The chief of his own faction of Jamaat-e-Ulema-e-Islam, Maulana Fazlur Rehman said in Khairpur that Taliban supporters are ready to take possession of the country's airports. According to him, "If the government offers Pakistan soil for attacks on Afghanistan, they will capture them." He also opined that the Taliban regime was spreading the ‘message of love and peace’, and not terrorism. While claiming that Osama bin Laden was not involved in the September 11-terrorist attacks in the USA, he also alleged that the Israeli intelligence agency Mossad was responsible for the same.

Foreign Minister Abdul Sattar, in an interview to CNN on October 3, said the US had presented ‘very impressive evidence’ of bin Laden's involvement in the September 11-terrorist attacks. However, he added that Pakistan would not sit on judgement on the issue. Sattar said Pakistan had been shown 20 pages of documents, besides being given an oral presentation. He observed that the US Administration should publicise the evidence for the world to see. According to him, "The US should be confident that it has impressive evidence, but Pakistan would not sit in judgement."

Pakistan Foreign Office spokesperson Riaz Mohammad Khan said, in Islamabad, on October 3, that the US Administration had passed on to Pakistan some more evidence of Osama bin Laden and his Al Qaeda group's involvement in the September 11-terrorist attacks in the US. The government has referred the evidence to experts for examination. Commenting on whether the US had provided any evidence against the Al Rasheed Trust (ART), whose bank accounts have been frozen, the spokesperson said the name of the ART figured in the list of organizations that had allegedly been providing finances to bin Laden. The Pakistani government, he indicated, was in contact with US authorities for evidence against the ART.

Foreign Office spokesperson Riaz Muhammad Khan said, in Islamabad, on October 4, the US provided sufficient evidence against Osama bin Laden to indict him in a court of law. He also indicated that investigations against bin Laden were still continuing and Pakistan expected that the evidence shared with it would be supplemented by additional material. Replying to a question regarding sharing the proof with the international community, he said they had not been requested to share the evidence with anybody. The spokesperson observed that the evidence shared by the US did not contain any reference to the Al Rasheed Trust (ART) whose accounts had been frozen by the government following a determination by the US that the ART, with 26 other organizations, had been a source of funds for bin Laden and his Al Qaeda group. He added that Pakistan had asked the US Administration to provide evidence against the ART, which, it believed, was primarily a charity organization working for the welfare of Afghan refugees.

According to Pakistani news reports, various religious groups have commenced enlisting Jehadis to fight alongside Taliban troops in case of a US attack on Afghanistan. Chief of his own faction of Jamaat-e-Ulema-e-Islam (JuI) Maulana Fazlur Rehman, while speaking at a rally in Rawalpindi, on October 5, ordered his party to start recruiting terrorist cadres. He said, "All JUI chapters should start enlisting trained people to fight with the Taliban on Afghan soil, if they are attacked." While rejecting US claims that they had proof against Osama bin Laden, he added, "A few documents cannot be considered as proof. They should produce evidence before a court, if they had any." The government has, however, banned recruitment of people for jihad in Afghanistan. News reports also indicated that the government had already informed the Taliban admsinistration that nobody from Pakistan would fight against the Northern Alliance, as it was their internal battle and not Jehad. Besides, no Pakistani would be allowed to get any sort of training in Afghanistan.

Jamaat-Ahle-Hadith Secretary General Mian Abdul Haleem Janbaz, in an interview to The News, a Pakistani daily, warned all religious leaders, especially those of the PADC, against starting a civil war in the country. According to him, "Demonstrations against the government decision to support world community against terrorism are badly damaging the national integrity, and pushing the country towards a civil war." Commenting on the Fatwa (religious edict) of Jehad issued by top ulema (religious leaders) of the country, Janbaz said, "We don't honour that Fatwa. It has been a common practice of religious leaders to issue Fatwas for their personal benefits. The same ulema had issued Fatwa in support of the US when Iraq invaded Kuwait. I know many molvis who issued Fatwas justifying crimes for the sake of promotion of the cause of their parties." He also indicated that that the Osama bin Laden ‘issue’ should be solved by constituting a high level tribunal comprising top Muslim and Christian religious scholars, which would decide about his handing over to the US after reviewing the proofs against him.

Jamaat-e-Islami (JeI) Chief Qazi Hussain Ahmed said the government has no legal or moral right to declare Osama bin Laden as a terrorist on the basis of evidence provided by the United States because he was not being tried in a court of law. Stating this at the Multan airport on October 5, Qazi Ahmed indicated that the United Nations (UN) General Assembly should take appropriate steps to protect the sovereignty and independence of its member-states. He added that the UN should grant membership to the Taliban-regime so that it could present its viewpoint on the ‘allegations’ levelled against it. Commenting on the US response, Qazi said, "The US was terrorising the whole world, which is the worst form of terrorism. Osama was declared a great freedom fighter by the United States during the Afghan war, but now he was being branded as a terrorist, which is great injustice."

