Spilling the beans on Pakistan-based terror group Jaish-e-Mohammed (JeM)’s activities, its Srinagar-based operative Ashiq Baba has claimed that the deadly attack on Pulwama Police-Lines in 2017 in which eight Security Force (SFs) personnel died was led by JeM Kashmir terrorist Mufti Waqas, reports The Times of India. The details of JeM’s actions form part of Baba’s interrogation after his detention for his alleged role in the attack on the Army base at Nagrota. His apprehension, said sources, is proving to be a mine of information as he had been to JeM camps in Pakistan and met top leaders close to JeM chief Maulana Masood Azhar and can provide a description of activities and jihadi leaders he met. The Pulwama attack marked the increasingly prominent role JeM has been playing. Three JeM attackers, wearing Indian combat uniforms, had struck in the early hours on August 26, 2017 in the camp which also had families of personnel.A highly wanted terrorist, Waqas, was killed in an encounter with SFs in early March 2018. He was also responsible for the February 11, 2018 attack at Sunjuwan Army Camp, in which a junior commissioned officer (JCO) was killed. The accounts of Ashiq Baba, who travelled to Pakistan several times between 2015 and 2017 to meet JeM leaders including its ‘emir’ Maulana Masood Azhar’s brother Abdul Rauf and Maulana Mufti Asghar, are helping the security forces fill gaps in information about JeM’s operations and planning. Baba had travelled to JeM’s Bahawalpur headquarters after obtaining Pakistani visas on All Parties Hurriyat Conference-Geelani (APHC-G) leader Syed Ali Shah Geelani’s recommendation, said sources. Baba is being questioned by National Investigation Agency (NIA).Baba is understood to have claimed that one Abdulla is specifically in charge of launching Pakistani terrorists into India from the Kashmir side of the border. He has claimed that JeM is running a terror training camp in Manshera in Khyber Pakhtunkhwa (KP) Province, close to those of Lashkar-e-Toiba (LeT) and Hizb-ul-Mujahideen (HM), buttressing the assessment that the three anti-India terror groups work in close coordination, under the watchful eye of the Pakistan military and Inter Services Intelligence (ISI), in planning attacks on Indian civilian and security targets. Sources said Baba has played an “important link in JeM sending several groups of attackers to Kashmir over the years. He is among very few people in the valley, who were in direct touch with the top leadership of Jaish”. Intelligence reports said that JeM sent several attackers in different batches to India in 2017 and they were specifically directed to carry out spectacular attacks on the camps of SFs. “For receiving these highly trained terrorists from Pakistani, providing logistical help, identifying the targets and dropping them at attack sites, Ashiq Baba received huge amount as reward from Gulf countries,” said a source.

According to a security agencies report, since the summer uprising of 2010, as many as 467 local youth from 354 villages across Kashmir and the Chenab valley have become militants, reports Indian Express on June 12. Among them, 335 have come from 247 villages in South Kashmir. The report has spotlighted the geographical spread of the militancy that was quelled in 2010, but which surged after the killing of Hizb-ul-Mujahideen (HM) ‘commander’ Burhan Wani on July 8, 2016. The report divides Kashmir into 29 clusters, and finds that while the epicenter of the new militancy lies in South Kashmir, local youth have been recruited in almost every District in the Valley, besides Doda, Kishtwar, Reasi and Ramban in the Chenab valley of Jammu Province.The Shopian in South Kashmir tops the list, with 95 local youth from 70 villages having joined militancy since 2010; in Pulwama, 88 locals from 60 villages; in Kulgam, 64 youths from 49 villages; in Awantipora, 54 youths from 41 villages; in Anantnag, 34 from 27 villages; in Baramulla, 33 from 28 villages; in Bandipora, 17 from 13 villages; in Sopore, 29 from 18 villages; in Kupwara, from five from five villages; in Handwara, four from four villages; in Budgam, 10 from nine villages; in Srinagar, 12 from 11 villages; in Kishtwar, 10 from eight villages; in Doda, four from four villages; in Ramban, seven from seven villages; and in Reasi, two youths from two villages has become a militant.

