Adviser to the Prime Minister on Interior, Rehman Malik, has said that the Tehrik-e-Taliban Pakistan (TTP) was a new face of al Qaeda, according to The News. "We have no doubt in our minds now that al Qaeda and the Tehrik-e-Taliban are one and the same thing. The nexus between the TTP and al Qaeda is there and their activities are continuing. We are left with no option except to strike against them in Bajaur. When we tried to establish one post they fired at and killed our people," Rehman Malik told representatives of foreign media at a special briefing arranged at the Interior Ministry in Islamabad on September 1-evening. He said the prime minister has given a three-pronged strategy to deal with the problem and dialogue and negotiations is one of them. However, he made it clear that the Government would enter into negotiations with only those who would abide by the law and not side with the lawbreakers. "To a great extent it is working," he claimed. He disclosed that Maulvi Namdar, the commander of a banned organisation, was killed while three groups, which were involved in militant activities in Bara, were banned. The TTP has also been banned, he told the foreign media. Malik said the Government has suspended operations against the militants and extremists but only for the holy month of Ramazan, mainly to facilitate the displaced people from these areas to go back to their homes. "But that does not mean that if somebody fires from that side we will not react. If there is one fire we will fire back nine times and we will make sure that it continues. If we noticed any training activity, any re-grouping, any firing at any police officer, Army personnel or a civilian, we will react," Malik warned. He said the Government has not signed any deal or entered into any agreement with these militants. "Not a single agreement is signed with anybody because we do not want to encourage these militants. There have been many requests, aired by these militants publicly (on electronic media) for ceasefire but we have not done it. We will continue (the operation) and ensure all possible steps to make Pakistan free of terrorism," he said.

The army claimed on September 1 that it had routed Taliban militants in Bajaur, killing 560 Pakistani and foreign fighters and foiling a push to make Bajaur into a militant fortress. Major General Athar Abbas, the chief of ISPR, told a western news agency that 20 SF personnel had died and 30 were missing. "In our view, the back has been broken… Main leaders are on the run and the people of the area are now openly defying whatever the militants had achieved there," he said. He also said many foreigners were reportedly in Bajaur before the operation, but that many had probably fled to Afghanistan or other parts of the NWFP and that the operation had turned up no trace of al Qaeda leaders Osama bin Laden and Ayman al Zawahiri.

At least 20 people, most of them women and children, were killed in an assault by US-led coalition forces on a village near the Afghan border on September 3, Dawn reported. The attack comes amid an increase in the number of missile and predator attacks on suspected al Qaeda hideouts in Waziristan in recent days. It was, however, the first known ground assault of its kind. According to people in Musa Neka Ziarat in South Waziristan, three US helicopters landed in the plains at around 4am, troops disembarked from them and attacked a house, killing 10 people. They said that two children, three women and five men were killed in the attack on the house of one Payo Jan Torjikhel. A woman survived the indiscriminate shooting, they said. The troops then opened fire on villagers who had come out of their homes, killing another 10 people. The victims, including three children and two women, belonged to the families of Faiz Mohammad and Nazar Jan. Payo Jan and Nazar Jan were also killed. Local people said Payo Jan and the two other families had no association with militants. There were unconfirmed reports that the International Security Assistance Force (ISAF) troops had also captured some people and taken them to Afghanistan.

"They must continue." The newspaper claimed that for more than six years, the Bush administration relied on Pakistan to combat the militants but it only strengthened the Taliban and al Qaeda networks in FATA. The policy, the Post said, also led to a steady increase in Taliban assaults on US and NATO forces in Afghanistan while US intelligence community believed that al Qaeda was using its bases to prepare for new attacks on Western targets, including the US. "By now it is clear that Pakistani army and security forces lack the capacity to defeat the extremists — and may even support some of the Taliban commanders," the paper claimed, adding, "Pakistan’s army has arranged truces with some of the extremists that don’t preclude them from fighting in Afghanistan."

Sources close to the tribal militants told The News that the two Arabs were identified as Jiran, the al-Qaeda commander, and Sabri while the name of the militant commander from the Punjab could not be ascertained. An unnamed senior militant commander, said all the three men were sitting in a vehicle parked in front of a mud-built house in Baghar village near Angoor Adda when two US drones fired four Hellfire missiles, killing them and four others staying in the house. He said Jiran was appointed as al-Qaeda’s operational commander for a particular region in Afghanistan following the death of senior al-Qaeda commander Abu Imam while fighting the US forces near Bagram in Afghanistan three months ago. "Jiran was a senior operational commander and was mostly living in the border areas between Afghanistan and Pakistan. He used to change his locations due to continuous surveillance by the US spy planes on the border villages," said the tribal militant commander.

Highly placed sources said that foreign al Qaeda and Taliban fighters are ‘infiltrating’ into Bajaur from Afghanistan to join their colleagues in the crucial battle for survival in the face of an all-out military action. "Foreign militants are leading the fight against the army. The army action is beyond the local combatants’ capacity and they need hardened and well-trained foreign militants," said the sources. The foreign Taliban and al Qaeda – Arabs, Chechens, Uzbeks and Afghans – are being led by an Afghan commander, Qari Ziaur Rehman. "He (Rehman) is leading the fight and he is calling for reinforcement from across the Afghan border," said the sources, adding, "He is leading the whole show. He carries a lot of clout among foreign militants who mostly engage the Americans inside Afghanistan."
