Prime Minister (PM) Sushil Koirala on June 3 (today) held discussion with Unified Communist Party of Nepal-Maoist (UCPN-M) Chairman Pushpa Kamal Dahal aka Prachanda over resuming the Legislature-Parliament session, obstructed by the opposition parties demanding implementation of past pacts and a brake in the “unchecked transfer of funds and expenditures from the Treasury”, reports Ekantipur.com. Being urged by PM Koirala to resume the parliamentary proceedings, Prachanda in his response, demanded to form a parliamentary probe panel to look into the alleged vote rigging during the CA election and formation of the High Level Political Committee (HLPC) as agreed earlier.

The Unified Communist Party of Nepal-Maoist (UCPN-M) continued their obstruction of the Parliament on June 4, demanding investigation into what they call “election fraud,” among other things, reports The Hindu. Negotiations between the ruling parties and the main opposition failed to end the obstruction. Speaking in Parliament, UCPN-M lawmaker Agni Sapkota accused Prime Minister (PM) Sushil Koirala of not being serious in addressing the party’s concerns. The UCPN-M has been demanding implementation of the four-point agreement signed between victorious parties and the Maoists after the second Constituent Assembly (CA) elections in November 2013.

The Communist Party Nepal-Maoist (CPN-Maoist), which boycotted the second Constituent Assembly (CA) election, has formally proposed to hold a national political assembly in order to bring parties that are in and outside the CA for discussing crucial agenda of the constitution being drafted, reports Ekantipur.com. In a meeting with the Nepali Congress (NC), Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) and Unified Communist Party of Nepal-Maoist (UCPN-M) leaders on June 9, CPN-Maoist Vice-chairman CP Gajurel presented an eight-point outline aimed at bringing all the political forces together. Though only in its preliminary stage, the National Political Assembly (NPA) has drawn positive response from all three major parties who believe the process will help bring the poll-opposing forces on board the CA process. The objective of the meet, according to the party, would be to create an enabling environment for incorporating past pacts in a pro-people constitution and to find consensus on vital issues while drafting the statute. “All the parties have taken the CPN-M’s proposal positively and have decided to discuss it first within their respective parties,” UCPN-M leader Baburam Bhattarai said following the meeting.

On June 10, the Constituent Assembly (CA) forwarded contentious issues concerning federalism to its Political Dialogue and Consensus Committee for further deliberations, after broad and intensive discussions in the CA for nearly two weeks in Kathmandu, reports Ekantipur.com. The debate began on May 29, with about 400 CA members expressing their views on issues related to federalism and distribution of state power. It is now a mandate of the Committee led by Unified Communist Party of Nepal-Maoist (UCPN-M) leader Baburam Bhattarai to settle the issues by holding talks with political parties in and outside the Assembly. Nepali Congress (NC) and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) members have said the issue of federalism is possible to be settled this time as the parties have softened their stances.

On June 11, Political parties reached an agreement to form a political committee to oversee constitution-writing process and conclude remaining tasks of the peace process, including transitional justice, reports The Hindu. Speaking in the Parliament, the Chairman of the Unified Communist Party of Nepal-Maoist (UCPN-M) Pushpa Kamal Dahal aka Prachanda said he was hopeful of constitution-writing gaining momentum after the agreement. He said the need of the hour was to conclude the incomplete tasks of the peace process. Dahal added that the parties were still discussing on the nature and composition of the High Level Political Committee (HLPC). Dahal said, “Should it comprise of the parties represented in the Constituent Assembly or also those outside it — the Communist Party Nepal-Maoist (CPN-Maoist) and other parties? We will decide the matter soon.” However, he asked the House members not to think too much about the work and formation of the HLPC. Earlier, the parties hammered out a deal that encompassed a previous deal, the four-point agreement, early this year and to address the opposition parties concern on budget transfer near the end of the fiscal year (mid-July).

