The United States (US) on April 1 has designated Hafiz Saeed led Jamaat-ud-Dawa’s (JuD) ‘political-front’ organisations—Milli Muslim League (MML) and Tehreek-e-Azadi-e-Kashmir (TAJK), as a ‘Foreign Terrorist Organisations’ (FTO), reports DD News on April 3. Also, seven members of MML’s central leadership committee have been enlisted as ‘foreign terrorists’. The decision of designating MML has occurred a day after the Election Commission of Pakistan urged the MML to submit a clearance certificate issued by the Pakistan’s Interior Ministry for its registration as a political party. Both MML and TAJK are front organisations of Lashkar-e-Taiba (LeT). The amendments take aim at LeT’s efforts to circumvent sanctions and deceive the public about its true character, said the US Department of States’ (DoS) Coordinator for Counterterrorism Nathan A. Sales.

Armed Lashkar-e-Toiba (LeT) militants injured three civilians and abducted an inmate after barging into a civilian house in Hajin in Bandipora District on April 2, reports The Hindu. A Police official said four militants of the LeT barged into the house of Farooq Ahmad Parrey at 10:10 p.m in Hajin. "The militants used knives and guns and caused grevious injuries to Parrey's wife, daughter and brother," said the Police. The injured were identified as Rafeeqa, Neelofar and Hilal Ahmad Parrey. Rafeeqa has "serious" firearm injury. "Militants used sharp weapons to injure others," the Police said. The Police said the militants also abducted Muntazir Ahmad Parrey, who is a son in law of the house owner. "Efforts are on by the police to trace out the abducted person," said the Police spokesman.The police said Mr. Parrey's son Muzzafar Ahmad Parrey alias Muzz Nata was killed by militants last summer (2017). Meanwhile, the Police lodged a First Information Report (FIR) into the incident. "An investigation has been set into the motion," said the spokesman.

Police on April 3 recovered the body of a youth, who was abducted by the suspected Lashkar-e-Toiba (LeT) militants on April 2 before leaving his three family members injured at Hajin area of Bandipora District, reports Daily Excelsior. Body of Muntazir Ahmad son of Farooq Ahmad Parrey was found near a bund on the outskirts of Hajin area in Bandipora District. Police said that during the investigation, it has come to notice that local militant Mohammad Saleem Parrey has played a major role in the killing of Muntazir. “Five foreign terrorists affiliated with LeT, Abu Muslim, Hubaib, Khalid, Abu Hamza and Haider are also involved in the killing”, the spokesman added.

Security Forces (SFs) arrested a Lashkar-e-Toiba (LeT) militant from Juktiyal area of Kupwara District on April 6, reports Daily Excelsior. The militant, identified as Zabiullah alias Hamzah son of Sonaullah, a resident of Multan in Pakistan was arrested during a cordon and search operation at Turshan area of Juktiyal. “He had recently infiltrated and was part of the group who were eliminated at Halmatpora recently. Incriminating materials were recovered from his possession. A case in this regard has been registered and investigations taken up”, the Police spokesman said.Earlier, the militant was injured in a gunfight that claimed 10 lives including five militants, three soldiers and two policemen at Check Fateh Khan of Haihama in Kupwara District on March 20-21. The militant had escaped in injured condition from the forests of Check Fateh Khan where gunfight raged for two days last month.

The decapitated body of a youth abducted by suspected Lashkar-e-Toiba (LeT) militants on April 4 from his home was recovered in Bonkhan Mohalla of Hajin area of Bandipora District on April 6, reports Daily Excelsior. Some locals on April 6 spotted the headless body of Manzoor Ahmad Bhat (25), son of Abdul Gaffar Bhat at an orchard near Bonkhan Mohalla in Hajin and accordingly informed the local Police. Immediately, a Police team reached the spot and recovered the body. The father-son duo were abducted around 11:45 pm on April 4-night. The militants, believed to be affiliated with LeT, barged into the house of Abdul Gaffar Bhat at Hajin in Bandipora and started beating up people before abducting father-son duo. However, Abdul Gaffar Bhat escaped despite being fired upon and suffering injuries.

At a time when Security Forces (SFs) have launched a major offensive against militants in south Kashmir, a large number of militants are silently concentrating in Northern parts of the Valley, not far from the Line of Control (LoC), reports Deccan Chronicle. Sources said that nearly 200 well-trained and well-equipped militants, mostly foreigners, are active in Kupwara, Baramulla and Bandipora Districts of North Kashmir. "Not only this, more militants are waiting on launch pads for infiltration across the LoC in Pakistan occupied Kashmir (PoK). This has posed a serious challenge to the Security Forces, who are more concerned about southern Districts of Pulwama, Shopian, Kulgam and Anantnag," they said. After the killing of Burhan Wani on July 8, 2016, the face of new age militancy in South Kashmir has emerged as the bastion of not only militancy but anti-India protests. "This has given a breather to militant handlers in the north as security forces are more engaged in the south to tackle militancy and street protests," sources added. Frontier District Kupwara tops the list of active militants. "Between 90 to 110 well-trained militants belonging to Lashkar-e-Toiba (LeT), Jaish-e-Mohammed (JeM) and Hizb-ul-Mujahideen (HM) are operating in Lolab, Kandi, Chowkibal, Kralpora, Trehgam and Kalaroos areas of Kupwara and Rajwar, Kandi, Nowgam, Kralgund, Zachaldara and Mawar areas of Handwara Police districts," they revealed. Similarly, they said 70 to 90 militants are active in Baramulla and Bandipora Districts of the north, while 90-120 ultras are waiting on the launch pads in PoK near the LoC to infiltrate into areas opposite to the operational area of 19 Division of the army. "And another 120-170 militants are waiting in the areas opposite to the operational area of 28 Division of Army. Most of these militants belong to LeT, JeM, HM, Harkat-ul-Mujahideen (HuM) and Tehreek-ul-Mujahideen (TuM). There are 28 launch pads in PoK where these militants are taken before they are infiltrated into Kashmir after reconnaissance," sources added. A Senior Police Officer, involved in counter-insurgency operations, said it is possible that the concentration of attacks and encounters by local militants in south Kashmir is designed to give the foreign militants in the north a chance to take roots. "It won't be too far when you will see the action in south Kashmir turns out to be a sideshow as the main action begins in the north. The militants in the north, besides being well-trained have latest and sophisticated weapons," he said. Local militants operating in South Kashmir, the officer said, are poorly trained and not well-equipped. "Being close to LoC, the militants in the north have access to more sophisticated weapons. In coming times, more encounters will be reported in the north, and security forces can suffer more casualties due to the fact that battle-hardened Pakistani militants are present in north Kashmir with the latest weapons," he warned.