The United States, on October 5, re-designated 25 groups as foreign terrorist organizations under US law. In the list released by Secretary of State Colin Powell, the Harkat-ul-Mujahideen (HuM), a Pakistan-based terrorist outfit, remained. A fresh issuance of the list of terrorist outfits, which includes Osama bin Laden's Al Qaeda, became essential as the initial designation of these groups made in 1977 and later in 1999 is due to expire on October 8. Powell said, by redesignating them as foreign terrorist organizations, the US was continuing measures against these groups in accordance with the provisions of the Anti-terrorism and Effective Death Penalty Act. The Act makes it illegal for persons in the US or subject to US jurisdiction to provide material support to terrorist groups, and requires US financial institutions to block assets held by them. It also enables the US to deny visas to representatives of these groups.

A Foreign Office spokesperson said in Islamabad, on October 7, that Pakistan regretted that all diplomatic efforts to convince the Taliban leadership to respond to the international demand to turn in Osama bin Laden did not succeed resulting in military action being launched against the regime. In a statement, he said Pakistan did whatever it could to convince the Taliban leadership of the gravity of the situation and to take the right decision in the interest of the Afghans. Pakistan President Pervez Musharraf said, in Islamabad, on October 8, that the US-led military strikes against the Taliban regime would be short and targeted to eliminate the terrorist camps of the Al-Qaeda outfit. According to him, "I am reasonably sure that military action is carefully targeted which is expected to be short and will lead to a political dispensation in Afghanistan." Musharraf, while supporting the air strikes against the Taliban, said the strikes were inevitable and were a consequence of the "unwise policies of the Kabul regime". He also indicated that no airbases of Pakistan were used by the US-led coalition to launch strikes. The President said, "We did provide them airspace, logistics and shared information with them as was earlier promised by Pakistan." Commenting on Osama bin Laden, he observed, "While we are supporting the removal of terrorist camps and removal of Osama bin Laden from Afghanistan, we will continue to make efforts to bring peace to that country and our efforts at this stage will help the international community." Official sources said no untoward incident was reported from anywhere in Lahore. The main rally was organised by the Jamaat-Ulema-e-Islam (Fazlur faction) following a call given by the Pakistan-Afghan Defence Council (PADC) at Chauburji. Activists and leaders of all the 25 component parties of the PADC participated in the rally. The leaders termed America as the "biggest terrorist in the world" and condemned it for what they said launching an offensive against the Muslim Ummah under the pretext of fighting terrorism. News sources said that the US officials had reportedly warned President Musharraf of the impending order against the Rabita Trust and encouraged him to disassociate himself from what they described as its founder's links to Al Qaeda. Reports indicated that the Rabita Trust has ‘helped’ resettle refugees from Bangladesh to Pakistan for the past three decades. It had President Musharraf, among many other prominent Pakistani philanthropists, on its board. The main charge against the Trust is that its Secretary-General, Wael Hamza Jalaidan, was allegedly an original founder of Al Qaeda along with Osama bin Laden. He is also described as the ‘logistics chief’ of Al Qaeda. Jalaidan lived in Arizona in the early 1980s and headed an Islamic centre there before joining bin Laden in the fight against the Soviets in Afghanistan. Rabita Trust is also reportedly affiliated with a Pan Islamic organisation Rabita Alam-e-Islami, which is known in different countries with different names.

Rabita Trust is a charity organisation whose assets have been frozen by the US because of its links with Osama bin Laden and his Al Qaeda organisation. Ziaul Haq was its founding chairman and the Trust had as its aim the organising, repatriation and rehabilitation of stranded Pakistanis from Bangladesh. The clarification was reportedly provided in the wake of a report published in a section of the press on October 14 stating that President Pervez Musharraf was a patron of the Rabita Trust. The spokesperson clarified that the post of Chairman of the trust being an ex-officio position had been with the Prime Minister and after assuming the post of chief executive, Musharraf had became the Chairman of the Trust, but never presided over any of its meetings. He also said that President has ordered an audit of the Trust’s accounts by a private firm to ascertain if its funds were being used for purpose other than the repatriation of stranded Pakistanis from Bangladesh. The Auditor General of Pakistan is also reportedly carrying out an audit of the Trust’s accounts. The spokesperson observed that the Rabita Trust is a bilateral organisation and its governing body comprises equal number of members from the government and Rabita Alam Al-Islami. Rabita Alam Al-Islami had contributed Rs 50 million while the share of the government was Rs 250 million at the time of establishment of the Trust, he added.

Commenting on the US proscription of two Pakistan-based terrorist outfits, the Harkat-ul-Mujahideen (HuM) and the Jaish-e-Mohammed (JeM), he described that it would not affect the ongoing terrorist activity in Jammu and Kashmir. He stated, "However, such decisions would further intensify the resentment and flare up the sentiments of entire Muslim world against US."
