Security Forces (SFs) on September 4 evening cordoned off KharporaArwani in Kulgam District after reports about presence of a group of Hizb-ul-Mujahideen (HM) militants hiding in the area, reports Daily Excelsior. As the SFs cordoned off the area, people came out in large numbers to disrupt the operation. They pelted stones on the SFs leading to clashes. The SFs fired tear smoke to quell the protests. Following up on the information tip from the National Investigation Agency (NIA), the Uttar Pradesh Anti-Terrorism Squad (ATS) on September 13 has arrested a Hizb-ul-Mujahideen (HM) terrorist—Qamar uj-Zama from Kanpur, in Uttar Pradesh, reports Asian Age. Qamar uj-Zama had plans to commit a terrorist attack on the occasion of Ganesh Chaturthi—a Hindu festival. Qamar uj Zama was active from April 2018 when he had first posted his pictures on Facebook with AK-47 rifle. He is a native of Assam, said Uttar Pradesh Director-General of Police (DGP) O.P. Singh. During the interrogation, he [Zama] revealed that he had gone to Kashmir for terrorist training in April 2017. He is an Indian national, and a literate person, said DGP Singh.

An Assam Police official stated that as a follow up action to the arrest of Qamar uj Zama, who was arrested by the Anti-Terrorism Squad of the Uttar Pradesh Police on September 13 an individual identified as Shahnawaj Alam has been arrested, reports Assam Tribune on September 14. Meanwhile, a team of Assam Police has left for Kanpur to question Qamar uj Zama. Zama’s name as a Hijbul Mujahideen (HM) operative first surfaced after he posted his photograph with an AK47 rifle in a social networking site in April 2018. According to Police, the youths were getting trained either in militant camps in Jammu and Kashmir or in Pakistan. Assam Police has received specific intelligence inputs about three to four more youths from the State joining Islamic fundamentalist outfits in the recent times, reports Assam Tribune on September 14. A source from Assam Police stated that youths hail from different districts of the State and had also undergone training by the Islamic fundamentalist groups. The source also added that they were monitoring the movement of these youths with the help of law enforcement personnel in other states.

Uttar Pradesh Anti-Terrorism Squad (ATS) launched a massive manhunt to arrest two suspected accomplices of Hizb-ul-Mujahideen (HM) operative Qamar-uz-Zaman, who was arrested from Kanpur, official sources said on September 14, reports Daily Excelsior. “Preliminary investigation confirmed that two persons were frequent visitors to Zaman’s rented place and stayed with him,” Senior Superintendent of Police (ATS) Jogendra Kumar said. One of them had allegedly played a key role in striking a deal with the landlord, Ujiyari Lal Yadav, a former Corporator from Shiv Nagar ward from where Zaman was arrested on Thursday (September 13), Kumar added. Zaman, a BA drop-out hailing from Jamunamukh in Hojai District of Assam, had come in contact with a person named Osama in the initial months of 2017 and joined Kashmir-based militant organisation HM, Kumar said. He went on to get training in the forests and hills near Kishtwar, Kumar said, adding Zaman then adopted the name Dr Huraira. After being imparted training, Zaman was sent to Uttar Pradesh to carry out blast during a festival, Kumar said. Kumar said that the arrested HM operative had first surfaced in April this year after a photo of him flaunting an AK-47 rifle with his code name was posted on social media and widely shared.

According to Police sources, a number of suspects that has come to the fore during the investigation would be examined by the team of investigators and more operatives could fall in the net soon. According to intelligence inputs, Qamar-u-Zaman, who was arrested by Kanpur police was the one entrusted with the responsibility to create a strong base for the separatist group in Assam.

