According to media reports of December 6, the Central Intelligence Agency (CIA) of USA has given a list of six more nuclear scientists to the Pakistani government whom it wants to probe on suspicion of having links with Osama bin Laden's Al-Qaeda Network or another group, the Ummah Reconstruction led by Sultan Bashiruddin Mahmud, who is already under detention. The issue was reportedly discussed between President Pervez Musharaff and the CIA's Director John Tenet during the latter's recent visit to Pakistan. Media sources added that two of the six scientists, Suleiman Asad and Muhammad Ali Mukhtar are directly related to the country's nuclear programme, and have been working in the Kahuta Research Laboratories (KRL) for last few years. Reports have indicated that currently, the two scientists are in Myanmar.

Pakistani authorities on red alert against infiltration from Afghanistan by cadres of Osama bin Laden’s Al Qaeda network reportedly arrested 20 suspected foreign mercenaries, mostly Arabs, trying to enter Pakistan. Five of those arrested were suffering from injuries, inflicted either in fighting in southern Afghanistan’s Kandahar province or during US bombing raids in the area, an Interior Ministry official said. The arrests were made over the past three days in the Chaman border area, the official said. Among those arrested were two Turks and four Macedonians.

He said US Foreign Secretary Colin Powell had confirmed in his statement that bin Laden was not in Pakistan and nobody knew his whereabouts. Media sources indicated that the Arabs, majority of them Yemenis, were arrested four kilometers inside Pakistani territory by personnel of the paramilitary Kurram Militia. A New York Times report quoting Western and Pakistani official sources indicated, on December 18, hundreds of Al Qaeda and Taliban terrorists have slipped across the Afghan border and evaded the Pakistan Army to disappear into remote tribal areas. The officials said many terrorists had crossed into Pakistan through the frozen mountain passes and trails south of the Tora Bora region, avoiding the heaviest deployments of Pakistani troops. These cadres are reported to have blended in with Pashtuns on the Afghan-Pakistani border. Anti-Taliban commanders in the Tora Bora region have indicated that 500 to 1,000 Al Qaeda and Afghan Taliban cadres had disappeared into Pakistan.

Osama bin Laden could seek refuge in Pakistan as the US forces intensified operations in Afghanistan to capture him, US special envoy to Afghanistan James Dobbins said. "We certainly regard it as likely that bin Laden and certainly other Al-Qaeda elements will try to cross the border into Pakistan as they are pursued," Dobbins said in Islamabad on December 18. While pointing that it was impossible to prevent some members of Al Qaeda from escaping into Pakistan, he added Pakistan had moved troops to its border with Afghanistan to prevent bin Laden from entering the country.

A Pakistani news report said two top Pakistani officials claimed on December 19 that Afghanistan's Northern Alliance handed over 110 arrested Pakistani Taliban cadre to India for interrogation. The unnamed Pakistani officials alleged that India was planning to use the Pakistanis who fought with Osama bin Laden's Al Qaeda terrorist network to defame its neighbour. The Pakistani officials said India sent an aeroplane to Afghanistan's Bagram air base, 40 kilometers north of Kabul, on December 5 to pick up the Pakistanis, who had been detained by the anti-Taliban Northern Alliance. The report added these Pakistani prisoners are to be divided into several groups and presented as saboteurs by creating incidents of violence in India in an attempt to implicate Pakistan.

According to Pakistani media reports, approximately 15 persons, including six security force personnel, were killed on December 19 when Al Qaeda terrorists, being transported to Kohat by Pakistani security agencies, seized weapons and opened fire in the Kurram Agency area. Seven Al Qaeda cadres were also killed and six Pakistani nationals injured in the encounter. According to an official press release, 156 Al Qaeda terrorists arrested by the law enforcement agencies at the Pakistan-Afghanistan border in Kurram Agency were being transported to Kohat in three buses and two trucks. The captives of a bus reportedly snatched weapons from some of the security force personnel and attempted to take control of the bus. Consequent to the encounter, 20 Al Qaeda terrorists also managed to escape from the site. Official sources said the arrested terrorists are nationals of Saudi Arabia, Yemen, Tunisia, Turkey, Algeria, Jordan, Kuwait, Bahrain, Bangladesh, Tajikistan, Iraqi, Sudan, Syria, Egypt and Morocco. Also among them is a French national of Arab origin identified as Abde Aziz Talabi and another Arab with a Swedish passport identified as Mehdi Mohammad Ghazali. They are reported to be staunch supporters of Osama bin Laden. With these, the death toll in the December 19 clashes following an attempt by the Al Qaeda detainees to escape has risen to 18. The UTN is headed by Bashiruddin Mahmood, a Pakistani nuclear scientist, who was arrested on October 23, 2001, from Islamabad along with his associate Abdul Majeed (arrested in Lahore) for their alleged links to Osama bin Laden’s Al Qaeda network. While condemning the December 13- terrorist attack on the Indian parliament, he added that the LeT was a "stateless sponsor of terror." Neither group targeted by President Bush is believed to have assets in the United States, US officials said.

The son of the nuclear scientist said in Muzaffarabad that a decision to freeze the groups' assets would be wrong. "This is shocking news for us… This is a wrong action. "They should not have taken it", Bashiruddin Mehmood's son, Asim Mehmood, said in an interview. The government is reported to have sent details of these accounts, including that of the Afghan Embassy in Islamabad, to US authorities. Reports indicate that the policy of freezing accounts at intervals has given sufficient time to most of these account-holders to withdraw their money.