On June 13, a full meeting of the Constitutional Dialogue and Consensus Committee reached an understanding on the controversial issue of giving compulsory military training to Nepali citizens above 18 years of age, reports The Himalayan Times. After discussion on the last Constituent Assembly (CA)’s thematic committee report on National Interests Protection Committee, the dialogue committee unanimously agreed that it would be the duty of the citizens to “provide compulsory service as and when required by the nation”. This provision will be inserted in the section ‘Citizens’ Duty’ in the new constitution. But the agreement does not clearly state that the term “compulsory service to the nation” means the compulsory military training as demanded by the Unified Communist Party of Nepal-Maoist (UCPN-M). Committee chairman and UCPN-M leader Baburam Bhattarai said it was the middle path acceptable to all parties represented in the second CA. The dialogue committee has representatives from all the parties represented in the Constituent Assembly.

On June 15, the Constituent Assembly (CA) started discussing on forms of governance, an issue the parties failed to agree on in the previous CA, reports The Himalayan Times. In the discussions the major parties, Nepali Congress (NC), Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) and Unified Communist Party of Nepal-Maoist (UCPN-M), put forth views according to their party lines, leaving little room for compromise. NC CA member Ramchandra Paudel said, the executive head (Prime Minister) must be accountable to the people’s elected representatives (Parliament) as this will not give any room for the executive head to become a dictator after election. “If we elect the executive head (directly-elected prime minister or directly-elected president) for five years, there is chance that he will become a dictator,” Paudel said, adding that such a person could not be made accountable to Parliament and the concept of inclusiveness would also weaken. He said a ceremonial head of state (President) would ensure checks and balances in governance. He said the Pradesh chief should also be elected by elected representatives. He, however, said some provisions could be added to the constitution to ensure that the parliamentary system gives stability.

The Unified Communist Party of Nepal-Maoist (UCPN-M) has been approaching the breakaway Communist Party Nepal-Maoist (CPN-Maoist) for party unification, reports Republica on June 19. However, the later has dubbed the move as mere propaganda. After facing humiliating defeat in the second Constituent Assembly (CA) election in November 2013, scoring just 80-seat out of 575 CA seats and downsizing to third party from the first, UCPN-M chairman Pushpa Kamal Dahal aka Prachanda has been approaching the Mohan Baidya-led CPN-Maoist with a view for party unification. Though the breakaway faction had sought a six-point condition as the basic ground for party unification in response to the informal party unification proposal, UCPN-M leaders themselves admit that they have not discussed these conditions in any organs of the party. Hence, the CPN-Maoist doubts whether the UCPN-M is serious about party unification. “Though they are talking about party unification, it just looks like propaganda, as they have not done any homework with regards to our six-point condition,” said CPN-Maoist secretary Dev Gurung. In the six-point condition put forth by the CPN-Maoist, the UCPN-M has been asked to decline parliamentary system and to assume the political line, policy and programs of new people centric democracy. The five Maoist parties are likely to make a formal announcement of their working alliance early on June 26 (today), reports Ekantipur.com. A cross-party taskforce formed by the Unified Communist Party of Nepal-Maoist (UCPN-M), Mohan Baidya-led Communist Party Nepal-Maoist (CPN-Maoist), Mani Thapa-led Revolutionary Communist Party (RCP), Matrika Yadav-led CPN (Maoist) and Pari Thapa-led CPN (Unified) finalised code of conduct and procedures of the alliance on June 25, but failed to agree on the leadership of the alliance. The UCPN-M has claimed for the leadership, while other fringe Maoist parties are pushing for the rotational leadership. Top leaders of the five parties are likely to forge a consensus on the leadership on June 26 (today). “We are planning to make a formal announcement of the alliance by Thursday (June 26) evening. If the leadership issue remains unresolved on Thursday we will announce by Friday (June 27),” said Thapa.

The Unified Communist Party of Nepal-Maoist (UCPN-M) party is holding a workshop to clarify its agenda in August 2014, that it was not for single-identity-based federalism, reports The Himalayan Times on June 29. Standing committee member Gopal Kirati, who has been urging the party to hold a workshop to clarify, said the workshop was postponed for its better management. Kirati said the UCPN-M never stood for single-identity based federalism and the party supports five bases of identity and four bases of strength for carving out the states of the country which was proposed by a committee under the previous Constituent Assembly (CA).
