Security Forces (SFs) said on July 1 that they had killed five Taliban militants in a clash in the Bannu District, Daily Times reported. “The Taliban ... raided a checkpost near Hindi Khel in Bannu ... one soldier was killed and six injured, while five Taliban were also killed,” said the Inter-Services Public Relations (ISPR), adding that a militia in Dir District had taken control of over half of Shatkas village. The militia also engaged holed up Taliban militants in a gun-battle, killing “a number of Taliban”. At least 22 tribesmen were also injured in the clash.

The Pakistan Army on July 1 ruled out launching a military operation against the Taliban in North Waziristan and pledged to honour the February 17, 2008 peace accord signed with the tribes despite the unprovoked attacks against its troops, The News reported. However, violence continued in the area as three persons, including two women and a child, were killed and six others sustained injuries when military helicopters targeted Madakhel village in the morning of July 1. The bombing was reportedly in retaliation for the recent attack by the militants on a military convoy in which 30 soldiers were killed and 35 injured. Six other villagers, including four women and two children, sustained serious injuries in the shelling by helicopters. Amidst apprehension about an imminent military operation in North Waziristan, the Pakistan Army reportedly dropped leaflets written in Pashto and Urdu from helicopters to assure the tribesmen that it had no intention of launching action in the agency. The leaflets pointed out that some ‘miscreants’ were trying their best to destroy peace and damage ties between the Government and Utmanzai Wazir tribes.

The United States on July 1 imposed sanctions on an Al Qaeda backer and three leaders of the Lashkar-e-Toiba (LeT), believed to be behind the Mumbai terrorist attacks in November 2008, Daily Times reported. The US Treasury said it was imposing an assets freeze on the four, identified as Fazeelattul Shaykh Abu Mohammed Ameen Al-Peshawari, Arif Qasmani, Mohammed Yahya Mujahid and Nasir Javaid. Ameen Al-Peshawari allegedly provided assistance, including funding and recruits, to Al Qaeda and the Taliban currently fighting to regain control of Afghanistan. Qasmani is said to be the chief coordinator for the LeT and Mujahid was the head of the group’s media department. Javaid had allegedly served Lashkar’s commander in Pakistan. The Treasury said its action came two days after Al-Peshawari, Qasmani and Mujahid were added to a UN blacklist of individuals.

A tribal Lashkar (militia) attacked Taliban hideouts in the Kurram Agency on July 2, killing 28 militants and suffering seven fatalities themselves, and the intensifying battles prompted them to ask for Army troops to help, a local lawmaker said, The News reported. The fighting in the remote Kurram region was the latest in two weeks of battles between militants and tribesmen there that have killed 141 people, including more than 100 militants, two Government officials said. Their information could not, however, be independently verified. Sajid Hussain Turi, a lawmaker from Kurram, said the militants were moving into Kurram from the Swat Valley, where the military is undertaking an offensive to neutralize them. He said hundreds of tribesmen took part in the attack early on July 1, triggering a gun battle that killed 28 militants and seven tribal fighters. “Kurram is an important place because the Taliban can cross the Afghan border from here easily,” Turi said, adding that “The Lashkar is facing these armed Taliban, but we request that the government send troops to Kurram to fight the Taliban as quickly as possible.”

After the Hafiz Gul Bahadur-led militants in North Waziristan, another pro-government militant commander, Mulla Nazeer, also scrapped his peace deal with the Government in South Waziristan Agency on July 2. A senior associate of Mulla Nazeer, Saada Janan, called The News from Wana, headquarters of South Waziristan, and claimed their Shura or council unanimously decided to scrap the peace accord with the Government to protest the frequent US drone attacks in their territory. The political administration of South Waziristan, however, claimed that Mulla Nazeer has revived his peace accord with the Government by sending 120-member jirga of Ahmadzai Wazir elders to negotiate with senior Government officials in Wana. The elders said Mulla Nazeer had given them authority to hold talks with the Government for restoration of peace in the region. However, Nazeer’s associate Sadda Janan said they have nothing to do with a meeting of tribal jirga and political authorities. He said they had already directed their fighters to attack Government installations and fight against the Security Forces. Asked about a similar stance already taken by Taliban commander in North Waziristan, Hafiz Gul Bahadur over US drone attacks, where drones did not fire missiles during the past two months, Saada Janan opined that all the three Taliban commanders - Baitullah Mehsud, Mulla Nazeer and Hafiz Gul Bahadur - in February 2009 had formed the Shura Ittehad-ul-Mujahideen or council of holly warriors, in which he claimed, all of them promised to fight alongside if anyone of them was attacked. Mulla Nazeer and his Ahmadzai Wazir militants had played decisive role in the eviction of Uzbek nationals from Wana, Azam Warsak and Shakai areas when the Government launched a military operation against them in 2007.

The tribal Lashkar (militia) in Doog Darra area of Dir Upper District on July 2 killed two militants, including a key Taliban commander Maulana Naeemullah, in fierce fighting, The News reported. Naeemullah was one of the top three local commanders, who facilitated the foreign militants to entrench in the area. There were also reports that several militants suffered injuries in the fierce clashes, triggered by the armed villagers’ attempt to torch the house of an important Taliban commander Maulana Zakirullah at Chinar area. Thousands of armed villagers have been trying to drive the Taliban militants out of the area for the last 25 days but the fighting is reported to have escalated during the last five days in which 13 persons, including 10 militants and three militia men, were killed and several others sustained injuries. The villagers claim to have killed 45 militants in the conflict so far. Local and Lashkar sources told The News that the fierce fighting started in the evening of July 1 when the militia attempted to torch the house of Maulana Zakirullah. The militia has torched or destroyed around 60 houses of the alleged Taliban members and their supporters in the area. "Some 16 fighters of the Lashkar were trying to set on fire the house when around 12 militants attacked them," a resident of Miana said. The clash resulted in the killing of three members of the Lashkar while two others were wounded.

