Kantipuronline reports that the Maoists have threatened to stop the voter education programmes in Panchthar district run by the District Election Office for the Constituent Assembly elections. Maoists have claimed that they were not consulted while appointing the teachers who were selected for the voter education programmes. Issuing a press release on October 2, the secretary of Maoist district committee, Harka Nemwang, asked all the teachers involved in the campaign to return immediately and warned that the party would foil all the programmes if they are not stopped.

Purna Shova Chitrakar, coordinator of the Ban Landmines Campaign Nepal, said that the Maoists are not ready to come up with an official commitment to ban the use of landmines in conflict. The Maoists have resumed collecting 'tourism tax' from foreigners who are visiting the Dhaulagiri peak and upper Dolpa, at Darbang bazaar in the Myagdi district, according to Kantipuronline. Police sources in Darbang said that cadres of the Maoists-affiliated Young Communist League (YCL) are forcibly collecting $15 from each tourist giving them the receipt of Magarat Mukti Morcha. According to locals, the Maoists are collecting the tax citing they were going to maintain the route to Dhaulagiri base camp at Naur cliff.

Maoists abducted Birendra Shah, the Bara correspondent of Kathmandu-based Nepal F.M in Bara district, reports Nepal News. Members of the Maoist-affiliated Tharuwan National Liberation Front abducted him from a place near Dagiya Basti on October 5. The Maoists, however, released Ram Dev Shah, the manager of a local newspaper 'Terai Khabar', who was abducted along with Birendra Shah. Local Maoist leaders have confirmed Shah’s abduction, but have not confirmed the reason behind the abduction. Shah is also a central member of Press Chautari, a pro-UML media group.

The alliance of seven political parties has decided to suspend the Constituent Assembly elections slated for November 22, Nepal News reported. After brief consultations on October 5 (today), the leaders decided to suspend the election after the parties failed to break the deadlock that emerged after the CPN-Maoist stuck to their demands for declaring a republic through the parliament and proportional representation formula for the polls. They have now agreed to announce a new date for the election after further consultations among themselves. “The seven party leaders (of the coalition government) have agreed to postpone the constituent assembly elections for an indefinite period,” Peace and Reconstruction Minister Ram Chanda Poudel said, according to Times of India.

Himalayan Times reports that a dissident group of the Communist Party of Nepal – Maoist (CPN-Maoist) has formed a new party on October 7 to revolt against the mother party. The faction which has been named as the CPN-Maoist (United Rebel Front), accused the CPN-Maoist of not respecting the people's mandate and deviating from party policy for positions in the government. Janalal Thapa, the valley coordinator of the new faction, said that, "We'll stage the second people's war and third Jana Andolan (people’s revolt) to secure people's rights and to overthrow the orthodox regime."
