States (US) Secretary of State John Kerry while making a remark in an interview with Pakistan state television on August 1 suggested that US drone strikes targeting the Tehreek-e-Taliban Pakistan (TTP) and al Qaeda operatives in Pakistan could end “very soon”, reports Daily Times. It is the first time that such a senior US official has indicated that there could be a definitive end to the programme, which the Central Intelligence Agency (CIA) has in the past called an effective counter-terrorism weapon. When asked by the interviewer whether Islamabad could expect an end to the strikes, Kerry said replied, “I think the program will end as we have eliminated most of the threat and continue to eliminate it.” Asked if a timeline was envisaged for ending the strikes, Kerry said, “Well, I do. And I think the US President has a very real timeline and we hope it’s going to be very, very soon.

The London-based Bureau of Investigative Journalism on August 1 said that its field investigation in Pakistan’s tribal areas appears to confirm that the Central Intelligence Agency (CIA) 2012 briefly revived the controversial tactic of deliberately targeting rescuers at the scene of a previous drone strike, reports The News. It said the tactic has previously been labelled a possible war crime by two United Nations (UN) investigators. A statement said the Bureau’s research confirmed that five ‘double-tap’ strikes took place in mid-2012, one of which also struck a mosque. In total 53 people were killed, and 57 injured. The new study focused mainly on strikes around a single village in North Waziristan - attacks that were aimed at one of al Qaeda’s few remaining senior figures, Abu Yahya al-Libi. He was finally killed by a CIA drone strike on June 4 2012. Congressional aides have previously been reported as describing to the Los Angeles Times reviewing a CIA video showing Abu Yahya al-Libi alone being killed. But the Bureau’s field research appears to confirm what others reported at the time - that al-Libi’s death was part of a sequence of strikes on the same location that killed up to 16 people. If correct, that would indicate that Congressional aides were not shown crucial additional video material. The CIA has rejected the charge. Spokesman Edward Price told the Bureau, ‘The CIA takes its commitment to Congressional oversight with the utmost seriousness. The Agency provides accurate and timely information consistent with our obligation to the oversight Committees. Any accusation alleging otherwise is baseless.’ The Bureau first broke the story of the CIA’s deliberate targeting of rescuers in a February 2012 investigation for The Sunday Times.

The United States (US) State Department, on August 2, said that no timeline could be provided to end drone attacks, reports Daily Times. Briefing the newsmen in Washington, State Department spokeswoman, Marie Harf said that US has made significant progress against core al Qaeda by using drones as counterterrorism tools, “but that as we make that progress the need to use these tools will, of course, be reduced”. She said that Secretary of State John Kerry has reinforced the changes that US expects to take place in the programme over time, but there is no exact timeline to provide. “Obviously, a lot of this is driven by the situation on the ground,” she said. Further, she said that “The goal here is, of course, that as we have success against al Qaeda - which we’ve talked about a lot the success we’ve had in this region of the world against core al Qaeda - that the tool will obviously - we need to use this tactic less going forward, and that’s what the secretary was referencing”. “I have no exact timeline to provide. Again, the secretary was making the point that we have made, as we’ve talked about, significant progress against core al Qaeda in this region, and that we will continue to do so - that they are a shadow of what they once were, and I think he was reinforcing that point,” she maintained.

The State Department says the potential for terrorism is particularly strong in the Middle East and North Africa. It says an attack could occur or come from the Arabian Peninsula. The State Department says in a statement that al Qaida and its affiliated organizations "continue to plan terrorist attacks both in the region and beyond." The travel alert comes a day after the U.S. announced that it would shutter its embassies and consulates throughout the Muslim world on August 4, and possibly longer.

Interpol on August 4 sounded a global terror alert advising its members to increase their vigilance against terror attacks, reports The Times of India. According to the Security Agency, the alert comes following a series of jailbreaks across nine countries, including Iraq, Libya and Pakistan. The agency has advised increased vigilance in August, 2013 which marks the anniversary of terror acts in Mumbai (India), Gluboky (Russia), Jakarta (Indonesia) and the 15th anniversary of the United States (US) Embassy bombings in Nairobi, the capital city of Kenya. With suspected al Qaeda involvement in several of the prison breakouts which led to the escape of hundreds of terrorists, Interpol has called for assistance from its 190 member countries to determine whether the "recent events were coordinated" as part of a larger terror plot. "They are requested to alert the relevant member country and the secretariat headquarters if any escaped terrorist is located or intelligence developed which could help prevent a terrorist attack," it said.

He said “such attacks are always carried out with involvement of two type of groups, one which plans and the other which executes”. The Interpol said on August 5 that it suspected al Qaeda was involved in the raid and in other prison breaks in eight countries, including Iraq and Libya. Al Qaeda and TTP have close ties and the link was under scrutiny in the jailbreak probe.

Army troops were deployed at prisons across Khyber Pakhtunkhwa, including Central Jail Peshawar where Dr Shakil Afridi and important Taliban militants are imprisoned, Daily Times reports on August 7. The deployment came in the backdrop of Tehreek-e-Taliban Pakistan (TTP) attack on the Dera Ismail Khan jail on July 29. Haripur jail in northern Hazara division is also under threat and the military has taken responsibility to guard it against attacks from militant groups, said senior Government officials. The current arrangement is for a short period of time and the Army’s deployment aims at strengthening security measures. “Every prison is under security threat. However, Peshawar prison is the top target as it houses Dr Shakil Afridi, who the militants want to kidnap for his role in tracking al Qaeda chief Osama bin Laden,” the official said. Peshawar prison is also a potential target for militants because of the presence of Maulana Sufi Mohammad, the chief of the Tehrik Nifaz Sharia-i-Muhammadi (TNSM).

