Lashkar-e-Toiba (LeT) Chief Hafiz Muhammad Saeed, addressing a press conference in Karachi, on August 2, said Pakistan should not allow United Nations (UN) monitors to "use its soil to tighten the noose around the Taliban regime in Afghanistan." He was reacting to the latest resolution of the UN Security Council on Afghanistan that requires the use of monitors, mainly to be based in Pakistan, to monitor and help enforce an arms embargo against the Taliban regime. According to him, "To allow the monitors (to) operate on Pakistani soil would be an un-Islamic act. The government should not allow the American agenda to be fulfilled against our Afghan brethren."

The Lashkar-e-Toiba (LeT) Chief Hafiz Mohammed Saeed said in Karachi, on August 3, that the ongoing visit of the US Assistant Secretary of State Christina Rocca to the region was a ‘conspiracy’ against Pakistan. He observed that her visit was designed to pressurise Pakistan to hold talks with India on the Kashmir issue in line with the American agenda. According to him, "She is here to pressurize Pakistan to accept an American sponsored solution of Kashmir, but I would like to warn that Mujahiddin will not accept any artificial solution of Kashmir."

According to Lashkar-e-Toiba (LeT) Chief Hafiz Muhammad Saeed, an Afghanistan-like scenario is unlikely to emerge in Jammu and Kashmir after the ‘successful conclusion of Jihad’ as all terrorist outfits are united and free from Western influence. Speaking in Karachi, on August 5, he said Pakistani security forces were ‘defenders’ while the terrorists were ‘offenders’ and there could be no room for any objection on the latter's ‘struggle’. Saeed claimed that it was the repeated terrorist attacks that made the US to feel concerned and force India to invite Pakistan for negotiations on the Kashmir issue.

Hafiz Saeed, Amir of the Lashkar-e-Toiba (LeT), speaking in Islamabad on August 11, said that ‘Mujahideens’ would intensify their operations against security forces in Jammu and Kashmir if they tried to enforce Disturbed Areas Act. He said, "Freedom fighters are well equipped to face the Indian forces. We have been fighting them and will force them out". Lashkar-e-Toiba (LeT) Chief Hafiz Muhammad Saeed, while speaking at an Independence Day rally in Lahore, on August 14, said terrorist outfits were about to commence the last round of terrorist operations in Jammu and Kashmir. He also asked President Gen. Pervez Musharraf to resist external pressures, mainly from the USA, to settle the Kashmir issue. According to him, "we are about to launch the last offensive in held Kashmir and will not accept any negotiations and Camp David-like US-sponsored agreement regarding its liberation as India has always backed out from all previous accords." While criticizing the installation of United Nations (UN) monitoring teams in Afghanistan, he added that the government must "give nuclear technology to the Muslim world, make a liaison with it, help create a united Muslim defence and a united nations to rid of the UNO."

Pakistan news sources have reported that the Sindh government has imposed a ban on all Jehadi outfits on displaying their signboards and placing boxes for collecting contributions. A Home Department spokesman said in Karachi that the government had taken notice of the fact that terrorist outfits were displaying their signboards and collecting donations by placing boxes in shops and on roadsides. News sources indicated that the order would apply to all outfits, including those involved in terrorist activity in Jammu and Kashmir. Sources added that these restrictions would affect several terrorist outfits such as the Lashkar-e-Toiba (LeT), Jaish-e-Mohammad (JeM), Harkat-ul-Mujahideen (HuM) and Al-Badar, who have been collecting donations from the local populace for their terrorist operations.

