A woman, identified as Tahira (44) was killed after she was caught in an exchange of fire during an operation amid an encounter between Security Forces (SFs) and militants in Dailgam village in Anantnag District on July 1 (today), reports Daily Excelsior. According to latest reports, the encounter is currently underway to flush out the holed up militants. The militants were using civilians a human shields and the rescue operations are underway. Search operations were initiated in Dailgam village in the District after SFs received information that two militants were hiding in the area including a top Lashkar-e-Toiba (LeT) ‘commander’. The village was later cordoned off. There is no information yet on the status of the militants.

LashkareToiba (LeT) ‘commander’ Bashir Ahmad Wani alias Bashir Lashkar and his associate, identified as Azad Ahmad Malik alias Dada along with two civilians, identified as Tahira Begum and Shadab were killed in a fierce encounter in Dailgam village in Anantnag District on July 1, reports Daily Excelsior . A Police spokesman said gunfight between the militants and the Security Forces (SFs) raged after siege was laid in the area following specific inputs. Police said 17 civilians, who were inside the house, where militants were trapped, were rescued. After the house was cleared of civilians, Police and Army blasted the house and it resulted in the killing of two militants. “While the cordon was being laid, some militants outside a house fired upon the security personnel which was retaliated. In the cross firing one woman sustained injuries and later succumbed,” the Police spokesman said. Another youth was also injured in clashes who later died. As the news about the operation spread in the area, a large number of people took to streets and tried to approach towards the encounter site and pelted stones at the SFs. SFs fired tear smoke shells to disperse the protesters. Director General of Police (DGP) Dr SP Vaid said that people assemble at the encounter sites at instigation of enemies of peace. “If you see the social media, there is instigation to youth to reach to the site of encounter to save Bashir Lashkar, these people assemble on the instigation of enemies of peace of this unfortunate Valley”, he said.Soon after the news about the killing of two militants including Bashir spread, clashes broke out at Kokernag, Pulwama and areas adjoining to Dialgam between protesters and SFs. Around a dozen civilians were injured in the clashes amid shutdown in the area. Meanwhile, Chief Minister Mehbooba Mufti expressed grief over the death of two civilians at Anantnag during an antimilitancy operation on July 1, adds Daily Excelsior. Terming the deaths as tragic and unfortunate, the Chief Minister appealed the people to keep away from the points of conflagration so that precious human lives are not lost.

Israel believes there is no difference between Pakistan-based “Lashkar-e-Taiba”-LeT and the Hamas group operating in Israel and Palestine, senior officials said, adding that the Israeli government has unequivocally supported India on the issue of terrorism, The Hindu reports on July 4. “Killing civilians for any spurious ideological reason is terrorism,” said Mark Sofer, Deputy Director General of the Israeli Foreign Ministry’s Asia-Pacific department. He added, “As opposed to a number of other countries in the world, Israel has never hidden the fact that it supports India hook, line, sinker on the subject of terrorism. The horrors coming out of Pakistan, from the Lashkar-e-Taiba are known, and we support India’s right to defend itself against terrorism just as Israel has the same right.”

