Express Buzz reports that the State Secretary of the Praja Pratighatana faction of the Communist Party of India-Marxist Leninist (CPI-ML Praja Pratighatana), Sudhakar alias Ashok, was killed in an encounter with the Police in the Eturunagaram forests near Bhupathipur village in Warangal District on July 1. Another Naxalite (left-wing extremist) was also killed but his identity is yet to be established. Police recovered one SLR and a 0.8 mm rifle from the incident site. The District Superintendent of Police V. C. Sajjanar said a special Police party ran into the Praja Pratighatana Naxalites during a combing operation. “The police asked them to surrender but they didn’t heed the warning and fired at them. In the retaliatory fire, two of the Naxalites, including Ashok, were killed while the rest escaped,” Sajjanar told reporters. Ashok was from Bayyaram village in Khammam District and had been associated with the Praja Pratighatana for the last 10 years.

India Express reports that the country has witnessed a total of 1,128 incidents of Maoist (left-wing extremist) violence till June 30, 2009 which left 455 civilians and Security Force personnel dead. In a written reply to a question in the Lok Sabha (lower house of Parliament), the Union Minister of State for Home, Ajay Maken, said there has been an increased level of Maoist violence in various States of the country. "There has been increased level of naxal violence especially in Chhattisgarh, Jharkhand, Bihar, Orissa, Maharashtra and West Bengal," Maken said. He said a total of 107 Maoists were killed and 861 arrested during the same period. Replying to a question if the Centre has urged States to deploy their own Security Forces to control violence in various parts of the country, including Lalgarh in West Bengal, Maken said concerned States take appropriate action to deal with left-wing extremism. He also said the Centre supplements their efforts in several way and listed the deployment of Central Paramilitary Forces, Combat Battalion for Resolute Action, setting of Counter insurgency and Anti Terrorism schools, modernisation and upgradation of State Police and intelligence sharing among others. Maken also listed reimbursement of security-related expenditure, filling up of critical infrastructure gaps under the scheme of Special Infrastructure in Left wing extremism affected States, assistance in community policing and civil actions besides other steps as assistance being provided to States.

PTI reports that the Government has conceded that the coming together of Left-wing extremist groups posed a "formidable challenge" but expressed its resolve to fight the menace by deploying additional forces under a comprehensive plan. The Annual Report of the Ministry of Home Affairs (MHA) for 2008-09 also said nearly 87 per cent Naxalite (Left-wing extremist) violence is accounted for by the four worst-affected States - Bihar, Chhattisgarh, Jharkhand and Orissa. The report said the coming together of major groups like People’s War Group and Maoist Communist Centre under a single banner has been accompanied by growing militarisation in their organisation and tactics, thus creating a "formidable challenge", it said. There were 1,591 incidents of Maoist violence in which 721 persons were killed in 2008 compared to 1,567 incidents which left 696 dead in 2007. “Left-wing extremist violence registered an increase of 3.4 per cent over the previous year. The four worst affected states accounted for 86.39 per cent of total incidents of Naxal violence in 2008," the report added.

On July 15, the Union Home Minister P Chidambaram admitted that the problem of Left Wing Extremism (LWE) had been underestimated for several years allowing the Maoists to spread their wings, reports Times of India. Replying to questions in the Rajya Sabha (Upper House of Parliament) Chidambaram said, "Regrettably, for many years, we did not assess the LWE challenge correctly. I think we underestimated the challenge. Left wing extremists have extended their areas of influence. They have entrenched themselves. Today they pose a grave challenge to the State.” The Home Minister told the Rajya Sabha that the Government would pursue a two-pronged approach to deal with the problem - first a police action to secure the ground and follow it up with development work, The Hindu reported. Securing the ground was necessary as development works had become Maoists’ targets - they were blowing up communication towers, destroying school buildings and planting mines to prevent laying of roads, he pointed out. The minister, acknowledging the ability of Maoists' to launch military-style attacks and overwhelm police detachments, said the Government had now appointed a military advisor to help out in operational matters. "Plans are being drawn up in close consultation with State governments... we have also appointed a military advisor (Brigadier D S Dadwal)." Brigadier Dadwal, a senior Army officer who was serving as Deputy General Officer Commanding (GOC) with the 11 Infantry Division, will be responsible for coordination of Police forces. He was appointed in February 2009 mainly for advising security agencies on specialised training but is also expected to help out in operational procedures. When asked about the status of Salwa Judum (the anti-Maoist vigilante movement) in Chhattisgarh, Chidambaram said, "We are not in favour of non-State players taking on extremists. That could be a political party... that could be Salwa Judum or any other organisation. We are for States dealing with Left-wing extremists." Chidambaram said he had personally visited all the affected States and was in regular touch with the Chief Ministers concerned to finalise a plan. A meeting of the Chief Ministers of the affected States would be held next month, according to The Hindu.

