The Maharashtra Director General of Police (DGP), S. S. Virk, said on August 5 that the Government will launch a joint operation along with the other left-wing extremism-affected States to get rid of the insurgency, according to PTI. The Government will launch a joint operation with Chhattisgarh, Madhya Pradesh, Orissa and Andhra Pradesh soon to curb the growing Maoist insurgency in the bordering areas, Virk told the media after his visit to the insurgency-affected Gadchiroli District. The DGP hinted that the joint operation would start after the monsoon, as it would be difficult for forces to cope with the jungle terrain during incessant rains. He, however, refused to discuss the issue in detail.

A group of four Communist Party of India-Maoist (CPI-Maoist) cadres beheaded their former comrade, Baldeo Besra, on August 9, reports Times of India. The incident occurred between Nagi and Chano panchayats (village level local self government institutions) of Bishnugarh Police station in the Hazaribag District, said Hazaribag Superintendent of Police (SP) Pankaj Kamboj on August 10. The SP said four Maoists went to the residence of the deceased and asked him to accompany them for some discussion. As soon as Besra was taken to the jungle near Nagi, he was beheaded with a sharp weapon. The Maoists then escaped with his head, which Police are yet to recover. In the note attached to the dead body, thrown on the Nagi-Chano road, the Maoists have accused Besra of being an informer and also warned others of meeting with the same fate if they dared to follow Besra. The SP said 50-year-old Besra was a former Maoist Communist Centre (MCC), now known as CPI-Maoist, cadre and was involved in several Naxalite (left wing extremist)-related cases. He was also arrested by the Hazaribag Police and released on bail about a year ago. Kamboj said Besra was regularly attending the Sessions Court in Hazaribag in connection with the trial of his case. But he was not a Police informer as claimed by the Maoists, the SP said. The SP claimed that the Maoists, demoralized by the recent arrests of their important cadres, committed this crime to terrorize villagers in that belt. Besra was earlier abducted on August 7, adds PTI. He was an active member of the MCC from 1995.

The East Singhbhum District Police have decided to distribute bicycles among students of middle schools in the extremist’s pockets of Ghatshila sub-division to guard them against extremist influence. Initially 500 bicycles will be distributed in 15 schools in the five Naxalite (left wing extremist)-infested blocks of Ghatshila, Dumaria, Musaboni, Ghurabandha and Dhalbhumgarh, said East Singhbhum Superintendent of Police Naveen Kumar Singh. He said the bicycle gift was a means to urge students in the tribal sub-division to study further and not leave school midway. “Only higher studies can keep them away from rebel ideologies,” he said, adding that the drive would be launched next week. According to a recent survey conducted by the Police, the percentage of dropouts in high schools is around 60. Many teenagers after dropping out of school reportedly become soft targets for the Maoist recruitment. “Most members in rebel leader Kanhu Munda’s squad are in the age group of 15-18 years. They also hail from Ghurabandha and Dumaria,” Singh said.

According to PTI, youths in Naxal (Left Wing Extremist)-infested villages of Sonebhadra District would be roped in to check the activities of the extremists. The youths would help in providing vital inputs for checking Naxal activities and would be given an honorarium of INR 1500 per month, Superintendent of Police (SP) Pritender Singh said in Sonebhadra on August 13. They would also be given motor driving training by the Police, the SP said, adding they would be given free food and lodging facilities during the training period. The SP said the administration was aware of the problems faced by the common people in the Naxal-infested villages and assured them that all necessary help would be provided.

According to The Hindu, the meeting of Chief Ministers on Internal Security would be presided over by Prime Minister Manmohan Singh in New Delhi on August 17. The meeting would address four core issues — follow up on decisions taken during the January 6 meeting, coastal security and border management, modernisation of Police Forces and Naxal management. A priority item on the agenda of the daylong meeting of the Chief Ministers would be a proposal for the creation of a State Industrial Security Force, on the pattern of the Central Industrial Security Force (CISF), a Paramilitary Force which guards vital installations and provides security at all airports. Review of follow-up action would involve progress on creation of Quick Response Teams and Special Intervention Units at the Police Station level, strengthening of State special branches and creation of separate intelligence cadre.

Maoists have resorted to poster-campaigning at a number of villages in extremist-dominated areas of East Singhbhum and Seraikela-Kharsawan Districts. At Dampara and Karadoba villages under the Ghatshila Police station area and Matkumdih, Chaliama and Farenga villages under Nimdih block, the Naxalites have out up posters, urging villagers not to celebrate Independence Day. They even stressed on the rise in prices of essential commodities, especially food-grain and sugar. The Police discovered the posters while patrolling on August 13 and seized them. East Singhbhum SP, Naveen Kumar Singh, said the threat was nothing new, adding, “But we are taking necessary steps to frustrate any move by the rebels. Celebrations will be held in full spirit across the district. Anyone trying to disrupt will be dealt with sternly.”

