East Garo Hills District Police, on November 3, charge-sheeted Social Welfare Minister Deborah Marak and political activist Tennydard Marak for hatching conspiracy with GNLA to influence the voters during the State Assembly elections held in February 2013, reports The Shillong Times. The Independent candidate from William Nagar (East Garo hills District) Jonathon N Sangma, who had lost in the elections, had filed a First Information Report (FIR) on February 16, 2013, accusing her of taking the help of GNLA to influence the voters to vote for her in the elections. Meanwhile, Deborah Marak denied using militants to further her electoral cause, reports The Shillong Times. She stated, “I have not used any militant outfit to seek votes and if at all my supporters had used the help of militants, I cannot be blamed.”

The wanted militants list included eight from the Garo National Liberation Army (GNLA) - Baichung Ch. Momin alias Nikkam, Kiljang R. Sangma alias Jangjang, Hedeo Ch. Momin alias Karak, Ajan Ch. Momin alias Jimmy, Kennedy T. Sangma alias Hebel, Rakban D. Shira alias Philiport, Rikchi D. Shira alias Rakkam and Zen Robert Ch. Marak alias Toding alias Rupanto. Two A’chik Matgrik Elite Force (AMEF) cadres, Jack Marak alias Jack and Chesrang D. Sangma alias Goran alias Janat were also included in the list. The Garo National Liberation Army (GNLA) on November 5 issued a death threat against the Deputy Commissioner, the Chief Judicial Magistrates, the Superintendent of Police (SP), the Assistant Superintendent of Police (ASP) and the Deputy Superintendent of Police (DSP) working in Garo Hills and promised a cash reward of INR 2 million to whoever kills any of the officials, through a post uploaded on social networking site Facebook, reports The Shillong Times. This is the first time that GNLA has given direct threat to the District and Judicial officials working in Garo Hills. The GNLA’s move came a day after the State Police announced a reward of INR one million for anyone providing information on the ten most-wanted militants operating in the State. GNLA ‘commander-in-chief’ Sohan D Shira warned people against providing any information to the Police.

In the wake of Police's charge-sheet against Meghalaya social welfare and veterinary and animal husbandry Minister Deborah Marak for her alleged links with militant outfit, GNLA, former Chief Minister (CM) Salseng C Marak on November 6 said that there should be a thorough inquiry by a neutral body to look into all cases of politician-militant nexus in the state so as to clear the air of suspicion and mistrust, reports The Shillong Times. Marak demanded that “all the 60 Members of Legislative Assembly (MLAs) can be brought under the inquiry and the probe can be handed over to a neutral body”. The ‘commander-in-chief’ of the Achik Matgrik Elite Force (AMEF), who until now has only been known as Chang Matgrik, has revealed his real identity as former Garo National Liberation Army (GNLA) leader and A’chik Songna An’pachakgipa Kotok (ASAK) ‘finance secretary’, Jack Marak, reports The Shillong Times on November 8. The AMEF ‘chief’ also revealed that Chesrang D Sangma alias Goran was now known as Jakrikra Matgrik and held the post of ‘deputy commander-in-chief’ of the AMEF. Regarding the earlier Police statement announcing a reward of INR 10,00,000 on their heads, Jack Marak said that AMEF was formed in the interest of the people of Garo Hills and it was unnecessary to put a prize on their heads as he along with the rest of his cadres was willing to give up arms and surrender if the Meghalaya Government was willing to sincerely initiate development works in Garo Hills.

West Garo Hills District Police Chief Mukesh Kr Singh claimed that arrestees were Garo National Liberation Army (GNLA) militants and added that that two of the arrestees were identified as Sengseng T Sangma and Jackey T Sangma belonging to GNLA ‘area commander’ Baichung’s group. The Police were en-route to strengthen Siju Police out post against attack by GNLA. GNLA had recently made public their plans to target Police personnel and officers in retaliation for the Meghalaya government’s alleged refusal to accept their peace talks’ proposal. The Sentinel further adds that Meghalaya Police Special Weapons and Tactics (SWAT) and the Combat Battalion for Resolute Action (CoBRA) commandos have been rushed to comb the area. Close to two dozen armed GNLA men are believed to have taken part in the operation. Further, Constable Brething K Sangma, one of the three Police personnel injured in the IED blast was able to pin down the militants and prevent them from looting the weapons by opening fire from a mounted machine gun, despite sustaining splinter injuries, reports The Shillong Times. Seven Garo National Liberation Army (GNLA) militants, including a militant identified as Milton were arrested with an Improvised Explosive Device (IED), on November 19, from Ampati in South West Garo Hills District, reports The Shillong Times. Ampati is the constituency of Chief Minister Mukul Sangma. An IED weighing 6 kilogram with two detonators and a 9 mm pistol with few live rounds were recovered from him. The arrested militant has revealed that the IED blast, on November 18 which killed two Police men was masterminded by Nangalbibra (East Garo Hills) ‘area commander’ Rakkam with the active support of GNLA cadres Geloram, Timtam, Sanja, Mangsang and others. The arrested militant, according to Police stated that that he along with his team was dispatched by Sohan Shira, the ‘chief’ of GNLA, to plant the bomb and target Ampati. He also said that several other teams of GNLA militants have already been dispatched to other Districts of Garo Hills on a similar ‘operation’ to trigger blasts. Assam Tribune further adds that the arrested militant is suspected to have joined the Achik Matgrik Elite Force (AMEF) this August. General Secretary of a local unit of an Non Governmental Organisation (NGO) and the Nokma (headman) of Chepagre village in West Garo Hills District near Ampati were also part of the conspiracy.

Intelligence Bureau (IB) Chief Syed Asif Ibrahim on November 29 said that while the Communist Party of India-Maoist (CPI-Maoist) is besieged with serious problems and the security situation has shown marked improvement in Jammu and Kashmir, the security situation in the Northeast region was fragile, with some militant outfits still outside the ambit of the peace process, reports The Hindu. Speaking at the 49th conference of the Director General of Police (DGPs), Inspector General of Police (IGPs) and head of all Central Police organizations, the IB chief said that the safe sanctuaries of the militants in neighbouring countries, particularly Myanmar, was compounding the situation. He said that in Assam, the militant outfit Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) accounted for 85 per cent of the civilian casualties. In Meghalaya’s Garo Hills, the militant outfit Garo National Liberation Army (GNLA), operating in tandem with the Independent faction of United Liberation Front of Asom (ULFA-I) accounted for 75 per cent of civilian killings and 40 per cent of the incidents. In Manipur, Meitei underground outfits accounted for 55 per cent of the casualties while in Nagaland, internecine clashes between various outfits for area domination and extortion were still on. In Arunachal Pradesh, turf war between National Socialist Council of Nagaland (NSCN) factions continued in two Districts of Triap and Changlang.
