The US intelligence agencies had warned India "twice" about a potential maritime attack on Mumbai at least a month before the terrorist attacks in Mumbai, according to Indian Express. "The United States warned the Indian Government about a potential maritime attack against Mumbai at least a month before last week's massacre in the country's financial capital," the CNN quoted a US counter-terrorism official as saying. The American network quoted the official as saying that the warning was issued not once but "twice". A second Government source told ABCnews.com that specific locations, including the Taj Hotel, were listed in the US warning. "US intelligence indicated that a group might enter the country by water and launch an attack on Mumbai, said the official, who refused to be identified due to the ongoing investigation into the attacks and the sensitivity of the information," the CNN mentioned. Indian intelligence officials were quoted by ABCnews.com as saying that on November 18 they intercepted a satellite phone call to a number in Pakistan known to be used by a suspected Lashkar-e-Toiba (LeT) leader. The Indian intercept also revealed a possible "sea-borne attack", it said, citing officials.

According to The Hindu, India has asked Pakistan to take action against three terrorists identified as Mohammed Hafiz Saeed, the founder chief of Lashkar-e-Toiba (LeT), the Mumbai underworld don Dawood Ibrahim, believed to be living in Pakistan, and Jaish-e-Mohammed (JeM) chie Maulana Masood Azhar, a Pakistan national freed from an Indian prison in exchange for passengers on a hijacked Indian Airlines plane in December 1999. According to The Hindu, India issued a strict warning to Pakistan on December 3 that it was “determined to take strongest” possible steps to ensure that there was no repetition of incidents like the Mumbai terrorist attacks. “We are determined to take the strongest possible measures to ensure that there is no repetition of such acts,” said External Affairs Minister Pranab Mukherjee while addressing the third conference of Latin American Studies Council of Asia and Oceania in New Delhi. He termed the attacks as “perhaps the most vicious in the history of independent India,” and public opinion in the country was demanding concrete action and hoped that Pakistan would take “immediate action.” He said India expected Pakistan to honour its “solemn commitments” not to permit the use of its territory for terrorism against her neighbour. “We expect Pakistan to honour its solemn commitments not to permit the use of its territory for terrorism against India,” Mukherjee added. India has blamed the Pakistan-based Lashkar-e-Toiba (LeT) for the Mumbai attacks. Investigations into the Mumbai terrorist attacks have revealed that Lashkar-e-Toiba (LeT) operatives based in Bangladesh were involved in organising the attacks, CNN-IBN reported. Sources said the former Bangladesh head of the LeT arranged for logistical support to the 10 Pakistan-trained terrorists who attacked Mumbai on November 26. Faisal Nayeem, deported to Pakistan in 2006 under American pressure, was the LeT's commander in Dhaka. Sources investigating the attack claim that Faisal got in touch with LeT's present Bangladesh head, Imran Mian, to arrange SIM cards for the terrorists who carried out the Mumbai attacks. During his stay in Bangladesh, Nayeem had set up an intricate network of agents which allowed him to take Indian youth to Pakistan via Bangladesh. They were trained in Pakistani terror camps and then pushed into India. Faisal told Bangladeshi investigators that he had coordinated several fidayeen (suicide squad) attacks during his stay in Bangladesh including the attack on the Rashtriya Swayamsevak Sangh headquarters in Nagpur in 2004 and a Border Security Force post in Hyderabad in 2005.

In a separate incident, a hardcore militant of Lashkar-e-Toiba (LeT) outfit was shot dead in a joint operation by police, Army and Central Reserve Police Force (CRPF) while his Pakistani associate was injured at village Joura under the jurisdiction of Gandoh police station in Doda district in the morning of December 6. However, the injured militant managed to escape. The slain militant was identified as Nadeem Hussain alias Umer son of Manzoor Ahmed Bhat, a resident of Joura. His associate, who managed to escape, was identified as Saifullah, a Pakistani. Recoveries made from the scene of encounter include one AK-47 rifle with one magazine, 30 rounds, one pouch and one mobile telephone.

Security agencies investigating the multiple terrorist attacks in Mumbai said on December 9 that payments for a voice-over-Internet protocol (VOIP) service used by the terrorists were made from Karachi, reports The Hindu. Investigators have found that an unidentified individual using false identification papers, made a payment of $ 290 to the VOIP service (Vox Phone) through an office of the Western Union money-transfer in Karachi. The Mumbai Police intercepted calls made by the Lashkar-e-Toiba (LeT) terrorists who attacked Mumbai to two VOIP numbers from six Indian mobile phone numbers. The e-mail, which said the attack was intended to avenge atrocities on Muslims in India, was reportedly generated on Hindi language voice-recognition software and sent to Indian newsrooms from a Lahore-based server.

