Continuing the crackdown on ‘non-cooperative’ South Waziristan Agency tribes, the administration arrested 16 tribesmen including four Yargulkhel and Kakakhel Wazir sub-tribes’ elders and the chief of Ahmedzai tribe. Two of the three most wanted men – Naik Muhammad and Sharif – reportedly belong to the Yargulkhel sub-tribe while the third – Maulvi Abbas – belongs to the Ashrafkhel sub-tribe, which was fined Rupees 1.2 million on March 1. The three were reported to be key suspects in sheltering Al Qaeda and Taliban operatives.

The Government has slapped a fine of Rupees 5.4 million on the Ahmadzai tribe whose land near the Afghanistan border was used in recent weeks to launch rocket attacks against troops deployed to track Al Qaeda operatives. According to Rehmatullah Wazir, a senior Government official in Wana, authorities have fined the tribe for failing to prevent four attacks against the Army in the past two months. Under the centuries-old tribal custom, an entire tribe is responsible for any crime committed by one of its members and can be punished collectively. However, Malik Behram Khan, an Ahmedzai elder, told Daily Times that his tribe had refused to pay the fine because, "Under tribal traditions, if a criminal is unidentified then the whole tribe can be punished, but we and the administration know all who have attacked the army."

More than 3,000 tribesmen assembled at Wana, headquarters of the SWA, to warn locals not to provide shelter to foreign nationals. They also decided that if a local tribesman provided shelter to any foreigner, his house will be demolished and a fine of Rupees one million will be imposed on him along with expulsion from the SWA.

The operation against Al Qaeda and Taliban fugitives in the South Waziristan Agency continued on March 19 with exchange of fire, said Director-General of the Inter-Services Public Relations (ISPR) Maj. Gen. Shaukat Sultan. The army and para-military soldiers have reportedly cordoned off a 50 kilometer area and about 300 to 400 foreign and local terrorists are present at about seven targets in the Agency. According to Sultan, two terrorists, including one foreigner, were killed. Four terrorists, one of them a foreigner, were arrested while nine of them reportedly returned to their hideouts in the area. He also said that authorities have no confirmed reports about presence of high-value targets in South Waziristan. "But the presence of high-value targets in Wana cannot be ruled out because of the way the miscreants are putting up resistance," he added.

Security forces have reportedly arrested at least 100 "foreign" terrorists and the local Pashtuns sheltering them in the Waziristan agency on the Pakistan-Afghanistan border in the ongoing offensive in search of Al Qaeda and Taliban suspects. Unconfirmed reports have indicated that dozens of Al Qaeda suspects and their supporters were killed during the operations. "Over 100 people have been arrested including a certain number of foreigners," Peshawar Corps Commander Lt Gen Safdar Hussain told reporters in Wana on March 20. He also said that there were 400 to 500 terrorists hiding in the area. "We have intercepted conversations mostly in Uzbek and Chechen and bits of Arabic," he said and added that Chechens, Uzbeks and Arabs were among those arrested. Gen. Hussain refused to give casualty figures for either side. "I would not rule out any possibility, but with this level of resistance, even after 48 hours [of the latest bombardment], I believe the high-value target is still there," he added.

Unnamed officials said in Wana that some of the Al Qaeda and Taliban terrorists could have escaped through a series of tunnels connecting the mud-walled fortresses in the area. Brigadier (retd) Mehmood Shah, security chief for the Tribal Areas, said that "The tunnels begin in houses in Kaloosha village and lead towards a mountain range that straddles the Pakistan-Afghanistan border." Operations against the Al Qaeda and Taliban which began on March 16 are reportedly continuing even as tribal elders were attempting to mediate between the two sides. According to The News, they were trying to persuade the local Yargulkhel clan, a Pashtun sub-tribe which has been allegedly sheltering and fighting alongside the terrorists, to hand over the fugitives along with 12 soldiers and two officials taken hostage. These soldiers are believed to have gone missing when terrorists ambushed their convoy near Sarwakai Tehsil on March 22. Corps Commander Peshawar, Lt-Gen Safdar Hussain, confirmed that the mutilated bodies of eight soldiers were found by the Mahsud tribal Lashkar and delivered to the authorities. However, no further details were provided during the announcement made by the Director General of Inter-Services Public Relations (ISPR), Maj. Gen. Shaukat Sultan, at a press conference in Islamabad. While refusing to divulge more details, Sultan said that investigations were in progress to verify Abdullah’s nationality. He also said that for the time being the military operations were over since the objectives have been achieved, including destruction of a major terrorist stronghold, defense works like tunnels, trenches, towers and communication system. Sultan also confirmed that an Uzbek national Tahir Yuldeshev, injured during the operations, was on the run. He is known to be number 10 in the Al Qaeda hierarchy. "Altogether 63 miscreants have been killed, maybe there are more but this number is confirmed. One hundred sixty-three have been arrested; 50 people have been released after interrogation. This operation went on for two weeks and we have managed to seal the area and ensure that no one slips away," disclosed Sultan.
