Al Qaeda’s leaders have set up cells of engineers to try to shoot down, disable or hijack US drones, The Washington Post reported on September 3 citing top-secret US intelligence documents. The al Qaeda leadership is “hoping to exploit the technological vulnerabilities of a weapons system that has inflicted huge losses against the terrorist network,” The Washington Post said online. “Although there is no evidence that al Qaeda has forced a drone crash or successfully interfered with flight operations, US intelligence officials have closely tracked the group’s persistent efforts to develop a counter-drone strategy since 2010,” the report said, citing the secret documents. The al Qaeda commanders are keen to achieve “a technological breakthrough (that) could curb the US drone campaign, which has killed an estimated 3,000 people over the past decade,” The Washington Post reported. Drone strikes have forced al Qaeda operatives to limit their movements in Pakistan, Afghanistan, Yemen, Somalia and other places.

The second-in-command of the Haqqani Network, Mullah Sangeen Zadran (45), was among those killed in the September 6, 2013 United States (US) drone attack in North Waziristan Agency of Federally Administered Tribal Area (FATA), reported The Express Tribune on September 7 (today). While talking to the media, a local security official confirmed Zadran was killed in the drone strike along with five other suspected militants. Seven others, he added, were injured in the attack. The official said those killed also included three suspected al Qaeda militants. Two of them were identified as Jordanian nationals while the third reportedly hailed from Egypt. The remaining two were local tribesmen, he added. According to locals, some of those killed and injured in the strike were Zadran’s bodyguards. Zadran, hailed from the Zadran tribe in Paktika province of Afghanistan. He was a popular leader among militants and played an influential role in bringing different banned outfits, including the Tehreek-e-Taliban Pakistan (TTP), al Qaeda and the Afghan Taliban, together. In August 2011, the US State Department added Zadran to its list of designated global terrorists. The militant commander had been blamed for a number of attacks on US and NATO forces in Afghanistan. Zadran also appeared in a video alongside US soldier Bowe Bergdahl, who was kidnapped by the Taliban in June 2009.

Additional Attorney General (AAG) Tariq Khokhar on September 11 told a three-judge bench of the Supreme Court headed by Chief Justice Iftikhar Muhammad Chaudhry that missing person Masood Janjua and one Faisal Faraz were killed in an attack by al Qaeda in South Waziristan Agency of Federally Administered Tribal Areas (FATA), reports Daily Times. The court was further informed that there were evidences that the deceased Janjua and Faraz had links with al Qaeda. The AAG told the court that Masood Janjua was not in the custody of Intelligence Agencies. He said that a former Inter Services Intelligence top officer had, in his statement before the inquiry commission probing the missing persons’ case, said that Masood Janjua had links with al Qaeda and had been killed in an attack in Waziristan. Chief Justice Iftikhar Muhammad Chaudhry directed the AAG to present credible evidences to prove this claim. Amna Janjua, wife of Masood Janjua, also appeared before the court and stated that the missing persons’ commission had taken a U-turn after the statements of the Intelligence Agencies. The court directed the AAG to submit a detailed report about the evidences in the case in the next hearing and adjourned the case until September 13 (tomorrow). Khokhar told the three-member bench that according to a statement of former Deputy ISI Director General (DG) Major General (retired) Nusrat Naeem, which he gave on 30 June, 2011, Masood Janjua and Faisal Faraz were in contact with a Pakistani named Tariq, who was working with the United States (US) as an agent of Central Intelligence Agency (CIA). He said that Tariq had arranged a meeting with al Qaeda leader Sheikh Saad Al Misri, who was on the hit list of the CIA. The AAG also said that through Masood Janjua and Faisal Faraz a laptop fitted with a satellite chip was delivered to the al Qaeda leader. When the al Qaeda came to know about the chip they killed Masood Janjua and Faisal Faraz. However, Amina Janjua, who is also chairperson of the Defence of Human Rights, rejected General Naeem’s statement.

