The Taliban in Dir District have threatened to carry out suicide attacks against their opponents and district administration in Doog Darra area of Upper Dir if they did not stop organising volunteers against militants to expel them from the area. “The central shura of Taliban has firmly decided under Sharia principles to carry out further attacks against the US agents in Doog Darra area and the law enforcement agencies if they did not stop disturbing Taliban there,” a Taliban spokesman threatened. Talking to Dawn by telephone from an unspecified location on March 1, the District chief of Dir Taliban Hafeezullah said that Mullah Mansoor had been appointed as their new spokesman in the District. While welcoming the peace deal between the NWFP Government and TNSM chief Maulana Sufi Mohammad, he said the Taliban would restart their activities if the proposed Nizam-e-Adl Regulations 2009 were not enforced forthwith. “Now the ball is not in the court of Taliban but in the court of government,” he added. Later, the newly-appointed spokesman Mullah Mansoor claimed that one of his men had been shot dead by Police in Upper Dir some days ago and then an official statement was issued that he had blown up himself.

The Taliban network can strike the financial and shipping hub of Karachi, according to a report prepared by the city's CID Special Branch, Times of India reported on March 1. The Taliban "could take the city hostage at any point", according to Police in the report submitted to the Sindh Government and provincial police chief. The Taliban, which has already attacked Islamabad and Rawalpindi, has established hideouts in Karachi, the report said. It said Taliban militants have "huge caches" of weapons and ammunition and could strike, possibly in a manner similar to the Mumbai attacks of November 26, 2008. Police said that the Taliban had systematically infiltrated Karachi. The Police report provides details about secret Taliban hideouts and their presence in areas like Sohrab Goth and Quaidabad. Besides living in small motels in these areas, the militants are hiding in the hills of Manghopir and Orangi town and in other low-income areas and slums, the Daily Times quoted the Police report as saying. It also quoted sources as saying that the deputy chief of the banned Tehrik-e-Taliban Pakistan, Hasan Mahmood, was hiding in Karachi.

Two missiles, fired by a US spy plane, killed 12 people and injured three others in the South Waziristan Agency on March 1, The News reported. Sources said two missiles were fired by a drone at around 4:00 pm (PST) that hit a house in Ganra Haibatkhel village of Sararogha sub-division, a stronghold of Taliban leader Baitullah Mehsud. The house was destroyed in the attack, leaving 12 people dead and three injured. Tribal sources said dozens of militants arrived there and later took control of the area besides surrounding the targeted house. Locals said all those killed and injured were native tribesmen. However, the sources claimed that foreign citizens were also among the dead. The compound had underground bunkers and was in the area controlled by Taliban commander Baitullah Mehsud’s tribe, an unnamed official said, Daily Times reported. “It was a Taliban sanctuary,” he said. Citing field informants, other intelligence officials told the Associated Press the compound was a training facility. At least four of the dead were foreigners, they said. This was the fourth missile strike by unmanned US aircraft since President Barack Obama came to power.

Security Forces arrested three suspicious men during a raid on a house in the Jamrud sub-division of Khyber Agency on March 2, Daily Times reported. The suspects were identified as Roohullah, Hiadayatullah and Syed Agha, all of them Afghan refugees and residents of Shakas area. An ISPR press release said the attack was followed by exchange of fire which continued for an hour. Both sides are reported to have used heavy weapons. SFs fired artillery shells for the first time after a cease-fire was declared in Swat. One mortar shell hit a house, killing a man. Taliban spokesman Muslim Khan claimed the soldiers were attacked because of their movement in the area without giving prior information. He alleged that the movement of troops was pre-planned and aimed at consolidating their positions. At a press conference in Saidu Sharif, Sufi Mohammad blamed the SFs for the incident and said that they had violated the truce. According to him, it had been decided that no side would move till mid-March, except with prior permission of the TNSM. He said it was agreed that whenever the troops wanted to move they would inform the TNSM in advance to avoid misunderstanding. “The troops didn’t inform us which led to the ill-fated incident,” he said. He warned that if the cease-fire violation continued, the TNSM would have to come out of the peace process. The TNSM, he said, was satisfied with the Taliban activities, but had reservations about the role of SFs in the peace process.

The political administration had announced that all Government schools would reopen from March 5 (today) in the Nawagai and Chamarkand sub-divisions. The Tehreek-e-Nafaz-e-Shariat-e-Mohammadi (TNSM) chief Maulana Sufi Muhammad and Swat Taliban chief Mulla Fazlullah met at an undisclosed location on March 5 to discuss the implementation of the Swat peace deal with the Government, Daily Times reported. Sources said that Sufi had firmly told Fazlullah to stop armed Taliban militants from patrolling Mingora and other parts of Swat and lay down weapons immediately. Sufi said talks with the provincial Government had been satisfactory and the Taliban’s demands would be met soon, while Fazlullah’s response had also been positive, they said. Meanwhile, the TNSM spokesman Izzat Khan told Daily Times after a meeting between a TNSM jirga and the Malakand Commissioner that the Government had accepted only one demand for the withdrawal of the army from Imamdheri Markaz. He said that Takhtaband-Angrodheri Road was still closed, "and this is making us suspicious … the government should take steps to overcome my group’s mistrust".

Earlier, they just used to put notes on the bodies of alleged spies,” Allahbagh Khan, a local administration official, told AFP. The bullet-ridden body of local tribesman Tahir Khan was found dumped in a bazaar in Wana, the main town in South Waziristan. “Khan, who was kidnapped 10 days ago, had multiple bullet wounds on his body,” a security official told AFP. About 1,400 tribal elders of Khar, Salarzai and Atmanzai tribes signed the agreement in a grand jirga (council of elders) in Khar. The tribes also demanded the Government carry out development work in the area after restoration of peace. According to the agreement, all Taliban organisations would stand abolished and all their members would surrender to the tribes and the Government. Militants laying down their weapons would be registered in their respective tribes and the elders would furnish a surety bond for their good behaviour to the Government. Truck drivers at the Al-Faisal Terminal said over 50 armed men entered the compound after breaking the boundary wall firing rockets and Kalashnikovs. The militants remained in the terminal for about an hour, sprinkled trucks with oil and later set them ablaze. Sources said about 40 armed men in the guise of Taliban arrived at the university’s main entrance and opened fire on the guard, Khaliqdad, for offering resistance. The guard sustained serious bullet injuries. After receiving information, a Police party of Ouch Police Station rushed to the incident site but the militants fired a rocket at the Police van, killing three Policemen on the spot. The Police van driver Muhammad Nazeer and security guard Khaliqdad succumbed to their injuries at the hospital. Meanwhile, the militants escaped in two vans of the university, leaving behind their own vehicles and some arms. Sources said soon after the incident, the Swat-based Taliban launched a search operation in Shamozai area and ‘arrested’ 14 militants, besides seizing both the vans of the university from their possession.

The assailants targeted the military facility near the Landikotal bazaar from their hideouts in the mountains. Eyewitnesses told The News from Jandola - the gateway to South Waziristan - that a young boy blew himself up outside the crowded restaurant in the bazaar. The bazaar is located in front of heavily guarded British-era fort, currently inhabited by the Frontier Corps and the Army. Witnesses said they heard a huge explosion just as the Imam (prayer leader) concluded his Friday sermon and the people stood up for the Friday prayer. The dead included the prayer leader, his brother, four personnel of the Frontier Corps and 12 Khassadars (tribal police). The others were tribesmen belonging to the nearby villages, Pakistani and Afghan civilians traveling between Peshawar and Torkham, and drivers and conductors of trucks carrying goods to neighbouring Afghanistan.
