President Pervez Musharraf on December 8 dismissed assertions that al Qaeda leaders are present in Pakistan, Daily Times reported on December 9. In an interview aired by CNN, the president said, “It is just their guess. So I don’t want to make such wild guesses.” According to AP, he challenged anyone to provide him with firm intelligence, adding, “They (al Qaeda) can be anywhere.” He also said emergency would be lifted from the country next week. He stated that growing militancy in Pakistan’s north was a reason for imposition of the state of emergency, adding that the Swat operation was continuing successfully. Musharraf said once the emergency was lifted on December 15, the situation in Pakistan would be much better. He said the legislation to revoke the Provisional Constitution Order was in its final stages and the constitution would be revived by December 15.

The Pakistan Army claimed on December 8 that it has cleared almost all militants from Swat after killing 290 rebels and arresting another 143 in recent weeks. According to AFP, Major General Nasser Janjua said 20,000 troops backed by helicopter gun ships and artillery had driven the militants out of their strongholds in an ongoing military operation. “Fazlullah is still on the run with hardcore militants estimated to be between 200 to 400, including some foreigners,” Janjua told reporters in Mingora, and added, “The militants have retreated to two places in the mountains in the northwest of the valley and we will chase them there.” However, Janjua was careful not to claim success, saying the militants remain dangerous and likely will try to regroup for at least one major counter-attack, adds Associated Press. He said officials believe that some of the fighters loyal to Fazlullah have melted into the local populace, while the hardcore supporters have been pushed into the Piochar side valley. He also said Fazlullah had been involved with the “enemy”, and claimed al Qaeda had played a role in the unrest in the conservative region. He informed that said five soldiers and six civilians had been killed in the operation and around 20 civilians had also been wounded. He opined that it would take up to four months to stabilise the region, adding that it would take at least 12 months to reopen the region to tourists.

Intelligence agencies have foiled a plot to assassinate President Pervez Musharraf by arresting some al Qaeda terrorists from Karachi’s Malir area, and seizing a large amount of ammunition from their possession, Daily Times reported. Sources said that al Qaeda operatives told interrogators that they were plotting to kill Pervez Musharraf during his next trip to Karachi. The terrorists had planned to blow up the entire bridge on Drig Road at the precise moment when Musharraf’s convoy was to reach there while coming from the airport to Shahrah-e-Faisal, sources said, adding that two more attacks were planned in case Musharraf survived the first one. The terrorists also told interrogators that their plans would be carried out despite their arrest as the group had been divided into smaller groups to execute their tasks.

Intelligence agencies have warned against a spate of suicide attacks by terrorists based in the Federally Administered Tribal Areas (FATA) and Swat, targeting VVIPs, including President Pervez Musharraf, former Prime Minister Benazir Bhutto, the US and Indian embassies and sensitive national and military installations, sources told Daily Times on December 13. “The high value targets include the top government hierarchy, top politicians including former religious affairs minister Ejazul Haq, and the Attock Oil Refinery in Rawalpindi. Besides the US and Indian embassies, their consulates and several other religious and political personalities are also on the hit list,” said a confidential National Crisis Management Cell report. The report titled, “Threat to VVIPs, Politicians, Foreign Missions and Military Installations,” was forwarded on December 12 to all home secretaries and police chiefs of the four provinces, the federal capital, Azad Jammu and Kashmir and the Northern Areas. The report reveals that militants from the FATA and Swat are planning to carry out suicide attacks in collusion with al Qaeda. Sources said the terrorists could be guised as women, or be in military or police uniforms. “Furthermore, five suicide bombers have already entered the NWFP to move to their target areas,” the report suggested. “The emphasis needs to be on the security of foreign diplomats, foreigners living in Pakistan, and the Christian community who would attend Christmas prayers at different churches in Rawalpindi and Islamabad. It is apprehended that hardcore religious elements may try to disrupt the New Year celebrations,” the report stated.

Local Taliban militants on December 17 denied that al Qaeda chief Osama bin Laden might be hiding inside or near the tribal areas of the country, according to Dawn. A spokesman for the recently-formed United Taliban Movement of Pakistan (UTMP) in a statement accused President Pervez Musharraf of making false claims to please the ‘Americans’ in order to make money. Musharraf had claimed in an interview to The Washington Post that Laden might be hiding in the area that borders Bajaur tribal agency and Afghanistan’s Kunar province. "No one except Osama knows where he is. Musharraf is making such statements to make more money," Taliban spokesman, Maulana Omar, said. He alleged that such statements were tantamount to inviting US forces to invade the country. He added that the tribal militants would welcome and protect Osama bin Laden if he ever came to their area. He denied that the Afghan Taliban had formed the UTMP, but acknowledged that they shared the same ideals and goals. "Of course, our mission is the same and we believe that Mullah Omar is our caliph but, at the same time, we have our own separate struggle which is limited to Pakistan."

The al Qaeda has claimed responsibility for the assassination of former Prime Minister Benazir Bhutto, Adnkronos International (AKI) news agency reported. "We terminated the most precious American asset which vowed to defeat (the) mujahadeen," AKI quoted al Qaeda commander and main spokesman Mustafa Abu Al Yazid as saying. According to AKI, Al Yazid is the main al Qaeda commander in Afghanistan. "It is believed that the decision to kill Benazir...was made by Al Qaeda No 2, the Egyptian doctor, Ayman Al Zawahiri in October," AKI said. "...one cell comprising a defunct Lashkar-e-Jhangvi (LeJ)’s Punjabi volunteer succeeded in killing Benazir," it added. Meanwhile, the Federal Bureau of Investigation (FBI) and US Homeland Security departments on December 28 claimed that al Qaeda leader Ayman Al Zawahiri masterminded the assassination of Benazir Bhutto, Geo News reported.

The Interior Ministry of the Pakistan Government, on December 28, claimed that the death of Benazir Bhutto was neither a result of a bullet wound nor a bomb splinter, but of a fracture to her skull when her head struck the lever of her vehicle’s sunroof as she ducked the gunfire and bomb blast. The Hindu reports that Interior Ministry spokesman Javed Iqbal Cheema told journalists that Bhutto, who had emerged from the sunroof of her vehicle to wave to supporters, tried to duck the explosion but the impact of the blast threw her against the lever on the right side of the sunroof, causing a fracture to her skull causing death. Cheema also said that there was "irrefutable evidence" that the attack was masterminded by South Waziristan-based al Qaeda leader Beithullah Mehsud.
