Kanglaonline reports that David Luvson, ‘public relation officer (PRO)’ of the National Socialist Council of Nagalim-Khaplang (NSCN-K) was shot dead by suspected cadres of the National Socialist Council of Nagalim-Isak-Muivah (NSCN-IM) at Aziuram road, which is 3 kilometers away from the old Tamenglong under Tamenglong District on April 1 at around 10.30am. According to sources, the ‘PRO’ was shot while he was going in a gypsy toward Aziuram road. David was under ‘suspension’ after he was found involved in a case, adds Nagaland Post.

Nationalist Socialist Council of Nagaland-Khaplang (NSCN-K) alleged that on March 25, Dr. Mhonjan Kithan, Zonal Leprosy Officer Mon District, a staff and the driver were ‘arrested’ and beaten by Khole-Kitovi faction of NSCN (NSCN-KK), reports Nagaland Post on April 9. The trio allegedly ‘strayed’ inside NSCN-KK camp situated on the main road between Longleng and Aboi. NSCN-K further alleged that a fine of INR 1 million imposed on Dr. Mhonjan. It said since the ransom could not be paid, the life of Dr. Mhonjan was under threat. NSCN-K has further demanded response from the Union Ministry of Home Affairs (MHA) and the Cease Fire Supervisory Board (CFSB) on the NSCN-KK camp, which is situated in the main road between Longleng and Aboi.

Chiechama Village Council (CVC) of Kohima District condemned the action of nationalist Socialist Council of Nagaland-Khaplang (NSCN-K) for “continually harassing and threatening” the workers of Thepfüsatuo Rio, a Class-I contractor who was undertaking developmental works at the Mimi-Khonga-Hakumuthi sector in Kiphire District, reports Nagaland Post. The NSCN-K’s ‘mobile V Naga Army’ under the command of ‘colonel’ Koruchu Pochury of Phor village is allegedly obstructing the work under Pradhan Mantri Gram Sadak Yojna (PMGSY) Phase-VIII. NSCN-K on March 15, abducted two persons, Neituolie Rio and Keneiseo Metha. and their vehicle while working in a construction site. The duo was later released on March 18.Further, during April 9-10, NSCN-K took away the contractor’s four tipper trucks, one Mahindra pick-up and one excavator. CVC said the harassment and threat “under the guise of nationalism was “high-handed” and it also questioned the integrity and commitment of the group.

Secretary’ (trade & commerce) of ‘Southern Zone’ of Nationalist Socialist Council of Nagaland-Khaplang (NSCN-K) informed that all the transporters within the Zone to clear “annual taxation” for the year 2013-14 within 10 days, reports Nagaland Post on April 14. In a press release, NSCN-K ‘secretary’ of ‘Southern Zone’, L. Tuccu said that the notice was issued in order to avoid any misunderstanding. He also said that if any groups or person hesitate to cooperate, they would be held responsible, adding that NSCN-K should not be blamed for any eventualities later. The Southern zone comprise of the National Highway (NH) 53 between Imphal and Jiribam and NH- 39 between Dimapur and Imphal.

It added that any establishment or department entertaining others without the knowledge of NSCN-K would be doing so at their own risk.Further, NSCN-K on April 14 issued a clarification and cautioned those organizations condemning the “high handedness” of ‘Naga Army-Mobile V’ under the command of ‘colonel’ Kurecho. Chiechama Village Council (CVC) of Kohima District had earlier condemned NSCN-K for “continually harassing and threatening” the workers of Thepfüsatuo Rio, a Class-I contractor who was undertaking developmental works at the Mimi-Khonga-Hakumuthi sector in Kiphire District. NSCN-K, in a statement pointed out that “NSCN as a people’s revolutionary government only subscribes to a nominal 5% (royalty) tax, compulsory in all aspects of government works in the Naga country”. NSCN-K further said that in order to resolve the issue, the contractor was asked to contact the commander, ‘colonel’ Kurecho at the earliest to avoid misunderstanding between them. In this regard, the contractor (M/s Hexad Syndicate) was invited for negotiation on many occasions; however MIP said the contractor “failed to comply with the request since 2010”.

A contractor, Thepfüsatuo Rio, on April 17 disclosed that he was asked to pay INR 20 million within 15 days, in lieu with a contract for a road construction project, by the “commander, mobile V Naga Army” of Khaplang faction of NSCN (NSCN-K) or else face dire consequences, reports Nagaland Post. The contractor was awarded the contract work of connecting Mimi with Khongha and Salomi to Thanamer villages near Mount Saramati in Kiphire District under Pradhan Mantri Gram Sadak Yojna (PMGSY). The representative of the MHA said many projects were abandoned by contractors because of rampant extortion by the militants. The All Nagaland School Teachers’ Association has directed its members not to attend their classes from April 24 as a mark of resentment against the abduction of two Government primary school teachers in Wokha District on April 12 by the cadres of the NSCN-Isak Muivah (NSCN-IM). They were abducted from Hanku and Nitropen villages for not paying “tax”. The association’s president, Ponchulo Wanth, said the teachers were frequently harassed, intimidated and assaulted for non-payment of “tax” on time. The Nagaland Government Higher Secondary School Employees’ Association has also condemned the action of militants. The Naga Students’ Federation (NSF) has asked schoolteachers not to pay any “tax” to the rebels.There are now at least seven militant groups in the state — NSCN-IM, NSCN-KK, NSCN-K, Naga National Council/Federal Government of Nagaland-Adinno (NNC-FGN-Adinno), NNC-Hozheto, NNC-V. He was released following the cease work strike by tanker drivers to protest the abduction. The Telegraph reports on April 29 that the National Socialist Council of Nagaland-Khaplang (NSCN-K) have strongly opposed the Government’s decision to recognise the Mao community (of Senapati District of Manipur) in Nagaland till integration and sovereignty issues is settled with the Centre. The NSCN-K has issued a statement against Neiphiu Rio’s Government, stating that the problem in the State would be further compounded, particularly in the job sector. Top NSCN-K functionary Kughalu Mulatonu in a statement on April 29 said, “Nagaland was created for only 16 Naga communities and not for Nagas of Manipur, Assam and Arunachal Pradesh.” He accused Chief Minister Rio of playing second fiddle to the NSCN-Isak-Muivah (NSCN-IM) and cautioned that the NSCN-K would leave no stone unturned to oppose such a move.
