Acting on a tip-off, Sonbhadra Police and Central Reserve Police Force (CRPF) personnel recovered 80 kilograms of explosives from the Chowki area.

The New Indian Express reports that suspected Communist Party of India-Maoist (CPI-Maoist) cadres killed a village headman in the interior Jojoda area, between Porahat and Saranda forests, under the Goeilkera Police Station limits of West Singhbhum District on October 1. As per reports, a group of Maoists abducted Bimal Lumga, headman of Jojoda village, and dumped his body after killing him. Deputy Inspector General of Police (DIG) Naveen Singh said the Porahat forest had been a stronghold of the Maoists and in the next security exercise the Maoists would be flushed out from Porahat.

A self-styled ‘area commander’ of the Communist Party of India-Maoist (CPI-Maoist) was arrested from East Champaran District on October 2, reports Outlook. Acting on a tip-off, the Police raided Raghunathpur village and arrested the Maoist, identified as Nanhak Paswan, Superintendent of Police (SP) Ganesh Kumar said. An American made pistol and 66 live cartridges were seized from him. The arrested Maoist leader was wanted in connection with several operations executed by Maoists in Bihar and Jharkhand.

Four Central Reserve Police Force (CRPF) troopers were injured in an ambush carried out by the cadres of the Communist Party of India-Maoist (CPI-Maoist) near Bhiwankojhi village in Kurkheda tehsil (revenue unit) in Gadchiroli District in the morning of October 2, reports The Times of India. According to sources, a convoy of seven vehicles belonging to CRPF battalion was returning from Gyarapati Police assistance centre to Kotgal, when it was attacked by the Maoists near Bhiwankojhi village in the wee hours. Maoists reportedly carried out the blast to stall the movement of the CRPF convoy and fired indiscriminately on the forces. A clamour mine and a hand grenade left by Maoists were also recovered from the incident site.

Suspected Communist Party of India-Maoist (CPI-Maoist) cadres abducted the son of a Trinamool Congress (TMC) leader in the Banspahari area of West Midnapore District on October 2, reports The Hindu. However, the youth was later found by Central Reserve Police Force (CRPF) personnel from a nearby forest on October 3. A group of armed men had barged into TMC leader Tarun Mondal's house at Sigdi and asked for him. “When they found him missing, they abducted his 18-year-old son Lalit. An FIR was lodged by Mondal's family at the Belpahari station,” said Gaurav Sharma, Superintendent of Police of Jhargram Police District.

Two landmines, believed to be embedded with sensors, were defused at Saroa village in Salboni area of West Midnapore District on October 2, reports The Times of India. Local villagers said while one was spotted on a culvert, the other was lying barely 300 meters away from it. Police said the joint operation is already under way and such a tactic by the Communist Party of India-Maoist (CPI-Maoist) to cause collateral damage can't be ruled out in the near future too. The place where the mines were placed is an important transit point for the forces and is frequented by villagers. Police later launched a search operation and recovered 10 sacks full of sulphur and sodium nitrate from Kendudanga village under Sankrail Police Station.

The Indian Air Force (IAF) will dispatch two of its Mi-17iv helicopters to the Jharkhand Government for logistic support in anti-Maoist operations being jointly conducted by Police and the Central Armed Police Force, reports The Pioneer. It is yet to be known whether or not these will be fitted with light machine-guns since the IAF had asked the Centre to allow for retaliatory action in case its helicopters are attacked by the Maoists. The Centre had promised to provide as many as 23 choppers to these States. Aware of the shortage of the IAF choppers since a good number of these were deployed in the United Nations mission in Congo, the Centre also mulled the proposal to hire them from private players and initially made a provision for 13 choppers to ferry troops and supplies to Maoist zones under operation, reducing the figure to six later on.