The interrogation of Mohammad Ajmal Amir Iman, the only terrorist arrested during the Mumbai multiple terrorist attacks, has named those who trained the terrorists, Joint Commissioner of Police (Crime), Rakesh Maria, told journalists on December 10, reports The Hindu. While Lashkar-e-Toiba (LeT) operatives Zaki-ur-Rahman Lakhvi, Abu Hamza, Kahfa and Hafiz Saeed were among the trainers, the Police is still verifying the details of others, Maria added, saying, the names of the chieftains were yet to be identified. He also said the training was imparted under the Lashkar banner and Ajmal was "quite clear that it [the attack] was a Lashkar operation." Ajmal has delineated specific roles played by the four. Lakhvi planned the whole operation and even "bid farewell to the 10 terrorists before they left Karachi for Mumbai on November 22." The ship al-Hussaini, which carried the terrorists for some 12 nautical miles before they hijacked the trawler Kuber to come to the Mumbai coast, belonged to Lakhvi who was present during the training. Hamza, involved in the 2005 terrorist attack on the Indian Institute of Science in Bangalore, imparted "advanced training" in weapons and hand grenades, and maritime training. Hafiz provided moral support and "he spoke to them and motivated them". The fourth trainer "Kahfa was with the group right through the training." He was the "course coordinator" and "shepherded" the attackers. The three-month training was conducted somewhere in Azizabad in Karachi, informed Maria. Kahfa and Hamza showed photos of various target locations to the attackers during the training.

Deven Bharti, Additional Commissioner of Police, said the Police took the two “on suspicion”. He also added that the Police had to investigate if they were in possession of any CD, allegedly used to show target locations. Police said the interrogation of Mohammad Ajmal Amir Iman, who was arrested during the Mumbai attack, revealed that he was shown a CD with pictures of target locations. Ansari had reportedly carried out recces in Mumbai, which included the Gateway of India area and the Trident-Oberoi hotel. The Uttar Pradesh (UP) police had arrested Ansari and Sabahuddin on January 1, 2008, in a case relating to the attack on the Central Reserve Police Force camp in Rampur in UP. Sabahuddin was also involved in the attack on the Indian Institute of Science in Bangalore, capital of Karnataka, on December 29, 2005.

Two more top Lashkar-e-Toiba (LeT) militants, including a ‘tehsil commander’, were killed by the Security Forces (SFs) in an encounter at village Kairni in the Bharat area of Doda District on the morning of December 19, Daily Excelsior reported. With this, the death toll in two operations during the last two days has increased to five, including four LeT commanders and an Army soldier. A Special Police Officer, Rakesh Kumar, was wounded in the operation on December 19. Senior Superintendent of Police (Doda), Prabhat Singh, said SFs, who had launched a search operation at Kairni on December 18 and shot dead a ‘deputy divisional commander’ of the LeT, Mohammed Iqbal Malik alias Abu Umair, resumed the search the next morning. The militants, who had slipped into Kairni forests, were pursued in the morning and finally engaged in a gun-battle by a joint team of police, Rashtriya Rifles and Central Reserve Police Force. In the over two hour long encounter, the two remaining militants were killed, Prabhat Singh said. The duo was identified as Mohammed Ashraf, a ‘tehsil commander’, and Nawaz Ahmed Mir alias Abu Murshid. Recoveries made from the slain militants include three AK-56 rifles, four magazines, 76 rounds, eight grenades, one radio set, two mobile telephones and some incriminating documents.

In another joint operation carried out by Army and police, an unidentified LeT ‘commander’ and a Territorial Army soldier were killed at village Kairni in the Bharat area of Doda District. Sources said a ‘deputy divisional commander’ of the LeT outfit, Iqbal Malik alias Abu Umeir, and his two associates were trapped by the troops at Kairni. In the initial round of cross-firing, the unidentified LeT commander and an Army soldier were killed while two militants were still holed-up in the area. The troops were, till last reports came in, searching for the two remaining militants, including Abu Umeir. Identity of slain militant has not been established so far. One AK rifle and some ammunition have been recovered from him.

Police in the Doda District killed two top militant commanders of the Lashkar-e-Toiba (LeT) outfit, including Saifullah Qari, a Pakistani, in two gun-battles at Krara and Bharat on December 19, Daily Excelsior reported. A trooper of Territorial Army was also killed in one of the incidents. Senior Superintendent of Police (Doda), Prabhat Singh, said a Police team cordoned off village Amritgarh under the jurisdiction of Krara police post after receiving information that Saifullah Qari along with his two bodyguards had sneaked into the area. In the ensuing encounter that lasted for more than two hours, Saifullah Qari, an ‘assistant divisional commander’, was killed. However, two bodyguards of Qari, who was involved in a series of subversive activities across Doda and Kishtwar Districts during last several years, managed to escape during the encounter. One AK-47 rifle, three magazines, two diaries, one mobile telephone and a radio set were recovered from the incident site.

Top US intelligence official John Michel McConell is learnt to have expressed complete satisfaction with the strength of India's case against Pakistan based on Federal Bureau of Investigation’s (FBI) examination of call records of satellite and cellular phones used by Mumbai attackers and their Pakistan-based handlers. McConell confirmed that one of the numbers logged on the satellite phone, the terrorists used while navigating their way to Mumbai belonged to a known Lashkar-e-Toiba (LeT) terrorist identified as Abu Al Qama. The FBI is mandated to take the probe to the logical culmination, which will include charging the names of LeT leaders and their collaborators in Inter-Services Intelligence (ISI), Pakistan’s external intelligence, that come up in the probe. "We are committed to get to the bottom of this case," US officials told their Indian counterparts during their interaction spread over 48 hours.

The aircraft career Viraat is currently undergoing repairs at the Cochin shipyard in Kerala, where its security cover has been beefed up after the alert. Intelligence reports through surveillance of internet traffic uncovered the LeT plot to target INS Viraat.