Assam Police have said that they have busted a module of the Hizbul Mujahideen (HM) terror group with the arrest of three people for their alleged links with a terrorist arrested in Uttar Pradesh, reports NDTV. The three, identified as Shahnawaz Alam, Saidul Alam and Omar Faruk, were arrested from Hojai, Udali (Nagaon District) and Byrnihat (Udal Guri District), along the Assam-Meghalaya border, respectively, on September 14 and 15. They were believed to have had links with Hizbul terrorist Qamar-uz-Zama who was arrested by the Uttar Pradesh Anti-Terrorist Squad. Northeast Today further adds that Police suspect that Alam is the brain behind the expansion plans of Hizb-ul Mujahideen in Assam. Hojai District Superintendent of Police (SP), Ankur Jian stated that “Saidul Alam was a meritorious student, but he got in touch with terror elements in 2015 during his visit to Nizamuddin Markaz Masjid in Delhi. Alam got in touch with Qamar-uz-Zaman (arrested by Uttar Pradesh Police) in 2018. Zaman, Alam and Shahnewaz were in constant touch since then. Alam went to Srinagar in April 2018 and got in touch with few HM terrorists and he revealed it. In the meantime, Qamar-uz-Zaman directed Alam to verify few locations in Assam to expand organisational network and targeted Lumding area in Hojai district.” Times of India further adds that Shahnawaz Alam, Sahidul Alam and Umar Faruk are all from Jamunamukh in Hojai District. According to sources, Qamar had left home in 2012 to work at a garment shop owned by his relative in Kashmir. In 2017, he went missing; his family lodged missing reports in Kashmir and here (Assam)’. Officials also added that the information we have gathered so far points towards the Jammu and Kashmir-based group’s attempt to find new recruits in Assam. Police said Sahidul was the first to be indoctrinated by HM. He went on to recruit Qamar and sent him for training to Kishtwar District in Jammu & Kashmir. After completing his training, Qamar visited Jamunamukh in August. Qamar was on a recruitment drive. After travelling to Guwahati, he left for Kanpur, where he was arrested. While being taken into police custody, Omar had told the media he was “paid INR 30,000 by Qamar to help him find new recruits who would be willing to join the outfit. The encounter between the militants and Security Forces (SFs) began on September 15 morning after the forces launched a cordon-and-search operation in the area following intelligence inputs about the presence of militants there. While the forces were conducting the searches, the militants fired upon the forces, ensuing a gunfight. A Police official said that the militants belonged to two outfits of Lashkar-e-Toiba (LeT) and Hizb-ul-Mujahideen (HM) and their killing was a huge success for the forces. “It is a huge success for police and security forces. The militants belonged to both HM and LeT,” he said. Sources said that the arms procurement process had already begun and there might be some links with dealers based in Nagaland in the entire process. A senior Police official added that ‘As per our report, the outfit could not execute its plan to supply arms but then we are not ruling out any possibility. Many new revelations has come up during the questioning’. The arrested individuals have been identified as Baharul Islam, Riyazuddin Bhuyan and Joynal Ahmed. The total number of arrestees in relation to the case currently at seven. Among the seven arrested persons is Qamar-uz's elder brother Saiful Islam. Police have also found INR 1,60,000 from his house and are trying to establish if this money was part of the terror funds and if the money trail originated in Kashmir or outside. According to Superintendent of Police (SP), one of the arrestees Shahnwaz Alam so far has turned out to be one of the ‘who's who’ of HM. The state has seen the growth of a large number of radical Islamic groups over the years - both home-grown and from Bangladesh or Pakistan, reports Times of India on September 19. In 1999, Assam Police arrested four ISI operatives - the first such instance in the country. Over the past few years, the state has witnessed the emergence of home-grown outfits like Muslim United Liberation Front of Assam, Muslim Liberation Tigers of Assam (MULTA), Islamic Liberation Army of Assam (ILAA) and People's United Liberation Front (PULF), among others. The activities of Hizbul Mujahideen in Assam were in nascent stage but the investigations revealed that they were trying to procure weapons from Dimapur. The sources also added that Assam Police would have to make a special unit to deal with activities of the jehadi groups like some other States did as the threat cannot be overlooked and the activities of such outfits are not confined to one particular state or country. Moreover, there is very little intelligence inputs about the activities of such groups and to deal with them, the state police forces and the Central agencies would have to work in close coordination. The police presence in the remote and vulnerable areas would also have to be increased immediately. Sources said that after arrests of four agents of the Pakistani Inter Services Intelligence (ISI) in Assam in late 1990s, the police and security forces came to know that the Harkat ul Mujahideen (HUM) managed to establish bases in the State. More than 40 activists of the HUM were arrested during that time and around 25 of them had gone to Pakistan for training. The head of the Assam unit of the HUM Master Fakruddin is still missing. According to an input, he was killed while fighting the American forces in Afghanistan, but the report could not be confirmed. Similarly, another youth from Assam, Nurul Ali, had joined terrorist group Harkat Ul Ansar and he was involved in an act of violence in Delhi. But his present whereabouts are not known. It is also suspected that one youth from the State was involved in the blasts in Bodh Gaya in 2013, but the report could not be confirmed. However, security sources said, “the involvement of a youth from the State in the Bodh Gaya blast is almost confirmed with the available inputs. Sources revealed that the Jama'atul Mujahideen Bangladesh (JMB) managed to establish bases in Assam by taking advantage of the sentiments of a certain section of people following the 2012 ethnic clashes in the BTAD areas and the fact came to light only after an accidental blast in West Bengal. Around 50 persons were arrested and it was found that around 12 persons were trained up in a Madrassa in West Bengal. But luckily for the security agencies, the accidental blast during the training in Burdwan led to the arrests of the JMB activists, sources pointed out and said that if the jehadi elements quietly carry on indoctrinating people without indulging in any violence, it is very difficult to track their activities.