"If there is no joint operation in the area then we will restrain arms for one month," a joint statement signed and issued by Akash- spokesperson of Maoist state Committee besides Sujato Bhadra and Choton Das, the two interlocutors, said. "The government will have to decide whether they will suspend joint operation for a month and create a congenial atmosphere for talks," Bhadra said. "The statement was signed on September 30 and there was an embargo till October 3 and after that the content of the statement was released to the media," Bhadra said. The claim was made on October 13 through The Samaj, a local newspaper. “We are aware of how he killed Laxman Nagesh, school teacher Ghanashyam Ganda, Banamali Ganda, Parbati Ganda, Basanti Ganda and others. He was also involved in infant sacrifice and blamed us for the murders,” the Maoists told The Samaj. Delivering the annual Sardar Patel Memorial Lecture in Delhi on October11 on “Tirupati to Pashupati: Some reflections on the Maoist Issue”, Ramesh called for speedy completion of public welfare projects, primarily rural roads, within three to four years with a sense of urgency and a “get-it-done” attitude. Since roads were the first target of Naxalites who killed contractors frequently to stall road construction, Ramesh said some degree of security cover by para-military agencies like the Central Reserve Police Force (CRPF) would be essential to ensure timely completion of works under the Pradhan Mantri Gram Sadak Yojana. In 25 Naxalite-intense Districts the expenditure was lower than the national average and in 10 of them less than in the 60 Left Wing Extremist-affected Districts of the country, Ramesh said. The encounter occurred around 8.00 am [local time] when troopers of the C-60, who were patrolling in Bandugaon forest, were suddenly attacked by the hiding Maoists. It is said that armed Maoist cadres, numbering around 50-60 of three dalams (squads) of the region, including Salekasa dalam were involved in the encounter. "No one on the Police side was injured in the encounter," informed Chandrashekhar Meena, the District Police Superintendent. Meena claimed that at least half a dozen Naxalites were injured in the encounter. The training is being conducted at army training facilities located under the Lucknow-based Central Command and over 60,000 police personnel have been trained since 2006 for counter-naxal operations, Army sources said here. The courses are conducted on need basis to train the CPMF troops and state police personnel operating in Maoist-hit areas, they said. The training imparted by army includes lessons on identification of explosive devices buried in ground and defusing them safely.

Santosh is said to be a cadre of the Tritiya Prastuti Committee (TPC), a breakaway faction of the CPI-Maoist, which is active in the Sherghati sub-division of Gaya District. On that day the Maoists raided his house, dragged out the inmates, looted valuables, including food-grains and other household items, and set the house on fire. While retreating, the Maoists abducted Santosh and subsequently killed him. The body was dumped on the Jharkhand side of the inter-state border. Sherghati Sub-Divisional Police Officer (SDPO), Mahindra Prasad, said Santosh’s body had been sent for post-mortem examination.

Describing it as a major success, Union Home Ministry officials said the villages under six 'Gram Sabha' (Village Council) had been under the dominance of the Communist Party of India-Maoist (CPI-Maoist) for a long period and as a result no development has taken place there. Under the 'Saranda Action Plan', prepared by the Rural Development Ministry, the Government will immediately distribute solar-lanterns and bicycles, help construction of pre-fabricated houses for BPL (Below Poverty Line) families under the Indira Awas Yojana (IAY) and bridges with the help of Army and distribute hand-pumps for drinking water. The Centre will also help the Jharkhand Government to raise one battalion (approximately 1,000 personnel) of Indian Reserve Police (IRP) force by recruiting local tribal youth. The Home Ministry will provide the funds to raise the Indian Reserve force battalion. This force will be deployed to provide security to the local population and help authorities to carry out the development activities, officials said.

"Make the bandh in Junglemahal on Saturday a success against the injustice meted out to the people of the area," Maoist state committee secretary Akash, said in an open letter. Akash, also the Maoist spokesman, alleged the State Government was "unleashing terror" in the name of peace in Junglemahal. Over 600 Police and paramilitary personnel lost their lives in the past one year during operations or attacks on them with the Central Reserved Police Force (CRPF), in its fight against Communist Party of India-Maoist (CPI-Maoist), topping the list of casualties, reports The Hindu. A total of 634 personnel from State Police and Paramilitary Forces like the Border Security Force (BSF), the CRPF and the National Security Guard (NSG) were killed during a period from September 1, 2010 - August 31 this year, according to official figures. The CRPF topped the list of causalities with 113 followed by Uttar Pradesh (112) and the BSF (72). The West Bengal Police lost 24 Policemen during the past one year while Maoist-affected States of Jharkhand and Chhattisgarh had 36 and 47 casualties respectively. The figures for other States: Delhi (15), Manipur (14), Maharashtra, Jammu and Kashmir, Bihar and Tamil Nadu (13 each), Madhya Pradesh and Uttarakhand (12 each), Odisha (11), Assam and Karnataka (9 each), Andhra Pradesh (6), Gujarat, Kerala, Meghalaya and Rajasthan (5 each) and Arunachal (4). Nagaland had three casualties, Tripura two while Sikkim had one. Among the other forces, the Railway Protection Force (RPF) lost 27 personnel during the period followed by Indo-Tibetan Border Police (ITBP) (18), the Central Industrial Security Force (CISF) (10), the NSG (3) and the Sashastra Seema Bal (2). During September 1, 2009 - August 31, 2010, 797 Police and Paramilitary personnel lost their lives during operations or attack on them with the CRPF topping the list 191 such cases. Similarly, during 2008 September and August 2009, the Police Forces lost 841 lives with UP topping the list with 107 cases followed by the CRPF (81) and the BSF (72).