Separately, a senior Police officer said that footprints of militants have been sharply increasing in the Kashmir Valley with as many as 50 young men taking to arms in the past six months, reports India Today on July 5. Most of these new recruits came from Pulwama, Shopian and Kulgam Districts in South Kashmir, which had become the hub of tech-savvy, young militants. "A total of 50 Kashmiri youths joined militancy in the valley in 2017," the Police officer said. Rising footprints of militants have raised concern among the security agencies, which believe the trend reflects the worsening situation in Kashmir. The officer said that 88 Kashmiri youths joined militancy in 2016, the highest in the past six years. Since 2014, there has been a constant rise in the number of people joining militancy. As many as 66 youths joined militancy in Kashmir in 2015 and 53 in 2014, data compiled by security agencies revealed. In 2010, 54 youths joined militancy and in 2011, the number came down to 23. It further dipped to 21 in 2012 and 16 in 2013, it said. The Pulwama-Shopian-Kulgam region has become a hotbed of home-grown terrorists, the officer said. Officers dealing with security aspects said Pulwama, which has of-late emerged as the terror epicentre, is strategically important as it is the central point to connect Srinagar, Anantnag, Kulgam, Shopian and Budgam Districts of Central Kashmir. The new-age militants has speedily increased their footprints in Pulwama, Kulgam and Shopian Districts mainly because of the unprecedented support offered by the local population, the officer said. "The areas have seen the highest number of encounters and attacks," the officer added. Topography of Pulwama, with its vast orchards and fields ringed by dense forests, also provide a perfect shelter and operating cover to the militants. Pulwama was home to Hizb-ul-Mujahideen (HM) ‘commander’ Burhan Wani, who was killed in an encounter with Security Forces (SFs) in July 2016. It is also the base of Abu Dujana, ‘commander’ of Lashkar-e-Toiba (LeT) militants in the Kashmir Valley, Abu Musa and dozens of other known militants. SFs have also foiled attempts by dozen others to cross over to the Pakistan-occupied Kashmir (PoK) for arms training, the officer said. In 2017, as many as 54 men were stopped from joining the ranks of militants, the officer said.

Criticising the Pakistani Government for glorifying the dead terrorist, Ministry of External Affairs (MEA) spokesperson Gopal Baglay tweeted, "First, Foreign Office of Pakistan read from banned LeT's script. Now, Pakistan COAS (army chief) glorifies Burhan Wani. Pakistan's terror support and sponsorship need to be condemned by one and all." Baglay's comments came a day after Pakistani Army Chief General Qamar Javed Bajwa praised Wani. Pakistani Prime Minister Nawaz Sharif too paid tributes to Wani, saying his death "infused a new spirit in the struggle for freedom" in Kashmir Valley.

Wani was killed in a gunfight with security forces in south Kashmir on July 8, 2016. “Sacrifices of BurhanWani & generations against Indian atrocities are a testimony of their resolve,” Addressing the G20 summit in Hamburg, Indian Prime Minister Narendra Modi equated Pakistan based Lashkar-e-Taiba (LeT)and Jaish-e-Mohammad (JeM) to Islamic State (IS) and al-Qaeda, saying their names might be different but their ideology was the same.

