The Brazil-Russia-India-China-South Africa (BRICS) grouping of the five emerging economies on September 4 unequivocally named the Pakistan based groups Jaish-e-Mohammad (JeM) and Lashkar-e-Taiba (LeT) as terror organisations, reports The Hindu. A Joint communiqué released at the BRICS summit expressed concern about the regional security situation and listed Taliban, ISIL/DAISH, al Qaeda and its affiliates including Eastern Turkistan Islamic Movement (ETIM), Islamic Movement of Uzbekistan (IMU), the Haqqani network, LeT, JeM, Tehreek-e-Taliban Pakistan (TTP) and Hizb ut-Tahrir (HuT) as sources of violence. Asked if the declaration will advance the effort to impose a UN ban on Masood Azhar, as an international terrorist, Preeti Saran, Secretary (East) in the Ministry of External Affairs said: “The declaration has been endorsed by all the BRICS leaders, so obviously it has the approval and endorsement of all the countries.” Making her point unambiguous that the formulation adopted at the ninth BRICS will strengthen the fight on banning terrorists and terror groups at the United Nations, Ms. Saran said: “The BRICS leaders called for greater efficiency in designation of terrorists and terror groups by United Nations Committee on terrorism.”

"We reject the declaration (released by member countries) at the BRICS Summit," Pakistan's Defence Minister Khurram Dastgir said during a meeting of the National Assembly's Standing Committee on Defence. Dastgir claimed that Pakistan has no "safe haven" for terrorists on its soil. "Pakistan has taken action against all groups on its soil and only the remnants of some are left," he added. "Forty per cent of Afghanistan is a safe haven for terrorists," he added further. Foreign Office (FO) spokesperson Nafees Zakaria on September 5 said that Pakistan is "seriously concerned" about the threat posed by terrorism and extremism in the South Asian region, reports Dawn. Zakaria was speaking in reference to the BRICS' leaders summit document which named militant groups allegedly based in Pakistan as a regional security concern. "Many terrorist groups based in the region — including in Afghanistan — such as the [banned] Tehreek-i-Taliban Pakistan and its associates like Jama’atul Ahrar (JuA) have been responsible for extreme acts of violence against Pakistani people," Zakaria said. "We are deeply concerned at the presence of [banned] groups, like Daesh, East Turkestan Islamic Movement and Islamic Movement of Uzbekistan, in the ungoverned spaces in Afghanistan as they pose a threat to peace and security in the region." Zakaria further said that Pakistan is concerned about the rise of extremist ideologies and intolerance in the region, which have been "encouraging social stratification and systematic targeting of minorities".

Pakistan on September 6 admitted for the first time that internationally proscribed terrorist outfits, such as Lashkar-e-Taiba (LeT) and Jaish-e-Mohammed (JeM), were operating from within its territory, with Foreign Minister Khawaja Muhammad Asif calling for tougher action against these groups, reports Times of India. "We should impose restrictions on activities of elements like LeT and JeM so that we can show the global community that we've put our house in order," Asif told during an interview with Geo News while responding to a BRICS declaration that named several terrorist groups, including the two, as threats to regional security. "I am not making any political statement.. we cannot afford to shut our eyes on activities of these organisations in our country. If we continue to do that we will always face such embarrassments." Asif said Pakistan could no longer afford to "test" its friends on the issue of terrorism. "Friends like China should not be tested every time, particularly in the changed (global) scenario," the Minister added. Foreign Minister Asif admitted that Pakistan had made mistakes in the past, saying there was no need for the country to participate in the proxy war in Afghanistan during Zia ul Haq's tenure, and later in the war on terror. "There's an urgent need for a clean break from our past. In 1979, Pakistan had made a wrong decision and acted like a proxy for the next decade. After 9/11, we again made a wrong decision and adopted a war, which was never ours. We have suffered uncountable losses of lives and properties in this war," he said. Asif said Pakistan needed to get rid of its false image. "We've no stakes involved but are only carrying the baggage of our past follies. We cannot correct ourselves as long as we do not accept historical facts," he said.

The Election Commission of Pakistan (ECP) on September 7 refused to recognise the Milli Muslim League (MML) — a political front of the Jamaat-ud-Dawa (JuD) — as a legitimate political party and warned electoral candidates not to use the party’s name in election campaigns, reports Dawn. In Lahore, the returning officer (RO) for the by-poll in NA-120 restrained Sheikh Mohammad Yaqoob from displaying photos of the proscribed organisation’s leaders on his campaign banners. The ECP had taken notice of the JuD chief’s pictures and the insignia of the MML displayed on the banners used in Yaqoob’s election campaign in NA-120. A spokesperson for the ECP clarified that Yaqoob, who was contesting the by-poll as an independent candidate, had been allotted the symbol of an energy saver. He said action would be taken under the ECP’s code of conduct if Yaqoob failed to comply with the returning officer’s directives.

The Federal Ministry of Interior on September 22 recommended the Election Commission of Pakistan to reject the newly formed Milli Muslim League's (MML) application to become an official Political party, Times of India reported on September 29. MML is "affiliated" with Jamaat-ud-Dawa (JuD), the frontal organization of Lashkar-e-Taiba (LeT), the terrorist group blamed for the 2008 Mumbai attacks. "The registration of MML is not supported," the Ministry said in the two-page letter sent to Election Commission of Pakistan. Spokesmen for the election commission and the interior ministry acknowledged the correspondence and confirmed that the letter was authentic.
