Marak, the ‘joint publicity secretary’ of Garo National Liberation Army (GNLA) on December 1, while responding to the Police claim that the outfit’s members were afraid to surrender in fear of ‘commander-in-chief’ Sohan D. Shira, said that there were provisions in the ‘constitution’ of the GNLA which allowed anybody who wanted to leave and lead an open life to go, reports The Telegraph. On December 4, suspected GNLA militants, attacked the official residence of the East Garo Hills Additional Superintendent of Police (SP) at Williamnagar in East Garo Hills District, reports The Shillong Times. The incident took place when crowds were out on the streets of Williamnagar celebrating the last day of the Pingera winter festival. After firing at the house the militants left behind a five kilo Gram IED near the main gate that was to be remotely detonated on the approaching Police teams. Thirteen empty rounds of AK ammunition were recovered along with three live rounds from the incident site. District Police Chief Davis Nestell R Marak, did not rule out plans by the GNLA to target the venue of the winter festival. He stated that “We had inputs about possible attacks by the militants and had beefed up security with frisking of vehicles and commuters coming in and out of the town. Every individual who wanted to get into the venue of the festival was frisked making it difficult for the militants to target the site. That could be one of the reasons for the attack on the officer’s house.

On December 5, North Garo Hills Police arrested three militants belonging to United Liberation Front of Asom (ULFA) and GNLA, at Rari village in Bajengdoba in North Garo Hills District, reports The Shillong Times. The militants had come from a GNLA camp in Chokpot region and were en-route to Goalpara District in Assam. The arrested militants have been identified as Pranjal Rabha alias Ringdim Himu Rabha alias Rangsang and Brillion N Sangma alias Sokjol.

Suspected Garo National Liberation Army (GNLA) militants ambushed a Police convoy by triggering an Improvised Explosive Device (IED), on December 5, and injured five Policemen of 3rd Battalion of Meghalaya Police (MLP) at Rongrakgre village in South Garo Hills District, reports The Shillong Times. The injured personnel have been identified as Havildar Bibison Baitha, Battalion Constable (BNC) Karbinath Sangma, BNC Alians B Marak, BNC Dambarth B Marak and driver of the gypsy Riwstarwell Nongklaw. Police personnel numbering ten armed men travelling in a mini truck and a maruti gypsy from the 3rd MLP Battalion headquarters in Jowai, Jaintia Hills, were stocking up their outposts and camps when they came under attack by the armed militants. The two vehicle convoy had just replenished the stock of food items and other essentials at Chokpot (South Garo Hills) for their battalion personnel deployed for counter-insurgency operations and were moving towards Sibbari (West Garo Hills) when the attack took place. Despite the attack, the militants failed to take away any service weapon from the injured personnel since the armed men in the second vehicle acted promptly.

Security agencies have launched a fresh crackdown on suspected hideouts of Indian militants in its soil, reports The Sentinel on December 9. The crackdown has been carried out under the direct supervision of the commander of Border Gaurds Bangladesh (BGB) and the Rapid Action Battalion (RAB) based at Netrakhona District bordering Garo Hills of Meghalaya (India). The operation areas are the 30–odd suspected bases of Indian militant groups like the United Liberation Front of Asom (ULFA), National Democratic Front of Bodoland-Songbijit (NDFB-S), National Liberation Front of Tripura-Biswamohan (NLFT-B), Hynniewtrep National Liberation Council (HNLC) and the Garo National Liberation Army (GNLA). The Research Analysis Wing (RAW) and the Border Security Forces (BSF) of India have been sharing dossiers with Directorate General of Field Intelligence (DGFI) and BGB of Bangladesh on the presence of Indian militant in their country. Sources said that NLFT-B chief Biswamohan Debbarma, NDFB-S leader IK Songbijit, two HNLC leaders –Bobby Marwein and Cheristerfied Thangkhiew and few other middle rank GNLA leaders are taking shelter in Bangladesh.

The Khasi Hills Autonomous District Council (KHADC) Chief Executive Member (CEM) Adelbert Nongrum on December 12 expressed apprehension over the alleged atrocities and highhandedness perpetrated by the Garo Hills based militants, especially the Garo National Liberation Army (GNLA), against the Khasi population residing along the coal belt areas in West Khasi Hills and South West Khasi Hills Districts, reports The Shillong Times. Nongrum said that “It is unfortunate that the indigenous population residing along the coal belt areas has been living under constant threat and intimidation from the Garo Hills based militants.” He claimed that GNLA cadres were active in the coal belt areas and were indulging in rampant extortion activities. The KHADC CEM urged the State Government to take immediate action against the militants who were extorting from the people and threatening them.

In separate news, a total of 748 militants of Achik National Volunteers Council (ANVC) and its breakaway faction ANVC-B surrendered on December 15, formally laid down their weapons, reports Nagaland Post. Meghalaya Chief Minister Mukul Sangma, who attended the disbanding ceremony held at Tura in West Garo Hills district, hailed the return of the militants to peace and said the groups had proved that violence was not the right path. The disbanding of the ANVC however does not guarantee peace in the region as the Garo National Liberation Army (GNLA) has emerged as a major source of worry for the government in the last couple of years. “It is an exemplary courage to be part of the mainstream. It demonstrates that violence can never be a solution to problems,” Sangma said.

Meanwhile, the Union Government alerted the Assam Government about the possibility of an attack by the Independent faction of United Liberation Front of Asom (ULFA-I) in Guwahati city, reports Assam Tribune. According to government sources the ULFA-I leader, Drishti Rajkhowa, managed to procure at least five sophisticated bombs with timer devices and he is looking for avenues to get those planted in Guwahati city. Sources said Rajkhowa, who spends most of his time in Garo Hills of Meghalaya at the bases of the Garo National Liberation Army (GNLA) is maintaining close contacts with the leaders of the outfit. It also said that whenever the pressure of the security forces increases, Rajkhowa shifts to Bangladesh by taking advantage of the porous border.

He also asked the leadership of both the ANVC and its breakaway faction ANVC-B to cooperate with the investigating agency so that peace and development of the state is achieved. The market day ended before it even got to half the business day after Police teams fortified the area fanning out in search of a teenager carrying a dark bag believed to hold an Improvised Explosive Device (IED). The District Police Chief Davis Nestell R Marak stated that “We had intelligence inputs about the banned Garo National Liberation Army (GNLA) planning to conduct serial blasts at three places in Williamnagar and were on high alert when people reported about the presence of a young teenager carrying a suspicious looking bag and attempting to leave it behind in a shop,”. He also did not rule out the possibility of militants targeting Deputy Commissioner’s office. He also added that Police had received intelligence reports about GNLA explosive expert Hedeo alias Cellopa being the brainchild behind the operation to target Williamnagar.
