Pakistan People's Party (PPP) Punjab President Qasim Zia said on December 3 in Lahore that if voted to power, a PPP government would not allow terrorist outfits to enter Jammu and Kashmir (J&K). He observed that those criticising PPP Chairperson Benazir Bhutto's statements on J&K during her recent visit to India were ignorant of the developments taking place in the world. He also said that PPP's Kashmir policy remained unchanged and it still favoured the resolution of the issue in accordance with the United Nations resolutions. While pointing out that the Lashkar-e-Toiba (LeT) had admitted that it was engaged in terrorist activity in 10 countries, he added that it should first try to reform Pakistan. The PPP leader opined that India was not an enemy country.

The Lashkar-e-Toiba (LeT) Chief Hafiz Muhammad Saeed, said in Sialkot on December 3 that the prolonged US-led military attacks on Afghanistan have brought Pakistan on the verge of disaster due to its hasty foreign policies. He said that the Pakistani President Pervez Musharraf had divested the nation of any confidence by supporting the US in the war of nerves. According to media reports, on December 6, the United States State Department has put 39 groups, charities and companies on a newly created ‘terrorist exclusion list’, giving authorities power to deport members or deny them visas. The Lashkar-e-Toiba (LeT) and the Jaish-e-Mohammed (JeM) are on the list. Attorney General John Ashcroft had asked the State Department to put 46 groups on the new list, which is required under the USA PATRIOT Act signed by President George W Bush on October 26. The State Department listed 33 of those and added six of its own, a State Department official said. The list includes groups and companies from Afghanistan, Germany, Greece, Italy, Japan, Jordan, Lebanon, Libya, Northern Ireland, Pakistan, the Philippines, Rwanda, Sierra Leone, Somalia, South Africa, Spain, Turkey, Uganda and Yemen.

A news report on December 10 said, the Pakistan-based Lashkar-e-Toiba (LeT) terrorist outfit has relocated its headquarters from Lahore to Muzafarabad, capital of Pakistan occupied Kashmir (PoK). The report said, even as LeT activists claimed that the organisation’s office was shifted as it acquired bigger space in Muzafarabad, unnamed observers in Islamabad claimed the LeT was forced to move its offices due to pressure from the Pakistan government. The report also cited an LeT spokesman who affirmed that the outfit would continue its terrorist activities in India’s Jammu and Kashmir. He asserted that no amount of US pressure would stop it. He added that the outfit wanted to avoid a clash with Pakistani Government. He claimed, even though the government has been an ardent supporter of all Muslim freedom movements, particularly that of Kashmir, in the present conditions a clash was possible because of the sudden wedge that appeared between the interests of the government and those of terrorist outfits active in J&K.

Chief of Lashkar-e-Toiba (LeT), Hafiz Mohammad Saeed has denied Indian reports that his outfit was involved in the December 13-terrorist attack on India’s Parliament. "We deny this in clear terms. We never adopted such programs and missions. We do not target civilians. We do not consider it correct to attack parliament. We consider it against Shariat to kill common people. Jihad absolutely does not allow it. Such allegations are repeatedly levelled against us for nothing. Whenever such an incident takes place, Lashar-e-Taiba is blamed. We have asked them to present the proofs if they have some. I say with certainty that they do not have any evidence," Saeed said in an interview to the BBC. He also said that the Pakistani government cannot proscribe the LeT because "Jehad has been going on in Kashmir and Mujahideen are waging Jehad in the territory of Kashmir held by India. How can Pakistan government ban us?" He also added, "We and other people in Lashkar-e-Toiba belong to either Kashmir and Himachal Pradesh. It is not justified to malign us with regard to Pakistan and malign it for cross border terrorism. It is a conspiracy of India. It wants to avail itself of the present situation and drag the USA and Britain with it."