The Security Forces aborted the three-pronged combing operation in the hilly forests nestled between Bokaro, Hazaribagh and Giridih in the night of August 11. The operation was launched on August 10 to arrest wanted Naxalite (left wing extremists) commanders Navin Majhi, Prabal Manji and Ranvir who had been spotted in these three Districts. Majhi, one of the most elusive extremist leaders, is believed to have fled the area through the Narki foothills of Jhumra in Bokaro soon after the Police in Ranchi called off the flush out operation. It is learnt that soon after a posse of 700 armed Policemen swooped on the forests, Navin Majhi sent an SOS to his men seeking help.

The Seraikela-Kharsawan District administration has decided to provide security in schools during Independence Day (August 15) celebrations. “We are ready to deploy paramilitary forces in schools located in Naxalite dominated areas,” said Seraikela-Kharsawan SP Sheetal Oraon. Talking to Telegraph Oraon pointed out that it is not compulsory for schools to celebrate Independence Day. But if school authorities apprehend trouble, they may feel free to take help from the administration. He said this while talking about security plans after Naxalites (left wing extremists) threatened to observe August 15 as “black day”. Notably, in 2008, several schools in Chowka and Chandil cancelled celebrations in view of a Maoist threat. National flags were not hoisted in over 10 Government schools in the Chowka and Chandil area. However, this time round schools have started celebrations early. Two schools hoisted the Tricolour around 5am (IST) on August 13, which is “unconstitutional”. The Police also conducted an inquiry into the matter after someone made a complaint. Now, the District police is willing to provide security to all schools on demand.

He said, “I salute the brave tribal brothers and sisters who created a movement against Maoist terrorism through Salwa Judum. I also salute the common people and security personnel who laid down their lives in the fight against Maoists. In his speech at the Chief Ministers’ conference on internal security, he said that “some people from Delhi and abroad come to Raipur and stage protests against our anti-Naxal operations.” He also said the local media in Chhattisgarh have been “far more sensitive to this issue and have done objective reporting” but others “eulogise naxalism without knowing [the] true character and nature of [the] Naxal movement.” The Chief Minister implicitly linked the reporting by a “section of the media” to his claim that “Naxals have been successful in their propaganda in Delhi and in international cities” and urged the Centre to come up with a strategy to counter this “while upholding the cherished fundamental right of freedom of expression.” He also said, “When tribals fall prey to Naxal violence and are massacred, it never generates that degree of sympathy across the nation.” He noted that Naxalism was now bereft of any ideological moorings and was purely a conglomeration of criminal elements who had neither faith in democracy nor in the Constitution. “Naxalism has now become synonymous with terrorism,” he said while seeking to categorise the insurgency as a national disaster so that affected persons could get relief from the National Disaster Relief Fund.

A squad of 20-30 armed extremists descended on the bauxite reserve on Netarhat-Kujam road in the morning of August 17 and kidnapped engineer Vijay Kumar, a resident of Jodhpur (Rajasthan), three supervisors, five contractors and a driver. 12 hours later, around 9pm (IST), they returned to set ablaze 12 heavy equipment and vehicles on the mine premises. The South Chhotanagpur Deputy Inspector-General of Police (DIG), R.K. Mallick, said that though the Communist Party of India-Maoist (CPI-Maoist) was not involved in the abduction, it could be the handiwork of some new extremist faction which was trying to make its presence felt in the area. “We have learnt that the HINDALCO employees are safe and are trying to locate them,” he added. The Gumla Deputy Commissioner Rahul Sharma, too, suspected the involvement of a breakaway Maoist faction. “We are very close to finding out where the rebels are keeping the HINDALCO men. Some employees called up their family members to say they were still safe. We will mount pressure on the rebel group to ensure their safe release,” Sharma said.