Security Forces (SFs) on June 11 arrested two Kashmiri militants belonging to HizbulMujahideen (HM) after a brief shootout at a naka at Thanna Mandi in Rajouri District and recovered an INSAS (Indian Small Arms System) rifle and ammunition from them, which they had stolen from Police personnel deployed at Police post of Baba Ghulam Shah Badshah shrine at Shahadra Sharif, reports Daily Excelsior. The arrested militants were identified as Mukhtar Ahmad (22) and Aijaz Ahmad Parray (22). Senior Superintendent of Police (SSP) Rajouri Yougal Manhas said that after stealing the weapon from the Police post along with ammunition, the militants were heading towards Shopian on a motorbike from Mughal road when a joint team of Rajouri Police, 38 Rashtriya Rifles (RR) and 72 Central Reserve Police Force (CRPF) intercepted them at RajouriDera Ki Gali road at Thanna Mandi Chowk when they were conducting random frisking of vehicles early on June 11 morning. As it was still dark in the area, the militants tried to escape by accelerating speed of the motorcycle. The naka personnel chased the militants, who fired few shots at the joint party with a view to escape. However, security personnel acted swiftly and captured both the militants.Soon after the arrest Security Forces (SFs) cordoned off entire area and launched fresh searches. However, no more arrests were made and it was established that both the militants had come from Shopian with a view to steal the weapons of police and return to South Kashmir, where they were in touch with HM ‘commander’ ZeenatulIslam and had to join his outfit. Both the militants were already involved in militancy related cases of Zainapora Police Station in Shopian District.

Hizb-ul-Mujahideen (HM) militants, who abducted and killed Indian Army Rifleman, Aurangzeb on June 14, had filmed his grueling torture in the forests of Gusoo in Pulwama District and released the video on June 15, reports The Times of India. In the video, the militants can be heard saying they have abducted him to avenge the killing of their man Wasim Shah in October 2017. The militants use a combination of Urdu and Hindi to communicate with Aurangzeb. Aurangzeb belonged to the shepherd-dominated region of Poonch where Muslims largely speak Hindi. The militants can be heard repeatedly asking him his designation, duration of posting and the name of his supervising officer, "Who do you roam with? Some Major Shukla." To which he politely replies, "My father's name is Mohamad Haneef. I come from Poonch. Yes, I report to Major Shukla." They also ask him if he was part of the Army unit that carried out the encounter against Shah. Aurangzeb was part of several operations led by 44 Rashtriya Rifles (RR), in which HM militant Sameer Tiger was killed on April 30, and five more, including 'commander' Saddam Paddar, were eliminated.

Nine Security Forces (SFs) personnel were injured in a grenade attack at Tral in Pulwama District on June 22, reports Daily Excelsior. Militants hurled the grenade on the joint team of Police and Central Reserve Police Force (CRPF) near Police Station in Tral town. Four Policemen and five CRPF personnel were injured and have been hospitalized. SFs opened fired in retaliation and the area was cordoned off and a haunt was launched to nab the attackers. The Times of India adds that the terror outfit Hizb-ul-Mujahideen (HM) claimed responsibility for the attack. According to a local news agency, HM’s operational spokesperson Burhanuddin said the attack was carried out on the forces ‘when they were on their way to suppress people’.

