A media report on February 3 said that the Bihar Police’s Special Task Force (STF) launched a major operation against left-wing extremist, Naxalite outfit, the Maoist Communist Centre (MCC) in different districts of the Tirhut division in North Bihar. The operation has been launched to check the growing network and activities of the banned Naxal outfit. The crackdown operation in the first phase began in the last week of January 2002 in Sheohar, Piprahi and Tirgai areas where the MCC has reportedly spread its influence. According to the ADG (Tirhut), M K Sinha, the crackdown on the MCC networks has been initiated by STF, and is assisted by the district police concerned in seven police stations areas of Sheohar and Motihari district. In the operation’s second phase, the STF and the local police would conduct raids in areas under the jurisdiction of the Katra, Nanpur, Jale and Kamtaul police stations of Muzaffarpur, Sitamarhi and Darbhanga districts respectively, said the ADG. According to police sources, the MCC activists have expanded their activities in Sidhotiya, Dhurkurba, Bulaki, Lalgarh, Nayagaon, Shyompur, Bhantaha and Khairaba areas of Sheohar district. The outfit is also reportedly running training camps along the Indo-Nepal border with the help of Maoist insurgents in Nepal.

An assessment report on ‘red terror’ prepared by the State police said that left-wing extremism, Naxalism has grown in Bihar in the past two years especially since the creation of the State of Jharkhand. The report refers to the growing threat consequent to the merger of the People’s War Group (PWG) and the Communist Party of India, Marxist-Leninist, CPI-ML (Party Unity). It says, "the People’s War in Bihar is more systematic, calculative and expansionist of all the Naxalite outfits. This organisation is well versed in explosive techniques and generally targets police personnel ruthlessly". The report has also pointed out to the demoralisation that set in the Bihar police after the PWG entered the State and has stressed on the need to sensitise the police force to the security aspects. Besides, the report expresses concern over the increasing cases of landmine blasts, deaths of police personnel and loss of police weaponry. The report also notes that both the PWG and the Maoist Communist Centre (MCC) have been growing at the cost of mainstream moderate Left parties, like Communist Party of India Marxist-Leninist CPI(ML), the Communist Party of India (CPI) and the Communist Party of India, Marxist CPI-M, among others. It sees a dangerous trend of more violent organisations "eating into" the bases of the moderate Left, predicting a more "bloody battle in the future".

According to media reports, the Union government is planning to deploy Central Industrial Security Force (CISF) and Special Services Bureau (SSB) on the Indo-Nepal border in Uttar Pradesh following intelligence reports that Pakistan’s Inter Services Intelligence (ISI) supported outfits had restarted their activities along the border to disrupt the forthcoming State Legislative Assembly elections in the States of Uttar Pradesh and Uttaranchal. Reports said that some outfits, including some Nepal-based fundamentalist organisations, would be attempting attacks on top political leaders in the two States to disrupt the elections. Media reports quoting intelligence sources added that some Sikh terrorists, primarily belonging to the Babbar Khalsa outfit, were also active in the Terai region in Western Uttar Pradesh. Left-wing extremists, Naxalite outfits, the People’s War Group (PWG) and the Maoist Communist Centre (MCC) are also reportedly planning to target some leaders to disrupt the elections, especially in eastern Uttar Pradesh. The State police have been asked to take all precautionary measures to avert any possible terrorist threat during the elections.

According to official sources, governments of Bihar and Uttar Pradesh have decided to launch a joint police operation in Rohtas and Kaimur hills to thwart any plan of the two proscribed left-wing extremist, Naxalite outfits, the People’s War Group (PWG) and the Maoist Communist Centre (MCC) to make their headquarters in the terrain of Kaimur hills. The operation would be assisted by the Central Reserve Police Force (CRPF). Police sources indicated that one battalion of the Bihar Military Police (BMP), two battalions of the CRPF and four squads of the Special Task Force (STF) would be used for the task. The Jharkhand and UP police, too, would back the operation from their respective border areas to prevent the Naxalites’ escape to hide in the two States.

Left wing extremists, Naxalites of the Maoist Communist Centre (MCC) killed the brother of a ruling Bharatiya Janata Party (BJP) legislator, on February 7. Police sources said that an estimated 15 Naxalites dressed in police uniform abducted three person, including the brother of the legislator, from his home in Sake village, Lohardaga district on February 7. While the others were reportedly released, the brother of the legislator was killed. Media reports said the MCC had been opposed to the family of the legislator for a long time and killed his brother because he refused to pay ransom to the outfit. Police have launched a combing operation to arrest the Naxalites.

The Bihar government has launched ‘Operation Crackdown’ against the proscribed Maoist Communist Centre (MCC) in north Bihar, resulting in a number of activists surrendering to the authorities, Deputy Inspector General (DIG) of Police (Tirhut range) S K Bhardwaj said on February 10. Several hardcore naxalites belonging to the outfit have been arrested in the five north Bihar districts of Muzaffarpur, Sitamarhi, Sheohar, Vaishali and parts of Motihari district, where the operation has been launched, he said. A list of 300 hardcore MCC activists has been prepared and a special task force is conducting raids to apprehend them, Bhardwaj indicated.

The Supreme Court on February 18 asked the Bihar Chief Secretary to file an affidavit and investigate into the killing of Divisional Forest Officer (DFO) Shahabad, who was doing commendable job in protecting the forests. The order was passed when amicus curiae Harish Salve drew Court's attention to DFO Sanjay Singh's abduction and killing allegedly by left wing extremists, Naxalites of the Maoist Communist Centre (MCC) on February 15. "We are not sure whether perpetrators of the crime are only MCC or someone else, perhaps those indulging in illegal mining activities," the Court said directing the Chief Secretary to investigate into the case. The Court said the Secretary will file "his own affidavit within eight weeks" and directed the Director General of Police in the State to provide all assistance and cooperation to the Secretary in the conduct of the probe. Meanwhile, the Bihar government on February 18 ordered a Central Bureau of Investigation (CBI) inquiry into the killing of the DFO. Chief Minister Rabri Devi, while speaking to the media, said, "I have endorsed a proposal from State Forest and Environment Ministry for a fair probe by the investigating agency into the killing of the DFO Sanjay Kumar Singh on February 15."

Sources said the surrenders came after the district police chief, D N Gupta, undertook a tour of the Sindranhna and Pakridayal regions, where the Naxalites are active, to convince them to lay down arms and make use of the surrender package announced by the State government. According to the package, Naxalites surrendering to the police with a rocket launcher or machine gun would be given Rs. 25,000, those giving themselves up with an assault rifle Rs. 15,000 and those with a .303 rifle or pistol Rs 3,000. The package also includes self-employment schemes involving an expenditure of up to Rs 200,000 to the surrendered Naxalite.