13 persons were killed and seven others sustained injuries in a US drone attack in South Waziristan Agency, while eight persons died when fighter planes targeted a hotel in North Waziristan Agency on July 3, The News reported. Tribal sources said a US drone fired three missiles at the office of Mufti Noor Wali Mehsud in Serwakai sub-division at 9 am, killing 13 persons present in the office and injuring seven others. It was reported that Mufti Noor Wali had left the office 15 minutes prior to the attack to attend a jirga (council of elders). The militants surrounded the area after the attack and nobody was reportedly allowed to approach the site. Another drone attack was carried out in the Mantoi area of Ladha sub-division, where three missiles were fired at a madrassa (seminary), completely destroying the building. However, no loss of life was reported in the attack. An official of the political administration confirmed the drone strikes and added that authorities were trying to ascertain the casualties. In addition, an AP report stated that US missiles struck a training facility operated by Taliban leader Baitullah Mehsud and a militant communication centre in South Waziristan Agency on July 3, killing 17 people and injuring 27 others. In one attack, two missiles struck an abandoned seminary in Mantoi that was being used by the militants belonging to the Mehsud’s group for training, officials said. In another strike, a missile hit a militant communications centre in the nearby village of Kokat Khel. In total, 17 people were killed and 27 others were injured, they said. However, Maulvi Noor Syed, an aide to Mehsud, told The Associated Press that three Taliban militants died in the strikes. “We lost only three Mujahideen in today’s American missile attack,” Syed said, adding “These attacks cannot cause any damage to us.”

Fighter planes and gunship helicopters on July 4 heavily targeted suspected positions of militants in the Taliban-controlled Orakzai Agency in the FATA, killing 26 militants a day after a military helicopter crashed in the area, The News reported. Military spokesman Major General Athar Abbas confirmed the bombing and said the action was taken as a reaction to the attack of militants on Security Forces (SFs) and a rescue team on July 3. He said the militants opened fire on the SF personnel and rescue team when they went there to retrieve bodies of the soldiers killed in the helicopter crash. The military spokesman insisted that only 26 soldiers died in the crash. Tribal sources said six gunship helicopters heavily bombed various parts of Ferozkhel area in lower Orakzai soon after the helicopter crash. In the morning of July 4, the sources said two warplanes and six gunship helicopters resumed bombing of suspected hideouts of the militants at the hilltops of Chappar and Ferozkhel, located between lower Orakzai and Khyber Agency. According to sources, the aircraft and helicopters attacked the hideouts of commander Tariq group of Darra and commander Nazar Afridi group of Khyber Agency in Chapper and Ferozkhel (Sam Ghar) areas of the Orakzai Agency, killing 26 militants and injuring several others.

The military operation in Swat and adjoining Districts is “complete” and various areas of Malakand Division have been taken back from the Taliban, but the army will stay on in the valley to conduct search-and-destroy operations wherever required, said the NWFP Information Minister Qamar Zaman Kaira and Army spokesman Major General Athar Abbas on July 8, Daily Times reported. Addressing a joint press conference in Islamabad, Kaira said, “The Swat operation has been successfully completed, and the government will announce a schedule for the phased return of IDPs [Internally Displaced Persons] within the next two days.” Abbas said Army chief General Ashfaq Kayani had presided over a high-level meeting at the General Headquarters to discuss a host of issues related to the operation. The army said the Taliban’s command-and-control structures, logistics and training infrastructure had been either destroyed or disrupted. They also said that a large number of Taliban leaders had been killed or arrested. The meeting did not rule out isolated incidents of terrorism in the area. “The army will, therefore, stay in Swat,” it said.

The US Secretary of State Hillary Clinton on July 19, 2009 said the US was keeping a close watch on the actions being taken by Pakistan against terrorists since the country had emerged as home to a "syndicate of terrorism", Times of India reported. "We are watching it and we hope Pakistan will make progress against what is a syndicate of terrorism — Al-Qaeda, Taliban and many other terror organisations are connected in a way that is deeply troubling to us, and I know to India. But it is also now troubling Pakistan," she said in Gurgaon outside the Indian capital New Delhi. In response to a question, the visiting US Secretary of State expressed hope that the perpetrators of Mumbai attacks would meet their "day of reckoning" soon. Referring to Pakistan, she said, "I have also sent messages very directly to the Pakistani people that this (fight against terrorism) is in the interest of Pakistan, the future stability and security of Pakistan."

It is still unclear if Pakistan’s offensive in Swat has killed off the Taliban or simply scattered them, US special envoy to Pakistan and Afghanistan Richard Holbrooke said on July 30, Daily Times reported. “We don’t know exactly to what extent the Pakistani army dispersed or destroyed the enemy,” the Reuters news agency quoted him as saying. “The test of this operation is, of course, when the refugees return. Can they go home? Are they safe? And we’re just going to have to wait and see,” he told a State Department press conference. He said that Karl Eikenberry, the US Ambassador in Kabul, and his military counterpart, General Stanley McChrystal, have consulted “fairly regularly” with Pakistani officials. They want to keep in touch with Pakistan’s Government and army so “this time around, as the [NATO] offensive picks up steam, the Pakistanis are ready for it, so the Pakistanis know where the military operations are happening - and they can prepare for any spillover effects,” he added. Likewise, the US officials wanted to be fully apprised of Pakistani army offensives, he said.