Inspector General of Police (IGP), Kashmir Range, Muneer Ahmad Khan said that Police arrested Sandeep Kumar Sharma, resident of Muzaffarnagar, UP, associated with LeT during an operation. He said that Kumar was close aide of Bashir Lashkari, responsible for the killing of six Police personnel, including Station House Officer (SHO) Feroz Ahmad in Anantnag on June 16 and was present in the house at Dailgam where Lashkari was killed on July 1 and was rescued by the security forces and detained. Sharma was involved in a number of attacks on security forces, besides planned bank robbery, the IGP said, adding that he robbed four banks and shared the booty with the LeT members. “Sandeep helped the LeT militants to loot ATMs while they also indulged in immoral activities in the villages,” he said. The IGP said Sharma had come to Kashmir valley in 2012 and was working as a welder. However, he came into contact with Shahid Ahmad before joining the LeT. According to official figures, Army, Central Reserve Police Force (CRPF) and Jammu & Kashmir Police are literally hunting down terrorists in the Valley with over 100 killed till July 11 this year (2017) as compared to 150 in the whole of 2016. Officials said out of the 100 terrorists killed in major joint operations this year, 33 belonged to Lashkar-e-Toiba (LeT) and 23 to Hizb-ul-Mujahideen (HM). Sources said some of the big names gunned down in the last months included LeT's ‘district commander’ Basir Lashkari (who was listed among A++ category of wanted terrorists in the valley); another top commander of Pakistan-based outfit Abu Haris; outfit's ‘divisional commander’ Abu Musaib; and HM ‘commanders’ Sabzar Ahmad Bhat, Aquib Ahmad Bhat, Abu Hamza and Gulzar Ahmad Lone.According to a senior official who coordinates joint operations with army, CRPF and J&K Police's SOG (Special Operations Group), most of the terrorists have been neutralised in Budgam, Kupwara, Kulgam, Baramulla, Anantnag, Bandipore and Pulwama. He said while 57 terrorists have been killed in joint operations, 43 were killed while infiltrating from Pakistan. "Specific intelligence is being gathered on terrorists hidings in villages and they are being targeted as part of coordinated operations. India’s strong reaction came a day after the Chinese Foreign Ministry spokesperson said China was willing to play a “constructive role” in improving Indo-Pak ties, especially after the increased hostility along the Line of Control (LoC). He also said the situation in Kashmir has attracted “international” attention. “At the heart of the matter is really the issue of cross- border terrorism perpetrated on India including on the people of the state of J&K. So, the matter is that cross-border terrorism in our region emanating from a particular source is threatening peace and stability in not only India but other neighbours,” External Affairs Ministry Spokesperson Gopal Baglay said. As far as the Kashmir issue itself is concerned, the Government’s position has been very consistent and clear, he asserted. “We have been ready to have dialogue with Pakistan among other issues (including) J&K in a bilateral framework. That position of addressing all issues with Pakistan including the Kashmir issue in a bilateral framework has not changed,” Baglay said. A Police official said that acting on specific information regarding the movement of militants in Markundal-Pushwari area, a joint ambush was laid in the orchards by Police, Army’s 13 Rashtriya Rifles (RR) and Central Reserve Police Force (CRPF) this morning (July 14) at around 6 am. He said during the ambush, suspicious movement of a person was noticed in the area and he was challenged to stop but he tried to run away from the spot. “He was, however, overpowered by the alert security forces and apprehended subsequently,” the official said, adding that later on during investigation he identified himself as Shahbaz Rasool Mir of Mir Mohalla Hajin of the Bandipora District. Counter-terrorism officials said Khan, who was trained in the Pakistan-occupied Kashmir (PoK), was the “mastermind” of the fidayeen (suicide) attack on a CRPF Group Centre in Rampur that left eight soldiers dead and wounded five.Khan is accused of sourcing AK-47s used in the attack from Kashmir and storing them in his house in Fatehpur. Sources said Khan was “pushed back” after authorities in UAE learnt about his illegal activities raising funds for terrorists and communicating with them in their country. They, in turn, alerted his presence to the Indian government. This led to his deportation following a few rounds of diplomatic exchanges. Security officials said Khan was an “indigenous” Lashkar cadre who received direct training at Muzaffarabad in PoK and intellectual inputs from senior LeT leaders based out of Pakistan. He worked in “close co-ordination” with one Rafique and Kausar, both arrested previously in the Rampur case.

Senior Superintendent of Police (SSP) Anantnag, Altaf Khan said that a joint team of Special Operations Group (SOG) of Jammu and Kashmir Police, 19 Rashtriya Rifles (RR) of Army and Central Reserve Police Force (CRPF)cordoned off Bul Bul Nowgam area following specific inputs about the presence of militants. “As the security forces intensified the searches, the militants hiding in the area opened fire triggering an encounter in which three militants were killed”, he said. The militants have been identified as Showkat Lohar of Arwani, Bijbehara in Anantnag District. He was an ‘A-category’ militant and was recruited by LeT last year (2016) in August. Another militant has been identified as Mudasir Ahmad Hajam of Danwatpura village in Kokernag in Anantnag District. He was ‘B-category’ militant and joined LeT in January 2017. Both the militants were part of Bashir Lashker group, who was killed early this month. The third militant is said to be a Pakistani and has not been identified as yet. One AK 47 rifle, an SLR and a pistol was recovered from their possession.

