A Pakistani official has denied that there is a link between the Government and the Taliban, according to Daily Times. Shafqat Jalil, the press counsellor at Pakistan's permanent mission to the United Nations (UN), wrote in a letter published by the newspaper on February 7 that the attempt to link the Taliban to Pakistan's domestic political situation was based on "incorrect information". He wrote, "President Gen Pervez Musharraf is known for his moderate disposition, and has time and again rejected extremism and fundamentalism... There is no alliance with pro-Taliban forces in parliament. The ruling coalition government led by Prime Minister Shaukat Aziz represents moderate political forces." "We have made several proposals for checking cross-border movement, including the return of Afghan refugees, selective mining and fencing of the Pak-Afghan border. We've also requested equipment for strengthening monitoring on both sides of the border. These proposals unfortunately have not been accepted by the quarters concerned. Defeating Al Qaeda requires foremost that our assessment be acknowledged firmly in sound empirical judgment and not blinded by conjecture," he wrote further.

US Defence Secretary Robert Gates on March 7 said that the Taliban and al Qaeda are using Pakistan's tribal areas, particularly North Waziristan, to regroup, according to Daily Times. "I would say the Taliban and Al Qaeda have been able to use the areas around, particularly North Waziristan, to regroup and it is a problem. Joint Chiefs of Staff Chairman Gen Peter Pace told Chicago Tribune, "It is proper for us to point out to President Musharraf that people are continuing to come across the border." He also said that a controversial treaty that President Musharraf signed with tribal chiefs in North Waziristan had not produced the results that the Pakistani leader hoped it would in reducing cross-border attacks by Taliban and al Qaeda insurgents. Under the treaty, Pakistan withdrew its troops from the area in exchange for a vow by the tribal leaders to help fight militants.

Two senior US officials –- the secretary of defence and the military chief -– have once again accused Pakistan of allowing the Taliban and al Qaeda to continue their activities in Federally Administered Tribal Areas (FATA), according to Dawn. "Taliban and Al Qaeda are both using some of the wild areas on the Pakistani side of the border as havens," said Defence Secretary Robert M. Gates in an interview to the Pentagon television channel, adding, "There clearly is a problem along the Pakistani border. Now, we're working with the Pakistanis to try and deal with that problem."

A Pakistani official denied on March 18 that Pakistan was playing a “direct role in arming and financing” the Taliban, according to Daily Times. M. Akram Shaheedi, Press Minister at the Embassy of Pakistan in Washington, in a letter in New York Times took exception to an article run by the newspaper on March 11 that included the accusation. “The Taliban and Al Qaeda are killings our citizens and soldiers and nearly assassinated Pakistan’s president and prime minister. So how can our intelligence agency ‘play a direct role in arming and financing’ the Taliban?” he wrote. Shaheedi also disagreed with the newspaper article which said that President Pervez Musharraf “has regularly brokered agreements” with Islamists “in the provinces”. The ruling Islamists in the North-West Frontier Province, the embassy official explained, were voted to power in the 2002 elections and the “government respects the verdict of the people”. He quoted State Department official Richard Boucher, who told a Senate committee recently that “Pakistan is enormously cooperative.” No country has captured more Al Qaeda or lost more men doing it than Pakistan”.

At least 10 people were wounded in fighting that erupted between al Qaeda-linked Uzbek militants and Pakistani tribesmen in a region near the Afghan border, residents said, added Daily Times. The violence erupted in Shin Warsak, a village seven kilometres west of Wana in South Waziristan. Both sides fired rifles, rocket-propelled grenades and mortars at each other, residents said. “The situation is very tense,” said a resident of Wana who declined to be identified. “I counted 10 wounded tribesmen were brought to Wana,” he said, adding he had no idea about casualties on the other side. The cause of the clash was not known.