Pakistan-based terrorist outfits active in Jammu and Kashmir indicated, on August 21, that they would resist orders to withdraw fund-raising boxes and sign boards from public places under a crackdown by the Sindh provincial government. Umer Farooq, a leader of the Lashkar-e-Toiba (LeT) said, "we are sitting in our offices and our signboards are very much there." The Lashkar's ‘Information Secretary’ Imran Alam blamed the government for "appeasing the western powers". Harkat-ul-Mujahideen (HuM) leader Hafiz Idrees observed that "can they stop the people from joining Jihad or donating funds even if they remove sign boards and boxes? This is unfortunate as people used to contribute funds voluntarily for Jihad, and we are not very far from victory in Kashmir." The Jaish-e-Mohammad (JeM), in a statement, said that it would continue raising funds for terrorist operations in Jammu and Kashmir. According to a Jaish spokesperson "We have not started Jihad on the order of the government nor can any ruler ask us to stop it."

In a massive crackdown on terrorist outfits, Karachi police on August 22 arrested more than 250 activists, including Lashkar-e-Toiba's (LeT) city chief Shahid Mehmood and released them at midnight on the same day after initial interrogation. Approximately 26 offices of the Jaish-e-Mohammad (JeM), LeT, Harkat-ul-Mujahideen (HuM), Al-Badr and Hizb-ul-Mujahideen (HM) and other groups had been sealed and literature seized. News sources reported that activists belonging to the proscribed outfits––Lashkar-e-Jhangvi (LeJ) and Sipah-e-Mohammad Pakistan (SMP), and certain other sectarian groups were also among those arrested during the police operation. Sources added that the main offices of the LeT, situated in NaganChowrangi, in Karachi and its other offices in the FB Area, Malir and Quaidabad were raided and approximately 50 activists arrested. Police sources claimed that posters, advertisement material, as also a large quantity of literature, objectionable pamphlets and collection boxes were recovered from these offices. These sources also added that the existence of certain new Jehadi outfits like the Lashkar-e-Madina came to light.

Sources said that the police were instructed not to disclose the names of any of the terrorist outfits whose offices were raided. Separately, it was also reported that the top-ranking leadership of the Jaish-e-Mohammad (JeM), Lashkar-e-Toiba (LeT), Harkat-ul-Mujahideen (HuM) and Hizb-ul-Mujahideen (HM) were contacted in Karachi and at their Federal headquarters by senior government officials to inform them that the government had no intention to ban the activities of terrorist outfits. Senior leaders of the Lashkar-e-Toiba (LeT) and the Jaish-e-Mohammad (JeM), whose offices are situated in the Tilak Chari area, said they have rejected the ban and termed it to be "against the basic spirits of Jehad." The announcement was made in Lahore after a meeting of the Punjab Chiefs of seven terrorist outfits, held at the Tehreek-ul-Mujahideen (TuM) office and chaired by Punjab TuM chief Shakilur Rehman Nasir. A joint committee was constituted under TuM Shakilur Nasir to start a dialogue with the Ulemas (religious leaders) and leaders of political parties to apprise them of their ‘responsibilities’ in the present situation. In a joint statement, the outfits said that the government should distinguish between jehad funds collection and extortion. While indicating that terrorist outfits neither possessed illegal arms nor were any of their members involved in sectarian activities they also added "Kashmir Jihad did not depend on the Pakistan government. It would continue till the liberation of Kashmir that amounts to the completion of the Partition formula." Replying to a question about the indication of a ban on all terrorist outfits, they observed that President Gen. Pervez Musharraf had been supporting their ‘cause’ but it was the Interior Minister who was "talking different things and his removal will settle the entire controversy." The outfits also asked the government to reject foreign pressure and prioritise national interests. They said that the government was fulfilling the "wishes of enemies who wanted Mujahideen to get entangled with internal matters and abandon Jihad." The outfits that attended the meeting were the TuM, Harkat-ul-Ansar (HuA), Jamait-ul-Mujahideen (JuM), Hizb-ul-Mujahideen (HM), Lashkar-e-Toiba (LeT), Harkat-ul-Mujahideen (HuM) and Al-Badr Mujahideen. The statement also added that the Jaish-e-Mohammad (JeM) was with them and the decisions had the backing of Jaish’s central leadership.
