Sources in the central intelligence agency said that al Qaeda, which recently announced an Indian wing Qaedat-al-Jihad, to carry out terrorist activities, has launched a module to recruit jihadis, reports The Indian Express on October 7. The analysis of chatters between terrorists based in Pakistan reveals that an al Qaeda terrorist has been given the responsibility of Uttar Pradesh and he is said to be operating independently. This shocking revelation has strengthened the agencies’ assessment that after crackdown on the Indian Mujahideen (IM), Pakistan’s Inter-Services Intelligence (ISI) and al Qaeda are looking beyond the IM to run terror operation. Several IM sleeper cells too have joined the separate module. According to officials, the al Qaeda cell in Bangladesh comprising Rohingya Muslims is tasked to provide logistics to terrorists in India to target vital installations, including trains. The terror finance is pumped through a Nepal-based hawala operator routed through Dubai.

Intelligence agencies have warned the Centre that there is credible information to suggest that al Qaeda has already initiated a move to rope in the Students Islamic Movement of India (SIMI) to spread its network in the country, reports Deccan Chronicle on October 8. According to a classified note sent by the Intelligence Bureau (IB) to key agencies and some Union ministries, there is credible information that the al Qaeda was trying to establish contact with top leaders of SIMI. According to the intelligence note, details of which have been accessed by Deccan Chronicle, “al Qaeda through its operatives in Pakistan has already established contact with Riyaz and Iqbal Bhtakal, founders of Indian Mujahideen (IM), in Karachi, to gain access to SIMI’s formidable network of sleeper cells in the country. Since IM has worked in close association with the SIMI in the past, they will definitely help the al Qaeda and SIMI to come together.” The intelligence alert has also cautioned that al Qaeda will try and push in operatives into India through the porous Bangladesh border, adds The Asian Age on October 8. Top intelligence sources said Pakistan’s security agencies are also trying for an alliance since al Qaeda would need strong local logistical support to carryout subversive activities in India.

The preparations come amidst new revelations that al Qaeda’s Indian subcontinent wing (Al Qaeda in Indian Subcontinent [AQIS]) had attempted to hijack the Pakistani missile frigate PNS Aslat to attack Indian warships. The sources said that naval commanders had been asked to watch for unusual movements by Pakistani warships operating in the Indian Ocean, and also to guard against strikes involving fishing boats rigged with explosives.

Even though Assam Police are yet to establish specific links between the six Jammat-ul Mujahideen Bangaldesh (JMB) members, who were allegedly involved in the Burdwan blast, and the al Qaeda, the state, however, is on the radar of global Islamic terrorist groups, said security sources, reports The Times of India on October 14. Such militant groups used the Kokrajhar riots (2012) to attract youngsters, investigation has revealed. "The state started featuring in discourses of pan-Islamic jihadi forces after the 2012 communal riots in Bodoland Territorial Area Districts (BTAD) in which Bengali-speaking Muslims found themselves being pushed to a corner. Some non-governmental organizations (NGO), religious and political leaders, who were involved in providing relief, also helped indoctrinate youngsters," added security sources. Ongoing conflicts between Rohingya Muslims and ethnic Rakhine in Myanmar have also led to widespread resentment among Muslims in the state. Investigation has also revealed that the six JMB members arrested in Barpeta were part of the outfit's plan to launch subversive activities in Bangladesh.

The New Indian Express adds that the NIA probing the Burdwan blast case is examining the links of suspected al Qaeda and Jamaat-ul-Mujahideen Bangladesh (JMB) terrorists with the Simulia Madrassa that is believed to be a centre for training terrorists, around 38km from the blast site. Investigators said all the terrorists of the Burdwan module, who infiltrated the non-descript village in West Bengal to set up terror arms factory, were radicalised in jihadi ideology in the same Simulia Madrassa. Sources said “At least four teams of the NIA have launched a simultaneous probe at Burdwan, Kolkata, Nadia and Barpeta in Assam. Six suspects were picked by the Assam Police last week in connection with the Burdwan blast. They will be interrogated soon.”

The six accused, including two women, who were arrested in the Burdwan blast case have reportedly given some important leads in the transnational terror conspiracy, in which Jamaat ul Mujahideen Bangladesh (JMB)’s key militant Kausar, who is now on the run, reportedly has connections with some Kerala-based terror modules, which are an alleged offshoot of the banned Students Islamic Movement of India (SIMI), reports Deccan Chronicle on October 14. Karnataka Police and State Intelligence have also sought information from the National Investigation Agency (NIA) on possible terror links here after unconfirmed reports indicated that Abdul Qader Sultan Armar from Bhatkal, who is reportedly absconding and is recruiting vulnerable Indian Muslim youth for the global jihadi organization, al Qaeda may also have a hand in the terror conspiracy and the revival of JMB. An unnamed officer said that “The terror network seems to cut across states and international boundaries. There are reported links with some terrorist modules in Kerala, which are being verified.”