Addressing the Chief Ministers’ Conference on Internal Security in New Delhi, he said, “However, the Naxalites are anti-development and have targeted the very instruments of development — school buildings, roads, telephone towers. They know that development will wean the masses away, especially the poor tribals, from the grip of Naxalites. Hence, these deliberate attacks on development activities.” The Minister added that the Government’s response would focus on Police action to wrest control of the territory dominated by Naxalites, restoration of civil administration and undertaking development activities. “We will encourage the State governments to talk to the Naxalites — both individuals and local units — on condition that they give up their misconceived ‘armed liberation struggle.’ Let our message to the Naxalites be this: we will talk; we will act; we will restore order; and we will undertake developmental activities,” Chidambaram pointed out. This was the second meeting of Chief Ministers on internal security in 2009; the first one was held on January 6. On the challenge posed by Left-wing Extremism, Chidambaram drew attention to a document titled “Post-Election Situation- Our Task”, put out by the Communist Party of India-Maoist (CPI -Maoist) on June 12, adds Indian Express. “Anyone reading that document would have no illusion about the nature and gravity of the threat,” Chidambaram said, adding, “Let me make our policy stance clear: We believe in the two-pronged approach of development and police action... Gumla SP Upendra Kumar said that the SFs had intensified combing operations in the dense forests of the region following abduction of the employees by the Naxalites (left-wing extremists) on August 17, adding, when the SFs encircled the Belwari forest, the kidnappers opened fire which was retaliated by the SFs. But realising that they had been encircled in from all sides, the Naxalites let the captives off and disappeared deep into the forest, he added. Sources said the CPI-Maoist ‘zonal commander’ Sanjay Yadav, who had parted ways with the outfit along with his trusted lieutenants and a cache of sophisticated arms two months ago, is believed to have carried out the abduction. Intelligence sources had earlier claimed that Sanjay, who was a ‘platoon commander’ of the People's Liberation Guerrilla Army of the CPI-Maoist, quit due to his growing differences with ‘zonal commander’ Nakul Yadav. Sources added that Sanjay and his group of around 25 members had been running his own group and demand for levy is believed to be the primary reason behind the extremists striking in the mining block of the State.

The Bokaro Police seized more than 600 tonne of smuggled coal during raids in the Communist Party of India-Maoist (CPI-Maoist) infested areas and arrested five persons on August 19, reports Telegraph. The coal was recovered from the Maoist hideouts of Kanjkiro in Nawadih block, Mahuatand in the Gomia block and the Bokaro thermal zone, in raids led by the Bokaro District Superintendent of Police (SP) Laxman Singh in the last 48 hours. Among those arrested was Doman Sah, said to be a kingpin and close confidant of the Maoists. Police also registered First Information Report against 70 people at Nawadih and Mahuatand and a search is on for them. "The raids have fetched big gains. We will continue to break the backbone of Maoists who were making huge amounts of money by allowing the coal smuggling to flourish," the SP said. Police sources said the Security Forces (SFs) intercepted initial telephone conversation of Maoists asking cadres to counter the raid. But on seeing their numbers, and the presence of paramilitary forces, the extremists retreated.

On the basis of a tip-off, the Police conducted raids in different parts of the town and its outskirts and arrested Sandeep Yadav of Raghunandan Lane near Gudri Bazaar, Moise Khan of Kharki Bala Toli, and Amit Singh of Khwas Ambava. A cache of arms and ammunition, including two Chinese and Italian-make pistols, one locally-made revolver, six empty pistol magazines and cartridges of different bore, were recovered from the houses of the three and the residence of Ashok Singh, who, however, managed to escape. A cellular phone and a car belonging to Sandeep were also seized by the Police. The Superintendent of Police (SP) Subodh Prasad said that during raids conducted to rescue HINDALCO’s 10 staff - who were abducted on August 17 from the company's mines in Gumla and later released on August 19 in the bordering areas - he was tipped off about CPI-Maoist ‘commander’ Sanjay Yadav's network in Lohardaga town. The SP said that several documents recovered during the raids suggest that the three persons were involved in supplying arms and levy collection. During interrogation, they revealed the names of several Maoist sympathizers, the SP said, adding that the police have also learnt about some others who provide logistic support to Maoists. The SP said that Sandeep's sister Sangita was married to a People Liberation Front of India (formerly known as the Jharkhand Liberation Tigers) activist, Sunil Yadav, of Line Mohalla in Chatra. "Sandeep accepted that he had collected Rs 1 lakh as levy demanded by Sanjay Yadav from contractor Deepak Rajgaria, who is constructing an ITI at Kujra village. The police also seized the levy receipt book in the name of Maoists' frontal organization Nav Janvadi Yuva Morcha. Mois Khan used to supply arms to Naxal organizations," he added.

