On October 4, efforts were underway among three major political parties, the Nepali Congress (NC), Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), and the Unified Communist Party of Nepal-Maoist (UCPN-M), to try and hammer out an agreeable solution and settle disputed issues related to the writing of the new constitution, at the Prime Minister's Official Residence at Baluwatar, Kathmandu, reports Nepal News. After the meeting, CPN-UML vice-chairman and Deputy Prime Minister Bamdev Gautam said the discussions sought consensus on topics that the parties had failed so far to agree on in the Constitutional-Political Dialogue and Consensus Committee (CPDCC) sessions. Gautam said that although the meeting had representatives of only of the three top parties, adequate efforts had been made to forge consensus through internal, bilateral and multilateral discussions too.

On October 4, Prime Minister Sushil Koirala started consultations aimed at finding a way to settle disputed issues regarding the constitution and to resume obstructed parliamentary proceedings, reports Nepal News. PM Koirala met with the leader of the main opposition party Unified Communist Party of Nepal - Maoist (UCPN-M) Chairman Puspa Kamal Dahal aka Prachanda at the Prime Minister's Official Residence in Baluwatar, Kathmandu, and urged Dahal to end the obstruction of parliamentary proceedings. He also asked Dahal to be flexible on the contentious issues in the constitution like the form of governance and the federal structure of the country. Similarly, the two leaders also discussed which parties to include in the High Level Political Committee (HLPC) and the jurisdiction of such a committee.

On October 7, leaders of the ruling parties pledged to deliver the new Constitution by the agreed deadline by employing all means, including entering the process of majority voting, reports The Hindu. “We will deliver the Constitution in time,” Prime Minister Sushil Koirala said, during the annual tea-party organised by the Nepali Congress (NC). “In a democracy there is always scope to reach agreement to settle issues of dispute, unlike in a dictatorial regime,” he said, responding to questions about failure to reach consensus. The deadline for the Constitution is January 22 next year. Opposition parties, led by the Unified Communist Party of Nepal-Maoist (UCPN-M), are opposed to deciding fundamental issues — federal structure, governance system and electoral system —by voting. They have maintained those should be decided by consensus among political parties.

The Rastriya Prajatantra Party-Nepal (RPP-N) nominally obstructed the parliament proceedings on October 9, as a sign of protest against the major three political parties' - Nepali Congress (NC), Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) and Unified Communist Party of Nepal-Maoist (UCPN-M) - decision to form a political committee, reports Nepal News. Stating that the three major parties have worked against Constituent Assembly’s (CA) sentiments by forming the political committee, the decision to momentarily obstruct the House came after RPP-N's parliamentary-party meeting held on October 9 morning, joint-spokesperson of the party Mohan Shrestha said. According to Shrestha, the meeting also decided to raise demand at the CA to hold referendum on certain issues of dispute - such as, federalism - in the constitution-making process.

Meanwhile, the CA meeting held on October 10 decided to extend the tenure of Constitutional Political Dialogue and Consensus Committee (CPDCC), by a week, to settle disputes over contentious issues of the constitution, reports Nepal News. The meeting of the three major parties - NC, CPN-UML and UCPN-M - had made an agreement to request the CA to do so. Committee chair Baburam Bhattarai had presented a report to the CA on October 8, after CDPCC was not able to gather consensus on disputative issues of the constitution - restructuring of state, forms of governance and judiciary system. After the lawmakers discussed on and expressed their opinion on the report, speaker of Parliament Subash Nembang made the announcement of CPDCC tenure extension.

The Unified Communist Party of Nepal-Maoist (UCPN-M) has accused the ruling parties of focusing on changing the government rather than putting effort to forge consensus for constitution making, reports Nepal News. Speaking at a press conference held at UCPN-M Central office at Paris Danda, Kathmandu, on October 11, party Spokesperson Dinanath Sharma urged Nepali Congress (NC) and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) to keep 'government and power' as a secondary priority, and rather focus on the constitution making process. Calling for a similar share of the signatories of the Comprehensive Peace Agreement in the constitution making process, leader Sharma appealed to the ruling parties to not harbor any intentions at seeking recourse to a voting process to draft the constitution.

Leaders participating in the three-party talks held at Singha Durbar, Kathmandu on October 12 said they have inched closer toward finding a common model for delineating federal provinces, reports Republica. The ruling Nepali Congress (NC) and Communist Party of Nepal – Unified Marxist Leninist (CPN-UML) have agreed to forge common position on key disputed issues pertaining to state restructuring and the system of governance, while the main opposition Unified Communist Party of Nepal-Maoist (UCPN-M) leads the other camp of political parties that has been lobbying for identity-based federal system. According to NC Vice-president Ram Chandra Paudel, UCPN-M leaders are ready to accept six or seven-province model as proposed by NC, provided the provinces are given identity-based names. “They are ready to accept six-province model. But, they want to finalize the identity-based names of provinces at the same time,” Paudel told media persons emerging from the three-party meeting.

Speaking at an interaction at the Reporters’ Club in Kathmandu on October 13, Pradeep Gyawali, Secretary of the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) has warned that his party would step back from the High Level Political Committee (HLPC) if the Unified Communist Party of Nepal-Maoist (UCPN-M)-led opposition alliance did not withdraw announced street protests, reports The Himalayan Times. Gyawali said his party would withdraw from the cross-party political mechanism, if the Federal Republican Alliance (FRA) led by the UCPN-M did not stop the street demonstrations. Gyawali further said the same person UCPN-M Chairman Pushpa Kamal Dahal aka Prachanda cannot hold the HLPC coordinator’s position and lead the street protests simultaneously on his moral grounds. Gyawali accused the UCPN-Maoist and other ‘pro-identity’ parties of planning to spoil the constitution making process.

On October 14, the Unified Communist Party of Nepal-Maoist (UCPN-M) submitted a list of four candidates to Prime Minister Sushil Koirala for appointment as Constituent Assembly (CA) members, reports Republica. UCPN-M Chairman Pushpa Kamal Dahal aka Prachanda submitted names of former secretary Janak Raj Joshi, left political analyst and civil society leader Shyam Shrestha, the party´s leader from Bajhang Janak Budha and Ram Maya Bogati, wife of late party leader Post Bahadur Bogati, to Prime Minister Koirala for the appointment. Of the total 26 CA members to be nominated by the cabinet, Maoists were allocated four seats as per its strength in the CA. While the Nepali Congress (NC) was allocated nine seats, the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) shared eight of the total 26 seats. Remaining other seats has been allocated to other political parties. Cabinet has already appointed eight CA members each from NC and CPN-UML and one CA member from the Rastriya Prajatantra Party-Nepal (RPP-N).