The 16-member Police team was on its way to Netanar village, when it came under attack, Additional Director General of Police (ADG, Naxal operation) Ramniwas said. A large group of Maoists set off an Impoverished Explosive Device (IED) blast and opened fire on the Policemen, who were riding on eight motorcycles, as they approached the village. Six Policemen, including a Police Inspector, were killed on the spot and five others were injured in the attack, Bastar Superintendent of Police Ratanlal Dangi said. The Telegraph reports that an elderly tribal man and his son, who went missing from home last week and may have been abducted by the Communist Party of India-Maoist (CPI-Maoist) cadres, were found dead in the Maoist-affected forests of Kuchai in Seraikela-Kharsawan District, 80 kilometres from Jamshedpur, on October 23. Sudarshan Samad (60) and Laxman Samad (20) were residents of Richadih village, located about 4 kilometres from where their bodies were recovered. Their throats were slit with some sharp weapon, the Police said, not ruling out Maoist hand in the killings. Seraikela-Kharsawan Superintendent of Police (SP), Abhishek said the father-son duo was last seen by family members on October 18. Kuchai is infamous as a preferred corridor of the CPI-Maoist cadres. Maoist cadres moving between Tamar and Saranda in West Singhbhum use Kuchai as a safe passage. So do those who migrate to the West Singhbhum forest from the Maoist-affected Purulia District in neighbouring West Bengal.

The need for the change in strategy was prompted by a Maoist upsurge along the borders of these States. In fact they are the supporters and sympathizers of the Maoists and are their ears and eyes. Sanya village under Bhandarya block is one such place in the Palamu District where the Maoists have Jan Militia. Dagar said three such Jan Militia were arrested and jailed when very recently the CRPF and the local Police there raided the village and made huge recoveries including 10 land-mines. "Land-mines were stored in an abandoned house, A woman has also been arrested among the three others," said Dagar. This ‘Jan Militia’ was operative in at least half a dozen villages like Chak, Metlong, Barwayya, Jhetha, Ekta etc. They work silently for the benefit of the Maoists.

The note was sent to the Government and the State leadership of the CPI-Maoist. It summarises the discussions the interlocutors had with both the sides since it was formed in July. Implicit in the note are the views of the interlocutors on taking the process for negotiations forward. “Both the sides are now free to add, reject or make alterations to the note which is only a summarisation of the discussions that have taken place with us. Talking to reporters, Rural Development Minister, Jairam Ramesh said that the Government would start a programme for placement linked jobs for unemployed youth in these Districts over the next five years. For better implementation of the Mahatma Gandhi National Rural Employment Guarantee Scheme (MNREGS), Ramesh has ordered that each panchayat (village level local self-Government institution) appoint one panchayat development officer and a junior engineer (JE) for a period of 10 years from within the District. Outlook India reports that the Communist Party of India-Maoist (CPI-Maoist) cadres exchanged fire with the Security Forces (SFs) comprising the Special Operations Group (SOG), Central Reserve Police Force (CRPF) and District Voluntary Force (DVF) during a raid on a camp at Jadu Loisingh forest in Sambalpur District on October 26. The encounter broke out when the SFs began a combing operation in the area after a group of about 15 armed Maoists set ablaze to vehicles and equipment of a private construction company at Mundher village on October 25. The Maoists fired 150 rounds, which was retaliated by 300 rounds and 16 grenades by the SFs but none was killed or injured, Sambalpur Superintendent of Police (SP) Nikhil Kanodia said. Maoist leaders, identified as Girish Mahato of Jharkhand, Kunu Dehuri of Odisha and others, escaped from the camp as the Maoists and SF personnel traded fire, SP Kanodia added. A letter from CPI-Maoist state secretary Akash to Sujato Bhadra, the leader of the six-member team of interlocutors, says the “peace talks” referred to by Mamata Banerjee Government frequently did not make any sense. The State Government should stop spreading the misleading news of peace talk being continued, it says. The letter dated October 26 has been circulated internally in the party and its frontal organisation claimed the State Government started operation in Junglemahal from August 24 and it continued till September 30, when the interlocutors purportedly held a meeting with the Maoists. Moreover, the raids and operations have been stepped up after the meeting that was held on September 30. Addressing Bhadra and other interlocutors, Akash says in the letter, “We have repeatedly informed you and the committee members about the operations of the joint forces and the villages where they raided. We requested you to be vocal in front of Chief Minister Mamata Banerjee that how the pre-conditions of peace talks are being violated. But you always kept us saying not to do this and not to do that. Why did not you tell the same thing to the State Government? Peace talk and operation cannot continue simultaneously and in the name of peace talk, the treachery of Mamata Banerjee will also not continue for long.”