National Security Guard (NSG) director general J N Choudhury on October 16 warned of the possibility of global jihadi outfits al Qaeda and Islamic State of Iraq and Syria (ISIS) joining hands to launch "multi-city, multiple attacks" in India, reports The Times of India. Speaking to the news reporters on the occasion of NSG's 30th Raising Day in Manesar near Gurgaon (Haryana), Choudhury said, "Now that they (al Qaeda) have declared an intention to attack India, they might combine with outfits like Lashkar-e-Toiba (LeT), ISIS and Indian Mujahideen (IM)." Calling the 2008 Mumbai attacks (26/11) a “curtain raiser”, he said the country is facing threat of such attacks in more than one city at a time. He added that al Qaeda operatives had recced Bangalore (Karnataka) and Goa several years ago and “looking for vulnerable spots in India is nothing new for al Qaeda”. He said the NSG does not have its own intelligence setup to corroborate these inputs which were given by intelligence agencies.

He added that the District Police had already got additional 200 men for deployment during the on-going festival season. However, he clarified that Police didn't have any specific input about any incident by any outfit. Meanwhile, Border Security Force (BSF) Inspector General (IG) Ashok Kumar said that "This threat already exists and we are alert." Intelligence sources didn't rule out the possibility of using Indian hostages held by ISIS in Mosul city of Iraq to spread terror and pressurize India. Most of the oil shipments passing through the Straits of Hormuz are bound for Japan, India and China. Reports said that al Qaeda plot, as it appears from its deep infiltration in Pakistan Navy, is to hijack the Pakistani warships and use it against the ships carrying oil to Asian and Western countries. The al Qaeda’s magazine talks about several vulnerable points in the Strait of Hormuz, which it says transports 17 million barrels of oil on a daily basis. Speaking at the Munich Security Conference in New Delhi Doval said that "There is nothing as big or small terrorism. It is not on the basis of geography, but on the basis of groups, it is on the basis of capabilities and tactics. Any group, about whom we have information that has the capability and intention to strike against would be our biggest targets." He said that both Indian and Bangladeshi Governments were working in close coordination in the fight against terrorism. “Both the countries enjoy excellent bilateral relations and we have been working together,” he added. Ajit Doval is expected to visit the blast site in Burdwan and meet Chief Minister (CM) Mamata Banerjee on October 27. He is also expected to meet officers of the Central agencies in Kolkata The Times of India on October 26 adds that the NSA’s visit comes on the back of NIA chief Sharad Kumar's revelation that they had found some 58 terror modules operating in West Bengal. The investigators have zeroed in on some 180 Bangladeshi nationals operating these modules and working with JMB. International Business Times on October 27 states that India's intelligence report has revealed that JMB was plotting a terror attack on Bangladesh to assassinate Prime Minister (PM) Sheikh Hasina and opposition Bangladesh Nationalist Party (BNP) Chairperson Begum Khaleda Zia. The Indian Ministry of Home Affairs (MHA) official revealed that Pakistan’s Inter services intelligence (ISI) was running the entire plot from Dubai and helping JMB to establish its modules in West Bengal, where at least 58 terror modules have been discovered by NIA so far. The pamphlet, written in Bangla and being secretly distributed in West Bengal and Assam, says establishing a caliphate in Bangladesh is crucial for intensifying jihad in Indian states on the eastern border. The pamphlet specifically mentions West Bengal and Assam, though intelligence officials suspect Bihar and Jharkhand also feature in the terror group’s plans. The pamphlet, suspected to have been smuggled into the state through Bangladesh, was discovered a few days before the October 2 Burdwan blast in West Bengal. “If we manage to establish a Syria-like reign here (in Bangladesh) then Muslims from Assam, Arakan (former name of Burma’s Rakhine State) and West Bengal too would be able to come here for hijrat (migration with religious agenda). Simultaneously, anti-India revolts would intensify in seven eastern Indian states. This would be a huge blow for India, one of the key non-Muslim states in the changed situation of the world,” says the pamphlet. The manual was first implemented by al-Qaeda while bombing United States (US) embassy in Kenya in 1998. It was produced as evidence in the case's trial by the Federal Bureau of Investigation (FBI) in 2001. FBI had first recovered it from the laptop of an alleged al Qaeda operative in Manchester in United Kingdom (UK). The investigators probing the Bijnor blast case said that the way SIMI operatives functioned shows they followed the manual in toto. It guides on details like location of the hideout, lifestyle to be followed by operatives and keeping sufficient cash ready. The Police had recovered INR 900,000 the SIMI fugitives had handed over to two persons in Bijnor with the promise that they would collect the cash when required. The manual also cautions operatives against living together and that all of the group members need not be aware of where the others are holed up. Report adds that al Qaeda has already announced its intention to revive Islamist terrorism, which has ebbed in India following a crackdown on Indian Mujahideen (IM) cadres. Now, SIMI elements are being warmed up to replace them. While IM supports the Iraq-based Islamic State, the SIMI operatives have cozied up to al Qaeda.