The US on August 6 blacklisted Bahawal Khan, the new leader of Mullah Nazir Group, reports The News. The State Department announced that it had added Bahawal Khan’s name to its list of specially designated global terrorists. Bahawal Khan is reported to be aged 34 and an illiterate former bus driver. That step freezes any assets he may have in US jurisdictions and bars Americans from any transactions with him. The department said that Khan runs the Nazir Group, which has run training camps, dispatched suicide bombers, provided safe haven for al Qaeda fighters and conducted cross-border operations in Afghanistan since 2006.

The US Government on August 8 ordered the evacuation of non-essential staff from its consulate in Lahore due to the threat of attack, with the State Department also warning US citizens not to travel to Pakistan, reports The Express Tribune. “The Department of State ordered this drawdown due to specific threats concerning the U.S. consulate in Lahore,” said a travel warning posted on the Department of State’s website. The warning in Lahore comes two days after Washington evacuated some diplomats from Yemen and told its nationals to leave that country immediately. The United States shut nearly two dozen missions across the Middle East after a worldwide alert on August 2, warning Americans that al Qaeda may be planning attacks in August, particularly in the Middle East and North Africa. The Lahore warning noted that “several foreign and indigenous terrorist groups pose a potential danger to U.S. citizens throughout Pakistan”.

The conspiracy was unearthed after a militant of the Tehreek-e-Taliban Pakistan’s (TTP) Punjab Chapter, identified as Muhammad Usman, arrested on suspicion, revealed they had completed their reconnaissance and had chalked out a plan to abduct the Chief Minister. During the course of investigation Usman revealed that Ubaid alias Qari Muhammad Imran Group and Aslam Yasin alias Osama Group, ‘commanders’ of Punjabi Taliban, had planned to abduct Shahbaz Sharif to release their accomplices detained in high-profile cases of terrorism in different jails of the country, particularly in Punjab. ‘Commander’ Ubaid and Aslam Yasin were based at Miranshah in the North Waziristan Agency of FATA, and had also links with the al Qaeda; sources quoted Usman as telling investigators.

The United States (US) Treasury on August 20 set economic sanctions on a madrassa (seminary) in the provincial capital of Khyber Pakhtunkhwa, for acting as training and recruiting base for al Qaeda, Taliban and the Lashkar-e-Toiba (LeT)), reports The Express Tribune. The Treasury said that the Taleem-ul Quran Ganj Madrassa in Peshawar was being used as training and recruiting base by these militant groups. The head of the madrassa, Fazeel-a-Tul Shaykh Abu Mohammed Ameen Al-Peshawari, known as Shaykh Aminullah, has been a US and United Nations-designated terrorist since 2009, for his support for al Qaeda and the Taliban. But it was the first time a madrassa has been the target of sanctions, which forbid any Americans from having any business interaction with it, and freeze any of its assets that come under US jurisdiction. “Today’s action is the first designation of a madrassa that is being abused by terrorist organisations,” the Treasury said in a statement. Meanwhile, reacting to the ban imposed by the US, the administration of the madrassa said they feel the sanctions are “unjustified and uncalled for”, reports Dawn. An administrative council member of the madrassa, who wished not to be named, said that Aminullah was just a teacher at the madrassa and had left it almost eight months ago. There was no information about him after he was put on the wanted list in November 2012, he added.

Top-secret documents provided to The Washington Post by former National Security Agency (NSA) contractor Edward Snowden, make brief references to the bin Laden operation. The disclosures about the hunt for the founder of al Qaeda are contained in classified documents that detail the fiscal 2013 "black budget" for US Intelligence Agencies, including the NSA and the Central Intelligence Agency (CIA). The NSA was able to penetrate guarded communications among al Qaeda operatives by tracking calls from mobile phones identified by specific calling patterns, the budget shows. Analysts from the CIA pinpointed the geographic location of one of the phones and linked it to the compound in Abbottabad District of Pakistan’s North-western province of Khyber Pakhtunkhwa, where other evidence suggested bin Laden was hiding. Also playing a role in the search for bin Laden was an arm of the NSA known as the Tailored Access Operations (TAO) group. TAO "implants" enabled the NSA to collect intelligence from mobile phones that were used by al Qaeda operatives and other "persons of interest" in the hunt for bin Laden.

He said the Government was exploring all options to restore lasting peace in the country and was in contact with Taliban at different levels. He endorsed a statement made by Jama’at Ulema-e-Islam-Fazlur Rehman (JUI-F) Chief Maulana Fazlur Rehman that a formula had been chalked out for holding formal talks with Taliban within a month. “Maulana Sahib is a responsible person and whatever he said is correct,” Information Minister added. The Information Minister did not say at what level talks had been initiated and with which group of militants. But, he said the Government was ready to negotiate with any group of Taliban interested in holding talks. “I cannot say with which group of Taliban we are holding talks because today we are talking with two groups and if another group wants to join we will welcome it too,” he said. Rashid said the Government’s main objective was to restore peace and it would do everything possible to achieve that. “We have to rid the country of the menace of terrorism for which all options would be utilised.” Meanwhile, a senior Taliban leader confirmed that initial contacts between the militants and the Government had been made. He told the British Broadcasting Corporation (BBC) Urdu Service that the talks encompassing a wide range of issues including prevention of sectarian violence and snapping of ties with al Qaeda and Lashkar-e-Jhangvi (LeJ) had been held.