Concerned over the rise in Naxalite (Left Wing Extremism) activities in East Singhbhum District, the Police have decided to improve the security infrastructure at six Police Stations in the Ghatshila sub-division and Patamda. New well-equipped buildings would come up at Patamda, Dhalbhumgarh, Ghatshila, Dumaria, Baharagora and Jadugora Police Stations, in addition to the existing buildings that were primitive and dilapidated. The new buildings would house barracks, interrogation rooms, computers and wireless rooms, besides watchtowers, a generator room and rooms for accommodating senior Police officials.

The annual report of the Ministry of Home Affairs for 2008-09 says that a total of 3338 persons were killed in 7806 incidents of Maoist (Left Wing Extremism) violence in Chhattisgarh, Bihar, Andhra Pradesh, Jharkhand, Madhya Pradesh, Maharashtra, Orissa, Uttar Pradesh, West Bengal and Karnataka from 2004 to 2008, Times of India reported. The total number of casualties increased to 3823 till July 13, 2009. The country witnessed the killing of 566 persons in Maoist violence in 2004; 677 in 2005; 678 in 2006; 696 in 2007 and 721 in 2008. The year 2009 has so far reported the killings of 485 persons, including 230 Security Force personnel. The annual report said the highest casualties during the period (2004-08) were in Chhattisgarh where a total of 1,250 people lost their lives in 2,654 incidents. The State saw 242 deaths in 2008, 369 deaths in 2007 and 388 in 2006. Maoist violence claimed 776 lives in Jharkhand, one of the worst affected States, in the last five years. In 2008 alone, the State witnessed 207 deaths from 484 incidents of violence. Altogether, 452 people lost their lives in Bihar in 915 incidents in the last five years. In 2008, there were 73 deaths in 164 incidents of Maoist violence in Bihar while in 2007, 67 deaths in 135 incidents were reported. Andhra Pradesh witnessed 420 deaths in 1,252 incidents in the last five years. There was less violence in the State in 2008 - 46 deaths in 92 incidents - in comparison to 2005 when there were 208 deaths in 535 incidents, the MHA report said. The Maoist violence claimed 149 lives in Orissa in 291 incidents that took place between 2004 and 2008. Incidentally, 101 deaths had taken place in 2008 alone in 103 incidents. While West Bengal witnessed 71 deaths in 115 incidents, there were 35 Maoist related deaths in Uttar Pradesh and 18 deaths in Karnataka.

IANS reports that eight Naxalites (left-wing extremists) were arrested at three places in Jharkhand on July 19, Police said. Four Naxalites belonging to the People’s Liberation Front of India (PLFI), earlier known as Jharkhand Liberation Tigers (JLT), were arrested in Ramgarh District following a tip-off. Those arrested include two ‘area commanders’ of the PLFI, using the aliases of Cobra and Tiger, who were wanted in more than a dozen cases, Police added. Police also seized two revolvers, live cartridges, computers, three mobile phones and Maoist literature from the arrested cadres.