Nearly 50 people, including 35 foreign militants, have been killed in two days of fighting between the al Qaeda-linked militants and Pakistani tribesmen, Pakistani Government officials said on March 20, reported Reuters. Fighting broke out on March 19 in Shin Warsak village, 7-km west of Wana. "According to our reports 35 Uzbek militants and 12 tribal combatants have been killed," said a senior Government official, who declined to be identified. Among the dead were three children killed by a mortar bomb on their way home from school on March 19, a teacher said. "The children were getting off their school bus and some had started walking home when a mortar bomb hit," said the teacher, Noorzali, adding, some children were wounded. Military spokesman Major-General Waheed Arshad said the fighting was still going on and up to 35 people had been killed, at least half of them foreign militants and added that security forces were not involved. A battle between foreign militants, most of them Uzbeks, and ethnic Pashtun tribesmen erupted in the remote area near the Afghan border on March 6, when militants tried to kill a pro-Government tribal leader, in which seventeen people, most of them Uzbeks, were killed. It followed Government efforts to convince the tribesmen to help keep order and stop militant raids into Afghanistan. "It's a success of the government tribesmen strategy ... the tribesmen are fed up with them because they and their activities adversely affect their lives and business," Arshad said.

Clashes between foreign al Qaeda militants and pro-Government tribesmen in South Waziristan have left 110 people dead, Interior Minister Aftab Sherpao told Daily Times on March 21. Sherpao said that 84 Uzbek militants and 17 local tribesmen, including nine civilians, had been killed during three days of fighting. Another 83 Uzbeks have been captured by the tribal forces, he said, adding that the Government has not intervened in the clashes. However, witnesses in Wana told Daily Times that the Army had fired artillery rounds from the Zarinoor base at the Uzbek militants’ positions in Azam Warsak and Sheen Warsak and gunship helicopters were hovering over the area. However, Army spokesman Maj Gen Waheed Arshad said he had no information that artillery was being used against the foreign militants. The report further added that Maulvi Nazir is leading the battle against foreign militants for the first time since they crossed over from Afghanistan after the United States invasion. The clashes were spreading from Azam Warsak and Kaloosha to areas like Karikot. Uzbek militants are being supported by key commanders of the late Taliban leader Nek Muhammad and they have taken control of a school in Karikot and all schools have been closed for an indefinite period, tribesmen arriving in Tank city from Wana told Daily Times. Security officials said the clashes began with the killing of Saiful Adil, an Arab fighter whose body was found a few days ago. "Maulvi Nazir supports the Arabs and suspected that the Uzbeks had murdered Adil," the officials said. They said that Nazir’s men attacked two private jails operated by Uzbek militants in Azam Warsak early on March 21, adding that the tribesmen killed more than 20 Uzbeks and rescued four local prisoners. Residents of Wana arriving in Tank city claimed that they had seen "Punjabi Taliban" fighting alongside Nazir’s men, but their claims could not be confirmed. Former Federally Administered Tribal Area security chief Brigadier (retired)) Mehmood Shah said the Government should take advantage of the situation by covertly or overtly supporting the tribesmen. United States (U.S.) Secretary of State Condoleezza Rice on March 21 expressed worry that Pakistan’s border with Afghanistan was serving as a possible safe haven for terrorists and said extremists in the area have to be dealt with, Daily Times reports. Rice, in testimony before a congressional hearing, also expressed concern about a disputed peace deal that the Pakistani Government struck last September in the North Waziristan tribal area under which traditional tribal leaders are to enforce an end to militancy. Critics say the peace accord has allowed militants to regroup in an area viewed as a possible hiding place for al Qaeda leader Osama Bin Laden. Rice said the frontier "is remote, it is cut-off, it is underdeveloped, and it is a hotbed for extremism", adding, local tribal groups had started to fight back against extremists in the area. "You have to separate the population from the foreign fighters. And you do that through fighting — the Pakistani army fighting them, through the tribals fighting them. But you also do that by trying to improve the economic base and the modernisation of that region."

Pakistani tribesmen traded heavy rocket and mortar fire with foreign Al Qaeda militants in a border region for a second day on March 30, leaving 56 people dead, said the Interior Minister, according to Daily Times. "Fifty-four people were killed today (and) two yesterday. They include 45 foreigners," Interior Minister Aftab Sherpao told AFP, adding, "The fighting is going on … it intensified today after peace talks failed. Tribes are insisting on their demand that these people either surrender or quit the area." An aide to Maulvi Nazir earlier told Associated Press that local tribesmen had killed 35 Uzbeks and lost 10 of their own men.