"Acting on a tip-off, police raided the area where the Maoists had assembled. The encounter took place when they, on being sighted by the police, fired at them," Superintendent of Police (SP) Sushil Khopade said. A Maoist sustained injuries in the encounter and died on way to the hospital, the SP said. One carbine, two country-made rifles and rounds of ammunition were recovered from the five arrested ultras, he added. However, Times of India reports that seven persons, suspected to be Maoists, were arrested following a clash between two groups near Barabar hills in Jehanabad District. One of them succumbed to his injuries on the way to hospital. Police also recovered some arms and ammunition from them. Gaya Deputy Inspector General Anupama Nilekar said near Shakirbigha village close to Barabar hills in Jehanabad District there was an encounter in which a suspected Naxal (left wing extremist) Surendra Manjhi was killed and six others were arrested by the Police. According to Neelmani some 10-15 extremists attacked the station and indulged in vandalism by breaking the signal system. He said the report of arson was not confirmed but the movement of the train has been suspended on that section as a precautionary measure. Anupama Nilekar said station manager Mayur Kumar was overpowered and taken hostage by the extremists as they vandalised the station. Before leaving, they warned of train movement as a result train movement could not be resumed in that section. Reports said 3151 Sealdah-Jammu Tawi Express and 2308 Jodhpur Express were stopped at Manpur and Rafiganj stations. An eyewitness said they were heard shouting slogans and a couple of them were seen talking on mobile phone. Around 400 extremists detonated dynamites to blow up the towers at Guraru and at Gurua in Gaya District, Neelmani told media. The Naxalites also blocked the road at Tilhautu in Rohtas and set ablaze four vehicles. The Naxalites told passengers to vacate the vehicles before setting them on fire, he added.

He said that the extremists were fighting a lost battle as they were going desperate following arrest of their top leaders which has broken the back of their movement. The deployment of paramilitary forces will be maintained to check the return of the extremists. The areas, which are considered strongholds of extremists, are being identified where operation will be launched. The Centre is expected to give more companies of CRPF to carry on this joint operation. Bihar has 23 companies of CRPF at its disposal.

Two Communist Party of India-Maoist (CPI-Maoist) cadres, including a woman, surrendered in the Bastar District, police said on August 26. "Deputy Naxal Commander (Baarda Dalam) Mukesh (25) and a woman Naxal, Jasaun (16) surrendered before the police last evening," Inspector General of Police R.K. Vij told PTI. Both the extremists took the decision to join the mainstream after being dissatisfied with the functioning ideology of the Naxalites, he said. According to Mukesh, he was forcibly picked up Maoists from his village in the Kadakda area in 2005 and given weapons training at the Maoist camps. The teenager girl was also pushed into the Maoist stream and was trained in carrying out blasts and other criminal and destructive activities, Mukesh said.

Worried about the increasing Maoist violence in Bihar, the State Police along with the Central Reserve Police Force (CRPF) will launch a joint operation against the extremists in selected pockets of the State, officials said on August 26, according to Bihar Times. "Police headquarters is working on its strategy to launch a special operation against Maoists in the state in view of the increasing incidents of violence by them," said an unnamed Police officer. Official sources in the State home department said that special operations in Maoist hit areas would continue till the problem was solved. "The CRPF personnel would be engaged along with state Police in the special operations," the sources said. According to Police records, Maoists in Bihar have killed 24 Policemen and have injured 22 seriously in 2009.

Armed Maoists attacked the camp located in a school, about 50 kilometres from Ranchi, at around 11pm (IST), Deputy Inspector General of Police, R.K. Mullick, said. "While a CRPF jawan was injured in the firing, a villager was killed in the cross fire," Mullick added. The school was being used by the CRPF as a temporary camp to face Naxal (left wing extremism) challenge in Ranchi District during their bandh (shut down), Mullick said. The Maoist fled the spot after a strong retaliatory action. As reported earlier the Maoists had called for a 48-hour bandh in five states, including Jharkhand. The bandh, however, ended in the night of August 25.

According to sources in the Union Ministry of Home Affairs (MHA), the Maoists have destroyed nearly 70 mobile towers during the last three years in half-a-dozen States, including Andhra Pradesh, Maharashtra, Orissa, Chhattisgarh and West Bengal, Hindustan Times reported on August 31. MHA sources said Chhattisgarh reported the highest number (20) of towers destroyed during the last three years. In 2008 alone, 14 mobile towers of both private and Government networks were attacked there. Jharkhand, which did not see any attack on mobile towers till 2007, saw nine such attacks in 2008 that disrupted communication networks in several Naxal-hit areas. Mobile phone towers located in Bihar faced the wrath of the Naxalites who blew up 14 of them in 2008, as per figures available with the MHA. With mobile phones becoming increasingly popular during the last couple of years, 43 incidents of such attacks were reported in 2008 alone. Private mobile operators pegged the collective loss on one mobile tower in such attacks at INR 12 lakh. With Maoist attacks on communication installations increasing, mobile operators indicated that it would affect rollout and, in turn, hamper mobile penetration in rural areas.
