-based Al-Rasheed Trust and the Harkat-ul-Mujahideen (HuM). As reported earlier, the US named these organisations in a list of 27 terrorists organisations. Reports added that the Al Rasheed Trust and the HuM, on September 25, denied any links to terrorism. Trust spokesperson Mohammed Abdullah said, "The US decision surprised us as we neither have any links with terrorism nor have any assets in the United States." While indicating that the Trust carried out only ‘humanitarian work’ in Afghanistan, he added, "We have nothing to do with the Taliban. We provide humanitarian assistance to millions of Afghan people."

The Jehad Defence Forum (JDF) comprising eight terrorist outfits engaged in terrorist violence in Jammu and Kashmir announced, on September 25, in Lahore, that it would join the Jehad in Afghanistan in case of an American attack on the latter. The JDF announced that it would attack American installations all over the world if Afghan people were targeted. It also issued an appeal to the people to boycott American products. The JDF took the decision following a meeting of its constituents. The meeting was presided over by the JDF convener and Tehreek-ul- Mujahideen Punjab chapter president Shakilur Rehman Nasir. Representatives of Lashkar-e-Toiba (LeT), Harkat-ul-Mujahideen (HuM), Al Badr Mujahideen, Hizb-ul-Islami, Hizb-ul-Mujahideen (HM), Harkat-ul-Jihad-Islami and Jamaat-ul-Mujahideen (JuM) attended the meeting.

Harkat-ul-Mujahideen (HuM), whose bank accounts were frozen by Pakistani authorities on September 26, consequent to its inclusion in a terrorism blacklist issued by the US administration, said on September 27, in Muzaffarabad that Islamabad's decision "will not affect its operations against the Indian forces." According to a HuM spokesperson Amiruddin Mughal, "India should not feel happy that freezing of bank accounts could stop or reduce the momentum of its activities to end New Delhi's illegal occupation of Kashmir." While claiming that the Pakistani decision had taken under US pressure he added "However, it is painful for us that the accounts have been seized in a country (Pakistan) where the government claims that it is extending political, moral and diplomatic support to the just cause of the Kashmiris."

Foreign Office spokesperson, Riaz Muhammed Khan said in Islamabad on September 27, that the decision of Pakistani banks to scrutinise the accounts of Al-Rashid Trust and Harkat-ul-Mujahideen (HuM) was taken in order to avoid a negative impact on their businesses in Europe and the United States. According to him, "In Pakistan the banks are obliged to look into their own registers that whether they have such accounts or not. If there are such accounts with them then the operations of these banks would at least be affected in the Europe and the United States. They have to take this decision in their own interests. The step has been taken to rectify the situation if these banks have accounts of any such organization." In response to a question regarding reports of arrests of some persons suspected to have links with Osama bin Laden in Pakistan, he said he was not aware of any such arrests. He also denied reports that Pakistan had been asked to ban terrorist outfits active in Jammu and Kashmir.

Pakistani media reports said HuM Chief Maulana Fazalur Rehman Khalil and key HuM leader Farooq Kashmiri are believed to have gone underground following the September 11-terrorist attacks in the US. As reported earlier, the outfit’s assets were frozen on September 24 by US President George W. Bush along with those of 26 other outfits and individuals in connection with the worldwide campaign against terrorism. A second Pakistan-based organization, the Al-Rashid Trust, was also on the US list. Pakistan's State Bank, as reported earlier, has frozen its assets but the trust is technically allowed to continue since it has not yet been declared a terrorist outfit. Commenting on the government’s orders, another HuM ‘commander’ Attique-ur-Rehman said, "Any Pakistani ruler who will go against us won't stay in power for long."

As reported earlier, the HuM’s accounts were frozen by the State Bank of Pakistan on September 26, three days after US President George W Bush named it on a list of 27 individuals or groups identified as being linked to terrorism. The HuM spokesperson indicated that the outfit had ‘planned’ to shift its office well before the US commenced its war on terrorism following the September 11-terrorist attacks in New York and Washington.

In a statement released from Muzaffarabad, on September 30, Harkat-ul-Mujahideen (HuM) spokesperson Amiruddin Mughal rejected media reports on its leaders absconding and the forced closure of the HuM offices in Pakistan controlled Kashmir (PcK). Mughal said all offices of the outfit in PcK were intact and were conducting their operations accordingly. He also indicated that no body could shut down HuM offices as it was "fighting for legal and principled right of the Kasmiri people for self-determination." He also added, "If we close our offices it means we are renouncing upon our objective of Kashmir's freedom. It can be possible only if Indian Army shuts down its camps in the occupied Kashmir." While observing that the HuM was not involved in any terrorist activity, he also said the freezing of Harkat's accounts by the Government of Pakistan under "United State's pressure" would have no effect on the terrorist activity in Jammu and Kashmir. Meanwhile, PcK Prime Minister Sardar Sikandar Hayat Khan said, in Muzaffarabad, "Organisations participating in Freedom Movement going on inside Occupied Jammu and Kashmir are not terrorist outfits".