Unknown militants kidnapped a man—Kifayat Ahmed Mir, resident of village Moolu Pinjora of Shopian District in South Kashmir on April 15 and shot at his leg and later released, reports Daily Excelsior. Kifayat was admitted to nearby hospital for the treatment and later shifted to Srinagar hospital for specialised treatment. Reportedly, he is out of danger on his life. Photographs of Pakistan-based Lashkar-e-Taiba’s (LeT) ‘Chief’ Hafiz Saeed and Sikh militant Gopal Singh Chawla, has emerged in Lahore city of Pakistan, reports The Tribune on April 17. On April 14, Gopal Singh Chawla, followed the instructions of Pakistan authorities and denied the entry of Indian officials into the premises of Gurdwara Panja Sahib Ji in Hasan Abdal in Pakistan, on the occasion of Baisakhi Day. Members of Sikh extremist group also placed posters and banners of ‘Khalistan Referendum 2020’ in the Parikrama path of Gurdwara Panja Sahib Ji. The Indian High Commissioner to the Pakistan Ajay Bisaria was also ‘forced’ to return due to unspecified Security reasons when he approached the Gurdwara to meet and greet the pilgrims on the occasion of Baisakhi Day. In its statement, the Ministry of External Affairs (MEA) referred the incident as ‘inexplicable diplomatic discourtesy’ in the violation of the Vienna Convention.

The Bombay High Court on April 20, stayed the trial against the alleged operative of Lashkar-e-Taiba (LeT)—Syed Zabiuddin Ansari aka Abu Jundal who is alleged to coordinate the 26/11 Mumbai terror attacks from Karachi, Pakistan, reports The Hindu. The lower court had asked Delhi Police to provide Jundal’s travel details of his trip from Saudi Arabia to Delhi in 2012. Jundal’s lawyer sought to review the travel documents and the passenger list prepared by the airways at that time. However, Jundal’s lawyer had claimed that the authorities in Saudi Arabia had deported Jundal and three Indian Police officers with him on his flight to Delhi. The Court had said that the matter needs to be heard in the length of time, therefore the matter is adjourned to post-summer vacations on June 11.

Four militants including top ‘commander’ of Jaish-e-Mohammed (JeM) and two Security Force (SFs) personnel were killed in an encounter at Tral forest area of Pulwama District on April 24, reports Daily Excelsior. SFs intercepted a militant group at Goiytengo forests in Tral who earlier fled after a brief exchange of gunfire. Two Army personnel and one Special Operations Group (SOG) Policeman identified as Latif Gojri were injured. The critically injured Latif later succumbed. An injured soldier Ajay Kumar of 42 RR succumbed to injuries at 92 Base Hospital in Srinagar. He was injured during the initial firing by militants on Army and was removed to the Base hospital in a chopper. Four militants were killed in the operation at Goiytengo forests in Laam area. All the bodies of the militants were recovered along with four AK-rifles. One of the militant has been identified as top JeM ‘commander’, Umar Khalid while two others are local and have been identified as Ishfaq Ahmad and Abid of Lashkar-e-Toiba (LeT). The fourth militant who is a foreigner is yet to be identified. Sources said that two among the slain militants are foreigners and belonged to the JeM militant outfit. The searches of the forest area were going on till late in the evening on April 24. A Police spokesman said that Awantipora Police along with 42 Rashtriya Rifles (RR) and 180 battalion of Central Reserve Police Force (CRPF) carried out searches in the Gatengo Laam forest area of Tral on April 24. “After receiving credible inputs about the presence of militants in the area, searches were initiated and during searches, the holed up militants fired heavily upon the search party. Security forces in their guarded response fired back leading to an encounter with the militants. During the encounter, three militants of outlawed JeM were neutralized. Their identity is being ascertained. Moreover, one police personnel identified as Mohammad Latif son of Ghulam Hassan resident of Tral and one Army Jawan identified as Ajay Kumar attained martyrdom in the encounter”, the spokesman said. “During the encounter, incriminating materials including arms and ammunition were recovered from the spot. The search in the area is going on”, the spokesman added.

Three civilians were shot dead by suspected Lashkar-e-Toiba (LeT) militants at Khanpora area of Baramulla District on April 30 evening, reports Daily Excelsior. Sources said that militants fired upon the three persons, identified as Asghar Ahmad Sheikh, Asif Ahmad Sheikh and Haseeb Khan, near Iqbal Market Khanpora in the evening (April 30) from point blank range killing them on the spot. Police and Security Forces (SFs) immediately reached the spot and launched a cordon-and-search operation to trace out the killers. The Tribune adds that the Police in a brief statement identified the three persons as “innocent civilians.” It said they were killed by “terrorists,” including two locals and a Pakistani. The Police also claimed the militants belonged to the LeT.
