On the political front, a former chairman of the secessionist All Party Hurriyat Conference (APHC) Mirwaiz Umer Farooq said in New Delhi on February 11 that the outfit plans to open four new offices abroad as part of its propaganda efforts. He claimed that the "…four offices will be set up in Brussels, New York, London and Saudi Arabia as part of … efforts to mobilize global opinion about Kashmir issue". In the statement, the Mirwaiz also criticized the Union government for the delay in issuing passports to the five-member Hurriyat delgation, which was to visit Pakistan and hold talks with the government there and terrorist outfits based in that country.

On the political front, a spokesman of the secessionist All-Party Hurriyat Conference, on February 12, termed the agenda of the proposed Hurriyat delegation's visit to Pakistan as aimed at turning the unilateral cease-fire in Jammu and Kashmir into a comprehensive cease-fire between all parties and make the peace process "result-oriented’’. The spokesman was speaking to journalists after a meeting of the Hurriyat's executive committee on the same day. The spokesman also accused "some elements" in both Pakistan and India of adopting an approach which could derail the peace process, adding that the Hurriyat felt "deliberate attempts are being made to create problems in respect of the nature of the Kashmir issue which reflects a negative approach."

Police said that three alleged military intelligence personnel were arrested for killing the civilian on February 16. There was however no comment from the army. Senior All Party Hurriyat Conference (APHC) leader Javid Ahmad Mir, too, was reportedly injured in security forces’ action against a protest demonstration being led by him in Srinagar on February 16.

On February 22, Prime Minister Atal Bihari Vajpayee in a statement in Lok Sabha, Lower House of India’s Parliament, announced the extension of the cease-fire, scheduled to expire on February 26, in Jammu and Kashmir, for a third time, till the end of May 2001. Reiterating his government’s readiness to initiate talks with various groups to find a lasting solution to the problem in the State, Vajpayee said, "The Government has decided to pursue this path (of readiness to have talks with every group in the State that abjures violence) by initiating talks with various groups in Jammu and Kashmir''. The Prime Minister also asserted, "We will not let this (peace) process be derailed, diluted or misused''. Warning the Jehadi groups, he said, "If you inflict injury on any Indian citizen in the State of Jammu and Kashmir, or elsewhere, or commit any act of violence or terrorism then the security forces have clear instructions to act decisively and to defeat such intentions.'' However, the extension of the cease-fire evoked a lukewarm response from various political groups in Jammu and Kashmir. The All Party Hurriyat Conference (APHC) and Panun Kashmir described it as a futile exercise. APHC Chairman Abdul Gani Bhat said, ’’We have made it clear time and again that mere extension of the cease-fire will not resolve the 53-year-old vexed Kashmir issue, but can prove a beginning towards the goal if carried forward and utilised properly.’’ Former Hurriyat Chairman Syed Ali Shah Geelani said the only lasting solution to the Kashmir issue was ‘’total withdrawal of Indian security forces from Jammu and Kashmir’’. Jammu and Kashmir Chief Minister Farooq Abdullah has welcomed further extension in the cease-fire by the government of India hoping that it would facilitate the beginning of a new dawn of peace in the State.