Replying to an adjournment motion on Naxalite (left-wing extremist) activities in the State Assembly, the Orissa Chief Minister Naveen Patnaik on July 21 blamed the Union Government for the State not being able to contain the Maoist insurgency, reports Economic Times. “As I have said earlier, there is not enough central assistance to counter Naxalites in the state effectively. Among the various requests, which I have made to the ministry of home affairs, I would like to mention our need for four battalions of central paramilitary forces on a long-term basis and three more for short-term engagement to control the menace. Our request for dedicated helicopter also has not been acceded to. Central forces have been withdrawn from the communally sensitive District of Kandhamal against my repeated requests to retain them. Kandhamal also has Naxal problems,” Patnaik said. Describing the insurgency as pan-India, the Chief Minister said, “As the nature of Naxal incidents would indicate, Naxalism is not an isolated problem. Since it is a menace of national magnitude and has inter-state ramifications, development in one state has an impact on development in neighboring states. It has to be addressed only through a coordinated approach of the central and State Governments”. On the State Government’s action, Patnaik disclosed that some 59 cadres of the Communist Party of India-Maoist (CPI-Maoist), including top cadres, have been captured and eight Maoists have been killed in different encounters. Responding to some Congress legislators concern over media reports of the warning by the Orissa Police Association of non-cooperation, Patnaik clarified that some suggestions to effectively combat the Maoists given by the association like fortification of Police Stations, provision of barrack facilities and also imparting suitable training to the Policemen have been implemented to a large extent.

The Centre has asked the States to crack down on the manufacture of illegal arms and ammunition, some of which are falling into the hands of militants and Naxalites, the Union Minister for Home Affairs P. Chidambaram told the Rajya Sabha (Upper House of Parliament) on July 22, according to The Hindu. Replying to questions, he said, “We have asked State governments to take strict action against illegal arms and ammunition. In our assessment, there are factories where arms and ammunition are manufactured illegally. However, States have not communicated the action they have taken.” He added said the Centre had shared some information with the States. The illegal arms and ammunition were being sold to Naxalites and militants. “Militants have access to illegal arms, and loot armouries. It is a grave problem, and we will address it seriously.” Chidambaram said he was not aware of illegal arms and ammunition being manufactured in the Northeast but pointed out that arms are smuggled from across the border. He, however, did not name the countries from where arms were smuggled to militants in Northeast. The Home Minster also said that risk-based allowance was sanctioned for paramilitary personnel deployed in the Naxal-hit areas on a par with the Army. The Government was trying to resolve the differences over the quantum. “The matter has been referred to the Department of Expenditure of the Finance Ministry, and I am sure we will get a positive response,” he informed. The special allowances for the paramilitary personnel were worked out on the basis of the hardship and risk involved, besides the stress factor. Currently, over 37,000 Central Reserve Police Force personnel are deployed in Naxal-affected states.

According to the report, Naxalites are demanding money from schools from the grants received by them from the Government. In Latehar, they demanded INR 50000 as ‘levy’ from a school and threatened dire consequences in case they were not paid the demanded amount. The Naxalites reportedly want to get a share of the INR 6.3 million funds allocated for construction and development of the school by the Government. The principal and members of the village education committee have been threatened not to spend funds. “A letter ordering closure of the school has been written to the Head, President and Headmaster of the school. Besides they have been directed to send INR 50,000 (to Naxalites),” said the headmistress of the Government Secondary School, Sinjo, in Latehar.

Union Minister of State for Home Affairs, Ajay Maken, informed the Rajya Sabha (Upper House of Parliament) on July 29 that Jharkhand alone accounts for over one third of the Naxalite (left-wing extremist) violence witnessed by the country in 2009. In a written reply to the Upper House, Maken said as many as 395 incidents of Communist Party of India-Maoist (CPI-Maoist) attacks were reported from Jharkhand till July 23, 2009, while in 2008, the number was 484. The country has witnessed a total of 1,217 incidents of Maoist violence so far in 2009, claiming 508 lives, including that of 233 Security Force personnel. A total of 107 insurgents were killed in the same period. Maken also said the state had, from time to time, appealed to the Maoists to abjure violence and hold talks with the administration on any issue that are of concern to them. “However, the Centre does not have any information whether the State is now engaged in any talks with the rebels,” he added. The Union Minister also said no proposal of holding direct talks with the Maoists is under consideration of the Central Government.