US President George Bush said in Washington, on December 20, the administration was working with its allies to freeze the financial assets of the Lashkar-e-Toiba (LeT) and Ummah Tamir-e-Nau (UTN), a Pakistani group, he said that has helped Osama bin Laden's Al Qaeda terrorist network. The UTN is headed by Bashiruddin Mahmood, a Pakistani nuclear scientist, who was arrested on October 23, 2001, from Islamabad along with his associate Abdul Majeed (arrested in Lahore) for their alleged links to Osama bin Laden’s Al Qaeda network. While condemning the December 13- terrorist attack on the Indian parliament, he added that the LeT was a "stateless sponsor of terror." Neither group targeted by President Bush is believed to have assets in the United States, US officials said.

Mahmood Ghazi, Pakistan’s Minister for Religious Affairs said, in Karachi, on December 21, the US administration’s decision to freeze the assets of the Lashkar-e-Toiba (LeT) "could be the result of some misunderstanding". While not elucidating on the possible misunderstanding, he added that the LeT should confine its terrorist activities to Jammu and Kashmir and not "indulge in any outside activity, if they are doing so." He said the outfit should clarify that its activities were confined to the "struggle against Indian rule in Kashmir." He also pointed, "I believe they should establish a better public relations machine, something which they lack at the moment." Commenting on Pakistan’s support for terrorist outfits active in Kashmir, he said, "Pakistan supports Kashmiris' struggle inside Kashmir and it condemns all forms of terrorism."

In a letter faxed and e-mailed to the US President, with a copy to Secretary of State Colin Powell, the JKLF Chairman, Amanullah Khan, claimed that Kashmiris were surprised to hear him say that LeT was a Kashmiri-based terrorist organization which it was not. The letter also said that "India itself had forced the Kashmiris to resort to the armed freedom struggle since their 40-year long peaceful movement had failed to persuade New Delhi to fulfil its declarations, made on national and international level to let Kashmiris exercise their inherent, inalienable and nationally- recognized right to self-determination." The letter added that Jammu and Kashmir "should be made an independent country with a democratic, federal and secular system of government, having friendly relations with both India and Pakistan."

"I have decided to step down to save Pakistan from the malicious Indian propaganda and confine my activities to the preaching of religion," he said in a news conference in Lahore. "Lashkar's activities will now be totally confined to Kashmir and we have already shifted all our offices to Kashmir last month," he added. District Superintendent of Police Anwar Zeb Khan told Dawn, a Pakistani daily that no top leader of the Lashkar was found during the raid. "The top leadership has gone into hiding since early this month," he added. He also denied sealing the office premises. Police also raided the office of the JeM, situated on the premises of Masjid-i-Badha, near Sakhi Hasan, news sources added. Similarly, the office of Sipah-e-Sahaba Pakistan (SSP), a sectarian terrorist outfit, located on the premises of Masjid Siddiq-i-Akbar, was also searched by the police. Pakistani Foreign Office spokesperson Aziz Ahmed Khan said in Islamabad, on December 31, that there is no possibility of handing over detained Lashkar-e-Toiba (LeT) chief Hafiz Mohammed Saeed to India. "Nobody has talked about handing him over to India, the arrest is strictly Pakistan's internal matter," he said at a news briefing. Commenting on reports in the Indian media regarding handing over a list to Pakistan of terrorists there, Aziz said the Indian government had not handed over any list of terrorists to the government of Pakistan. "I am not aware of any such list," he said. He welcomed the Indian leaders' statement that arrest of the LeT chief would help ease the situation. He said the arrest of Hafiz Saeed, who has been detained under Maintenance of Public Order, is part of the government's policy to maintain peace and prevent anyone from making inflammatory statements. He said Pakistani security agencies were continuously scrutinising the law and order situation and whenever the need arose they took the necessary steps. Restating Pakistan’s policy on the Kashmir issue, the spokesperson added, "What is happening in held Kashmir is an indigenous struggle for the right to self-determination and not terrorism."
