Press Trust of India quoting the Bangladeshi newspaper Pratham Alo reports that the Harkat-ul Jihad-al-Islami Bangladesh (HuJI-B) used to supply grenades to the Pakistan-based Lashkar-e-Toiba (LeT) to carry out attacks in India. An arrested HuJI-B leader Abu Zandal has told the police during his interrogation in Dhaka that the outfit had sent several consignments of grenades to the LeT operating in India until 2004. The last such consignment however, could not be delivered as the LeT representative who was supposed to receive it was killed in an encounter with Border Security Force (BSF) near Bangladesh's Kaliganj frontier. Zandal reportedly told the interrogators that the LeT leader Yazdani, who was killed in 2006 by the Delhi Police, used to maintain links with the detained HuJI-B ‘operations commander’ Mufti Abdul Hannan. Zandal also claimed that the supply of ‘Arges’ grenades were being received from a fugitive, Maulana Tazuddin, believed to be hiding in South Africa.

The Union Minister of State for Home, Sriprakash Jaiswal, informed the Lok Sabha (lower house of Parliament) on March 4 that most individuals and terrorist groups operating in India have linkages with groups and agencies across the border, mainly in Pakistan and Pakistan occupied Kashmir (PoK), reports Times of India. Jaiswal, while replying to questions said that the Lashkar-e-Toiba (LeT), Jaish-e-Mohammed (JeM), Harkat-ul-Jihad-al-Islami (HUJI), Hizb-ul Mujahideen (HM) were among the terrorist groups having international networks. Security and intelligence agencies closely monitor the activities of such groups and networks and relevant information and inputs in this regard are regularly shared with the State governments, he said. He further said that in view of the external imperatives of the terrorist activities and violence in various parts of India, action is also being taken at the international level through bilateral and multilateral cooperation to check and counter terrorism and several institutional mechanisms have been developed towards this end.

Security forces (SFs) have killed a holed up militant in the overnight operation at Chitti Bandi in the Bandipora district, according to Daily Excelsior. One militant had died in the initial round of firing and another was trapped inside a residential house on March 5-night. Sources said that troops destroyed the target hideout, killing the holed up militant. Official sources said that one of the two slain militants was identified as Abu Abdullah alias Mohammad Saleem, a Pakistani national. They stated that both the militants belonged to the Lashkar-e-Toiba (LeT). Two AK-47 rifles, eight magazines, two pouches and cash worth INR 2,700 were recovered from their possession. A defence spokesman stated that both the militants were killed at a time when they were planning a strike on the former counter-insurgent and current legislator from Bandipora, Usman Majeed.

Director General of the Border Security Force (BSF) A K Mitra in an interview with the IANS said that the Pakistan-based terror outfits have formed a strong nexus with militants in Bangladesh and are taking advantage of the porous border to carry out attacks in India. “A strong nexus has emerged between Pakistan-based terror outfits like Lashker-e-Toiba (LeT), Jaish-e-Mohammed (JeM) with Harkat-ul Jihad-al Islami Bangladesh (HuJI-B) and the Jamaatul Mujahideen Bangladesh (JMB).” He further added, “We have authentic reports that militants are using Bangladeshi territory for entering India clandestinely through porous borders and have information about their involvement in terrorist activities in India.” Mitra said that the BSF had recently apprehended 11 militants while they were crossing over the India-Bangladesh border in West Bengal. “During investigations it was found that these 11 militants were a part of LeT, JeM and JMB. This suggests that they were on some joint mission”, he added.

The police are reported to have unearthed a Hawala racket supplying money to the Lashkar-e-Toiba (LeT) operatives in the Kandi and Buddal areas of Rajouri district on March 7. According to Daily Excelsior, the Police conducted series of raids in the Kandi area and arrested Zulfikar, brother of a slain Hizb-ul-Mujahideen (HM) militant Abdul Qayoom, who died in July 2007, and Muhammad Qadir of Larkuti, while they were purchasing shoes and other food items for militants operating in the area. “The police team also recovered Rs 1.5 lakh of hawala money from the possession of the arrested persons. The money was to be handed over to LeT commander Saqib (operating in Kandi and Buddal areas)”, sources said.

