The High Court on March 2 ruled that the detention orders were valid since the arrested persons supported terrorist groups and questioned the legality of accession both of which pose a serious threat to the security of State. The petitions challenged the arrests of these leaders after the 1999 parliamentary polls.

Hizb-ul Mujahideen (HuM) deputy chief Majid Dar, in a press statement, reportedly accused leaders of the separatist All Party Hurriyat Conference (APHC) of indulging in redundant discussions and confusing people. Referring to the recent dispute between leaders on whether the Kashmir crisis is a political or religious issue, Dar said, "It is (a) shame that the Hurriyat leaders who are supposed to forge unity among the people, are themselves engaged in mutual bickering and mud slinging over unimportant and meaningless issues". Referring to elements that had given up recourse to arms for secession, the statement added that while their mistakes could be forgiven, "their anti-movement activities would not be tolerated".

On the political front, responding to Union Home Minister LK Advani’s March 7-statement that the government would not allow the All Party Hurriyat Conference (APHC) to act as a mediator between India and Pakistan, senior leader Mirwaiz Farooq said, on March 8, the alliance does not have any intention to act as mediator. He added that it was the primary party in the Kashmir crisis. Reacting to another point in the Minister’s March 7-statement, that the government plans to hold an all party dialogue on the Kashmir crisis and proposed to include the Hurriyat, the Mirwaiz said "[the] Hurriyat will not share the platform with pro-India parties like the ruling National Conference and Congress as they have no problem with the Centre". He also added, "If there is any problem it is between the pro-movement parties like Hurriyat and talks should be held with the leadership of the Hurriyat…"

Speaking in the Upper House of India’s Parliament, Rajya Sabha, Union Home Minister L K Advani said, on March 7, the Government cannot allow leaders of the All Party Hurriyat Conference (APHC) to go to Pakistan as mediators. Clarifying on this stand, he added that this was so since various leaders of the Hurriyat were making varying statements. He added that the Government does not agree with the Hurriyat leaders’ claims of being the sole mediators and sole representatives of the Valley so as to hold talks with Pakistan. However, the Minister added, the Government was willing to hold talks with them to further the peace initiative in Jammu and Kashmir.

On the same day, in the afternoon, one police personnel was injured as some unidentified terrorists from a procession lobbed a grenade on the Police and also fired several shots at Gojwara Chowk in Nowhatta on March 16. However, the terrorists managed to escape from the site of the incident. The procession was part of the strike call given by Syed Ali Shah Geelani and Mirwaiz Omar Farooq, senior leaders of the All Parties Hurriyat Conference (APHC), in protest against the alleged act of desecration of the holy Quran by certain Vishwa Hindu Parishad activists at New Delhi recently. Police also detained Geelani and other leaders of the Hurriyat when he tried to lead a protest demonstration near his residence at Hyderpora.

A Terrorist and Disruptive Activities Act (TADA) Court, on March 23, issued non-bailable arrest warrants against Mohd Yasin Malik, chief of his faction of the Jammu and Kashmir Liberation Front (JKLF-Yasin). Yasin Malik is also a senior leader of the separatist All Party Hurriyat Conference (APHC). The warrants were issued in connection with several cases, including the killing of four Indian Air Force (IAF) officers, in Srinagar, in January 1990, and the abduction of Rubaiya Sayeed, daughter of the then Union Home Minister, Mufti Mohd Sayeed, in December 1989. The warrant was issued after the Court rejected an application filed on behalf of the JKLF (Yasin) chief, seeking exemption from personal appearance. Yasin Malik, who was granted bail in these cases with a direction not to leave the jurisdiction of the Court without prior permission, is reported to have gone abroad without the Court’s permission.

This clarification comes amidst speculation that the Union government is ready to allow the delegation’s visit subject to the exclusion of Syed Ali Shah Geelani, who was chosen by the APHC to head the delegation. The clarification also comes after most members of the APHC executive council had disapproved of Geelani’s ideological stand and had asked his parent outfit, the Jamaat-e-Islami (JeI), to replace him. Elaborating on the APHC decision, the Chairman observed, "If a change is effected, it will certainly not be in the interest of either India or Pakistan or for that matter in the interest of people of Jammu and Kashmir".
