Commenting on the Indian cease-fire, Syed Salahuddin, also the Chief of Hizb-ul-Mujahideen (HuM) said, "What, for example, is the justification of increased casualties suffered by Indian forces if really there is a cease-fire, especially if the Hizb has shown restraint. In fact, we are doing the most damage but India has chosen to blame these activities only on Lashkar-e-Toiba (LeT) and Jaish-e-Mohammad (JeM). It wants to fool the international community by claiming that not all but only a small faction of the militants is against peace and that the rest of the Kashmiris are pro-peace." He also added that differences had cropped up within the All Parties Hurriyat Conference (APHC) leadership, and between the Hurriyat and the terrorist outfits on the issue of whether or not to respond to the Indian cease-fire. According to him, "We are one but the only difference is that we [terrorists] talk in the military lexicon while they [Hurriyat leaders] speak in political and diplomatic language. The objective is the same. Again, one group [in the Hurriyat] feels that India is using cease-fire only to gain time while the other group says that diplomacy demands that the Indian offer should be responded to." Asked which group of the Hurriyat he agreed with, Syed Salahuddin said that he personally supported the one led by Syed Ali Shah Geelani who thought that India was using cease-fire only as a pretext.

The Hizb-ul-Mujahideen (HuM) in a statement released from Muzaffarabad consequent to a ‘command council’ meeting on March 4 said it did not have any plans to set up a separate political front and also declared that it would not allow anyone else to do the same in its name. News sources said the Hizb leadership in Muzaffarabad might have received reports that the arrested terrorists of the Hizb, who were released recently by India from different prisons, were trying to establish a political platform in the name of the Hizb. According to the statement "The command council meeting appreciated the leading and decisive role of the Hizb-ul-Mujahideen and vowed that the group would carry on its basic militant character".

The "chief commander (Operations)" of the Hizb-ul-Mujahideen (HuM), Abdul Majeed Dar, in a statement released on March 5, urged the leaders of the All Parties Hurriyat Conference (APHC) to maintain its unity. According to the statement, "Hizb was aware that there never existed ideological unity among the Hurriyat leaders, but for the sake of movement it is the need of the hour to maintain the mutual tolerance which has been preserved since last eight years". In a reference to the controversy over whether Kashmir was a political issue or a religious one, Dar said, "it is shame (full) that the Hurriyat leaders who are supposed to forge unity are themselves engaged in mutual bickering and mud-slinging over unimportant and meaningless issues".

Muttahidda Jehad Council (MJC), an umbrella outfit of 18 Pakistan-based terrorist outfits, at meeting in Muzaffarabad, on March 9, urged the United Nations to intervene and solve the Kashmir issue. Chairman of the MJC, Syed Salahuddin, also the ‘supreme commander’ of Hizb-ul- Mujahideen (HuM), while presiding over the meeting said, "If the UN has to restore its goodwill, then it should take a similar step in Kashmir as was taken by it to evacuate Iraqi troops from Kuwait". Salim Hashmi, the spokesman for Hizb-ul-Mujahideen (HuM), said that Kofi Annan had shirked his responsibilities regarding the implementation of UN resolutions on Kashmir. According to him, " Mere wishes on his part for positive developments cannot deliver anything unless supplemented by practical steps for the settlement of the longstanding (Kashmir) problem". He said that there should not be variant yardsticks for different nations. He also added, "The UN should not strengthen the impression that when it comes to the interests of the Muslims". Hizb-ul-Mujahideen (HuM) chief Syed Salahuddin, in a press conference at Lahore, on March 25, said the outfit would reject any proposal for the division of Jammu and Kashmir. He claimed that terrorist outfits were relying on technology and weapons produced by them indigenously. The Hizb chief said, "India was under tremendous economic pressure as it was spending Rs520 million daily to fight the Mujahideen". Replying to a question regarding autonomous Kashmir, Salahuddin said, "Mujahideen wanted liberation from India at all costs. All other issues would be settled subsequently". He was critical of the United Nations Secretary-General Kofi Annan for his argument that, since the Kashmir issue did not meet the requirements of Chapter 17 of the UN Charter, he was unable to intervene.

He said the use of sophisticated weapons by terrorists and the ‘increasing resentment among the people’ had placed enormous pressure on Indian security forces. He was of the opinion that quiet diplomacy on the Kashmir issue was a futile exercise and that the Kashmir issue could only be resolved through the use of force.
