The White House said on December 3 that it agreed with the bipartisan congressional commission’s report that Pakistan was closest to the intersection of nuclear weapons and terrorism. “I have no reason to disagree with it,” said White House Press Secretary Dana Perino when asked if the White House agreed with the report. The bipartisan Commission on the Prevention of Weapons of Mass Destruction Proliferation and Terrorism reported earlier on December 3 that if there was a WMD attack on the United States, it would originate in Pakistan. “Were one to map terrorism and weapons of mass destruction today, all roads would intersect in Pakistan,” and that “the focus of US policy should be to help Pakistan achieve political and economic stability,” the report said. The report observed that while Pakistan was a US ally, “there is a grave danger it could also be an unwitting source of a terrorist attack on the United States—possibly using weapons of mass destruction.” The commission urged the next administration and Congress to pay particular attention to Pakistan, “as it is the geographic crossroads for terrorism and weapons of mass destruction… Indeed, the border provinces of Pakistan today are a safe haven, if not the safe haven, for al Qaeda.” The report estimated that Pakistan has about 85 nuclear weapons, which are under the complete control of the Pakistan military. Though most US and Pakistani officials assert that these weapons and their components were safe from inside or outside theft, “the risk that radical Islamists—al Qaeda or Taliban—may gain access to nuclear material is real,” the report claimed. “Should the Pakistani government become weaker, and the Pakistani nuclear arsenal grow, that risk will increase. With each new facility, military or civilian, comes added security concerns,” the report said. It added that the risk of a WMD attack being planned and executed from Pakistan’s northwest frontier area is growing, as that area continues to function as a safe haven for al Qaeda.

Pakistan's former Inter-Services Intelligence (ISI) chief Hamid Gul said in Islamabad on December 7 that the United States wants him on a United Nations (UN) list of people and organisations linked to al Qaeda and the Taliban, Dawn reported. Lieutenant-General Hamid Gul told Reuters the US moves against him began several weeks ago. Gul said Pakistani foreign ministry officials had confirmed to him the United States was trying to put him on the UN list. He said he had asked his Government for support, adding “I don't know why America is so much after me.” Lou Fintor, spokesman for the US embassy in Islamabad, said he had no information, and added it was Government policy not to comment until action had been taken either by the UN or the US Treasury's Office of Foreign Assets Control.

A United Nations (UN) Security Council panel declared on December 10 that Jama’at-ud-Da’awa, a Pakistan-based charity, is a front group for Lashkar-e-Toiba (LeT), the terrorist group accused of orchestrating last month's attacks that killed 195 persons in Mumbai. AP reported that the panel said Jama’at-ud-Da’awa is a front for the LeT and now subject to UN sanctions on terrorist organizations. The panel also designated four men linked to the Mumbai attacks as terrorists subject to sanctions, The News reported. The four men are believed to hold leadership positions in the LeT. Designated as terrorists subject to UN sanctions were LeT chief Hafiz Mohammed Saeed, ‘operations commander’ Zaki-ur-Rehman Lakhvi, Haji Muhammad Ashraf, its chief of finance; and Mahmoud Mohammad Ahmed Bahaziq, a financier with the group. The Security Council's al Qaeda and Taliban sanctions committee added them to its list of terrorists subject to the assets freeze, travel ban and arms embargo under a council resolution adopted this year. The U.S. Treasury Department last week designated the men as terrorists and ordered any U.S. assets frozen. India had pressed the Security Council for sanctions against Jama’at-ud-Da’awa on December 9, contending along with the U.S. that it is a front for the Lashkar. Since 2005, the sanctions committee has considered the LeT to be a terrorist group affiliated with al Qaeda. The United States and European Union also have sanctioned the group. Meanwhile, Saeed continued to deny links with the LeT. "No Lashkar-e-Toiba man is in Jama’at-ud-Da’awa and I have never been a chief of Lashkar-e-Toiba," he told Geo Television on December 10. The UN sanctions panel also described a number of trusts and foundations as aliases for the al-Rashid and al-Akhtar trusts, which have raised funds for Lashkar. According to the panel, the al-Rashid Trust can be equated with the al-Amin Welfare Trust, al-Amin Trust, al-Ameen Trust and al-Madina Trust. The al-Akhtar Trust aliases, the panel said, are Pakistan Relief Foundation, Azmat-e-Pakistan Trust and Azmat Pakistan Trust.

Rangzieb Ahmed (33) was described by prosecutors as a key link between British recruits and al Qaeda leaders. He and co-defendant Habib Ahmed (29) were found guilty of possessing diaries which had names and phone numbers of suspected leading al Qaeda operatives, including Hamza Rabia, believed to be a former top al Qaeda leader. It was stated that they were part of an active al Qaeda cell working on an unknown foreign mission.

Pakistan on December 30 suspended supplies to more than 65,000 NATO and United States troops in Afghanistan when Security Forces imposed curfew in and around Jamrud tehsil (revenue division) of Khyber Agency to initiate a military operation against the Taliban, Daily Times reported. Two militants were among five people killed on December 30 in the joint operation by military and paramilitary forces. "We have launched crackdown against people creating disturbances, and army, paramilitary and levy force is jointly conducting the operation," Khyber Chief Administrator Tariq Hayat told reporters in Peshawar. Hayat also said the operation was targeting six Taliban-linked organizations. "This operation will continue as long as all targets are achieved," he stated. According to him, the operation was aimed at putting a stop to both attacks on NATO supply vehicles and a spate of kidnappings for ransom in the FATA, where the Taliban and al Qaeda are active. Troops had already seized a large quantity of arms and ammunition in a raid on a warehouse in Jamrud, Hayat said, adding that a complete curfew had been imposed on the area, with paramilitary troops patrolling the streets. The early-dawn operation followed recent Taliban activities, which attempted to cut off supply lines to international forces in Afghanistan and threatened Peshawar’s security. "Helicopter gunships pounded suspected hideouts of the Taliban and their local facilitators while ground forces with tanks and heavy artillery provided backup," residents of Jamrud told Daily Times. Troops shelled Taliban strongholds in the Ghundi, Sakhipul, Tedi bazaar, Shah Zaman Kalay and Ghuriza areas of Jamrud. "Five people were killed," political administration officials said, but did not provide details. Local residents said three civilians, including a child, were killed in an area close to Tedi bazaar and Ghuriza by the shelling. Local residents said the militants put up little resistance to the operation. "There was some resistance by members of an organisation, but there was no resistance at all by the militants who appear to have left the area much earlier than the operation started," the residents said. Reuters reported NATO spokesman in Kabul Captain Mark Windsor as saying that the supply blockade "will not have a major impact, for it is temporary and we have stocks and supplies. Overall, it will be a good thing."