The Pakistani external intelligence agency, the Inter-Services Intelligence (ISI) is making serious attempts to revive Sikh militancy in India by coordinating and establishing linkages among various terrorist outfits with the Sikh extremist leaders, reports Sify.com quoting intelligence sources. The ISI activities to this extent have been planned from countries like the US, Canada, Germany, UK, France, Norway and Belgium, besides Pakistan in the absence of ground support in India. The various terror groups have established nexus among themselves in terms of financial and logistical support, sharing of information and tactical planning. An intelligence input indicated that representatives of Babbar Khalsa International (BKI), International Sikh Youth Federation/Rhode (ISYF) and Lashkar-e-Toiba (LeT) met in Berlin in June 2007 and decided that financial support would be extended to the LeT and logistical support to the BKI to carry out terrorist actions in India. Another input indicated that Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) had got in touch with a UK-based organisation, Parliamentarians for National Self-Determination (PNSD) for modelling their ‘position paper’ on the pattern of the ‘Sikh Position Paper’.

A Lashkar-e-Toiba (LeT) militant was arrested along with electronic gadgets, including a laptop, the police said on March 15, reports The Hindu. The police raided the house of Shabir Ahmed alias Pappu in the Sabra village on March 14-night and recovered a laptop and pen drive from his possession, they said. The laptop recovered from Pappu originally belonged to slain LeT ‘divisional commander’ Abu Umar, the police said, adding Umar was involved in the killing of Deputy Superintendent of Police Shelly Singh. During interrogation, Pappu has revealed that the laptop was given to him by LeT ‘divisional commander’ Abu Kasha, the sources said. The police suspect that important information about the militant outfit could be stored in the laptop.

Security forces (SFs) killed Hafiz Naasir, one of the most wanted militants and the Kashmir valley chief of the Lashkar-e-Toiba (LeT), in an encounter at village Chatlura near Sopore town in the Baramulla district on March 16, according to Daily Excelsior. Lt. Col. M. S. Kadam, the officiating Commanding Officer of Rashtriya Rifles (22 Battalion), and another soldier, identified as Pradeep Kumar, are reported to have died and four SF personnel injured in the encounter. Hafiz Naasir, a Pakistani militant, had been appointed sometime in 2007 as LeT operational chief in Kashmir after working in the Valley for about ten years. One AK-47 rifle was recovered from his possession. Deputy Inspector General of Police (north Kashmir), Dr. B Srinivas, described Naasir as the most wanted militant in the Baramulla, Bandipora and Kupwara districts.

Two police personnel sustained injuries in the operation. The slain militants were identified as ‘district commander’ Imtiaz Hussain alias Abu Turab, Sadam Hussain, Suraf Nawaz alias Mehnaz and Sagir Ahmed of Pakistan. Three AK rifles with four magazines and 15 rounds of ammunition, one pistol with one magazine and four rounds of ammunition, and three wireless sets were recovered from the incident site.

National Security Advisor (NSA) M. K. Narayanan, delivering the 25th Air Chief Marshal P. C. Lal Memorial Lecture on March 26, said that the Pakistani external intelligence agency, the Inter Services Intelligence (ISI), continues to help terrorist outfits like the Jaish-e-Mohammed (JeM) and the Lashkar-e-Toiba (LeT) to launch attacks against India, reports Times of India. "We have seen no change in ISI's attitude to mentor terror groups like Lashkar and Jaish... attacks on India from Pakistan's soil are likely to continue", he said. Admitting that intelligence and security agencies sometimes failed to thwart terrorist attacks like was seen in the Mumbai, Hyderabad and Delhi blasts, Narayanan said, "We have a zero-tolerance towards terrorism." "We have averted several terrorist attacks in the last few years...Since 2004, more than 1,000 terrorist modules have been neutralized", he added. Similarly, the NSA underlined the need for a political consensus to deal with the other major internal security threat of "Left-wing extremism".