The tickets were issued by the Pakistan Post headquarters in Karachi on July 24 to express Islamabad’s solidarity with the people of Kashmir who are “fighting for their rights” against the Indian SFs.According to the report, the tickets that have been issued in honour of terrorists including Hizb-ul-Mujahideen (HM) terrorist Burhan Wani, Farooq Ahmed Dar who was made a human shield by Army and a mass grave found in Kashmir among others. Many of the tickets carry very disturbing images.It said that all are the victims of atrocities of Indian security forces. It went on to describe Wani as a ‘Freedom Icon’ who sacrificed his life while fighting against the Indian security forces. At the bottom of all the postal tickets, it reads ‘Atrocities in India Occupied Kashmir’.Though the postal stamps were released in July, it was reported in the media in the recent past. According to Pallab Bhattacharya the Additional Director General of Police Special Branch, ‘The emergence of the Hizbul Mujahideen module in Assam may be a one-off case. But we have sought the formation of an ATS in Assam in order to keep a close eye as these groups operate very surreptitiously and secretively because of the unique nature of the Assamese social fabric’. He also added that ‘It is a unique Islamic culture in Assam due to which even the few radicalised elements tread very carefully lest they be exposed by members of their own community. But radical thoughts have increasingly been gaining ground and that is why there is an urgent need to tackle it and nip it in the bud’. HM is the largest militant outfit in Jammu and Kashmir waging an armed struggle seeking the severance of Kashmir from India although government reports say the outfit is fighting a growing crisis of shortage of weapons and finances, reports First Post. It is believed that of the about 210 hardcore militants active in Kashmir Valley now, about 126 belong to the Hizbul. After Jammu and Kashmir, Assam has the largest population of Muslims among the Indian states. Assamese Muslims adhere to a Sufi form of Islam cherished and propagated by 17th-century poet and spiritual leader Azaan Faqir. The idea behind setting up the ATS would ostensibly be to identify and isolate the radical elements. While the state’s security forces have handled the insurgency led by the United Liberation Front of Asom (ULFA) and other insurgent outfits in an effective manner, a different approach needs to be organised to combat jihadi modules. At the same time, it has to be admitted that situation in certain parts of the state is indeed getting more fertile to breed radical Islamist ideologies which pave the way for setting up of jihadi outfits.

Two Hizb-ul-Mujahideen (HM) militants, identified as Sheeraz Ahmad Bhat resident of Kralwari Chadoora and Irfan Ahmad Dar resident of Kakapora Pulwama were killed in an encounter at Panzan area of Chadoora in Budgam District on September 27, reports Daily Excelsior. One Army personnel was also injured in the encounter. Security Forces (SFs) on September 27 morning cordoned off Panzan village after inputs about presence of two militants in the village. The militants were hiding in the Masjid when they engaged by SFs in the gunfight. One of the militants, Irfan Ahmad Dar was working as Special Police Officer (SPO) and had deserted a couple of months ago. Police said that the encounter broke out after the militants fired upon a search party from a Masjid of the village. “The local Auqaf Committee was engaged to convince the militants to come out. A Policeman was killed and his rifle was snatched after suspected Hizb-ul-Mujahideen (HM) militants attacked Police Station Shopian in Shopian District on September 30, reports Daily Excelsior. Militants on September 30 morning fired at Police Station Shopian and killed a Policeman, identified as Saqib Mohiudin, who was manning the entry gate when the attack took place around 6 am. Saqib was critically injured in the attack and was taken to hospital where he was declared as brought dead. Sources said that Mess in-charge of the Police Station had gone to fetch the bread from the baker and gate was not locked from inside. A militant clad in veil (burka) opened the gate and got inside the Police Station. When asked by the security guard about his identity, he fired at him indiscriminately and at the same time militants fired at the Police Station from the back side to divert attention. The militants fled with the rifle of the cop who was lying on the ground inside the entrance of Police Station in a pool of blood. They shouted slogans outside the Police Station before fleeing. The Police also returned the fire but militants managed to escape. Sources also said that the four militants of Hizb-ul-Mujahideen (HM) were involved in the attack including Special Police Officer (SPO) Adil Bashir who deserted from Police two days ago along with seven AK rifles and one pistol from Jawahar Nagar Srinagar residence of PDP MLA from Wachi in Shopian District on September 28.