Security establishment sources in Jammu and Kashmir said that major operations were now underway to target 21 ‘most wanted terrorists’, 11 from Hizb-ul-Mujahideen (HM), seven from Lashkar-e-Toiba (LeT), two from Jaish-e-Mohammed (JeM) and one from Ansar Ghazwat-ul-Hind (AGH), reports The Times of India on June 23. "The focus of intelligence-gathering and counter-insurgency operations is mainly on these 21 terrorists, six of whom are placed in the highest category of 'A++' based on the number of people they have killed, their control over areas, their propaganda impact and longevity," said a source. "If these 21 can be eliminated, matters will considerably cool down and throw the terrorists' ranks into disarray... it takes time for the next set of terror leadership to come up and establish itself. Once a terrorist is categorised as A++, carrying a reward of Rs 12 lakh, his days are generally numbered, the reverse count for his elimination begins," he added.The six A++ terrorists in the list comprise four from HM - Riyaz Ahmad Naikoo (chief operational commander in the Kashmir Valley), Altaf Ahmad Dar (division commander in south Kashmir), Umar Majeed Ganai (a resident of Hawoora in Kulgam) and Zeenat-ul-Islam (Sugan in Shopian). The other two are Mustaq Ahmad Mir (Chak Cholan, Shopian) from LeT and AGH commander Zakir Rashid Bhat (Tral).Three of the LeT terrorists on the hit list are from Pakistan - Abu Muslim, Abu Zargam and Mohammed Naveed Jad - all of them in the A+ category. While the first two operate in the Hajan area, the third is active in Pulwama. The others from HM are Mohammad Ashraf Khan (Kokernag in Anantnag), Mohammad Abbas Sheikh (Kaimuh in Kulgam), Saifullah Mir (Malangpur in Pulwama), Latif Ahmad Dar (Dogirpur in Awantipur), Umar Fayaz Lone (Tral in Awantipur), Manan Wani (an AMU research scholar from Kupwara) and Junaid Ashraf Sehrai (son of Tehreek-e-Hurriyat chief Ashraf Sehrai). The LeT names are Azad Ahmad Maslik (Malikpura in Anantnag), Shakoor Ahmad Dar (Tengpora in Kulgam) and Riyaz Ahmad Dar (Sethargun in Pulwama). The two from JeM are Zahid Ahmad Wani (Karimabad, Pulwama) and Mudasir Ahmad Khan (Midpur, Awantipur).

A Special Police Officer (SPO) decamped with his service rifle from Police Station Pampore in Awantipora area of Pulwama District of Jammu and Kashmir to join Hizb-ul-Mujahideen (HM), reports Daily Excelsioron June 28. The SPO, identified as Irfan Ahmad Dar of Nihama in Kakapora in Pulwama, was escorting the Station House Officer (SHO) Pampore. He went missing from the Police Station along with an AK-47 rifle and ammunition on June 26 evening. Police said that they are ascertaining the incident and investigations are on. A joint team of Army and Special Operations Group (SOG) launched a massive manhunt to trace out the missing Policeman. Meanwhile, HM militant outfit claimed that the SPO joined their ranks.

According to a United Nations (UN) report on June 28, Pakistan-based banned terror outfits Jaish-e-Mohammed (JeM) and Hizb-ul-Mujahideen (HM) recruited and used children in Jammu and Kashmir during clashes with Security Forces (SFs) in 2017, reports Daily Excelsior. The annual report of the UN Secretary General on Children and Armed Conflict, covering the January-December 2017 period, said globally, over 10,000 children were killed or maimed in conflict last year (2017) while more than 8,000 were recruited or used as combatants. The report covers 20 countries, including war-torn Syria, Afghanistan and Yemen and also the situation in India, the Philippines and Nigeria.On the situation in India, the report of UN Secretary General Antonio Guterres said children continued to be affected by incidents of violence between armed groups and the Government forces, particularly in Chhattisgarh, Jharkhand and during tensions in Jammu and Kashmir. Noting ‘grave violations’, it said three incidents of recruitment and use of children by the two terror outfits were reported in Jammu and Kashmir during clashes with the SFs. “One case was attributed to Jaish-e-Mohammed and two to Hizb-ul-Mujahideen,” the report said, adding that ‘unverified’ reports also indicate use of children as informants and spies by the SFs.In March 2018, a 15-year-old boy was killed during clashes between the SFs and Lashkar-e-Toiba (LeT) terrorists in Padgampora village of Pulwama District of Jammu and Kashmir. Guterres asked the Indian Government to put in place measures to hold perpetrators of child recruitment and use to account and engage with the UN to end and prevent violations against children. “Increased tensions in Jammu and Kashmir reportedly also led to closure of school for varying periods, including in Rajouri (65) and Poonch (76) districts,” it said.