On July 19, the US State Department’s Country Report said that terror groups like the Lashkar-e-Toiba (LeT) and the Jaish-e-Mohammed (JeM) continued to operate, train, organise and raise resources inside Pakistan in 2016. The report uses words like “safe havens” used in previous reports but it does boost India’s diplomatic claims that Pakistan is turning a blind eye to terror groups based on its soil that are targeting India. The annual report, which is mandated by the US Congress, also said that Pakistani military and security forces cracked down on terrorist groups that carried out attacks within Pakistan such as Tehrik-e-Taliban Pakistan (TTP). But “Pakistan did not take substantial action against the Afghan Taliban or Haqqani, or substantially limit their ability to threaten US interests in Afghanistan, although Pakistan supported efforts to bring both groups into an Afghan-led peace process,” the State Department said. In a separate chapter, the State Department listed Pakistan as one of the safe havens of terrorism. Many terrorist groups, including the Haqqani Network, the LeT and JeM continued to operate from Pakistani soil in 2016, it said. “Although the LeT is banned in Pakistan, the LeT’s wings—the Jammat ud Dawa (JuD) and Falah-i-Insaniat Foundation (FiF)—were able to openly engage in fundraising, including in the capital,” it said.

Sources said that LeT ‘divisional commander’, Abu Dujana, who is the most wanted militant in Kashmir valley slipped out of Police dragnet this evening (July 19) in Pulwama District of South Kashmir by firing at a vehicle in which Police was chasing him. Sources said that Abu Dujana was on his way from Tral to Pulwama and Police in civvies was following him in a civil car. They said that at Banderpora village, Abu Dujana got suspicious of a Bolero car that was chasing him. He fired at the tyre of the car before abandoning the Sumo in which he was travelling and also fired at the tyre of an Army vehicle that had laid ambush against him in the village. Police and Army also fired at him several rounds but he managed to slip out of their dragnet. More troops were rushed to the area and a massive hunt has been launched against him in the nearby villages by joint team of Police and Army. India has lodged a strong protest with the United States (US) over the state department's "Country Report on Terrorism 2016", released on July 19, referring to Pak-occupied Kashmir (PoK) as "Azad Jammu & Kashmir" even as it states that the area is being used by terrorist groups to target India, reports The Times of India on July 22. The Indian Government approached US authorities after the release of the report. An official spokesperson of the Ministry of External Affairs (MEA) said, "The government has seen the mention of the term 'Azad Jammu & Kashmir' in the US state department's country report on terrorism for 2016. We have raised the matter with the US authorities and lodged our protest." This is the first time the US has referred to PoK as "Azad Jammu & Kashmir" despite the fact that the region is closely controlled by the Pakistan military in the face of Indian protests. Till recently, the US has used the nomenclature "Pakistan-administered Kashmir". The report, however, praises India's efforts to combat terrorism. On the other hand, India has reason to feel satisfied that the report refers to the Indian state as "Jammu & Kashmir" instead of its previous reference to it as "Indian-administered Kashmir". The report, in the section on US government-designated foreign terrorist organisations, talks of Harkat-ul-Mujahideen (HuM) and says "the outfit conducts its operations primarily in the state of Jammu & Kashmir and Afghanistan". It adds: "HuM operates from Muzaffarabad in Azad Jammu & Kashmir, as well as several cities in Pakistan". Inspector General of NIA, Alok Mittal, described arrests of seven separatist leaders as “one important step’’ and declared that investigations in the case would continue and all those found connected/involved in the case would be examined, raided and appropriate action taken against them at an appropriate time. “We have arrested the separatist leaders based on the evidence gathered during raids at various places few days back and follow up investigations,” Mittal said, adding that six arrests were made from Srinagar and one from New Delhi. All those arrested in Srinagar are being shifted to New Delhi for questioning after Police remand from the court, he added. He names SIMI operative Adbul Razzak as the person responsible for the explosions that killed 68 people on February 18, 2007. The video shows the interrogator asking