An Intelligence Agency detained seven al Qaeda militants from Punjab University Campus in Lahore District on September 11, reports The Express Tribune. The militants include al Qaeda’s suicide squad, their local handler and two of their technical collaborators. Out of seven al Qaeda members, four have taken special jihadi training in Miranshah, headquarters of North Waziristan Agency in Federally Administered Tribal Areas (FATA), while the other three are also experts in different fields with five having expertise in information technology/communication, Improvised Explosive Devices (IED), diploma associate engineer in automobile technology and media coordination. The detained collaborators are local shopkeepers from an electronic market. They allegedly provided the electronic gadgets, used in suicidal missions, according to sources familiar with the matter. From their physical appearance it is clear that some of the detained men are foreigners, though the others are drawn from the provinces of Sindh, Punjab and Khyber Pakhtunkhwa. During the course of interrogation, it was revealed that the squad members had succeeded in preparing an explosive suicide vehicle which is still present in Lahore at an unidentified location with a fake licence plate. Though the vehicle poses a potential threat to citizens, it hasn’t been impounded by Law Enforcement Agencies as yet. A senior serving Intelligence Agency officer, who also led operations in which wanted al Qaeda figures Ahmad Khalfan Ghalani and Naeem Noor Khan alias Abu Talha were arrested, said that Jama’at-e-Islami (JeI) has been directly and indirectly involved in providing accommodation to al Qaeda operatives in Pakistan. Khalid Sheikh Mohammad, supposedly No 3 in the al-Qaeda hierarchy was arrested in March 2004, from the house of a women’s wing leader of the JeI in Rawalpindi District, while another al Qaeda leader Abu Zubaida was arrested in the same year from Faisalabad District, and was given shelter by Jama’at-ud-Dawa (JuD) and Lashkar-e-Toiba (LeT).

Anti-Terrorism Court in Islamabad sent suspected terrorists Hammad Adil and Shaukat Zaman on a 14-day judicial remand on September 19, reports The Express Tribune. Adil was arrested on September 16, 2013, during a raid in the Sabzi Mandi area. The police believe Adil was plotting a car bombing in Islamabad. It was revealed that Adil’s next target was former President General (retired) Pervez Musharraf’s farmhouse in Chak Shahzad. The Police had seized his car in Bhara Kahu in which they found a CNG container filled with 120 kilogrammes of explosive material. Zaman was also allegedly helping a man named Tanveer who is associated with al Qaeda.

The Federal Government on September 19 prepared a new list of 52 proscribed outfits involved in militancy and extremism, according to a British Broadcasting Corporation (BBC) Urdu report quoting sources in the Interior Ministry. A previous list, prepared by the Interior Ministry under former ruling Pakistan People’s Party (PPP), had 23 such outfits. According to the sources, al Qaeda tops the new list. In the previous list, the Lashkar-e-Jhangvi (LeJ) had secured the first place with the Tehreek-e-Taliban Pakistan (TTP) on the second spot.

The alleged Somali mastermind of the attack on a Kenyan mall connected with jihadists while studying in Pakistan and later fought in Afghanistan and Kashmir, Times of India quoting The Washington Post report said on September 26. Mukhtar Abu Zubeyr, known as Godane, earned a scholarship in the 1990s to study in Pakistan, where he "connected with jihadist circles", analysts were quoted as saying by The Washington Post. Godane then travelled to "Afghanistan to train and fight, as well as to Kashmir", the report said. The militant commander, thought to be in his mid-30s, returned to Somalia in 2002 and joined the Islamic Courts Union, an Islamist group that controlled large swaths in the southern part of the country. He held senior positions until late 2006, when the transitional Government drove the Islamists out. Hardliners from the group then formed al-Shabaab, which claimed responsibility for the attack on the Westgate mall in Nairobi that killed 67 people, including three Indian nationals. The report described Godane as "a man of contradictions". He is "bookish, eloquent in both Arabic and Somali, recites poetry and is known to quote from obscure academic journals". However, he also ruthlessly killed most of his rivals to seize control of al-Shabaab, the Somali militia linked to al Qaida.
