on July 9 that security agencies strongly suspect the blasts to be the handiwork of the Indian Mujahideen (IM) in protest against alleged atrocities by a majority of Buddhists on Rohingyas in Myanmar. “Our interest in the Rohingya Solidarity Organisation (RSO) was aroused after reports of return of its founder members, Maulana Anawar and Dr. Younus, to Myanmar’s Arakan started pouring in from our counterparts in the R&AW in early January,” said an IB official. The duo had fled to London (United Kingdom) and Saudi Arabia, respectively, after the Junta had come down hard upon the outfit. They also have a military base-cum-training ground in Bangladesh’s Marichar District, the IB claims. “Among their trainers are operatives belonging to groups such as the Islamic Movement of Uzbekistan (IMU) and the Islamic Movement of Kazakhstan (IMK) with local assistance from the Hafiat-e-Islam of Bangladesh as well as the ISI-backed Lashkar-e-Taiba,” said the official.

According to data compiled by Jammu and Kashmir’s Multi-Agency Centre (MAC), there has been a spike in the recruitment of local youths by militant groups in Jammu and Kashmir following the end of the ‘Ramzan ceasefire’, reports The Indian Express on July 11. The data shows that, the month of June saw 27 youths from the Valley — mainly from Shopian, Pulwama, Anantnag and Kulgam Districts in South Kashmir — joining militancy. “The increase in the number of local youths picking the gun last month came after June 16, which was Eid, when the ceasefire ended and the Security Forces (SFs) decided to undertake operations,” said a Srinagar-based security official. After an all-time high of 28 in April, militant recruitment in the Valley had dropped to 14 in May. The data (till June-end) shows that 82 local youths have joined militancy since the beginning of the year, raising fears in the security establishment that this could be the worst year ever in terms of local recruitment of militants in the Valley. In 2017, 128 local youths were reported to have joined militancy, up from 84 in 2016, 83 in 2015 and 63 in 2014. Of the 82 who joined militancy this year, 38 joined the Hizb-ul-Mujahideen (HM), 18 joined the Lashkar-e-Toiba (LeT) and 19 joined the Jaish-e-Mohammed (JeM).

A militant was killed in an encounter in Kandi forests of Kupwara District on July 11, reports Daily Excelsior. The militant was killed on July 11 night and his body was recovered on July 12 morning along with an AK- 47 rifle and other ammunitions during the search operation in Sadu Ganga in Kandi forest area. The identity of the slain militant was not known, however, preliminary investigation revealed that the militant group belonged to Lashkar-e-Toiba (LeT).

Kashmir Police confirmed that at least two local youths from Chenab Valley of Jammu region of Jammu and Kashmir have joined militant ranks, reports The Indian Express on July 16.While Abid Hussain Butt of Soujan, 15 kilometres from Doda town in DodaDistrict, has joined the Lashkar-e-Toiba (LeT), Talib Gujjar of Padyarna in Nagsini tehsil of KishtwarDistrict has joined the Hizb-ul-Mujahideen (HM), sources confirmed.While the former was working as a labourer in the Valley for the past few months, the latter went missing from home two years ago, they said.Talib was declared an active militant recently following inputs about his movement with an armed group in Dachhan area of KishtwarDistrict.Police came to know about Abid, code named ‘Abu Tarab’, after the LeT uploaded his photograph carrying arms on social media.Jammu and KashmirDirector General of Police (DGP) S P Vaid confirmed reports of a youth from Doda joining LeT ranks in the Valley. Another youth is missing from Kishtwar, he said, adding that Police are looking for him.Terrororganisations have been luring youth from everywhere, including other parts of the country, Vaid said, adding that it remains to be seen how successful they are. A Lashkar-e-Toiba (LeT) militant was killed in a brief encounter at Batpora area of Magam in Kupwara District of Jammu and Kashmir on July 19, reports Daily Excelsior. Following specific inputs about the presence of at least three militants of LeT hiding in the area, Security Forces (SFs) conducted the search operation and a hiding militant fired upon the search party. SFs retaliated and, in the encounter, one militant was killed. “On the basis of the incriminating materials recovered, the killed terrorist is learnt to be a foreigner (Pakistani national) and was affiliated to the proscribed terror outfit LeT. Some arms and ammunition were also recovered from the encounter site. Police has registered a case and investigation has been initiated in the instant matter”, a Police spokesman said.

Security Forces (SFs) on July 22 killed three Lashkar-e-Toiba (LeT) militants at Redwani area in Kulgam District who were involved in the killing of an abducted Police man, reports Daily Excelsior. The three militants were identified as Muawiya, a Pakistani national, Suhail Ahmad Dar of Redwani Balaa and Mudassar alias Rehaan of Katarsoo in of Kulgam District. Police said that they were involved in the killing of constable Mohammad Saleem Shah who was abducted on July 20 from his native village in Kulgam District and was shot dead on July 21 morning in Qoimoh area of the District. Arms and ammunition including two AK-47 rifles and a carbine were recovered from the site of encounter.

Two Lashkar-e-Toiba (LeT)militants were killed in an encounter in Lal Chowk area of Anantnag District on July 25, reports Daily Excelsior. During a search operation, as the Security Forces (SFs) advanced towards the house where militants were hiding, they were fired upon. The SFs retaliated resulting in an encounter in which two militants, identified as Bilal Ahmad Dar alias Bin Yamin Dar and Abid Hussain Bhat were killed.Police said that on the basis of the ‘incriminating materials’recovered, it is established that they belonged to LeT. “Arms and ammunition were recovered from the site of the encounter,” Police said, adding that as per police records, Bilal Ahmad Dar was involved in a series of militant acts.

The grenade exploded with a bang injuring five CRPF men of 90th battalion. They were identified as Ominder Singh, Pankaj Kumar, Nitin Kumar, B Kumar and Yoginder Singh. Later, Lashkar-e-Toiba (LeT) has claimed responsibility for the attack. “Cadres of the outfit today lobbed a grenade on CRPF bunker at Zerpora Bijbehara. The United States (US) on July 31 designated Lashkar-e-Toiba (LeT) ‘commander’ Abdul Rehman al-Dakhil, who till recently was LeT’s ‘divisional commander’ for the Jammu region, as a ‘Specially Designated Global Terrorist’, reports Daily Excelsior. A longtime member of the US designated Foreign Terrorist Organisation (FTO), LeT, Dakhil was an operational leader for LeT’s attacks in India between 1997 and 2001. In 2004, Dakhil was captured in Iraq by UK forces, then held in US custody in Iraq and Afghanistan until his transfer to Pakistan in 2014. After his release from Pakistani custody, Dakhil returned to work for the LeT. In 2016, Dakhil was the LeT ‘divisional commander’ for the Jammu region. As of early 2018, Dakhil remained a senior commander in the LeT.