him, "Who ordered the Samjhauta blasts?" Nagori answers, "Abdul Razzak did this. He is from Indore. He told me, 'You cannot do anything, you are a politician now.' He would say, 'You have retired from SIMI. They give you money and you keep eating and drinking.' He once told me, 'You have become a politician, you cannot do jihad, you need a quality life. I will do something or the other now.'" When asked about Razzak's contacts in Pakistan, Nagori says, "He has relatives in Pakistan." Nagori adds, "Abdul Razzaq used to say he could do this on his own. He was in SIMI, he was with Misbah ul Islam Calcuttawala. Abdul Razzaq, he said he could do it on his own. He was SIMI incharge of Indore." In the video, Nagori admits he wanted to procure an imported Mauser gun. For this, Nagori says, he contacted Lashkar-e-Toiba (LeT) operative Nasir and told him he needed it "to punish those culprits for a project". He adds, "When Nasir told us Mauser and AK47 can be procured, we decided that when we need to target someone and take no risk, we can use the 47. But we wanted to target individuals, and not the masses."Nagori says the LeT operative may have given arms to other SIMI members. "Nasir may have had other contacts. He may have delivered to others. Had he given it to any SIMI members connected to me, I would know. But because I don't know, I can't say. He may have given it to some other group or he may have given it to another group of SIMI. SIMI has two groups. He could have given it to them. The other group has Imran Ansari and Abdul Razzak. If he has given it to SIMI in Indore, then it must be the second group. He said he will bring it to us but he got arrested." Adding that he met Nasir in 2007 October, Nagori says he was unhappy with his arrest and encounter as he knew him since he was a young boy. Sources in NIA stated on July 25 that the WhatsApp groups together have 5,000 members, of which majority are local Kashmiris but a significant number are linked to Pakistani mobile numbers. Many of these groups have either been created by a Pakistani or have Pakistanis as their administrators. "We have identified Pakistani numbers in the WhatsApp groups. Some of these numbers also show up in JuD posters and publicity material, confirming JuD link to the J&K youth who regularly pelt stones to disrupt ongoing anti-terror operations, allegedly on payment arranged by Hurriyat separatists," said an unnamed investigator. The origin of the funds is believed to be in Pakistan, though NIA says it can establish more specific details after questioning+ the seven arrested Hurriyat leaders. The messages on the 28 Whatsapp groups tracked by NIA range from religious posts, terror-inciting material to updates on J&K militancy and ongoing anti-terror operations. There are messages posted during encounters between the terrorists and Security Forces in J&K, telling the participants how "your brothers have been cornered" and sharing details of the encounter site. "The idea is to mobilise the local youth for stone-pelting at the encounter site so that the terrorists can escape," said an unnamed NIA officer. It was on the basis of these 28 WhatsApp groups that the NIA could zero in on phone numbers of 48 Kashmiri youth present at more than three encounter sites that saw stone-pelting protests over the past year.

Militants hiding in the village exchanged fire with Security Forces (SFs) briefly and managed to escape from the spot. House to house searches were conducted in the village and the internet services including 2G, 3G and 4G were suspended in Anantnag during the operation as a precautionary measure but were later restored. In the evening, after getting inputs that the militants are hiding in a nearby village Krungsoo, 3 Rashtriya Rifles (RR) of Army and SOG Anantnag launched searches in the area.

At least two top Lashkar-e-Toiba (LeT) militants, identified as LeT Kashmir ‘head’ Abu Dujana alias Hafiz and another LeT militant Arif Lilhaari were killed during a fierce encounter in Pulwama District on August 1st morning, reports The Times of India. Two more militants were reportedly trapped in the encounter along with Dujana and Lilhaari. Their fate is yet to be determined. Dujana was the LeT's so-called 'divisional commander', and reportedly hailed from northern Pakistan. Acting on specific intelligence inputs about the presence of militants in Hakripora village in Pulwama District, Security Forces (SFs) launched a cordon and search operation in the area, a Police official said. The militants opened fired during the operation, prompting retaliation from the forces which triggered a gun battle, he said.
