Central intelligence agencies have alerted Kolkata Police about the possibility of a terror attack in the city, especially in the port area, a senior official of Kolkata Police said on November 4, reports The Times of India. "We have received inputs from central intelligence agencies that there might be a terror attack in Kolkata, especially in port area. We have increased security in the port area and have put the entire city under security blanket," the officer said. According to the input, terrorists may use small boats to carry out an attack in port area, he added.Tuesday's alert was that the terror strike may have been planned by Pakistan's Inter-Services Intelligence (ISI) with help from the Pakistan Navy. It comes in the backdrop of the unearthing of a Bangladeshi jihadi module in West Bengal and the attempt by al-Qaeda's Indian sub-continent wing to hijack Pakistani frigate PNS Aslat at Karachi (Sindh) in September, 2014 with the ostensible purpose to use it against Indian warships.

The officials told that plots they had uncovered included the kidnapping of foreigners and turning India into a "Syria and Iraq where violence is continuously happening".Weeks after al Qaeda announced the formation of a South Asia wing to strike across the subcontinent, agencies said they had discovered IM cadres were training with al Qaeda and other groups in Pakistan and Afghanistan for major attacks."The thing we are looking for is how al Qaeda/ISIS tie up with local groups, especially as the drawdown takes place in Afghanistan," said Sharad Kumar, head of the NIA (National Investigation Agency).Some cadres of IM are already fighting alongside al Qaeda in Afghanistan, according to an Indian government charge sheet against 11 suspected members of the group alleged to have plotted attacks in India. The worry is that more battle hardened fighters could now turn their sights on their homeland.The Internet chats, which the United States helped Indian investigators to decipher, reveal tensions between IM and Pakistan`s Inter-Services Intelligence (ISI), which India says has nurtured the group with finance and equipment. In one such conversation, Riaz Bhatkal, one of the founders of IM now based in the Pakistani city of Karachi, tells his men that it was important to build direct ties with al Qaeda, cutting out Pakistan agents whom he described as "dogs".

A joint effort by the Computer Emergency Response Teams (CERT) from India, the United States and the United Kingdom helped the National Investigation Agency (NIA) extract crucial online chats of key IM militants with the al Qaeda, The Hindu reports on November 7.The IM is not only banned in India but also in the United Kingdom (UK) and New Zealand. In the United States (US), the outfit is listed as a Foreign Terrorist Organisation (FTO) under the Immigration and Nationality Act and also declared a Specially Designated Global Terrorist under an Executive Order. Investigations revealed that the accused persons created chat accounts under fake names using proxy servers to hide identities and locations. They passed on the account details to one another either in coded language or through encrypted files. The chat contents revealed that Indian Mujahideen (IM) operative Riyaz Bhatkal and other Pakistan-based operatives briefed each other about the outfit’s developing association with the al Qaeda.

Police tracing the links between Islamic State (IS) and al Qaeda and local elements of Hyderabad have gathered that proxy user IDs were being used by both handlers and intended recruits on social networking sites to avoid getting caught by security agencies hot on their heels, The Times of India reports on November 8.By using fake IDs, they establish communication, strike deals and then delete the accounts so that they can remain untraced, the security agencies, stated. Such a method of communication was used by Mothasim Billah, former Student Islamic Movement of India (SIMI) cadre, while speaking to his handlers, sources said. According to the sources, interrogation of Shah Mudassir and Shoain Ahmed Khan, the two Maharashtra natives who were arrested in Hyderabad on October 22, revealed that the entire communication with Billah and other handlers would take place through fake identities. The accused claimed that with Billah's help, they were planning to go to Iran and then to Afghanistan with the intention of joining the al Qaeda.

According to intelligence inputs, al Qaeda, which has announced plans to target India, is keen on recruiting youth trained in computers or aeronautics for its terror designs and is taking the help of banned terror outfit Students Islamic Movement of India (SIMI) for this, Oman Tribune reports on November 17. Sources said intelligence inputs shared by central agencies with the Police in some major cities including Delhi, Bangalore (Karnataka), Kolkata (West Bengal) and Mumbai (Maharashtra) talked of al Qaeda not only planning to recruit disgruntled youth but had a target to pick up those familiar with use of computers or having knowledge about aeroplanes. They said that al Qaeda is using Indian Mujahideen (IM) operatives in Pakistan to establish contacts with the sleeper cells of SIMI to recruit educated Muslim youth. “A recruit with some technical skill can prove to be more lethal than others. Al Qaeda wants to add manpower and gain capabilities,” an official said. Sources said that al Qaeda has plans to cause blasts and other disturbances in India.

Union Home Minister (UHM) Rajnath Singh on Saturday told the heads of state Police Forces and intelligence agencies that the threat from al Qaeda to convert the Indian subcontinent into an Islamic one was real, reports The Times of India. He said the Muslims of the country, who sacrificed as much as the Hindus in the freedom struggle, will not accept this. "There is no doubt that society will stand united and al-Qaida will not succeed in its designs," he added. Rajnath's inaugural speech pointed out the new threats are from Islamic radicalism through Al Qaeda's new wing, Qaedat al-Jihad, and the Islamic State (IS). "Although the IS was born out of Syria and Iraq, the Indian sub-continent cannot remain untouched by this menace and we need to understand this. It is also a matter of concern that some Indian youths have been attracted to the ISIS. But the government is committed to checking it," he added. "The al-Qaida has formed a new wing called Qaida-al-Jihad for the Indian sub-continent with the intention to bring Bangladesh, parts of Assam, Gujarat and Jammu and Kashmir under one Islamic sub-continent. We are not taking the threats lightly," said the UHM.

Describing Baghdadi militia and Al Qaeda as serious security challenges for India, Director of Intelligence Bureau (IB) Asif Ibrahim on November 30 said the Indian diaspora has become increasingly vulnerable to elements having allegiance to terror groups, reports Oman Tribune. “The rapid territorial gain and the influence of caliphate on one hand glamorises the image of the group (Baghdadi militia), while on the other it enhances its capability,” Ibrahim commented. Ibrahim said vulnerable groups and fringe elements from more than 80 countries have gone to the region (Iraq-Syria) to participate in the conflict. “We have deliberated the serious issue on Saturday and felt that the threat is likely to accentuate as the situation unfolds further in future. Indian diaspora has become increasingly vulnerable in the days to come,” he added. Ibrahim also said the Internet has become a tool for radicalisation of Indian youths.
