The Maoists have also captured the land of Sarala and Anila Tamrakar. Maoist district leader Deepak claimed that as the Tamrakars had been encroaching forest land, the land was grabbed by them. According to eyewitnesses, up to 50 Young Communist League (YCL) cadres led by Maoist area in-charge Madan attacked the locals at Betali bazaar with pistols, khukuris (knives), sticks and iron bars. The clash erupted when locals were protesting against the Maoist assault on a youth, Prakash Karki, from Betali VDC-6 on April 10 and hoisted black flags against them at different places.

The Communist Party of Nepal-Maoist (CPN-M) has reopened its United Revolutionary People's Council (URPC) offices - which served as the Maoist government offices in its insurgency days – in Lekhnath Municipality of the Kaski District, Kantipuronline reports. Maoist cadres said that they received a "circular from the centre" asking them to put up People's Council offices equivalent to the level of the government offices. Lekhnath area commander Darshan informed that the Maoist offices had been put up "to resolve unresolved problems in the government ward offices and forward office observation." He also said that, "URPC offices will be opened at ward offices, municipal offices, District Development Committee offices. All this is according to the circular."

A group of about 500 Maoists led by the President of the pro-Maoist Madhesi Mukti Morcha and Maoist district member, Nanda Kishore Pandey, along with one Nanku Khan attacked a Police Post at Suiya in the Katkuiya Village Development Committee (VDC) area of the Banke district on April 30-night, Himalayan Times reports. The Maoists detained Sub-Inspector Mukesh Kunwar for 14 hours and assaulted Constables Krishna Pratap Sen and Purna Bahadur. According to Nepal News, the Chief District Officer of Banke, Narendra Raj Sharma, said that Police recovered three rifles and one pistol looted by the Maoists, but they are yet to get back 200 rounds of bullets looted by them. According to Sub-Inspector Kunwar, Pandey and Police Constable Tek Bahadur Rana entered into an argument after the former refused to let the Policeman frisk him during a regular check. Pandey reportedly told the Police that he was a Maoist leader and there was no need for him to undergo a security check.

Nepal News reports that the Office of the High Commissioner for Human Rights (OHCHR) in Nepal has said that local Maoist insurgents are not complying with the Party’s commitment to allow internally displaced persons to return in safely and retrieve their seized property and land. In a press statement released on April 30, the OHCHR said that its regular monitoring activities in rural areas in recent months indicated a failure to implement such central-level commitments due to the attitude and activities of village-level cadres as well as the failure of district level leaders to hold cadres accountable for not allowing or facilitating safe and sustainable return of internally displaced persons.

In a meeting of the UN-chaired Joint Monitoring Coordination Committee, that comprises members from the Nepali Army (NA) and the Maoists' People's Liberation Army (PLA), Maoist representatives said they would allow verification immediately after the political deadlock is broken and the government fulfils the physical requirements at the cantonments.
